The paper looks at Colombia's first major environmental justice legal case involving a riparian Afro-Colombian community and the Pacific Energy Company (EPSA). Riverine Afro-Colombian communities gained political recognition as a culturally distinct group largely based on their conservation practices in riparian environments. The work contrasts the complexities of the case with the vulnerable reality of the people of Anchicayá who largely live in conditions of poverty, violence and political isolation. It also describes the institutions that frame watershed management, the ethnic rights to collective land and self-governance and the property rights of energy companies in the backdrop of decentralisation reforms that clarified different types of property rights and refounded Colombia as a multicultural nation. The legal suit, however, demonstrates that the government failed to offer equal protection to collective versus private cultural and socio-economic uses of land and water in order to protect energy investments. The Constitutional Court's jurisprudence ultimately privileged technical and legal know-how and overlooked the limits community intermediaries face offering similar evidence. By doing so, the court not only disregarded the constitutional rights of Afro-Colombians, but it also failed to mitigate a socio-environmental conflict.  相似文献

The total land area in China affected by desertification has grown over time due mainly to rapid population growth and environmental degradation. Arid and semi-arid regions now comprise approximately one-third of the country's land area. Women in arid areas suffer from the harsh environment as well as from discriminatory attitudes tied to the general expectations of women's role in society. Discrimination against women, high rates of illiteracy, poor health care, society's failure to recognize women's work, and insufficient social services result in illness, poverty, and low social status among women. The material poverty and lack of knowledge and education among women living in arid areas are discussed, as well as what women can do to alleviate poverty and improve the environment in arid areas. With regard to policies which could lead to sustainable development, the author discusses improving women's education in arid regions, public policies designed to improve women's conditions, ways to involve women in environmental protection, encouraging migration to reduce environmental degradation, and improving childbearing conditions.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

With the dissolution of the former Soviet Union in 1991, the nations of Central Asia gained independence and began the transition to market driven economies. Both the political and economic transformations of the Central Asian Republics (CARs) (Kazakstan, Kyrgyzstan, Tajikistan and Uzbekistan) have been difficult primarily because of a holdover of various centrally planned `command and control' approaches to national development. The extensive mapping and exploration of the CARs during the Soviet era (approximately 1921–1991) led to the discovery of several hundreds of mineral deposits that were subsequently evaluated, and it is this `pool' of known, but undeveloped, deposits which is of major interest to foreign and domestic companies. However, foreign investment in the mineral sectors of the CARs is at best quite modest and there are very few positive signs that foreign investment will increase dramatically in the near term. The major risks that the mining industry faces as it works in the CARs arise primarily from the fact that the nations are transitional economies which lack both a comprehensive legal framework and experience in dealing with foreign mining corporations and their practices. The major risks are political, economic, financial, infrastructure, contractual, environmental, social and cultural and workforce related. If all individual risk factors are weighted equally, the relative ranking of the countries (from least risk to most risk for mineral development) would be Kyrgyzstan, Kazakstan, Uzbekistan and Tajikistan respectively. However, such a classification scheme does not effectively weight the importance of mineral potential. If the risk criteria are weighted with respect to geologic potential, the ranking of the countries would be (from least risk to most risk) Kazakstan, Uzbekistan, Kyrgyzstan and Tajikistan, respectively.  相似文献

People living in the area just south of the Sahara Desert in Africa face their 3rd major drought since 1900. This drought brings about famine. Drought and famine are only manifestations of more profound problems: soil erosion and degradation. They diminish land productivity which aggravates the population's poverty. Yet soil erosion and degradation occur due to an expanding population. Continued pressures on the land and soil degradation results in desertification. The UN Environment Programme's Assessment of the Status and Trend of Desertification shows that between 1978-84 desertification spread. Expanding deserts now endanger 35% of the world's land and 20% of the population. In the thorn bush savanna zone, most people are subsistence farmers or herdsmen and rely on the soils, forests, and rangelands. Even though the mean population density in the Sahel is low, it is overpopulated since people concentrate in areas where water is available. These areas tend to be cities where near or total deforestation has already occurred. Between 1959-84, the population in the Sahel doubled so farmers have extended cultivation into marginal areas which are vulnerable to desertification. The livestock populations have also grown tremendously resulting in overgrazing and deforestation. People must cook their food which involves cutting down trees for fuelwood. Mismanagement of the land is the key cause for desertification, but the growing poor populations have no choice but to eke out an existence on increasingly marginal lands. Long fallow periods would allow the land to regain its fertility, but with the ever-increasing population this is almost impossible. Humans caused desertification. We can improve land use and farming methods to stop it.  相似文献

Our group, composed of modelers working in conjunction with tropical ecologists, 3 has produced a simulation model that quantifies the net carbon exchange between tropical vegetation and the atmosphere due to land use change. The model calculates this net exchange by combining estimates of land use change with several estimates of the carbon stored in tropical vegetation and general assumptions about the fate of cleared vegetation. In this report, we use estimates of land use and carbon storage organized into sixlife zone (sensu Holdridge) categories to calculate the exchange between the atmosphere and the vegetation of four tropical countries. Our analyses of these countries indicate that this life zone approach has several advantages because (a) the carbon content of vegetation varies significantly among life zones, (b) much of the land use change occurs in life zones of only moderate carbon storage, and (c) the fate of cleared vegetation varies among life zones. Our analyses also emphasize the importance of distinguishing between temporary and permanent land use change, as the recovery of vegetation on abandoned areas decreases the net release of carbon due to clearing. We include sensitivity analysis of those factors that we found to be important but are difficult to quantify at present.  相似文献

The impacts of anthropogenic factors on the environment in Nigeria   总被引:2,自引:0,他引:2  
Generally speaking, there has been a consensus on the primary drivers of anthropogenic induced environmental degradation. However, little progress has been made in determining the magnitude of the impacts, particularly in developing countries. This creates a lacuna that needs to be filled up. The purpose of this study therefore is to ascertain the degree of anthropogenic induced environmental impacts in Nigeria. To achieve the aim, fossil fuel consumption was used as a surrogate for carbon dioxide emissions while the magnitude of the impacts was determined by regression statistics and the STIRPAT model. The results show that only three variables, namely population, affluence and urbanization, were statistically significant and that the regression model accounts for 60% of the variation in the environmental impacts. However, population and affluence, which have ecological elasticities of 1.699 and 2.709, respectively, are the most important anthropogenic drivers of environmental impacts in Nigeria while urbanization, with an elasticity of -0.570, reduces the effect of the impacts. This implies that modernization brings about a reduction in environmental impacts. The paper therefore makes a significant contribution to knowledge by successfully testing the STIRPAT model in this part of the world and by being the first application of the model at political units below the regional or nation states.  相似文献

The Rodopi mountain range is located between Greece and Bulgaria and constitutes a natural and political boundary whose crest delimits the frontier between the two countries. However, these two neighboring countries have significant differences: Greece is one of the oldest members of the European Union (EU) while Bulgaria has just recently entered the European family. As a result, the existing financial and political differences between the two nations are also reflected in issues concerning the environmental know-how, education, and training, since Greece seems to have a small lead in these fields. On the other hand, given that Bulgaria possesses exceptional scientific personnel, it has made significant progress in all aspects of environmental policy during the last decade by absorbing up-to-date knowledge and putting it into practice; thus, catching up with the other EU countries in environmental issues is just a matter of time. Taking these factors into account, the Department of Forestry and Natural Environment Management of the Technological Educational Institute of Kavala (Greece) and the Department of Geography-Ecology and Natural History (Bulgaria) prepared a joint proposal which was approved and financed by the European Union Initiative ΙNTERREG IIIΑ/PHARE CBC GREECE-BULGARIA. The proposal concerns the Rodopi mountains and focuses on integrated environmental education, technology exchange, and transfer between the two institutions. The Rodopi complex constitutes a very important ecosystem of particular ecological and biological interest for both countries. This paper reveals the cooperation possibilities on environmental education and know-how exchange with regard to the shared natural resources of these contiguous countries.  相似文献

The basic aim of this article is to briefly explore the links between socio-economic dynamics and desertification in western Lesvos, Greece. The area is characterised by certain socio-economic and development disadvantages, dependence on few productive sectors (mainly on livestock breeding) and by severe problems of land degradation and desertification. The linkages between socio-economic profile, characteristics and development trajectory with the state of environment in the area are identified through a series of in-depth qualitative interviews with local producers (livestock breeders). Research findings reveal the major socio-economic driving forces towards unsustainable productive practices, which contribute to the persistence of the problems of land degradation and desertification.  相似文献

Investigating local people’s environmental perceptions can produce useful information that could be incorporated into decision making processes that help resolve environmental problems. Although China is undergoing severe desertification, the perceptions of the local people toward their degraded environment and the related issues have so far not been actively solicited. This article, which is a supplement to Lee and Zhang’s (2004, 2005) studies, seeks to further investigate the lay public’s general environmental attitudes, perceptions of desertification, interpretations of land-degrading activities, and particularly their interrelations in severely desertified areas. Minqin County in Gansu Province, northern China, was chosen to be the study area. Data was collected via a questionnaire survey (n = 1138) administered in December 2002. Major findings were: (1) Most respondents had only weak altruistic environmental attitudes, with educational level to be a significant determinant. (2) Respondents’ perceptions of desertification and interpretations of land-degrading activities were contingent on personal attributes, general environmental attitudes, and other conceptions related to desertification. It is recommended that the interrelations between the various aspects of the public’s environmental perceptions should be thoroughly examined to facilitate their participation in environmental management.  相似文献

Land degradation is a great threat for the future and it requires great effort and resources to ameliorate. The major causes of land degradation in Ethiopia are the rapid population increase, severe soil loss, deforestation, low vegetative cover and unbalanced crop and livestock production. Inappropriate land-use systems and land-tenure policies enhance desertification and loss of agrobiodiversity. Utilization of dung and crop residues for fuel and other uses disturbs the sustainability of land resources. The supply of inputs such as fertilizer, farm machinery and credits are very low. The balance between crop, livestock, and forest production is disturbed, and the farmer is forced to put more land into crop production. For environmentally and socially sustainable development, there is an urgent need to promote awareness and understanding of the interdependence of natural, socioeconomic, and political systems at local and national levels. Understanding the current status and causes of land degradation is very important. This paper reveals the important elements of land degradation in Ethiopia and suggests possible solutions that may help to ameliorate the situation.  相似文献

Soil degradation and desertification processes in the Mediterranean basin reflect the interplay between environmental and socioeconomic drivers. An approach to evaluate comparatively the multiple relationships between biophysical variables and socioeconomic factors is illustrated in the present study using the data collected from 586 field sites located in five Mediterranean areas (Spain, Greece, Turkey, Tunisia and Morocco). A total of 47 variables were chosen to illustrate land-use, farm characteristics, population pressure, tourism development, rainfall regime, water availability, soil properties and vegetation cover, among others. A data mining approach incorporating non-parametric inference, principal component analysis and hierarchical clustering was developed to identify candidate syndromes of soil degradation and desertification risk. While field sites in the same study area showed a substantial similarity, the multivariate relationship among variables diverged among study areas. Data mining techniques proved to be a practical tool to identify spatial determinants of soil degradation and desertification risk. Our findings identify the contrasting spatial patterns for biophysical and socioeconomic variables, in turn associated with different responses to land degradation.  相似文献

The argument in this essay is twofold. (1) Procedural justice requires,in particular cases, that we restrict property rights in natural resources, e.g., California agricultural land or Appalachian coal land. (2) Conditions imposed by Locke's political theory and by dense population require,in general, that we restrict property rights in finite or non-renewable natural resources such as land. If these arguments are correct, then we have a moral imperative to use land-use controls (such as taxation, planning, zoning, and acreage limitations) to restructure land ownership and land use in a far more radical way than has ever been accomplished in the past.  相似文献

Ghana is the second largest producer of gold in sub-Saharan Africa, and has experienced a significant increase in national mining production over the last two decades. Between 1983 and 1998, the mining industry brought approximately US $4 billion in foreign direct investment to Ghana. While large-scale gold mining has seen a significant increase, artisanal gold and diamond mining product have grown exponentially. While much research has been conducted on gold mining in Ghana, there is relatively little research on the environmental and human development consequences of diamond mining in the country. Unlike other West African countries such as Sierra Leonne and Liberia, small-scale diamond mining in Ghana has not been linked to conflict but its role in development has also been relatively modest. This paper examines large and small-scale mining in Ghana's largest diamond mining town, Akwatia, and their relative impact on environmental degradation, health, and the livelihood of artisanal miners. We conclude that while an increase in artisanal diamond mining has been a means of employement and income-generation for small-scale miners, there are some human development challenges, related to environmental burden from land degradation and health. GCD is an ailing mining company in Ghana, in desperate need of an injection of capital to keep the mine alive, but botched bidding has slowed the process of de-regulating the company. We also conclude that the de-regulation of GCD may lead to a relatively reduced environmental burden in Akwatia and more revenue for the GCD to invest in the human development needs of communities in the town.  相似文献

Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

Advocates of community-based approaches to environmental management argue that by respecting local circumstances, skills, and concerns we may improve the prospects of achieving environmental sustainability; yet, within nation states such as Canada, environmental conditions, management and enforcement costs and capabilities, and power differentials within and among civic and public sectors may result in a highly differentiated capacity for environmental management across different localities and regions. This article draws on insights of political ecology to 1) create a conceptual framework that identifies key elements shaping regional environmental management regimes and to 2) undertake a comparative analysis to assess how elements interact to generate uneven management outcomes. I compare experiences of two Canadian biosphere reserves designated in 2000: Clayoquot Sound, BC; and Redberry Lake, SK. Analysis reveals that differences in governance and institutional capacities in the biosphere reserves are key to explaining uneven local outcomes. Where the public and civic sectors are strong, a robust and publicly vetted form of management will emerge. Where these sectors are weak and land is held as private property, environmental nongovernmental organizations can set the type and level of management, to the exclusion of effective civic and state involvement. This result may improve environmental sustainability but hinder social sustainability of a management regime and raises questions about the efficacy of community-based management.  相似文献
