Summary This paper focuses on the emphasis placed on environmental considerations and values in the context of environmental in-service training programs for governmental personnel in England, Austria, the Federal Republic of Germany, and the Netherlands. The paper is generally based on field research conducted in Europe during August 1979; issues were identified and comparisons were made with training programs in the United States. The major issues considered include: (1) early versus later emphasis, (2) resistance, (3) specialists and techno-scientific emphasis, (4) technique orientations, (5) lack of environmental administrative training, and (6) innovations.Despite various contrasts between European and United States environmental in-service training programs, there are some similarities. Many of these similarities center around a lack of emphasis on environmental training per se as well as on a lack of emphasis on environmental considerations and values because of various constraints, perceptions, and orientations. As developed nations with advanced governmental-technological systems in environmental affairs, their training programs are highly oriented toward these systems, and there is a lack of attention devoted to environmental aspects per se. The environmental titles and responsibilities do not automatically insure the incorporation of environmental considerations and values into the policy-making process with obvious training needs.European governments may adhere to a more legalistic, formal, and structured approach with less discretion available. But specialist and administrative personnel, as in the United States, are intimately involved in value judgments and decision-making in environmental affairs. Because of this, training programs have a special responsibility to educate personnel about environmental considerations and values to insure that the environmental public interest is adequately presented in the decision-making process, i.e., that they develop environmental competencies as well as governmental and technological ones on an interface basis.Dr Daniel H. The Resource Management Act, passed in 1991, has significantly revised the practice of Environmental Impact Assessment (EIA) in New Zealand. In contrast to a previous emphasis on environmental impact reports of major projects, the new requirements call for environmental impact assessment of all resource consent applications and of all regional, district and city policies and plans. This signals a change directed at incorporating environmental considerations into day‐to‐day planning decisions, with the purpose of achieving sustainable management. The paper identifies and discusses some key issues which are critical for successful integration of EIA within a planning framework.  相似文献

In order to effectively integrate environmental attributes into the product design and development processes, it is crucial to identify the significant environmental aspects related to a product system within a relatively short period of time. In this study, the usefulness of life cycle assessment (LCA) and a matrix method as tools for identifying the key environmental issues of a product system were examined. For this, a simplified LCA (SLCA) method that can be applied to Electrical and Electronic Equipment (EEE) was developed to efficiently identify their significant environmental aspects for eco-design, since a full scale LCA study is usually very detailed, expensive and time-consuming. The environmentally responsible product assessment (ERPA) method, which is one of the matrix methods, was also analyzed. Then, the usefulness of each method in eco-design processes was evaluated and compared using the case studies of the cellular phone and vacuum cleaner systems. It was found that the SLCA and the ERPA methods provided different information but they complemented each other to some extent. The SLCA method generated more information on the inherent environmental characteristics of a product system so that it might be useful for new design/eco-innovation when developing a completely new product or method where environmental considerations play a major role from the beginning. On the other hand, the ERPA method gave more information on the potential for improving a product so that it could be effectively used in eco-redesign which intends to alleviate environmental impacts of an existing product or process.  相似文献

While much attention has been paid to the entrepreneurial “base” of the ethnic economy, the enclave is primarily composed of thousands of hourly employees working in small co-ethnic or multi-ethnic immigrant firms. The US economy benefits from over 10?billion dollars in taxed income and wages from immigrants whose social security numbers do not match up with their employee tax identification numbers. Multiple mismatches and misinformation about immigrants (from an economic, cultural, and political standpoint) demonstrate the need to understand the unique potential of immigrant communities in facilitating urban growth. Koreatown in Los Angeles, an ethnic enclave economy that is also a central business district for many immigrant workers, is one emergent example of new types of flexibility around citizenship status and semi-formal jobs as they are negotiated on a daily basis in the neighbourhood. Previous studies of the ethnic enclave have maintained that there is a singular importance to the co-ethnic network (Korean to Korean, or Cuban to Cuban, for example), and yet this traditional characterisation of the ethnic enclave does not hold true in most urban ethnic enclaves, which include multiple ethnic groups working side by side. Interviews with Korean and Latino workers demonstrate the ways in which people (including undocumented individuals) contribute to the local economy, and informally communicate in neighbourhoods and cities to build a broader social and economic network outside of enclave boundaries.  相似文献

Abstract: This paper reviews several recent case studies in which states or countries have strengthened their protection of environmental flows to explore the key policy, stakeholder, and scientific elements that contributed to these advances in water management. A conceptual framework is developed to describe the actions of interest groups and individuals, how environmental flow issues get onto the formal agenda of decision makers, the events and conditions which precipitate this attention, the role of science and scientific uncertainty, and how interactions and dialog among individuals and groups with different interests lead to changes in state and national statutes. In general, the review found that changing policies is a result of actions of informed groups of interested parties using science and information to inform both the public and decision makers about the need for action and about the specific action needed. In almost all cases, environmental flow issues make it onto the formal agenda of institutions through one or more precipitating events, often legal challenges that call into question the existing legal framework for water management. Significantly, in almost all cases the engagement between advocacy coalitions with different and often opposing views results in reframing the issues to provide a common approach or solution upon which the competing coalitions can agree.  相似文献

美国曾经在环境保护和治理污染上做出了卓越的成绩,但是如今环境议题成为撕裂美国的重要议题。美国的共和党和民主党在环境议题上互相牵制,难以达成共识。最近,美国特朗普总统宣布退出应对气候变化的《巴黎协定》就是这种分歧的表现。但当美国1970年代开始环境立法治理污染的时候,美国社会上下和两大党之间高度一致。在此后,因为环境思想上的差异和代际转变,政党斗争、选举体制、利益集团等多方面原因,美国不同政治势力在环境议题上越发分裂。美国在环境议题上的分歧对中国如今解决环境问题有重要的启示意义:首先,现在我国社会上下一致应对环境问题的广泛共识很宝贵,应该抓住难得的机遇期,为未来环境治理积极立法,留下宝贵法治遗产。另一方面,随着人们在环境议题上的利益变得多元,中国应该在环境治理上整合各方面利益,防止中国未来的环保事业被利益集团绑架。最后,中国应该明确环境议题的概念远远大于治理污染,为未来环境事业扩展空间。  相似文献

Cities in the Kurdistan region in Iraq – particularly, the capital city of Hewlair (Erbil) – are facing environmental problems such as water, air and noise pollution. Political instability, ethnic tensions, politically motivated decisions, wars and economic sanctions, consumerism, lack of sufficient funds, and tension between the federal and regional governments due to power and wealth sharing are major contributors to the environmental problems; this paper will depict and analyse these. Although these problems are causing serious health issues for the inhabitants and sometimes death, the authorities are unable to solve them. The paper sheds light on the causes and effects of the environmental problems and also draws conclusions and makes suggestions.  相似文献

This article seeks to explain how and why church congregations mobilise on environmental issues and what – if anything – is distinctive about that mobilisation. Building on and adapting Resource Mobilisation Theory (RMT), we develop the idea of “spiritual resources” to help explain how a collection of spiritual identities, values, symbols and narratives can facilitate distinctive collective action on environmental issues. Our analysis draws on data derived from an in-depth case study of climate active groups in Scotland. It includes content analysis of websites, news stories as well as ethnographic observation of selected church and secular groups engaged in climate activity. We find church groups do enjoy a distinct set of resources – comprising tradition, rituals and symbols shaped by theology and doctrine – which are not wholly captured by other explanations of climate mobilisation. While these spiritual resources do not directly translate into specific environmental or climate action they can, especially when combined with other resources, lead to environmental activities distinctly motivated, and distinctly practised at the individual and community level.  相似文献

The article analyses the recent development of public participation in environmental assessment and indicates some unfortunate and unintended results. A number of Danish cases show how the tools involved are employed for a kind of ‘acceptance planning’, instead of actual environmental protection, and that the legitimacy which public inclusion was supposed to bring to environmental assessment has instead been replaced by considerations of legality, which frees entrepreneurs and authorities from including real environmental considerations in their planning. Thus, the undesirable handling of public participation that the article analyses is not only due to the actual difficulties of practising inclusion and the indisputable complexity of the environmental issues but also to a very large extent due to considerations of economic efficiency and an unwillingness among investors – public as well as private – to take account of environmental consequences as a long-term issue. The article ends with a range of recommendations for securing public inclusion in matters of environmental assessment through independent public initiatives or institutions that do not answer to authorities and entrepreneurs.  相似文献

Environmental justice frameworks predominantly focus on exploration of socio-environmental inequalities faced by racial, ethnic, religious, cultural and low-income groups. This article aims to expand this mainstream focus of the environmental justice concept on these groups by conceptualising urban/rural division as a group difference, based on which rural communities face with socio-environmental burdens of environmental policies in relation to their urban counterparts. It is based on the analysis of Turkey’s small-scale hydroelectricity power plant (HPP) development policies, referring to the planning and constructions of approximately 1500 hydropower plants across the country, along with country’s modernist agenda, i.e. achievement of economic development, social progress and urban transformation of Turkey. These power plants are also strongly associated with numerous socio-economic, environmental and cultural impacts on local rural communities and local environments with dozens of local opposition movements, while favouring needs, interests and lifestyles of urban communities. This point deserves a systematic conceptualisation within the environmental justice frameworks as it helps to further explain deep causes of socio-environmental inequalities particularly in developing country contexts. Thus, this article is built on such a conceptualisation arguing the necessity to integrate urban/rural division as a separate group difference to environmental justice frameworks by examining modernisation and urbanisation nexus in Turkey’s small-scale HPP development process.  相似文献

Due to growing environmental challenges, the demand for effective management through pro-environmental policy measures is increasing. The effectiveness is, however, largely determined by the degree to which the policy measures are supported by the actors affected by them. A consistent finding in the literature is that ideology (or subjective positioning on the left–right dimension) affects environmental policy support, with left-leaning individuals being more pro-environmental. A major caveat with previous research is that it seldom makes a distinction between different kinds of policies. Therefore, we are concerned with investigating how different ideological positions affect attitudes towards different forms of environmental protection. Using unique survey data, we show that ideology is related to conceptions about the fairness and effectiveness of different policy tools, which in turn steer preferences. In that sense, this paper makes the discussion on the effects of ideological position on pro-environmental policy support more nuanced.  相似文献

Summary In order to consider appropriate sustainable development, it is first necessary to understand the problems of developments that are inappropriate for specific population groups. Variables, such as, the culture of the group, its historical experiences, demographic and economic resources, population density, and remoteness or urban proximity should be scrutinized. This is a case study of one population group with a history of resource dependency.Inchelium is a small Native American community on the Colville Indian Reservation in Washington, USA. The construction of a large dam ended fishing in Inchelium. Changes due to the dam have led to exploitation and degradation of the community's lifestyle. Several attempts at viable alternative economic development have led to disagreements about cultural and environmental issues. Lack of sustainable development has fostered a non-viable economy. In this economy half of the employable persons are unemployed, and 80 percent are dependent upon some form of government financial and service aid.These problems are related to the effects of colonization found on all North American Indian reservations. A dependency relationship with the federal government has resulted in qualitative changes in the use of natural resources, from subsistence to extraction.Dr Pamela Elkind is Department Chairperson and Professor of Environmental Sociology at Eastern Washington University. Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Current environmental issues emerging in the world are reflected in the environmental legislation of several countries. Because environmental issues are important, industries actively seek ways in which to reduce their environmental footprint. One effective method is through the use of reverse logistics. Reverse logistics is the concept of reusing used products in order to reduce wastes and to increase an industry's environmental performance and resulting profits. Stock selection, transportation, centralized collection, data collection, refurbishing, and remanufacturing are some of the more commonly utilized reverse logistic operations. An effective reverse logistics network is essential for increasing the flow of goods from customers to producers. The objective of this paper is to develop a multi-echelon reverse logistics network for product returns to minimize the total reverse logistics cost, which consists of renting, inventory carrying, material handling, setup, and shipping costs. Industries need to give more attention to the task of collecting used products from customers and establishing collection facilities. In this study, a mixed integer non-linear programming (MINLP) model is developed to find out the number and location of initial collection points and centralized return centers required for an effective return and collection system, and also the maximum holding time (collection frequency) for aggregation of small volumes of returned products into large shipments. Two solution approaches, namely genetic algorithm and artificial immune system, are implemented and compared. The usefulness of the proposed model and algorithm are demonstrated via an illustrative example.  相似文献

The paper examines whether environmental issues are taking precedence over socio-economic issues in the UK LA 21 process. A categorization to separate issues which can be considered socio-economic from those which are environmental has been developed and a questionnaire sent to all UK local planning authorities. Results demonstrate that local authorities are indeed giving more emphasis to environmental issues, which is at odds with previous studies and with the concept of sustainability.The research has indicated that the cause may be a tendency to place LA 21 within the remit of environment departments and, whether this is the explanation or not, it implies that a re-emphasis of effort may be required on behalf of the local authorities.  相似文献

There is little doubt that one of the most significant challenges facing the mining industry today is how to deal with sociocultural issues, particularly those concerning indigenous groups who are potentially affected by mineral developments. No longer is a project's success dependent on technical and economic considerations alone. Community issues are now an integral component of overall project risk. For the mining industry, therefore, the establishment of positive, strong and transparent relationships with local communities is more than just a moral imperative; it makes good business sense. A case study of WMC's Tampakan Copper Project in the Philippines provides an illustration of how mining companies are developing their capacity to deal with sociocultural concerns.  相似文献

From an environmental perspective, the media have raised the level of environmental awareness and, rightly or wrongly, focused the attention of citizens on specific environmental issues. Public reaction to environmental news can filter back into the media and highlight specific policy issues. The importance of the media in this respect has gained strength, particularly in developing countries, where environmental problems have become legitimate concerns, and where access to 'official' information has been historically difficult. In general, newspapers have been found to be one of the most predominant sources of environmental information available to the public, particularly in developing countries. In this paper, we summarise, briefly analyse and compare the newspaper coverage of environmental issues in Argentina, Chile, Mexico and the Philippines. Among numerous other results, it appears that the coverage of environmental issues fell considerably over the period 1990-94 despite an increase in world-wide environmental awareness. Most news reports actions by the environmental agencies (warnings and rewards, etc.). In the Philippines, however, most environmental news reports investments in pollution abatement activities by the private sector. While citizens' complaints represent a small percentage of the coverage of environmental issues, closer examination reveals that such complaints, in the vast majority of cases, trigger governmental actions (warnings) and ultimately an improvement of firms' environmental performance (investment).  相似文献

Soil is fragile and nonrenewable but the most basic of natural resources. It has a capacity to tolerate continuous use but only with proper management. Improper soil management and indiscriminate use of chemicals have contributed to some severe global environmental issues, e.g., volatilization losses and contamination of natural waters by sediments and agricultural fertilizers and pesticides. The increasing substitution of energy for labor and other cultural inputs in agriculture is another issue. Fertilizers and chemicals account for about 25% of the production energy investment in agriculture. An additional 60% is accounted for by machinery, gasoline, electricity, and power-related inputs. Fertilizer additions to cropland are not utilized fully and significant amounts, depending on conditions, are either lost in surface runoff or leached into the ground water. The annual discharge of dissolved solids from agricultural lands to the waterways in the USA is substantial. The increasing use of herbicides in agriculture is a threat to the quality of surface and ground water, although this threat is dependent upon both the chemistry of the compound and the ecosystem in which it is used. Especially within the Third World, development of an environmental ethic and environmental laws have not kept pace with the increase in pesticide use. Above all is the severe and global problem of soil degradation currently occurring at the rate of five to seven million hectares per year. The policy and moral aspects of these issues are discussed.  相似文献
