Paradoxically, cities in the developed world are simultaneously increasing levels of food waste and food insecurity. Social assistance programmes intend to provide vulnerable populations with food, but many people instead choose to collect food from municipal waste streams, including “dumpster diving”. Most food-insecure people who dumpster dive do so from need, to supplement food from, or avoid stigma related to, social assistance programmes. However, it is increasingly common for food-secure people to choose to dumpster dive. We used participant observation and semi-structured interviews to characterise urban dumpster divers in Montréal, Quebec, identify what items they dive for, and describe their social connectivity. We found that while some divers identified as food insecure and extremely poor, most did not; primarily, divers were Caucasian, university students, holding an “alternative” identity, and without a full-time job or children. Divers required specialised knowledge and mostly recuperated food waste from grocery stores and bakeries (e.g. breads, fruits, vegetables, meat, dairy products) that significantly improved the composition and quality of their diets. Unused goods were largely gifted and rarely sold. Food-insecure divers tended to be isolated, while food-secure divers had strong social connections because they frequently exchanged knowledge and goods and held common values. Our findings indicate that the dumpster diving community in Montréal is a heterogeneous group recuperating a range of goods for a variety of reasons that reduces food waste and alleviates food insecurity. We suggest that municipal policy-makers encourage the redistribution of potentially useful goods between local businesses and willing recuperators.  相似文献

In recent years, altered forest conditions, climate change, and the increasing numbers of homes built in fire prone areas has meant that wildfires are affecting more people. An important part of minimizing the potential negative impacts of wildfire is engaging homeowners in mitigating the fire hazard on their land. It is therefore important to understand what makes homeowners more or less willing to take action. The research presented here comes from a study that interviewed a total of 198 homeowners in six communities in the western United States about the activities they had undertaken to mitigate their fire risk, the factors that contributed to their decisions, and their future intentions. The current paper reports on findings from the first half of the longitudinal study, after 3 years we will return to interview the current homeowner on the same properties to assess maintenance actions and facilitating and limiting factors. Overall we found a body of individuals who understand the fire risk, are taking numerous mitigation actions, and think that these actions have reduced their risk. These homeowners typically did not expect the government to do it for them: they wanted information about what to do and, in some cases, assistance with the work, but saw taking care of their property primarily as their responsibility. Responses also show that key information sources and motivating factors vary by location and that it is not inherently necessary to have relationships between community members to create defensible space.  相似文献

Sustainability has proved to be a unifying concept that emphasizes the need for us to consider the impacts of what we do in our generation on those who follow us in future generations. While we cannot know with certainty what these impacts may be, or what future generations will want or value, we can attempt to include what we think they will want or value in our current planning and management models. In this way we may at least estimate what they would like us to do today to allow them to better satisfy their needs and desires in the future. This then becomes a multiple objective planning problem, where if conflicts exist, trade offs can be identified and debated. This paper presents some approaches for doing this, and discusses how they may be applied in practice in the water resources sector.  相似文献

Existing research on the effects of congestion in wilderness areas suffers from problems associated with asking people directly what they would be willing to pay to avoid congestion under hypothetical circumstances. The work reported here is based on methodologies that infer conclusions from observed behavior. Two inferential methodologies are used to examine visitors' willingness to pay at three California wilderness areas during peak and off-peak use periods. Inferential methodologies do not provide unambiguous measures of consumer surplus. However, they do yield the conclusion that, with the exception of a relatively few individuals, solitude is not of overriding importance. Convenience of timing and the attributes of different wilderness areas appear to be more important than congestion.  相似文献

In the Lister region in the southern part of Norway, attempts are currently being made to facilitate for a green shift. The paper discusses two different approaches towards such a challenge. The first is procedural, where success or failure hinges on the methods applied in the effort to convince locals to incorporate climate considerations. The alternative is to reflect upon how a green ideology blends into pre-existing ideological elements in the region. It is claimed that an important reason for the failure so far to place the environment at the core of regional development, is that too much emphasis has been put on the first approach, on procedure and dialogue, whereas few efforts have been made to understand the structure of the discursive terrain in the region. What prevents a green shift has less to do with methods and is more connected to the dominance of a logic of economic growth and the fact that locals are confident that nature is already dealt with in a sensible manner. The conclusion is that we need to understand what people are concerned about and what prevents them to change, before we start telling them how to think and do development.  相似文献

The Western Governors' Association (WGA) includes both the public lands states with their issues and the plains states, which are 98% privately owned. WGA deals with most legislation affecting biodiversity, whether the effect is direct or tangential. It will probably not be possible, or desirable, for one entity to be in charge of biodiversity conservation. The Endangered Species Act, public lands laws, agricultural laws, water law, environmental laws, and funding legislation all affect biodiversity conservation and the responsibility for it. None of them on their own are enough, and most can cause harmful unintended consequences for biodiversity. The experience of western states in developing consensus principles for reauthorization of the Endangered Species Act provides an example of common-sense ways to improve management of biodiversity, notwithstanding the complexity and large stakes involved. The WGA's proposed changes call for increasing the role of states, streamlining the act, and increasing certainty for landowners and water users. To achieve sustainable conservation for biodiversity, the better question is not “Who is/should be in charge?”, it is “How do we get this done?” To answer this, we need goals, guidance, and bottom lines from federal laws, and management and oversight at the state level, but they all need to support local on-the-ground partnerships. Sustainable conservation requires the active participation of those who live there. WGA's experience in coordinating the Great Plains Partnership as well as its work with watershed efforts shed light on what to expect. Multilevel partnerships are not easy and require a different way of doing business. The ad hoc, sitespecific processes that result do not lend themselves to being legislated, fit into organizational boxes, or scored on a budget sheet. There has been little research on the differential aspects of the local/global dichotomy, yet there is every suggestion that such a distinction could be crucially important in terms of understanding the public's perceptions and attitudes towards environmental problems as well as understanding their subsequent behaviour. This research sought to address three questions. First, are people only able to relate to environmental issues if they are concrete, immediate and local? Second, do people consider environmental problems to be more serious at a global or a local level? Third, what is the effect of the public's perceptions of the seriousness of environmental problems on their sense of responsibility for taking action?Three studies were undertaken in Australia, England, Ireland and Slovakia. The results of each study consistently demonstrate that respondents are not only able to conceptualize problems at a global level, but an inverse distance effect is found such that environmental problems are perceived to be more serious the farther away they are from the perceiver. An inverse relationship was also found between a sense of responsibility for environmental problems and spatial scale resulting in feelings of powerlessness at a global level. The paper concludes with a discussion of various psychological theories and perspectives which informs our analysis and understanding of what might be seen as environmental hyperopia.  相似文献

Concern for what we do to plants is pivotal for the field of environmental ethics but has scarcely been voiced. This paper examines how plant ethics first emerged from the development of plant science and yet also hit theoretical barriers in that domain. It elaborates on a case study prompted by a legal article on “the dignity of creatures” in the Swiss Constitution. Interestingly, the issue of plant dignity was interpreted as a personification or rather an “animalization of plants.” This sense of irony makes sense when one realizes that on scientific grounds the plant is a “second animal,” i.e., it differs from the animal in degree of life or some ethically-relevant criterion but not in nature. From the point of view of ethics however, plants should be defended for what they are by nature and not by comparison to external references: the ethical standing of plants cannot be indexed to animals. It is thus reckoned that to circumvent this odd fetishism, the plant ethics can only be adequately addressed by changing the theory of plant science. Common sense tells us this: plants and animals belong to radically different fields of perception and experience, a difference that is commonly captured by the notion of kingdom. In this paper we remind the ethical conversation that plants are actually incommensurable with animals because they are unsplit beings (having neither inside nor outside), i.e., they live as “non-topos” in an undivided, unlimited, non-centered state of being. It is concluded that the unique ontology of plants can only be addressed through a major change from object-thinking to process-thinking and a move from ego-centric to “peri-ego” ethics.  相似文献

Between people who unabashedly support eating meat and those who adopt moral vegetarianism, lie a number of people who are uncomfortably carnivorous and vaguely wish they could be vegetarians. Opposing animal suffering in principle, they can ignore it in practice, relying on the visual disconnect between supermarket meat and slaughterhouse practices not to trigger their moral emotions. But what if we could have the best of both worlds in reality—eat meat and not harm animals? The nascent biotechnology of tissue culture, originally researched for medical applications, holds out just such a promise. Meat could be grown in vitro without killing animals. In fact, this technology may not just be an intriguing option, but might be our moral obligation to develop.  相似文献

Many reports and studies have noted that a significant portion of problem-oriented coastal science does not actually link to decisions. Here, three competitively funded project case studies are studied to determine what funders can and should do to better link science with decisions. The qualitative analysis used for this study indicates that the studied program was seen as being unusually attentive to the issue of linking science to decisions, as opposed to simply generating new knowledge. Nevertheless, much of the data indicate that funders can and should do more. Three ideas figured most prominently in the qualitative data: (1) funders should do more to ensure that the problem itself is defined more thoroughly with people who are envisioned as potential users of the science; (2) funders need to allocate more resources and attention to communicating effectively (with users) throughout the project; and (3) funders need to demand more engagement of users throughout the project. These findings have important implications for how funders review and support science, especially when competitive processes are used. Most importantly, funders should adjust what kind of science they ask for. Secondly, funders need to change who is involved in the review process. Currently, review processes focus on knowledge generation, which means that the reviewers themselves have expertise in that area. Instead, review panels should be balanced between those who focus on knowledge generation and those who focus on linking knowledge to decisions; this is a separate but critical discipline currently left out of the review process.  相似文献

There is inconsistency in many people's choice of electricity. When asked, they say they prefer a ‘green’ (i.e., environmentally friendly) source for this energy. Yet, although green electricity is available in many markets, people do not generally buy it. Why not? Motivated by behavioural decision research, we argue that the format of information presentation drastically affects the choice of electricity. Specifically, we hypothesise that people use the kind of electricity that is offered to them as the default. We present two natural studies and two experiments in the laboratory that support this hypothesis. In the two real-world situations, there was a green default, and most people used it. In the first laboratory experiment, more participants chose the green utility when it was the default than when ‘grey’ electricity was the default. In the second laboratory experiment, participants asked for more money to give up green electricity than they were willing to pay for it. We argue that changing defaults can be used to promote pro-environmental behaviour. Potential policy-making applications of this work are discussed.  相似文献

ABSTRACT: The at-a-station hydraulic geometry of stream channels can serve as a predictor of alluvial stream channel behavior. This geometry is the empirical relations describing changes in water surface width, mean depth, and mean velocity with changing discharge. The exponent values are correlated with channel morphology and behavior such as scour and fill, flow resistance, bank resistance, and competence. Channel behavior and morphology are apparently related, but some causes for effects are uncertain. Several studies, using empirical and theoretical bases, are reviewed here to illustrate the relation between hydraulic geometry and channel behavior, but the relations are not always consistent. Hydraulic geometry variables are easy to measure and readily available, but they do not always reflect what may be more important ones such as turbulence, the velocity distribution profile, and distribution and cohesion of sediment particles. This paper illustrates some of these problems, provides some solutions, and addresses need for more work to better predict stream channel behavior from hydraulic geometry  相似文献

This article seeks to explain how and why church congregations mobilise on environmental issues and what – if anything – is distinctive about that mobilisation. Building on and adapting Resource Mobilisation Theory (RMT), we develop the idea of “spiritual resources” to help explain how a collection of spiritual identities, values, symbols and narratives can facilitate distinctive collective action on environmental issues. Our analysis draws on data derived from an in-depth case study of climate active groups in Scotland. It includes content analysis of websites, news stories as well as ethnographic observation of selected church and secular groups engaged in climate activity. We find church groups do enjoy a distinct set of resources – comprising tradition, rituals and symbols shaped by theology and doctrine – which are not wholly captured by other explanations of climate mobilisation. While these spiritual resources do not directly translate into specific environmental or climate action they can, especially when combined with other resources, lead to environmental activities distinctly motivated, and distinctly practised at the individual and community level.  相似文献

Type II ethical problems areresolved by changing the institutionalenvironment so that people do not haveincentives to behave unethically. Type Isolutions, however, will not be effective insolving Type II problems. This article focuses on the everyday life of ordinary households, their behaviour and responsibility with regard to environmental and sustainability issues. Previous research has shown that there is a gap between what households perceive as ideologically correct behaviour and what they actually do. It is argued here that socio-cultural dispositions, material culture and collective action need to be included in future strategies for creating more sustainable lifestyles. The investigation is based on a study of families participating in a year-long project in which the families learned to live in a more environmentally friendly way. In the study of the families, material culture interacted with routines, family relations and citizenship in a reproducing manner. The lifestyle changes were gender-biased, with the women as driving forces but also bearing most of the extra workload. From early life experiences, garbage sorting stood out as an especially powerful tool for a change towards more sustainable lifestyles.  相似文献

Water authorities are dealing with the challenge of ensuring that there is enough water to meet demand in the face of drought, population growth and predictions of reduced supply due to climate change. In order to develop effective household demand management programs, water managers need to understand the factors that influence household water use. Following an examination and re-analysis of current water consumption behavioral models we propose a new model for understanding household water consumption. We argue that trust plays a role in household water consumption, since people will not save water if they feel others are not minimizing their water use (inter-personal trust). Furthermore, people are less likely to save water if they do not trust the water authority (institutional trust). This paper proposes that to fully understand the factors involved in determining household water use the impact of trust on water consumption needs investigation.  相似文献

Breeders of purebred dogs usually have several goals they want to accomplish, of which canine wellbeing is one. The purpose of this article is to investigate what we ought to do given this goal. Breeders typically think that they fulfil their wellbeing-related duties by doing the best they can within their breed of choice. However, it is true of most breeders that they could produce physically and mentally healthier dogs if they switched to a healthier breed. There are a few breeds that are healthier than other breeds as well as mutts; we could maximize wellbeing for the next generations by focusing all our breeding resources on those. However, in the long run such a strategy would severely deplete the canine gene pool. If we are to breed for wellbeing in the long run, we must thus weigh the benefits of selection against physical and mental problems against the benefits of genetic diversity. The optimal breeding strategy for canine wellbeing is to preserve many breeds, though not all of them. Furthermore, we ought to combine strict health programs with looser barriers between breeds. Such a policy conflicts with the goal of breed preservation, at least if we think of breeds as populations registered within kennel clubs rather than types of dogs, but not with the goal of producing good working dogs capable of performing various tasks.  相似文献

Summary It appears that Harvey’s mediating definition and structural model have in fact subsumed the substance of earlier definitions and models; it also appears that no definitions or models proposed since the completion of his work in 1976 are at variance. The same might also be said about Lucas’ in, about, and for analysis, and to Johnson’s definitional study. But these works do clearly lie ‘mostly unattended by professionals’ (Hungerfordet al., 1983). The basic problem apparently is one of communication—either those concerned are not aware of what each other are saying, or they choose not to acknowledge, discuss, or debate it, for what they must assume are sufficient reasons. A number of apparently viable definitions and models have been advanced; Harvey has provided an analysis of most, and proposed a middle ground. A basis for resolution exists.  相似文献

Risk and safety become mattersof moral concern when they raise furtherquestions about responsibility, accountability,and justifiability. The question of risk cannotbe ignored in any ethical investigation ofgenetic engineering, novel foods, animalwelfare, and individual choices. However, foodis more than metabolic fuel. It hasphysiological, psychological, social, cultural,and aesthetic associations that merge to form agestalt that people endanger and maintain. Thecontribution of any food towards anindividual's well being is as complex as theindividual himself. Indigenous people in a number of major mineral-producing countries have established a substantial and growing capacity to tax mineral resources extracted from their traditional lands. However, almost no analysis has been conducted regarding the conceptual and practical issues involved in designing mineral taxation regimes for use by indigenous people. The general literature on mineral taxation is of limited relevance because basic assumptions it makes regarding the nature of the taxing authority (national or state governments) do not apply to indigenous peoples. This article discusses some key characteristics of indigenous communities as they relate to taxation of mineral resources. Against this background, it identifies a number of approaches to mineral taxation which might be utilized by indigenous groups and which acknowledge the specific constraints and circumstances they face while at the same time recognizing their need to attract and maintain investment on their traditional lands. It also reviews the inter-relationship between indigenous and state or governmental tax regimes.  相似文献
