Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation.  相似文献

Adaptation and the adaptive capacity of human and environmental systems have been of central concern to natural and social science scholars, many of whom characterize and promote the need for collaborative cross-boundary systems that are seen as flexible and adaptive by definition. Researchers who study collaborative governance systems in the public administration, planning and policy literature have paid less attention to adaptive capacity specifically and institutional adaptation in general. This paper bridges the two literatures and finds four common dimensions of capacity, including structural arrangements, leadership, knowledge and learning, and resources. In this paper, we focus on institutional adaptation in the context of collaborative governance regimes and try to clarify and distinguish collaborative capacity from adaptive capacity and their contributions to adaptive action. We posit further that collaborative capacities generate associated adaptive capacities thereby enabling institutional adaptation within collaborative governance regimes. We develop these distinctions and linkages between collaborative and adaptive capacities with the help of an illustrative case study in watershed management within the National Estuary Program.  相似文献

As tensions among diverse forest‐use interests in Lithuania are on the rise, this study examines the actual resource availability, the underlying planning approaches and the pertinent policy arena. Two 5‐year cycles of sampling‐based forest inventory provide accurate data showing that the overall timber harvest/increment ratio (or utilization intensity) is 61%. Utilization intensity is similar in state and private forests. It could potentially be raised to 70‐80%, with due account for environmental values. Such an increase is inhibited by rigid routines of forest management planning, involving inflexible rotation ages and cutting norms. Age‐class analysis indicates that the current planning practice counters its underlying aim of achieving a long‐term even flow of timber. According to a survey of key forest stakeholders, those who directly benefit from forest utilization have a weak position in the policy arena, the dominant powers being vested in the national forestry authorities. State forest enterprises have to follow restrictive plans from above, private forest owners are constrained by stern regulations and suffer from the bad image caused by the persistent myth of overuse in private forests. More rational management of Lithuanian forests is hardly possible without major shifts in the institutional set‐up accompanied by transformation of the professional ideology.  相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management.  相似文献

Various parties relate to the precautionary principle with various understandings, claims and hopes. One of the ways to comprehend this multiplicity of meanings is to examine the composition of this problematic norm in the societal and institutional settings where it occurs. In this paper, I address its elaboration on the European Union institutional terrain with the European Commission's Communication on the Precautionary Principle. This effectuation of the precautionary principle embraces a number of issues of transnational or multilevel governance, expertise, legitimacy and sovereignty. The crucial matter that this paper engages in initially is that of risk analysis, the procedural framework that the precautionary principle confronts with its innovative articulations of science and policy-making, but to which I argue that it succumbs in part. Also explored, in turn, are further framings of the precautionary principle: science versus policy, a given policy domain—environment—in relation to others, as well as action versus inaction (whereas I argue that the precautionary principle ought to be about acting and doubting). These are further evaluated in the conclusions, together with the predicament of establishing a common understanding or defining the precautionary principle. I show that, complementary to drivers of divergence, one finds support for a common approach, though there is no radial symmetry in these tangled stakes, and any ‘diffusion’ of the precautionary principle has to be actively carried out for a shared understanding to be more widely shared. In this process, Europe, the European Commission, its Communication, and the precautionary principle are being shaped into diverse compositions of unity in diversity. ABSTRACT: The “policy environment” is defined herein as the institutional setting in which planning is conducted and policy decisions are made with regard to meeting two of the Nation's high priority goals: water quality protection and energy independence. The simultaneous pursuit of these goals has resulted in numerous conflicts among the energy industry, environmentalists, and government. An analysis of selected energy development-water quality conflicts shows that these conflicts can be described in terms of one or more of the following policy environment characteristics: resource scarcity, sense of urgency, lack of experience, administrative complexity, uncertainty about future policies and regulations, technological complexity, and uncertainty about impacts. These characterics provide a useful framework for formulating potential strategies for the resolution of energy development-water quality conflicts.  相似文献

Co-management acknowledges pragmatic developments and progression of institutional choice theories in natural resource management. This innovative concept embraces a pluralistic management approach based on the principle of subsidiarity and creates opportunities for the reconciliation of competitive property claims. This article reviews definitions of co-management, distinguishes it from other property rights regimes, and develops an organizational structure of the major elements involved. Synthesis of both experiences and literature leads to the development of a conceptual framework. Co-management is structured in terms of context, components, and linking mechanisms. In concert, these elements offer insight into the practice of co-management, address the shortcomings of institutional theories, and respond to critical issues raised in related literature. The framework contributes to natural resource management by acting as a means of identification and evaluation for such arrangements, as well as a systematic guide for future inquiries.  相似文献

This paper investigates the relationship between resource funds, governance and institutional quality in resource-rich countries. The study is motivated by the relatively recent and inconclusive debate on resource funds and on their role in the addressing of the “resource curse”. The estimation results suggest that resource funds may be associated with governance and institutional quality improvements. The analysis complements the debate on the tools of addressing the “resource curse” and on the determinants of governance and institutional quality. The findings remain important for their policy implications. The estimation results suggest that resource funds may prove useful tools in the hands of the policy makers in the attempt to address governance and institutional quality deterioration induced by resource abundance.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

Recently, collaborative approaches to natural resource management have been widely promoted as ways to broaden participation and community involvement in furthering the goals of ecosystem management. The language of collaboration has even been incorporated into controversial legislation, such as the US Healthy Forests Restoration Act of 2003. This research examines collaboration and sharing management responsibility for federal public land with local communities through a case study of the Ashland Municipal Watershed in southern Oregon. A policy sciences approach is used to analyze community participation and institutional relationships between the US Department of Agriculture, Forest Service, and local city government in the planning processes of five land management actions occurring over a 7-year period. The knowledge gained from examining differing approaches to planning and decision making in the Ashland watershed is used to suggest future planning processes to develop and sustain the community capacity necessary to support implementation of community-based ecosystem management.  相似文献

The water resources of most small island developing states (SIDS) are often very limited and require special consideration to ensure that they are developed and managed in a sustainable manner. Many small islands, typically located in the humid tropics, have no surface water resources and rely on limited groundwater resources in the form of thin freshwater lenses. The exposed location of small islands makes them particularly vulnerable to natural disasters such as cyclones, floods and droughts. Pollution from population centres and from agricultural and other activities is an increasing problem. This article provides an overview of the water resources of small islands, and the main problems and issues related to water resources. Some suggested solutions, based on practical experiences, are offered for water resource assessment and monitoring programmes, and water resource development. Water resource policy, planning and management issues are also addressed, and suggested approaches for resolving some of the major water resource problems presented.  相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

For centuries, local and indigenous water rights and rules in the Andean region have been largely neglected and discriminated against. The process of undermining local communities’ water access and control rights continues up to today and not only is it headed by powerful local, national and international water‐use actors encroaching local rights — it is also a direct consequence of vertical State law and intervention practices, and the latest privatization policies. Recognition of and security for the diverse and dynamic local rights and management frameworks is crucial for improving rural livelihoods and even national food security in Andean countries. At the request of the Government of Ecuador — in which at that time the indigenous movement had its political participation — a research mission was organized to formulate a proposal for institutional reform, aiming at the strengthening of the national irrigation sector. In this article, some basic mission results are outlined and analyzed within the scope of four concepts (institutional viability, political democracy, equity, and water rights security), and practical elements for institutional reform are suggested, not only for the Ecuadorian irrigation sector but also other settings. The complementary roles of central Government, local governments and water user organizations in water resources management are emphasized as is the need to strengthen enabling legal and policy frameworks. The importance of translating constitutional recognition of local and indigenous rights and common property systems into practical procedures and institutional structures is also stressed.  相似文献

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation.  相似文献

Throughout history, mining communities have invariably found themselves striving for a good quality of life and a long‐term future. In the 21st century, problems of maintaining the economic vitality of mining regions are now compounded by concerns about the biophysical integrity of the local environment. In regions of the world where the economic viability of the resource is marginal and achieving a reasonable quality of life is a daily struggle, sustainable mining may seem to be a dubious prospect at best. Yet the twin imperatives of global political forces and burgeoning environmental concerns are requiring industry, governments and other interests to re‐conceptualize the way in which mining takes place in communities. Although mining itself may not be seen as an industry that contributes to the achievement of environmental objectives, it could — with careful planning — be used as a tool to foster a more sustainable and healthier community. This argument is considered in the context of the coal mining region of Santa Catarina, Brazil.  相似文献

伴随着生态文明建设被确立为国家战略,环境规划成为一项保障城市与区域可持续发展的重要公共政策工具。为从主观判断转向客观计量分析评价我国环境规划研究领域的知识生产特征和趋势取向,以更好地促进高质量发展,本研究引入CiteSpace软件对中国知网数据库中与环境规划相关的1170篇论文文献进行分析,全面梳理了我国1992-2017年环境规划文献脉络演进轨迹,归纳其中演进特征与趋势取向。研究发现:①从环境规划的概念提出开始,我国在该领域的研究一直处于不断完善与扩展的状态,高被引论文关注方向较为广泛,反映出研究热点议题的多元;②研究学者合作网络初步浮现,但研究的学科多元交叉性仍有待提高,"高产"机构研究持续性较好,合作较为多元,但地域分布的不均衡性对我国多样环境问题解决所需的近域知识有效供给带来制约;③环境规划领域的研究以与生态环境或环境规划相关的具体问题为对象,多结合当期的经济社会与国家政策环境来进行开展,呈现出持续性与时效性相结合的特点,并逐渐由方法技术视角转向政策工具视角,即由仅解决环境问题为取向的研究转向将环境规划作为解决公共政策问题的研究;近期研究热点指向多规合一与空间规划,以及绿色发展理念的探讨,更加强调其与城市与区域规划之间的密切联系。  相似文献
