Spent hydroprocessing catalysts from refineries have been classified as hazardous solid waste by the United States Environmental Protection Agency (USEPA), refiners must find a viable but economical solution to solve this serious environmental issue. Catalyst rejuvenation is an attractive option for minimizing the environmental problems associated with spent catalysts. In this study, a preliminary design for such a process and the corresponding economic analysis are performed to assess the proposed catalyst rejuvenation process for metal-fouled spent catalysts generated in residue hydroprocessing units. The scenarios used in the economic assessment are based on three options of process synthesis and two operator modes. It is found that the option of rejuvenating medium and lightly fouled spent catalyst produced by the refinery will be the best solution for refiners, both environmentally and economically.  相似文献

Incentive pricing programs have potential to promote economically efficient water use patterns and provide a revenue source to compensate for environmental damages. However, incentive pricing may impose disproportionate costs and aggravate poverty where high prices are levied for basic human needs. This paper presents an analysis of a two-tiered water pricing system that sets a low price for subsistence needs, while charging a price equal to marginal cost, including environmental cost, for discretionary uses. This pricing arrangement can promote efficient and sustainable water use patterns, goals set by the European Water Framework Directive, while meeting subsistence needs of poor households. Using data from the Rio Grande Basin of North America, a dynamic nonlinear program, maximizes the basin's total net economic and environmental benefits subject to several hydrological and institutional constraints. Supply costs, environmental costs, and resource costs are integrated in a model of a river basin's hydrology, economics, and institutions. Three programs are compared: (1) Law of the River, in which water allocations and prices are determined by rules governing water transfers; (2) marginal cost pricing, in which households pay the full marginal cost of supplying treated water; (3) two-tiered pricing, in which households' subsistence water needs are priced cheaply, while discretionary uses are priced at efficient levels. Compared to the Law of the River and marginal cost pricing, two-tiered pricing performs well for efficiency and adequately for sustainability and equity. Findings provide a general framework for formulating water pricing programs that promote economically and environmentally efficient water use programs while also addressing other policy goals.  相似文献

Biostabilization can remove considerable amounts of moisture and degradable organic materials from municipal solid waste (MSW), and can therefore be an effective form of pretreatment prior to landfill. The environmental and economic impacts of two combined processes, active stage biostabilization + sanitary landfill (AL), and active and curing stage biostabilization + sanitary landfill (ACL), were compared with sanitary landfill (SL) for MSW with high moisture content. The results indicated that land requirement, leachate generation, and CH(4) emission in the ACL process decreased by 68.6%, 89.1%, and 87.6%, respectively, and the total cost was reduced by 24.1%, compared with SL. This implies that a combined biostabilization and landfill process can be an environmentally friendly and economically feasible alternative to landfill of raw MSW with high moisture content. Sensitivity analysis revealed that treatment capacity and construction costs of biostabilization and the oxidation factor of CH(4) significantly influenced the costs and benefits of the AL and ACL process at an extremely low land price. When the land price was greater than 100 USD m(-2), it became the dominating factor in determining the cost of treatment and disposal, and the total costs of ACL were reduced to less than 40% of those of SL.  相似文献

This research was conducted with the objective of determining and evidencing the social and environmental/economic results from the implementation of a reverse logistics program providing for the recycling, reuse, and, when necessary, final, environmentally correct disposal of post‐consumption products and product wastes by a multinational manufacturer of computer peripherals with an operation based in the city of São Paulo, Brazil. The reverse logistics process (logisticareversa, or, in this paper, LR) was intended to meet the objectives and principles of the regulatory framework defined in the National Solid Waste Policy (PNRS) in Brazil. A single case study was carried out. The results showed that after the adoption of the solid waste management policy, the study company no longer disposed of 1,413,552 kilograms (kg) of materials classified as mixed iron, polystyrene, cardboard, toner powder, and plastic in landfills. The LR process made a profit in two companies: the company surveyed made, in Brazilian reais (R), R$ 9,188,185.51, and the company contracted to carry out the process made, R$ 411,325.97. This latter profit is called by us the “social profit.” The measurement of the environmental/economic, social, and financial results by internalizing the expenses of the LR program into the costs of production shows that reuse and recycling better meets the needs of society and the company than landfilling these post‐consumption materials. Furthermore, the use of cost accounting allows the verification of other goals not indicated in the current model, such as the generation of employment, income, mitigation of environmental problems, and the profit earned by the company contracted to implement the LR process. We also conclude that cost accounting makes it possible to obtain necessary information for decision makers, who are seeking to neutralize environmental impacts and promote sustainable development, thus harmonizing the economic, social, and environmental aspects, to understand the impacts of the LR process.  相似文献

Municipal solid waste (MSW) disposal and management is one of the most significant challenges faced by urban communities around the world. Municipal solid waste management (MSWM) over the years has utilized many sophisticated technologies and smart strategies. Municipalities worldwide have pursued numerous initiatives to reduce the environmental burden of the MSW treatment strategies. One of the most beneficial MSWM strategies is the thermal treatment or energy recovery to obtain cleaner renewable energy from waste. Among many waste-to-energy strategies, refuse-derived fuel (RDF) is a solid recovered fuel that can be used as a substitute for conventional fossil fuel. The scope of this study is to investigate the feasibility of RDF production with MSW generated in Metro Vancouver, for co-processing in two cement kilns in the region. This study investigates environmental impacts and benefits and economic costs and profits of RDF production. In addition, RDF utilization as an alternative fuel in cement kilns has been assessed. Cement manufacturing has been selected as one of the most environmentally challenged industries and as a potential destination for RDF to replace a portion of conventional fossil fuels with less energy-intensive fuel. A comprehensive environmental assessment is conducted using a life cycle assessment (LCA) approach. In addition, cost–benefit analysis (CBA) has been carried out to study the economic factors. This research confirmed that RDF production and use in cement kilns can be environmentally and economically viable solution for Metro Vancouver.  相似文献

ABSTRACT

The number of households migrating to agricultural villages has sharply increased in the Republic of Korea (South Korea) since the late 1990s when the Asian economic crisis developed. This study investigates the environmental behaviour and the socio-economic characteristics of urban-rural migrant farming households and provides insights into their significance for rural sustainability in South Korea. The study is based on survey data collected in 2016 from a sample of 166 migrant farming households and 46 native farming households from the Namwon region in South Korea. The migrant farming households are divided into 29 return and 137 non-return farming households. It was found that most non-return migrants are organic farmers, and can be characterised as anti-urban, amenity-pursuing, green, and lifestyle migrants. It is no wonder that they have a strong intent to make their new home an environmentally, socially and economically sustainable place for their children. Thus, appropriate policy measures need to be designed in such a way to facilitate the synergy between the repopulation of rural areas by farming migrants, their uptake of organic farming, their active engagement in community rebuilding, and regional economic development.  相似文献

This paper has three primary objectives. First, it seeks to demonstrate that recycling is an important component of sustainable human systems, particularly in the case of electronics, where environmental impacts of disposal are potentially severe. Second, it presents a methodology that could be used to estimate the volumes of electronics or other consumer durable goods that are available for recycling. Third and last, it illustrates, through a case study of Atlanta focused on computers, that metropolitan areas may fruitfully be viewed as opportune centres from which to mine, recycle and reuse cast-off electronic goods. From an environmental and economic development policy perspective, doing so presents an important opportunity to provide new economic opportunities in the most distressed portions of metropolitan areas which have been disproportionately impacted by previous environmentally destructive industrialization practices.  相似文献

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? This paper seeks to answer these questions. It describes the overall environmental framework that has been developed internally within Procter & Gamble and which allows the company to make coherent economically and environmentally sound decisions, in both the short- and long-term.  相似文献

The planning and design of golf course developments is influenced by many factors. This paper focuses on the environmental ramifications of insufficient or lack of compliance with standard environmental and economic planning practices. Specifically, it looks at a tourist destination location that was under the influence of extensive land development and investment speculation. The Gold Coast in Australia was the focal point for large overseas investment due to changes in government legislation regarding foreign investment. Due to the economic climate in the second half of the 1980s many golf course resort developments were built, approved, or planned. Many of these circumvented normal business and environment planning processes. The result has been a dangerous concentration of golf facilities in environmentally sensitive areas and an oversupply of golf facilities. Both of these matters are discussed in terms of the general planning process and the potential economic and environmental impacts to the Gold Coast and similar destinations in other parts of the world.  相似文献

Summary In the present paper efforts have been made to identify an environmentally sustainable and economically gainful strategy for agricultural development in the Himalayan region in Uttar Pradesh State, India. In the underdeveloped rural habitat that exists, a strategy, where the economics of environmentally sustainable development can be studied, is urgently required. The findings have been based on an empirical investigation of 150 sampled households spread over fifteen villages. It was found that the state of Himalayan agriculture and allied activities was in a critical condition, requiring urgent attention in order to improve the human environment. Suggested viable improvements in Himalayan agricultural development may be grouped into four categories, viz., an expansion of the cultivated area, where the land use pattern and other factors are discussed; full utilisation of irrigation potentialities, in which water management is discussed; improvement in the cropping pattern, where the whole system of cropping is analysed; and modifications in the use of agricultural appliances, specially in hoeing, ploughing and inter-culturing implements. Based on a critical analysis of these four identified aspects, economically viable, ecologically sound and socially justified environmental planning may be effectively framed.Dr H.C. Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

The environmental performance of the University of Maribor (Engineering Campus) has been assessed on a life cycle basis. The following activities have been considered in the study: the use and operation of lecture theatres (construction and maintenance, heating, lighting and water consumption) and day-to-day consumption of sundries (paper and plastic bottles). The results indicate that the heating and construction of buildings are the ‘hot spots’ in the system, for most environmental impacts. Different waste management options for the plastic and paper, including recycling, incineration and landfill, have also been compared for environmental impacts and economic costs. The option combining 70% recycling, 29% incineration and 1% landfill has been found to be most economically and environmentally sustainable.  相似文献

This article reviews the application of environmental impact assessment (EIA) procedures and practices to three watershed modification projects situaled in western Canada. These ventures were justified for accelerating regional economic development, and cover the period during which public concerns for protecting the environment rapidly made their way into the national political agenda. An historical account and analysis of the situation, therefore, seems desirable in order to understand the development of EIA processes, practices, and methodologies since the start of construction of the first project in 1961. This study concludes that there has been good progress in predicting and evaluating environmental and related social impacts of watershed modification proposals. However, a number of obstacles need to be overcome before EIA can firmly establish itself as an effective planning tool. These difficulties include jurisdictional confusions and conflicts, division of authority and responsibility in designing and implementing appropriate mitigative and monitoring measures, lack of tested EIA methodologies, and limited availability of qualified human resources. A number of conclusions and suggestions are offered so that future watershed modification proposals may be planned and implemented in a more environmentally sustainable fashion. These include: (1) EIA processes must be completed before irrevocable decisions are made. (2) Any major intrusion into a watershed is likely to impact on some major components of the ecosystem(s). (3) Mitigation costs must form part of the benefit-cost analysis of any project proposal. (4) Interjurisdictional cooperation is imperative where watersheds cross political boundaries. (5) The EIA process is a public process, hence public concerns must be dealt with fairly. (6) The role of science in the EIA process must be at arms length from project proponents and regulators, and allowed to function in the interest of the protection of the environment and public health and safety. Water reuse is an emerging and promising non-conventional water resource. Feasibility studies are essential tools in the decision making process for the implementation of water-reuse projects. However, the methods used to assess economic feasibility tend to focus on internal costs, while external impacts are relegated to unsubstantiated statements about the advantages of water reuse. Using the concept of shadow prices for undesirable outputs of water reclamation, the current study developed a theoretical methodology to assess internal and external economic impacts. The proposed methodological approach is applied to 13 wastewater treatment plants in the Valencia region of Spain that reuse effluent for environmental purposes. Internal benefit analyses indicated that only a proportion of projects were economically viable, while when external benefits are incorporated all projects were economically viable. In conclusion, the economic feasibility assessments of water-reuse projects should quantitatively evaluate economic, environmental and resource availability.  相似文献

This paper deals with the application of Life Cycle Assessment (LCA) methodology for process design, and presents the initial findings of this analysis qualitatively. The work identifies a need for a methodological development of Life Cycle Process Design (LCPD). This is underpinned by a broad literature review. The literature review shows that the application of LCA as an environmental design instrument is recognized in literature. In contrast to that there is hardly any hint which role Life Cycle Costing (LCC) could play within environmental process design. Most interesting in this line is, how LCA and LCC can be combined for environmental process design to be finally the core instruments of LCPD. The applicability of LCA and LCC within LCPD is shown on the example of a novel biorefinery process under development. Both instruments (LCA and LCC) are already applied during basic process development in this work, parallel to laboratory research. The aim is to identify potential environmental threats at an early stage of process design and also to give a hint on economic feasibility. Additionally a trade-off between environmental and economic issues can be drawn out. On the basis of this analysis the role of LCA during process development is highlighted as well as difficulties and challenges are emphasized. One of the major obstacles is data availability for LCA as well as LCC in the basic design stage of a biotechnological process. The findings of this paper serve as basis for the methodological development of LCPD. It is emphasized that conducting LCA and LCC during basic process development can reveal some relevant action areas for process engineers, which may influence technical as well as economic feasibility. The results presented have to be understood as a first outlook and provide key aspects for future research on the topic of accompanying basic process research projects with LCA and LCC to support future sustainable process design.  相似文献

The use of materials is studied broadly, because of the environmental problems related to extraction, production, consumption and waste treatment. The use and substitution of materials in products is therefore a relevant issue for environmental policy making. Studies have been done to describe the material flow or to measure the impact of materials or products on the environment. However, these studies do not often consider economic, substitution and dynamic aspects of material flows. Other studies on material flows analyse the relationship between the use of materials and economic growth, but they do not consider substitution between materials. For environmental policy making economic, technological and environmental aspects of the use of materials need to be considered. Especially, substitution of materials is important. In various countries material and product policies are imposed on a variety of materials and products. For evaluation of these policies their environmental and economic effects need to be examined in detail. This study aims to analyse the economic and technological factors influencing the use of materials and the substitution between different materials dynamically. The goal is to obtain an insight in the effect that material levies may have on the use and substitution of materials. The statistical analysis is performed on a specific product-group because decisions on the use of materials are taken on a product-level. The case study is performed on automobiles. The results show that the material use is largely an autonomous development. The price of aluminium has a positive, significant effect on the use of that material. The price of plastics has a positive, but not significant effect on the use of plastics. Reasons may be that the costs of a raw material are small relative to the processing costs, and that the production process can only be changed slowly. Other factors, like competitiveness and consumers' tastes, may be more important for substitution. This implies that levies or subsidies on certain materials is not a promising policy to change the use of materials. Besides time, there are two other factors that have a positive and significant relationship with the use of aluminium and plastics: the fuel efficiency, which is the distance driven divided by the energy used; and, the road tax, which depends on the weight of a car. However, these effects are caused by their positive relationship with time. The main conclusion of the case study is that imposing a levy on materials may not have the desired or expected effect of reduction in material use.  相似文献

为保护油田生产设施周围环境及居民人身财产安全,在油田设施和周围不同环境功能区之间设置科学的环境安全距离,是一种经济、有效的环境保护与安全管理措施。文章提出油田生产设施环境安全距离的概念,以及有毒气体井喷泄漏、噪声污染、管线泄漏和火灾爆炸的环境安全距离估算模式,将油田生产设施分为井场、站库和管线三类,提出环境安全距离估算方法。最后以重庆开县"12.23"特大井喷事故为例,对硫化氢毒气井喷泄漏的环境安全距离进行估算,与实际情况相对比后证明估算结果可靠。  相似文献

Abstract

In recent years there has been increasing interest in the use of so‐called ‘economic instruments’ in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy‐makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non‐economic and, particularly, non‐market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献
