The extent of social acceptance of carbon capture and storage (CCS) is likely to significantly influence the sustainable development of CO2 storage projects. Acceptance of CCS by the key stakeholders (policy makers, the general public, the media and the local community), linked to specific projects, as well as how the technology is communicated about and perceived by the public, have become matters of interest for the social sciences. This article reports on an investigation of the public perception of CCS technology in Spain. Individuals’ views on CCS are analysed through focus groups with lay citizens using “stimulus materials”. As the analysis shows, lay views of CCS differ significantly from the views of decision-makers and experts. Public concerns and reactions to CCS technology and potential projects, as well as the degree of consensus on its acceptance or rejection are detailed. Implications for the future use of CCS are discussed.  相似文献

The implementation of geological storage of CO2 requires not only further research and development but also the demonstration of carbon dioxide capture and storage (CCS) technology as a viable option. A pilot program is an important first step towards building industry and community confidence in the application of CCS. The Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC), Australia's leading research organisation in CCS, has initiated a comprehensive research and demonstration program in the Otway Basin in South-West Victoria. As the first project of its kind in Australia, the Otway Basin Pilot Project (OBPP) has faced a number of regulatory and organisational challenges while having to concurrently address public perception. The Otway Basin site with its natural CO2 accumulations and many depleted natural gas fields offers an appropriate CO2 storage site to test scientific and regulatory concepts and evaluate public response through social research. The project aims to show that CO2 can be safely captured, transported and stored deep underground under local conditions, and also monitored and verified. Planning has been ongoing for over a year, baseline studies are underway and the project is targeted to start injection in 2007.  相似文献

Citizen science projects are increasingly recognised as catalyst for triggering behaviour change and building social capital around environmental issues. However, overview studies observe recurrent challenges in many citizen science projects in terms of combining high levels of data quality with deep citizen engagement and policy influence. This paper reports on the findings of the CurieuzeNeuzen project (www.CurieuzeNeuzen.eu), a large-scale citizen science project on air quality in Antwerp, delivering results in the three areas described above. Through CurieuzeNeuzen, 2,000 citizens studied the air quality levels in and around Antwerp in 2016 and were intensively deliberating on possible causes and solutions. Surveys were conducted at the start and towards the end of the project, with participants stating that their participation resulted in changed views and behaviour towards air pollution, mobility solutions, and city planning. The findings were picked-up academically and contributed to policy debates on air quality at city and regional level.  相似文献

The potential to capture carbon from industrial sources and dispose of it for the long-term, known as carbon capture and sequestration (CCS), is widely recognized as an important option to reduce atmospheric carbon dioxide emissions. Specifically, CCS has the potential to provide emissions cuts sufficient to stabilize greenhouse gas levels, while still allowing for the continued use of fossil fuels. In addition, CCS is both technologically-feasible and commercially viable compared with alternatives with the same emissions profile. Although the concept appears to be solid from a technical perspective, initial public perceptions of the technology are uncertain. Moreover, little attention has been paid to developing an understanding of the social and political institutional infrastructure necessary to implement CCS projects. In this paper we explore a particularly dicey issue--how to ensure adequate long-term monitoring and maintenance of the carbon sequestration sites. Bonding mechanisms have been suggested as a potential mechanism to reduce these problems (where bonding refers to financial instruments used to ensure regulatory or contractual commitments). Such mechanisms have been successfully applied in a number of settings (e.g., to ensure court appearances, completion of construction projects, and payment of taxes). The paper examines the use of bonding to address environmental problems and looks at its possible application to nascent CCS projects. We also present evidence on the use of bonding for other projects involving deep underground injection of materials for the purpose of long-term storage or disposal.  相似文献

Environmental impact assessment (EIA) has been promoted as an instrument for preventive environmental management in construction projects, but its performance in safeguarding the environment through influencing project decision-making is questioned. This paper probes the underlying reasons from a governance perspective as an important supplement to the regulatory and technical perspectives. A framework, with process integration, professional governance, and public engagement being its key components, is proposed to analyze the governance arrangements that enable or inhibit the effective functioning of EIA, based on which a comparative study of three infrastructure projects in China, the United States and Finland was conducted. The results reveal that, while the level of process integration and public engagement of EIA determines the degree to which EIA influences project decisions, it is the professional governance that controls the accountability of EIA. The paper has implications on institutionally where efforts should be directed to improve the performance of EIA.  相似文献

The planning of facilities to improve the environment is often carried through in the form of locally based construction projects. These projects can be complex, involving a variety of issues and a number of different actors from both the public and private sectors. By drawing on previous research on project planning, an analytical model for analysing the issues connected with the planning and implementation of environmental projects is developed. The main argument of the paper is the importance of considering how context-specific factors affect project design and project management. The empirical material is taken from the planning of two biogas projects in Sweden and it is showed how differences in factors such as the actors involved, the organisational framework and the political setting lead to two markedly distinct planning approaches. The results of the paper, which also highlight the importance of a flexible planning approach, are relevant not only for biogas but also for other projects with similar characteristics.  相似文献

Effective communication is essential to the success of collaborative ecosystem management projects. In this paper, we investigated the dynamics of the Interior Columbia Basin Ecosystem Management Projects (ICBEMP) cross-disciplinary integration process in the assessment phase. Using a case study research design, we captured the rich trail of experience through conducting in-depth interviews and collecting information from internal and public documents, videos, and meetings related to the ICBEMP. Coding and analysis was facilitated by a qualitative analysis software, NVivo. Results include the range of internal perspectives on barriers and facilitators of cross-disciplinary integration in the Science Integration Team (SIT). These are arrayed in terms of discipline-based differences, organizational structures and activities, individual traits of scientists, and previous working relationships. The ICBEMP organization included a team of communication staffs (CT), and the data described the CT as a mixed group in terms of qualifications and educational backgrounds that played a major role in communication with actors external to the ICBEMP organization but a minor one in terms of internal communication. The data indicated that the CT-SIT communication was influenced by characteristics of actors and structures related to organizations and their cultures. We conclude that the ICBEMP members may not have had a sufficient level of shared understanding of central domains, such as the task at hand and ways and timing of information sharing. The paper concludes by suggesting that future ecosystem management assessment teams use qualified communications specialists to design and monitor the development of shared cognition among organization members in order to improve the effectiveness of communication and cross-disciplinary integration.  相似文献

In Part 1, we presented the findings of the EU ACCSEPT project (2006–2007) with regards to scientific, technical, legal and economic issues. In Part 2, we present the analysis of social acceptability on the part of both the lay public and stakeholders. We examine the acceptability of CO2 capture and geological storage (CCS) within the Clean Development Mechanism (CDM) of the Kyoto Protocol. The debate over the inclusion of CCS within the CDM is caught-up in a set of complex debates that are partly technical and partly political and, therefore, difficult, and time-consuming, to resolve. We explore concerns that support for CCS will detract from support for other low-carbon energy sources. We can find no evidence that support for CCS is currently detracting from support for renewable energy sources, though it is probably too early to detect such an effect. Efforts at understanding, engaging with, and communicating to, the lay public and wider stakeholder community (not just business) in Europe are currently weak and inadequate, despite well-meaning statements from governments and industry.  相似文献

Carbon capture and storage (CCS) technology has been endorsed by the IPCC and the UK government as a key mitigation option but remains on the cusp of wide-scale commercial deployment. Here we present a technology roadmap for CCS, depicted in terms of external factors and short- and long-term pathways for its development, moving from a demonstration to commercialisation era. The roadmap was been developed through a two-phase process of stakeholder engagement; the second phase of this, a high level stakeholder workshop, is documented here. This approach has provided a unique overview of the current status, potential and barriers to CCS deployment in the UK. In addition to the roadmap graphics and more detailed review, five consensus conclusions emerging from the workshop are presented. These describe the need for a monetary CO2 value and the financing of carbon capture and storage schemes; the lack of technical barriers to the deployment of demonstration scale CCS plant; the role of demonstration projects in developing a robust regulatory framework; key storage issues; the need for a long-term vision in furthering both the technical and non-technical development of CCS.  相似文献

Carbon Dioxide Capture and Storage (CCS) technology has the potential to enable large reductions in global greenhouse gas emissions, but one of the unanswered questions about CCS is to what extent it will be accepted by the public. To provide insight regarding risk perception as an important component that will influence the public acceptance of CCS, this study discusses different notions of risk and their varying uses by the public, who generally use a social constructivist risk perspective, and risk experts, who generally use a realist perspective. Previous studies discussing the public acceptance of CCS have relied on survey response data and/or focus groups. This study instead uses the psychometric theory of public risk perception to postulate how the public is likely to respond to efforts to use geologic storage of CO2, a component of the CCS architecture. Additionally this paper proposes further actions that could favorably impact the public's perception of risk from geologic storage projects. Through the psychometric analysis this study concludes that the risks of geologic storage are likely to eventually be considered no worse than existing fossil fuel energy technologies. However, since geologic storage of CO2 is a new technology with little operational experience, additional field tests and a demonstrated ability to mitigate problems should they arise will be necessary to improve the public's perception of risk from CCS technologies.  相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described.  相似文献

Carbon dioxide capture and storage (CCS) holds promise as a safe and effective approach for addressing climate change. However, concern about potential “liability” associated with CCS often is cited as a significant barrier to project deployment. The authors contend that, in this context, the term “liability” is poorly defined and conflates concerns about the uncertainty in the timing and magnitude of potential damages with the need for financial responsibility for long-term stewardship of certified closed sites. This paper offers an analytic framework drawn from damages estimation methodologies used in comparable contexts and incorporates risk-based probabilistic modeling to assist stakeholders in evaluating the potential environmental, human health and financial consequences of CCS projects. Application of the proposed framework will achieve four distinct objectives. First, the outputs of the analyses – monetized damages estimates for adverse impact scenarios coupled with expected loss calculations that reflect scenario probabilities and identify the statistical range of possible outcomes, including “most likely” loss estimates – will help interested stakeholders consider the viability of various investment and financial risk management strategies. Second, the results can be used to develop or negotiate financial assurance instruments for analyzed projects. Third, the results will inform the public policy debate regarding the degree and magnitude of potential financial consequences resulting over the long-term, beyond an established post-closure period. And, fourth, while the detailed conceptual framework, resulting models, impact calculations and valuation analyses may be applied on a site-by-site basis, the site-specific results could be pooled to assess regional and national implications of various risk mitigation and financial risk management policies.  相似文献

The Vernal Pool Mapping and Assessment Program (VPMAP) was initiated in 2007 to create a vernal pool database as a planning tool to foster local compliance with new state vernal pool regulations. In the northeastern United States, vernal pools are seasonal wetlands that provide critical breeding habitat for a number of amphibians and invertebrates and provide important resting and foraging habitat for some rare and endangered state-listed species. Using participant observation, interviews, and focus groups, we examined the engagement of municipal officials and private landowners in VPMAP. Important outcomes of municipal and landowner engagement included mobilization of town support for proactive planning, improved awareness and understanding of vernal pools, and increased interactions between program coordinators, municipal officials, and private landowners. Challenges to municipal and landowner engagement included an inconsistency in expectations between coordinators and municipal officials and a lack of time and sufficient information for follow-up with landowners participating in VPMAP. Our study highlights the importance of developing relationships among coordinators, municipal officials, and private landowners in facilitating positive outcomes for all stakeholders and for effective resource management. We suggest an expanded citizen science model that focuses on improving two-way communication among project coordinators, municipal officials, and local citizens and places communication with private landowners on par with volunteer citizen scientist recruitment and field training. Lessons learned from this research can inform the design and implementation of citizen science projects on private land.  相似文献

This article investigates the involvement of local stakeholders in the environmental impact assessment (EIA) processes of Ghana’s first off-shore oil fields (the Jubilee fields). Adopting key informants interviews and documentary reviews, the article argues that the public hearings and the other stakeholder engagement processes were cosmetic and rhetoric with the view to meeting legal requirements rather than a purposeful interest in eliciting inputs from local stakeholders. It further argues that the operators appear to lack the social legitimacy and social license that will make them acceptable in the project communities. A rigorous community engagement along with a commitment to actively involving local stakeholders in the corporate social responsibility (CSR) programmes of the partners may enhance the image of the partners and improve their social legitimacy. Local government agencies should be capacitated to actively engage project organisers; and government must mitigate the impact of the oil projects through well-structured social support programmes.  相似文献

Local government is attributed a vital role in climate-change adaptation. Previous studies contend that conflicting priorities, insufficient institutional incentives and knowledge of risks, and inadequate resources all impede local climate adaptation. Though the importance of local political support in enabling climate adaptation is widely acknowledged, the views of local politicians have rarely been analysed. Drawing on semi-structured interviews with local politicians in Sweden, we explore what affects their engagement in climate adaptation. The study claims that climate adaptation contrary to mitigation is not viewed as political beyond directing attention and sanctioning guidelines set by officials. A limited number of interviewees claim a more strategic political role in adaptation. The combined effect of institutional incentives (e.g. fragmented national guidelines, unappealing goals, and lack of funding), relative weight in local politics, and ability to exercise political leadership (e.g. campaign value, public and media pressure, and lack of ideology) is perceived as too insignificant to trigger strong political engagement. In less-populous municipalities, adaptive measures were highly valued for demonstrating political action.  相似文献

This paper reports on European public perceptions of carbon capture and storage (CCS) as determined through six focus groups, one held in each of the UK, the Netherlands, Poland, Germany, Belgium and Spain. The development of opinion and the emergence of concerns were observed via phased exposure to a specially commissioned film providing an overview of CCS technology, its rationale and associated debates, supplemented by additional information on national energy mixes. In general there was a high level of commonality in opinion and concerns across the six countries, with only minor differences. The concerns that emerged were not allayed by the information provided. On the contrary, there was evidence of a shift from initial uncertainty about CCS to negative positions. CCS was generally perceived as an uncertain, end-of-pipe technology that will perpetuate fossil-fuel dependence. Noting the political context to CCS, we conclude that advocates will likely find the European public opinion context a challenging one in which to achieve deployment, particularly for onshore storage, except where local communities perceive real economic or other benefits to CCS.  相似文献

With rising levels of atmospheric carbon dioxide (CO2), a portfolio of mitigation options is deemed essential as we transition to a low carbon economy. Carbon dioxide capture and storage (CCS) is one technology that has the potential to mitigate large amounts of CO2 and governments around the world, along with industry and researchers working in the technology space, are excited by this. However, the technology still remains relatively unknown in the minds of most lay citizens and is therefore less well accepted than more traditional forms of power generation. This paper reviews a number of CCS communication research activities that have been undertaken internationally since 2002 and synthesizes them into a logical roadmap of activities. The paper also examines the common strengths and weaknesses of the research activities and makes a number of suggestions for industry representatives and policy makers. The paper also outlines a way to segment stakeholder groups for all communication activities into four target audiences including: influential others; community; education and project specific activities.  相似文献

Creating False Images: Stream Restoration in an Urban Setting   总被引:1,自引:0,他引:1  
Stream restoration has become a multibillion dollar business with mixed results as to its efficacy. This case study utilizes pre‐ and post‐monitoring data from restoration projects on an urban stream to assess how well stream conditions, publicly stated project goals, and project implementation align. Our research confirms previous studies showing little communication among academic researchers and restoration practitioners as well as provides further evidence that restoration efforts tend to focus on small‐scale, specific sites without considering broader land use patterns. This study advances our understanding of restoration by documenting that although improving ecological conditions is a stated goal for restoration projects, the implemented measures are not always focused on those issues that are the most ecologically salient. What these projects have accomplished is to protect the built environment and promote positive public perception. We argue that these disconnects among publicized goals for restoration, the implemented features, and actual stream conditions may create a false image of what an ecologically stable stream looks like and therefore perpetuate a false sense of optimism about the feasibility of restoring urban streams.  相似文献

Rehabilitation of river ecosystems is generally initiated when a river is no longer able to provide benefits to humans and other living beings. The major purposes of river rehabilitation projects are improving water quality, conserving nature, rehabilitating fisheries and riparian habitats, flood mitigation, and creating recreational opportunities. For a river rehabilitation project to be successful, it must have specific and clearly explained objectives, although these objectives will vary for each project depending upon factors such as economics, public demand, ecosystem benefits, and the like. In this article, we provide a critical analysis of the purposes that drive river rehabilitation projects and we identify and discuss impediments that can cause a project to deviate from its intended goals. We also discuss major constraints on rehabilitation efforts that can result in failed projects.  相似文献
