By using a scale framework, we examine how cross-scale interactions influence the implementation of climate adaptation and mitigation actions in different urban sectors. Based on stakeholder interviews and content analysis of strategies and projects relevant to climate adaptation and mitigation in the cities of Copenhagen and Helsinki, we present empirical examples of synergies, conflicts and trade-offs between adaptation and mitigation that are driven by the cross-scale interactions. These examples show that jurisdictional and institutional scales shape the implementation of adaptation and mitigation strategies, projects and tasks at the management scale, creating benefits of integrated solutions, but also challenges. Investigating the linkages between adaptation and mitigation through a scale framework provides new knowledge for urban climate change planning and decision-making. The results increase the understanding of why adaptation and mitigation are sometimes handled as two separate policy areas and also why attempts to integrate the two policies may fail.  相似文献

Communications research scholars, political scientists, and policy analysts have significantly recognized the role of news media in reporting and portraying public issues. Nowadays, climate change is an important global environmental concern for the world communities. Study on the media coverage of climate-change issues is vitally important to know the present situation of both the global and regional climate, as well as to assess the causes, mitigation and adaptation techniques, and its adverse impacts. This study demonstrates the coverage of newspapers in Bangladesh on climate change from May 2006 through June 2009 for the three most popular newspapers of Bangladesh, namely The Prothom Alo, The Daily Ittefaq, and The Daily Star. Natural disasters was the major climate-change issue that received the most coverage, along with agriculture, biodiversity, global warming, climate change, crime, water scarcity, food scarcity, politics, wetlands, tourisms, rivers, forestry and miscellaneous issues. Local communication concerned with climate-change issues was given preference in the coverage by the newspapers throughout the study period. The study will be useful for awareness-program formulation on climate-change mitigation and adaptation in Bangladesh.  相似文献

Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures.  相似文献

Currently, mitigation and adaptation measures are handled separately, due to differences in priorities for the measures and segregated planning and implementation policies at international and national levels. There is a growing argument that synergistic approaches to adaptation and mitigation could bring substantial benefits at multiple scales in the land use sector. Nonetheless, efforts to implement synergies between adaptation and mitigation measures are rare due to the weak conceptual framing of the approach and constraining policy issues. In this paper, we explore the attributes of synergy and the necessary enabling conditions and discuss, as an example, experience with the Ngitili system in Tanzania that serves both adaptation and mitigation functions. An in-depth look into the current practices suggests that more emphasis is laid on complementarity—i.e., mitigation projects providing adaptation co-benefits and vice versa rather than on synergy. Unlike complementarity, synergy should emphasize functionally sustainable landscape systems in which adaptation and mitigation are optimized as part of multiple functions. We argue that the current practice of seeking co-benefits (complementarity) is a necessary but insufficient step toward addressing synergy. Moving forward from complementarity will require a paradigm shift from current compartmentalization between mitigation and adaptation to systems thinking at landscape scale. However, enabling policy, institutional, and investment conditions need to be developed at global, national, and local levels to achieve synergistic goals.  相似文献

This article does not focus on adaptation or mitigation policy directly but on an allied opportunity that exists for the Pacific Islands via the auspices of the Climate Convention, because the existing very costly energy systems used in the Pacific Island region are fossil-fuel dependent. It is argued here that efforts can be made towards the development of energy systems that are ecologically sustainable because Pacific Island nations are eligible to receive assistance to introduce renewable energy technology and pursue energy conservation via implementation mechanisms of the Climate Convention and, in particular, through transfer of technology and via joint implementation. It is contended that assistance in the form of finance, technology, and human resource development from developed countries and international organizations would provide sustainable benefits in improving the local Pacific Island environments. It is also emphasized that mitigation of greenhouse gas emissions is not the responsibility of the Pacific Islands as they contribute very little on a per capita global scale and a tiny proportion of total global greenhouse gas emissions.  相似文献

Understanding of how best to support those most vulnerable to climate stress is imperative given expected changes in climate variability. This paper investigates local adaptation strategies to climate variability, focusing on agricultural decision‐making in a communal irrigation scheme in Vhembe District, Limpopo Province, South Africa. Research done through interviews, surveys and participatory methods demonstrates that adaptation strategies within a community are socially differentiated and present differing objectives and priorities. These results highlight the need for intervention and policy that support a heterogeneous response to a wide range of stresses. Evidence for climate change is clear and the need for adaptation is urgent. However, adaptation measures have to be sensitively integrated with ongoing development pathways to ensure they are sustainable and relevant to local priorities.  相似文献

Many of the numerous difficult issues facing the world today involve relationships entailing trade‐offs and synergies. This study quantitatively assesses some alternative scenarios using integrated assessment models, and provides several indicators relating to sustainable development and climate change, such as indicators of income (per capita GDP), poverty, water stress, food access, sustainable energy use, energy security, and ocean acidification, with high consistencies among the indicators within a scenario. According to the analyses, economic growth helps improve many of the indicators for sustainable development. On the other hand, climate change will induce some severe impacts such as ocean acidification under a non‐climate intervention scenario (baseline scenario). Deep emission reductions, such as to 2°C above the pre‐industrial level, could cause some sustainable development indicators to worsen. There are complex trade‐offs between climate change mitigation levels and several sustainable development indicators. A delicately balanced approach to economic growth will be necessary for sustainable development and responses to climate change.  相似文献

National authorities in many countries aim at having climate change adaptation mainstreamed into existing policy domains in order to achieve coherence and synergies, and to avoid mal-adaptation. Because of local variations in climate change impacts, the lion's share of climate adaptation work will have to take place at the local level. This means also that the mainstreaming process needs to occur locally. This article examines the mainstreaming of climate change adaptation into existing sectors in five Norwegian municipalities. Applying theories of mainstreaming and policy integration we find that policy development is slower, but perhaps more robust in the municipalities that have chosen a horizontal, cross-sectoral approach to mainstreaming than in the municipalities that have chosen a vertical sector approach to mainstreaming.  相似文献

There is currently a gap between assessment and intervention in the literature concerned with climate change and food. While intervention is local and context dependent, current assessments are usually global and abstract. Available assessments are useful for understanding the scale of the effects of climate change and they are ideal for motivating arguments in favor of mitigation and adaptation. However, adaptation projects need assessments that can provide data to support their efforts. This requires the adoption of a more local and context-sensitive approach to assessments. I suggest that Community-Based Participatory Research has the potential to be a tool for such an approach.  相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The study shows a disparity in confidence and outlook for the sector, based on the perceived (in)effective governance in each devolved nation.  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

South Africa, being a developing nation, is faced with many challenges, including poverty and one of the world's highest HIV/AIDS infection rates. It is within this context that this paper presents an overview of the role played by major stakeholders in climate change mitigation policies, with the focus on two South African cities, namely Cape Town and Johannesburg. This paper aims to identify the internal and external factors that act as barriers to, or promote, climate change mitigation policy development and implementation in South African cities. These may take the form of the city's internal structures, political interventions and support, and external factors including partnerships with outside organizations, including all tiers of government, non-governmental organizations and academic institutions. The media and an energy crisis in the Cape prove to play an unexpected role in assisting Cape Town to implement climate change mitigation measures.  相似文献

The municipal response to these two challenges is set within a broader policy context that acknowledges Sweden as a pioneer in environmental governance, including its comparatively high ambitions with regard to the reduction of greenhouse ga emissions. Central-local relations in climate policy are analysed, and climate change mitigation and adaptation are exemplified by some snapshots of municipal initiatives, including the popular habit of networking between municipalities within as well as across national borders. In conclusion we briefly evaluate the Swedish local governance experience of climate change mitigation and adaptation to date as characterized by radical rhetoric and ambitious goals combined with a lot of promising initiatives, although still with fairly modest results in terms of tangible outcomes. Finally, we reflect upon what we consider to be the most important questions for future research on local governance and climate change.  相似文献

Ecosystems, though impacted by global environmental change, can also contribute to the adaptation and mitigation of such large scale changes. Therefore, sustainable ecosystem management is crucial in reaching a sustainable future for the biosphere. Based on the published literature and publicly accessible data, this paper discussed the status and trends of forest, grassland, and wetland ecosystems in China that play important roles in the ecological integrity and human welfare of the nation. Ecological degradation has been observed in these ecosystems at various levels and geographic locations. Biophysical (e.g., climate change) and socioeconomic factors (e.g., intensive human use) are the main reasons for ecosystem degradation with the latter factors serving as the dominant driving forces. The three broad categories of ecosystems in China have partially recovered from degradation thanks to large scale ecological restoration projects implemented in the last few decades. China, as the largest and most populated developing nation, still faces huge challenges regarding ecosystem management in a changing and globalizing world. To further improve ecosystem management in China, four recommendations were proposed, including: (1) advance ecosystem management towards an application-oriented, multidisciplinary science; (2) establish a well-functioning national ecological monitoring and data sharing mechanism; (3) develop impact and effectiveness assessment approaches for policies, plans, and ecological restoration projects; and (4) promote legal and institutional innovations to balance the intrinsic needs of ecological and socioeconomic systems. Any change in China’s ecosystem management approach towards a more sustainable one will benefit the whole world. Therefore, international collaborations on ecological and environmental issues need to be expanded.  相似文献

Urbanisation is truly a global phenomenon. Starting at 39% in 1980, the urbanisation level rose to 52% in 2011. Ongoing rapid urbanisation has led to increase in urban greenhouse gas (GHG) emissions. Urban climate change risks have also increased with increase in climate-induced extreme weather events and more low-income urban dwellers living in climate sensitive locations. Despite increased emissions, including GHGs and heightened climate change vulnerability, climate mitigation and adaptation actions are rare in the cities of developing countries. Cities are overwhelmed with worsening congestion, air pollution, crime, waste management, and unemployment problems. Lack of resources and capacity constraints are other factors that discourage cities from embarking on climate change mitigation and adaptation pathways. Given the multitude of problems faced, there is simply no appetite for stand-alone urban climate change mitigation and adaptation policies and programmes. Urban mitigation and adaptation goals will have to be achieved as co-benefits of interventions targeted at solving pressing urban problems and challenges. The paper identifies administratively simple urban interventions that can help cities solve some of their pressing service delivery and urban environmental problems, while simultaneously mitigating rising urban GHG emissions and vulnerability to climate change.  相似文献

This study estimated a series of indicators to assess the energy security of supply and global and local environmental impacts under different mitigation scenarios through 2050 in Brazil, designed with the integrated optimization energy system model MESSAGE‐BRAZIL. The assessment of interactions between environmental impacts and energy security dimensions was complemented through the application of life cycle assessment (LCA) methodology. Overall results imply energy security establishes more synergies than trade‐offs in increasingly stringent mitigation scenarios, especially patent within the sustainability dimension, which increases energy security and provides additional benefits regarding climate change mitigation and air pollution emissions. It is still necessary to extend analysis to other energy sectors in addition to the power supply sector and to promote a better understanding of repercussions of energy scenario expansion in energy security.  相似文献
