Air pollution has become a serious problem in China as a result of that country's efforts in the last 30 years to become a great industrial power. The burning of coal, which currently provides over 70% of all China's energy needs, is a major source of air pollution. Because Chinese coal is high in sulfur and ash content and because most combustion devices in China have low efficiencies, SO2 and particulate emissions are a serious problem and are comparable to or exceed those found in many countries that are much more industrialized. Although most coal is burned in North China, acid precipitation is most severe in South China because of the lack of buffering loess dust found in the former region.The Chinese government has already taken major steps to mitigate air pollution, such as relocating polluting industries, supplying coal with lower sulfur content, using gas instead of coal for residential heating, and levying fines on industries that exceed pollution standards. Atmospheric environmental impact assessment (AEIA) is also required for all major new projects. This article describes three types of mathematical diffusion models and field and wind-tunnel experiments that are used in such assessments.The Chinese authorities believe that a range of technological, managerial, locational, and behavioral changes must be effected before the air of Chinese cities can be significantly improved.  相似文献

随着大气环境问题从煤烟型向以PM2.5和O3为特征的区域复合型污染演变,我国大气污染控制模式从以污染物排放浓度控制为核心、以污染物排放总量控制为核心逐渐走向以大气环境质量改善为核心。特别是近几年,全国各地在空气质量管理、科学精准治污等领域开展一系列积极的探索与实践,取得了显著成效。本文系统回顾了近50年来我国不同阶段大气环境管理工作的特点,重点梳理了2013年《大气污染防治行动计划》实施以来,空气质量管理经验与成绩,结合减污降碳总体部署对我国2035年“美丽中国建设目标基本实现”时的空气质量进行了展望,从PM2.5与O3协同控制的角度出发,提出了“十四五”期间我国大气环境管理的总体思路。  相似文献

第三方治理是促进环境污染治理市场化、专业化、产业化的有效模式,也是我国生态文明制度建设创新的重要内容。我国环境污染第三方治理还处于探索阶段,存在内涵不清晰、理论架构未建立、关键问题待突破、政策路径不明确等问题,系统设计我国环境污染第三方治理改革路线图是当前迫切的现实需求。本文在对第三方治理内涵的解析和界定的基础上,提出基于多中心公共经济论、市场经济利益最大化原理、规模经济及委托-代理理论的理论架构,综合分析第三方治理的理论依据及作用机制。从国家和地方两个层面梳理我国环境污染第三方治理的政策演进情况,并立足于我国环境公用设施建设和企业工业污染治理领域第三方治理的发展现状,剖析成效及问题,提出构建法律法规和标准体系、环境监管体系、经济政策支持体系、市场价格体系和企业诚信评价体系的政策机制改革框架及实施路径。  相似文献

中国城市化和工业化的快速发展与能源消耗的迅速增加,给中国城市带来了很多空气污染问题。20世纪70年代期间,煤烟型污染排放成为中国工业城市的特点;80年代,许多南方城市遭受严重的酸雨危害;近年来,汽车尾气排放的NOx、CO及随后形成的光化学烟雾,使得许多大城市的空气质量恶化。城市空气污染影响着城市居民的健康和城市的发展。为控制空气污染和保护大气环境质量,我国政府已经实施了许多规划。本文概述了当前中国城市特别是重点城市的空气质量状况,描述一些主要城市空气污染物包括总悬浮颗粒、PM10、PM2.5、SO2、酸雨、NOx/NO2的特点。尽管采取了很多应对措施,但目前我国城市的空气质量依然不容乐观,文中还讨论了未来城市空气污染控制面临的问题。  相似文献

The control of water pollution in China's South-North Water Transfer Project (SNWTP) is examined through the lens of promotion tournaments as Chinese governmentality to offer a special perspective on China's hydro-politics and Chinese manners of water pollution control. This paper characterizes the existing form of governmentality in the SNWTP, pointing to its problems and potential resolutions. The promotion tournament is a market system with authoritarian control, designed to reconcile the incentives of local officials and the central managers of the SNWTP. This governmentality embodies characteristics of China's authoritarian water management system: centralized personnel control combined with market-oriented promotion competitions. However, a clear conflict between the requirements of ecological modernization and the use of power in China's water management system leads to distorted behaviors among local officials, an important source of problems in China's water management system. Compared to promotion tournaments, payments for ecosystem services or eco-compensation are applications of neoliberal environmentalism that could overcome the shortcomings of tournaments, and become the most critical governmentality for water pollution control in the SNWTP.  相似文献

近年来,我国大气污染防治工作取得了一定成效,但大气环境整体形势仍然十分严峻,如何防治大气污染成为政府和人民高度重视的问题。兰州市在大气污染治理工作取得了瞩目的效果并在治理活动中形成了丰富的经验,大气污染治理的"兰州经验"为环境治理以及国家治理现代化树立了一个可资借鉴的样板。针对生态文明建设过程中的难题,兰州市在大气污染治理过程中较好地了协调经济发展和环境保护之间的关系,抓住了完善能源结构和产业结构调整这一核心环节。更为重要的是,"兰州经验"体现了国家治理现代化的公共性、共治性以及有效性的核心价值理念,突显了国家治理体系和治理能力现代化的重要价值。在切实有效的权力运行机制保障下,兰州市在环境治理工作中运用了法治思维和法治方法,以坚强的执行力确保工作实效,同时还实现了广泛的社会参与,使得治理模式更为科学与民主。  相似文献

Mineral development has contributed greatly to China's economic and social development. Many challenges remain, however, including environmental pollution and resource waste in practice, as well as a dearth of systematic theoretical research. The goal of this study is to analyze the economic and social effects of various mineral developments in China from diversified perspectives, so as to provide the basis for the formulation of China's mineral development policy. The input–output effects, industrial linkage effects and income distribution effects of different mining industries are quantitatively analyzed by adopting basic hypotheses of input–output economics, industrial linkage model and income distribution antitheses based on the latest available official data from China Statistical Yearbook from 2004 to 2010 and the 2007 Input–Output Table of China. The empirical results obtained in this study indicate that all mineral development industries, especially coal mining and washing, and petroleum and natural gas extraction industries, have given a strong impetus to the increase of China's fixed asset investment and GDP. Moreover, they have provided a large number of jobs, thereby alleviating ongoing employment pressure, and they have also played a positive role in promoting China's technology investment. The analysis of industrial linkages demonstrates that mining industries are basic to the national economy and produce a significant impetus to its downstream industries, but create weak pull effects in terms of national economic development. From the perspective of income distribution, mining industries play an important role in increasing China's fiscal revenue and per capital income. Hence, China's mineral development policy should (1) encourage additional investment in technology for exploration and development to insure sufficient supply and expand the input effects; (2) attract additional talent to work in remote regions; (3) optimize the industrial structure and promote the industrial transformation in resource regions; (4) adjust the interest distribution between the central and local governments to enable the local regions to become more self-sufficient; and (5) enhance the legal environment so that companies can more readily undertake their social responsibilities voluntarily.  相似文献

为了解泸州市主城区颗粒物污染变化特征及成因,选取2019年3月至2020年2月空气自动监测数据,运用Origin2017等技术手段对PM2.5与PM10的时间变化特征、污染来源方向以及污染物之间的相关性进行了分析。结果表明:PM2.5与PM10在不同季节的变化趋势均具有较好的一致性,不同站点污染物相关性特征明显。分析表明:泸州市主城区颗粒物污染成因为工业企业排放、机动车尾气、生物质燃烧、燃煤、扬尘以及不利气象条件等,建议对6类污染排放进行管控。  相似文献

探究沿海城市化推进与海洋污染间的关系对沿海城市绿色发展具有重要意义。本文基于2006—2013年中国沿海46个地级市的海洋污染物浓度数据和遥感所得的夜间灯光亮度数据,运用面板空间计量技术从深度推进和广度推进两方面系统考察了沿海城市化对海洋污染的影响及作用机制,结果表明:以紧凑集约为特征的城市化深度推进与海洋污染之间存在着非线性的“U形”关系,而以规模扩张为特征的城市化广度推进只会单纯地加剧海洋污染。城市化深度推进会通过集聚效应和技术进步效应对海洋污染产生积极影响,而城市化广度推进过程中所带来的人口规模的扩大会加剧海洋污染,此外产业结构和绿色技术未能转型升级也是城市扩张加剧海洋污染的关键因素所在。本研究提出在海洋环境管理过程中,一是要加强区域合作,实现海洋污染的区域联防联控;二是应注重城市的紧凑集约化发展,发挥沿海城市化推进对海洋污染防治的正外部性影响;三是需推进海洋经济的绿色可持续发展,实现海洋经济发展与海洋环境污染的脱钩。  相似文献

近年来,我国大气污染防治成效显著,煤电机组超低排放政策实施对此做出了突出贡献。氮氧化物是煤电机组超低排放中的重要控制指标之一。然而,受现有氮氧化物排放监测和喷氨控制技术的精度、反馈时效等因素的限制,为提高脱硝效率保证性,电厂在实际运行中存在过量喷氨现象,未完全反应的氨进入大气后可能造成二次颗粒物增加。针对这一现象,本文回顾了我国火电行业氮氧化物排放标准和治理措施的演化及实施效果,对煤电机组氨排放现状和存在的问题进行了深入分析,提出在推进氮氧化物超低排放过程中应开展脱硝过量喷氨现状调研,鼓励企业开展脱硝系统优化,加强复杂烟气环境下氨监测技术研发,完善脱硝氨逃逸日常环境监管,推动氨排放全生命周期转化规律基础研究和大气环境效应评估,进一步提升煤电机组超低排放政策实施的综合环境效益,也对其他行业超低排放政策推进起到示范作用。  相似文献

This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries.  相似文献

城市既是受到气候变化和空气污染影响的重点区域,又是落实应对气候变化和大气污染防控政策的关键主体。在城市尺度上研究减污降碳政策的协同效应及其时空异质化的影响规律,将为因地制宜地制定减污降碳政策提供依据。本研究分析了2012—2019年我国284个地级市减污降碳协同效应指数的动态时空变化特征和规律;而后通过构建STIRPAT模型和地理时空加权回归(GTWR)模型,探讨了低碳政策、大气污染物防控政策、产业结构等驱动因素对减污降碳协同效应的时空异质化影响机制。结果表明:全国主要地级市耦合协调度指数平均值由2012年的0.79增加至2019年的0.85,环京津冀区域、汾渭平原等京津冀大气污染传输通道城市区域耦合协调度指数显著提高。以低碳试点城市为代表的区域,其降碳政策、减污政策、产业结构、人口规模、城镇化水平以及技术投入对减污降碳协同效应的影响存在显著的空间异质性。华北平原城市群作为大气污染防治的重点区域,主要通过减污政策提高协同效益;低碳政策主要在京津冀城市群、长江中游以及东南沿海地区城市发挥作用;中西部城市则主要通过产业结构调整、加大技术投入实现协同效益。最后,基于此提出促进城市减污降碳协同效益的对策建议。  相似文献

根据2006年以来的环境空气质量监测数据,对侯马市空气质量状况进行了月际浓度趋势和年际浓度趋势分析评价,指出了燃料燃烧、交通运输、城市建设、气象因素、外来污染等大气污染物的来源及特征,提出了深入治理煤烟污染、积极推广新能源使用、控制机动车尾气污染、加大治理城市扬尘污染、强化工业污染源治理等改善大气环境质量的对策建议。  相似文献

国务院颁布的《大气污染防治行动计划》明确提出制定国家煤炭消费总量中长期控制目标,到2017年,煤炭占能源消费总量比重降低到65%以下,然而煤炭消费对PM_(2.5)污染的贡献到底多大,这是当前亟待研究的科学问题。为定量分析煤炭消费对我国PM_(2.5)污染的影响,本研究首先计算了2012年煤炭消费产生的大气污染物排量,然后利用CAMx空气质量模型,分别采用组分分析法和情景模拟法两种方法研究了煤炭消费对全国PM_(2.5)污染的影响。组分分析法研究表明,煤炭消费对全国PM_(2.5)年均浓度的贡献率约为61%,其中煤炭直接燃烧、煤炭相关行业的贡献率分别约为37%、24%;情景模拟法研究表明,煤炭消费对全国PM_(2.5)年均浓度的贡献率约为56%。因此,我国由于煤炭消费对全国PM_(2.5)年均浓度的贡献率为56%~61%。  相似文献

我国煤炭在开采和燃烧过程中形成的硫污染物主要是酸性矿井水和二氧化硫,由煤炭燃烧造成的硫的干湿沉降以及煤炭开采过程中形成的酸性矿井水使土壤的物理化学性质发生变化,从而对土壤造成严重的破坏。主要表现在造成土壤中可溶性硫酸盐的大幅度升高;引起土壤的pH值下降;植物营养元素特别是K、Na、Ca、Mg等产生淋失;活性铝溶出量增加;有毒重金属活化;抑制土壤酶的活性等方面。可以通过脱硫除尘、加强绿化、建立合理的工业布局、加入土壤改良剂等措施来减少硫污染物的排放量和改善其对土壤环境的影响,但总量控制是关键,是最根本的途径。  相似文献

本文基于联合国可持续发展行动网络牵头发布的可持续发展目标指数和指示板报告,对中国实现2030年可持续发展目标状况进行了分析,认为尽管中国的SDG指数在全球整体排名中呈逐步上升趋势,但生态环境相关指标总体依然面临严峻挑战:中国与生态环境相关的目标评级偏低;SDG指数和指示板报告采用的评价指标与中国生态环境保护重点工作关联性不强;中国的统计数据难以满足测量2030年议程的数据需求等。为实现联合国倡议的2030年可持续发展目标,中国应打好污染防治攻坚战,提高环境治理水平,加快建立中国本土化评估指标体系,形成SDGs指标年度报告制,建立SDGs实施机制,建立与2030年议程相适应的统计支撑体系。  相似文献

China is the largest coal producer and the largest coal consuming country in the world. Approximately half of China's coal comes from small‐scale mines. The sustainability of China's coal industry would be improved if a greater share of the coal come from larger‐scale mines. This article presents a case history of the Shuangliu Mine in Shanxi Province and discusses the issues and benefits of the transformation of this mine. Significant gains were observed in worker safety and benefits, and in more efficient exploitation of the coal resource. Problems included loss of employment opportunities for local labourers, and reduced revenue for local townships. The wider implications of a shift of China's coal supply from small‐scale to large‐scale mining operations are discussed in relation to economic, social and environmental aspects.  相似文献

采用大气污染物超标指数、水污染物浓度超标指数、污染物浓度综合超标指数等3个指标,针对汶川地震极重灾区10个县市,评价了区域环境系统对社会经济系统的支撑能力。结果表明:10个县市中,环境承载力超载的县市有7个,接近超载的县市有3个。其中,9个县市的大气存在环境质量问题,4个县市的水环境质量存在问题,整个区域大气环境质量改善形式更为严峻。10县市的大气污染物中,O3、PM2.5、PM10普遍超标或接近超标,是影响区域大气质量的主要因素。在3指标中,又以PM10和PM2.5超标情况最为严重。大气污染在10个县市中具有明显的区域特征。都江堰市、彭州市、安县、绵竹市、什邡市等环成都城市圈的5县市大气污染物浓度超标指数普遍高于远离成都经济中心的5县市。根据影响水质的水污染物性质,及水环境影响因子排序分析,彭州市、什邡市在CODCr、P、N-NH3上有较高载荷,平武县在CODMn、DO两因子上载荷较大;汶川县的主要水环境影响因子是BOD5。根据在水污染因子上的载荷,10县市水污染特征归为集中污染型和面源污染型,以及混合污染三种类型。  相似文献

With China's rapid economic development, environmental problems have become more and more serious. Particulate air pollution is terrible in cities with large and dense population. It may lead to adverse health effects and economic costs. In this study, we calculated the health effects of pollution caused by particulate matter with aerodynamic diameters less than 10mum (PM(10)) in 111 Chinese cities in 2004 according to statistical data and epidemiological exposure-response functions. Using economic burden of disease analysis, an economic assessment of these health risks was also presented. In contrast to many previous studies that have examined individual cities, this study covered most large and medium-sized cities in China, which accounted for more than 70% gross domestic product (GDP) of China in 2004. The total economic cost caused by PM(10) pollution was estimated as approximately US$ 29,178.7 million. Mega cities such as Beijing, Shanghai, and Tianjin contribute relatively more to the total costs. The results will help policy makers in formulating more effective countermeasures and increasing public awareness to enhance environmental protection.  相似文献
