A qualitative analysis of in-depth interviews with 92 farmers and 42 policy managers in Wuxi County, the Three Gorges Reservoir Region, was conducted to identify stakeholder preferences for alternative best management practices (BMPs) and to determine the factors that affect their acceptance. Policy manager support for most of the practices was relatively stronger than support by farmers, except for the grade stabilization structure (GSS), hillside ditch (HD) and constructed wetland alternative, owing to their perceptions of soil benefits, economic advantages and environmental advantages. Farmers opposed those practices that occupied cultivated lands or changed the conventional planting methods, such as field border, conservation tillage (CT) and contour buffer strips. They tended to accept the BMPs with off-farm pollution reduction, such as GSS, riparian forest buffer and HD, and the BMPs associated with soil benefits, such as nutrient management and Terrace. The result that almost all respondents did not accept CT differed from reports in the existing literature. There is a significant correlation between the acceptance of some BMPs and the townships where the farmers lived (P ≤ 0.05). The environmental conditions and social factors would affect farmer support for BMPs, including local soil conditions, farming methods, economic income, education level and age. The economic advantages of the BMPs were the main motivation for farmers to accept the practices. Furthermore, intensive education efforts, financial incentives or economic subsidies may promote the adoption of the BMPs in our study area.  相似文献

The development of the aquaculture industry in Canada has triggered a conflict of a scope never seen before. As stated in Young and Matthews’ The Aquaculture Controversy, this debate has “mushroomed over the past several decades to become one of the most bitter and stubborn face-offs over industrial development ever witnessed in Canada” (Young and Matthews in The aquaculture controversy in Canada. Activism, policy and contested science. UBC Press, Vancouver, p 3, 2010). It opposes a wide variety of actors: from industrial investors, scientists, politicians and environmentalists to Native associations and communities, citizens groups and local stakeholders. The opposition is fierce between those in favor of a flourishing and modern aquaculture of industrial nature and those who fear the dreadful consequences of such an industry. In particular, the possible implementation of biotechnology innovations, such as a genetically modified salmon, has made this debate coextensive with the GMO debate, thus multiplying the opposition’s spectrum of arguments against the industry. Throughout the debate, Canadian environmental NGOs like the Suzuki Foundation and Greenpeace Canada have assumed leadership over the opposition to aquaculture development with certain success. Their participation in the debate features numerous ethical concerns related to environmental health, a respect for wilderness and local human communities. Such a position can be associated overall with a form of ecocentric ethics or concern. Nevertheless, a careful examination of the technical solutions proposed by these NGOs reveals their embeddedness in biocentrism. Through the example taken from the Canadian debate on aquaculture development, this paper aims to highlight the conceptual difficulty of enacting ecocentric ethical positions beyond formal arguments. Because ecocentrism implies a true paradigm shift, not only in mentality, but also in the way we conceive our technical interventions in nature, biocentrism remains an important practical method to enact ethical positions related to environmental concerns in public debates.  相似文献

Several social theories have been proposed to explain the uneven distribution of vegetation in urban residential areas: population density, social stratification, luxury effect, and ecology of prestige. We evaluate these theories using a combination of demographic and socio-economic predictors of vegetative cover on all residential lands in New York City. We use diverse data sources including the City’s property database, time-series demographic and socio-economic data from the US Census, and land cover data from the University of Vermont’s Spatial Analysis Lab (SAL). These data are analyzed using a multi-model inferential, spatial econometrics approach. We also examine the distribution of vegetation within distinct market categories using Claritas’ Potential Rating Index for Zipcode Markets (PRIZM?) database. These categories can be disaggregated, corresponding to the four social theories. We compare the econometric and categorical results for validation. Models associated with ecology of prestige theory are more effective for predicting the distribution of vegetation. This suggests that private, residential patterns of vegetation, reflecting the consumption of environmentally relevant goods and services, are associated with different lifestyles and lifestages. Further, our spatial and temporal analyses suggest that there are significant spatial and temporal dependencies that have theoretical and methodological implications for understanding urban ecological systems. These findings may have policy implications. Decision makers may need to consider how to most effectively reach different social groups in terms of messages and messengers in order to advance land management practices and achieve urban sustainability.  相似文献

Trail-based recreation has increased over recent decades, raising the environmental management issue of soil erosion that originates from unsurfaced, recreational trail systems. Trail-based soil erosion that occurs near stream crossings represents a non-point source of pollution to streams. We modeled soil erosion rates along multiple-use (hiking, mountain biking, and horseback riding) recreational trails that approach culvert and ford stream crossings as potential sources of sediment input and evaluated whether recreational stream crossings were impacting water quality based on downstream changes in macroinvertebrate-based indices within the Poverty Creek Trail System of the George Washington and Jefferson National Forest in southwestern Virginia, USA. We found modeled soil erosion rates for non-motorized recreational approaches that were lower than published estimates for an off-road vehicle approach, bare horse trails, and bare forest operational skid trail and road approaches, but were 13 times greater than estimated rates for undisturbed forests and 2.4 times greater than a 2-year old clearcut in this region. Estimated soil erosion rates were similar to rates for skid trails and horse trails where best management practices (BMPs) had been implemented. Downstream changes in macroinvertebrate-based indices indicated water quality was lower downstream from crossings than in upstream reference reaches. Our modeled soil erosion rates illustrate recreational stream crossing approaches have the potential to deliver sediment into adjacent streams, particularly where BMPs are not being implemented or where approaches are not properly managed, and as a result can negatively impact water quality below stream crossings.  相似文献

The Sand Hills subdivision of the Southeastern Plains ecoregion has been impacted by historical land uses over the past two centuries and, with the additive effects of contemporary land use, determining reference condition for streams in this region is a challenge. We identified reference condition based on the combined use of 3 independent selection methods. Method 1 involved use of a multivariate disturbance gradient derived from several stressors, method 2 was based on variation in channel morphology, and method 3 was based on passing 6 of 7 environmental criteria. Sites selected as reference from all 3 methods were considered primary reference, whereas those selected by 2 or 1 methods were considered secondary or tertiary reference, respectively. Sites not selected by any of the methods were considered non-reference. In addition, best professional judgment (BPJ) was used to exclude some sites from any reference class, and comparisons were made to examine the utility of BPJ. Non-metric multidimensional scaling indicated that use of BPJ may help designate non-reference sites when unidentified stressors are present. The macroinvertebrate community measures Ephemeroptera, Plecoptera, Trichoptera richness and North Carolina Biotic Index showed no differences between primary and secondary reference sites when BPJ was ignored. However, there was no significant difference among primary, secondary, and tertiary reference sites when BPJ was used. We underscore the importance of classifying reference conditions, especially in regions that have endured significant anthropogenic activity. We suggest that the use of secondary reference sites may enable construction of models that target a broader set of management interests.  相似文献

Forests are socioeconomically and ecologically important ecosystems that are exposed to a variety of natural and anthropogenic stressors. As such, monitoring forest condition and detecting temporal changes therein remain critical to sound public and private forestland management. The National Parks Service’s Vital Signs monitoring program collects information on many forest health indicators, including species richness, cover by exotics, browse pressure, and forest regeneration. We applied a mixed-model approach to partition variability in data for 30 forest health indicators collected from several national parks in the eastern United States. We then used the estimated variance components in a simulation model to evaluate trend detection capabilities for each indicator. We investigated the extent to which the following factors affected ability to detect trends: (a) sample design: using simple panel versus connected panel design, (b) effect size: increasing trend magnitude, (c) sample size: varying the number of plots sampled each year, and (d) stratified sampling: post-stratifying plots into vegetation domains. Statistical power varied among indicators; however, indicators that measured the proportion of a total yielded higher power when compared to indicators that measured absolute or average values. In addition, the total variability for an indicator appeared to influence power to detect temporal trends more than how total variance was partitioned among spatial and temporal sources. Based on these analyses and the monitoring objectives of the Vital Signs program, the current sampling design is likely overly intensive for detecting a 5 % trend·year?1 for all indicators and is appropriate for detecting a 1 % trend·year?1 in most indicators.  相似文献

Fish and benthic macroinvertebrate assemblages often provide insight on ecological conditions for guiding management actions. Unfortunately, land use and management legacies can constrain the structure of biotic communities such that they fail to reflect habitat quality. The purpose of this study was to describe patterns in fish and benthic macroinvertebrate assemblage structure, and evaluate relationships between biota and habitat characteristics in the Chariton River system of south-central Iowa, a system likely influenced by various potential management legacies (e.g., dams, chemical removal of fishes). We sampled fishes, benthic macroinvertebrates, and physical habitat from a total of 38 stream reaches in the Chariton River watershed during 2002–2005. Fish and benthic macroinvertebrate assemblages were dominated by generalist species tolerant of poor habitat quality; assemblages failed to show any apparent patterns with regard to stream size or longitudinal location within the watershed. Metrics used to summarize fish assemblages and populations [e.g., presence–absence, relative abundance, Index of Biotic Integrity for fish (IBIF)] were not related to habitat characteristics, except that catch rates of piscivores were positively related to the depth and the amount of large wood. In contrast, family richness of benthic macroinvertebrates, richness of Ephemeroptera, Trichoptera, and Plecoptera taxa, and IBI values for benthic macroinvertebrates (IBIBM) were positively correlated with the amount of overhanging vegetation and inversely related to the percentage of fine substrate. A long history of habitat alteration by row-crop agriculture and management legacies associated with reservoir construction has likely resulted in a fish assemblage dominated by tolerant species. Intolerant and sensitive fish species have not recolonized streams due to downstream movement barriers (i.e., dams). In contrast, aquatic insect assemblages reflected aquatic habitat, particularly the amount of overhanging vegetation and fine sediment. This research illustrates the importance of using multiple taxa for biological assessments and the need to consider management legacies when investigating responses to management and conservation actions.  相似文献

A habitat transition model, based on the correlation between individual habitats and micro-elevation intervals, showed substantial changes in the future spatial distributions of coastal habitats. The research was performed within two protected areas in Slovenia: Se?ovlje Salina Nature Park and ?kocjan Inlet Nature Reserve. Shifts between habitats will occur, but a general decline of 42 % for all Natura 2000 habitats is projected by 2060, according to local or global (IPCC AR4) sea level rise predictions. Three different countermeasures for the long-term conservation of targeted habitat types were proposed. The most “natural” is displacement of coastal habitats using buffer zones (1) were available. Another solution is construction of artificial islets, made of locally dredged material (2); a feasible solution in both protected areas. Twenty-two islets and a dried salt pan zone at the desired elevations suitable for those habitats that have been projected to decease in area would offer an additional 10 ha in the Se?ovlje Salina. Twenty-one islets and two peninsulas at two different micro-altitudes would ensure the survival of 13 ha of three different habitats. In the area of Se?ovlje Salina, abandoned salt pans could be terrestrialized by using permanent, artificial sea barriers, in a manner close to poldering (3). By using this countermeasure, another 32 ha of targeted habitat could be preserved. It can be concluded that, for each coastal area, where wetland habitats will shrink, strategic plans involving any of the three solutions should be prepared well in advance. The specific examples provided might facilitate adaptive management of coastal wetlands in general.  相似文献

Currently, mitigation and adaptation measures are handled separately, due to differences in priorities for the measures and segregated planning and implementation policies at international and national levels. There is a growing argument that synergistic approaches to adaptation and mitigation could bring substantial benefits at multiple scales in the land use sector. Nonetheless, efforts to implement synergies between adaptation and mitigation measures are rare due to the weak conceptual framing of the approach and constraining policy issues. In this paper, we explore the attributes of synergy and the necessary enabling conditions and discuss, as an example, experience with the Ngitili system in Tanzania that serves both adaptation and mitigation functions. An in-depth look into the current practices suggests that more emphasis is laid on complementarity—i.e., mitigation projects providing adaptation co-benefits and vice versa rather than on synergy. Unlike complementarity, synergy should emphasize functionally sustainable landscape systems in which adaptation and mitigation are optimized as part of multiple functions. We argue that the current practice of seeking co-benefits (complementarity) is a necessary but insufficient step toward addressing synergy. Moving forward from complementarity will require a paradigm shift from current compartmentalization between mitigation and adaptation to systems thinking at landscape scale. However, enabling policy, institutional, and investment conditions need to be developed at global, national, and local levels to achieve synergistic goals.  相似文献

National fuel-reduction programs aim to reduce the risk of wildland fires to human communities and to restore forest and rangeland ecosystems to resemble their historical structure, function, and diversity. There are a number of factors, such as seed bank dynamics, post-treatment climate, and herbivory, which determine whether this latter goal may be achieved. Here, we examine the short-term (2 years) vegetation response to fuel-reduction treatments (mechanical mastication, broadcast burn, and pile burn) and seeding of native grasses on understory vegetation in an upland piñon–juniper woodland in southeast Utah. We also examine how wildlife herbivory affects the success of fuel-reduction treatments. Herbaceous cover increased in response to fuel-reduction treatments in all seeded treatments, with the broadcast burn and mastication having greater increases (234 and 160 %, respectively) in herbaceous cover than the pile burn (32 %). In the absence of seeding, herbaceous cover only increased in the broadcast burn (32 %). Notably, fuel-reduction treatments, but not seeding, strongly affected herbaceous plant composition. All fuel-reduction treatments increased the relative density of invasive species, especially in the broadcast burn, which shifted the plant community composition from one dominated by perennial graminoids to one dominated by annual forbs. Herbivory by wildlife reduced understory plant cover by over 40 % and altered plant community composition. If the primary management goal is to enhance understory cover while promoting native species abundance, our study suggests that mastication may be the most effective treatment strategy in these upland piñon–juniper woodlands. Seed applications and wildlife exclosures further enhanced herbaceous cover following fuel-reduction treatments.  相似文献

Attempting to assess the risk of a release from a potentially polluting marine site (PPMS) can be a very subjective process. The Marine Site Risk Index (MaSiRI) is designed to provide a more objective approach to this process by adopting a table-based evaluation scheme, while still allowing for the inevitable unknown conditions by including a subjective ‘expert correction’ in a suitably controlled manner. Building on a geographic database of PPMS records, the MaSiRI algorithm applies data filters to remove PPMS records for which it is not applicable and then estimates a basic risk index based on core data that almost all sites would contain. It can then refine the results for those sites that have auxiliary data, varying the assessed risk as appropriate, according to standard rule-sets. A risk level of confidence is computed and adjusted to express dynamic confidence in the risk value (e.g., due to reliance on estimates rather than measured values), and where appropriate an upper and lower bound of risk can be used to assess the range of values associated with an estimated parameter. This information can be visualized by a composite quality symbol proposed here. MaSiRI is demonstrated on three illustrative shipwrecks and then compared against the DEvelopment of European guidelines for Potentially Polluting (DEEPP) project database from the Pelagos Sanctuary in the western Mediterranean. The aggregate results of the comparison are broadly similar to DEEPP, within the limits of the comparison, but provide a more detailed analysis in the case of estimated pollutant volume and ubiquitous assessment of levels of confidence.  相似文献

This study was aimed at determining, under field conditions, early interactions between planted cypress seedlings and their associated shrubs in a mesic area of Andean Patagonia and, in a nursery, the effects of increasing light availability on cypress performance when soil water was not a limiting factor. The field experiment was performed in a former cypress–coihue mixed forest (42°02′S, 71°33′W), which was replaced in the 1970s by a plantation of radiata pine. In 2005, 800 cypress seedlings were planted under maqui shrubs in a clear-cut area of the pine stand. In 2007, two treatments were set: no-competition treatment ([NCT] i.e., the surrounding aboveground biomass was removed) and competition treatment ([CT] i.e., without disturbance). The nursery experiment (42°55′S, 71°21′W) consisted of two groups: “shade” (grown under shade cloth) and “sun” (grown at full sun) cypress seedlings. After one growing season, seedling survival and stem growth (in height and diameter) were determined at both sites. Furthermore, the growth rate of leaves, stems, and roots was determined in the nursery. In the field experiment, height growth and survival in NCT were significantly greater than in CT, and a competition process occurred between cypress and surrounding shrubs. In the nursery, sun plants grew more in diameter and increased root weight more than shade plants. Results also showed that in mesic areas of Patagonia, decreasing competition and increasing light levels produced stouter seedlings better adapted to support harsh environmental conditions. Therefore, the removal of protecting shrubs could be a good management practice to improve seedling establishment.  相似文献

Animal body size is driven by habitat quality, food availability, and nutrition. Adult size can relate to birth weight, to length of the ontogenetic growth period, and/or to the rate of growth. Data requirements are high for studying these growth mechanisms, but large datasets exist for some game species. In North America, large harvest datasets exist for white-tailed deer (Odocoileus virginianus), but such data are collected under a variety of conditions and are generally dismissed for ecological research beyond local population and habitat management. We contend that such data are useful for studying the ecology of white-tailed deer growth and body size when analyzed at ordinal scale. In this paper, we test the response of growth rate to food availability by fitting a logarithmic equation that estimates growth rate only to harvest data from Fort Hood, Texas, and track changes in growth rate over time. Results of this ordinal scale model are compared to previously published models that include additional parameters, such as birth weight and adult weight. It is shown that body size responds to food availability by variation in growth rate. Models that estimate multiple parameters may not work with harvest data because they are prone to error, which renders estimates from complex models too variable to detect interannual changes in growth rate that this ordinal scale model captures. This model can be applied to harvest data, from which inferences about factors that influence animal growth and body size (e.g., habitat quality and nutritional availability) can be drawn.  相似文献

The main reason for promoting the concept of ecosystem services lies in its potential to contribute to environmental conservation. Highlighting the benefits derived from ecosystems fosters an understanding of humans’ dependence on nature, as users of ecosystem services. However, the act of using ecosystem services may not be environmentally neutral. As with the use of products and services generated within an economy, the use of ecosystem services may lead to unintended environmental consequences throughout the ‘ecosystem services supply chain.’ This article puts forward a framework for analyzing environmental impacts related to the use of ecosystem services, indicating five categories of impact: (1) direct impacts (directly limiting the service’s future availability); and four categories of indirect impacts, i.e., on broader ecosystem structures and processes, which can ultimately also affect the initial service: (2) impacts related to managing ecosystems to maximize the delivery of selected services (affecting ecosystems’ capacity to provide other services); (3) impacts associated with accessing ecosystems to use their services (affecting other ecosystem components); (4) additional consumption of products, infrastructure or services required to use a selected ecosystem service, and their life-cycle environmental impacts; and (5) broader impacts on the society as a whole (environmental awareness of ecosystem service users and other stakeholders). To test the usefulness of this framework, the article uses the case study of birdwatching, which demonstrates all of the above categories of impacts. The article justifies the need for a broader consideration of environmental impacts related to the use of ecosystem services.  相似文献

Wildland fire and associated management efforts are dominant topics in natural resource fields. Smoke from fires can be a nuisance and pose serious health risks and aggravate pre-existing health conditions. When it results in reduced visibility near roadways, smoke can also pose hazardous driving conditions and reduce the scenic value of vistas. Communicating about smoke, whether in the preparation phases before a planned burn or during a wildfire event, can enable those at risk to make informed decisions to minimize their exposure to smoke or choose alternate activities that mitigate smoke completely. To date, very little research has been completed on the social aspects of smoke, such as communication or public perceptions. Here, we present findings from an exploratory study that examined challenges and opportunities related to communication (within agencies or to the public) for management of smoke from wildland fires. Interviews were conducted in California, Oregon, Montana, and South Carolina among a purposive sample of individuals, who are involved in fire or smoke management. Findings indicate that smoke poses several challenges to management agencies. Findings also provide insight into potential strategies to address such challenges by improving communication in both inter- and intra-agency situations as well as with members of the public. In particular, prioritizing fire and smoke-related communication within agencies, allocating agency resources specifically for training in communication and outreach endeavors, taking advantage of existing resources including informal social networks among the public, and building long-term relationships both between agencies and with the public were viewed as effective.  相似文献

Lake Holiday, a human-made recreational lake in northern Illinois, was threatened with closure due to high bacterial levels. A factorially designed experiment with multivatiate responses was developed to study and identify the main sources of pollution. Data on total coliform, fecal coliform, fecal streptococci, dissolved oxygen, pH, ammonia-N, total phosphorus, nitrate/nitrite-N were analyzed using regression models describing dam spillway loads as a function of source loads and time. The results suggest that the relationships among source, time, and load are complex, even though only two sources account for most of the lake's loading Stevens Brook, which receives the discharge from the Somonauk Sewage Treatment Plant, and Somonauk Creek, which is the major drainage, contribute high loads of bacteria and nutrients to the lake. The influent loads contributed to the lake are discharged at the dam over about 4 weeks  相似文献

In the United States public involvement in the Environmental Impact Statement (EIS) process is required by Council on Environmental Quality (CEQ) Guidelines, Executive mandates, and agency guidelines. Public participation after the initial Environmental Impact Assessment (EIA) and throughout the preparation of the Draft Environmental Impact Statement (DEIS) is desirable for it permits contributions from:
  1. those who are directly affected by a proposed project.
  2. individuals with expertise in environmental fields that may be affected by government action.
Early public participation can be useful in identifying environmental problems and potential sources of controversy. A systematic approach should be applied by government agencies to solicit public opinion throughout the preparation of the DEIS. Early, active, and meaningful participation particularly by those government and public segments most affected by the proposed project is a positive step towards effectively using the EIS as a management tool for mitigating impacts to the human environment. Here we discuss the role of public participation in the EIS process and develop an approach for initiating early and expressive public participation.  相似文献

Sampling data are provided and concepts discussed regarding soil and foliage arthropod communities in conventional and no-tillage soybean agroecosystems Soil arthropod communities from the two cropping systems were also compared with that from an adjacent old field. Biweekly arthropod samples were collected from conventional, no-tillage, and old-field systems Soil arthropods were sampled by quadrat and pitfall trap methods, foliage arthropods were collected by sweep net Quadrat sampling revealed that ground beetle number, species diversity, and biomass were significantly higher (P<0.05) in no-tillage than in conventional tillage systems. Pitfall trap data indicated higher densities and species diversity for most major soil macro-arthropod guilds Foliage arthropod guilds from no-tillage treatments showed higher species diversity throughout the growing season than those of conventional tillage, possibly because of greater structural diversity provided by weeds and litter in notillage systems No-tillage systems supported a larger and more diverse arthropod community than conventionally grown soybeans, suggesting a need for pest management strategies that simultaneously consider many variables. Both foliar grazing and leaf nitrogen content were higher in conventional than in no-tillage systems, indicating a possible causal connection between soil tillage and insect herbivory rates  相似文献

Different water Acts (e.g., the European Water Framework Directive) and stakeholders involved in aquatic affairs have promoted integrated river basin management over recent decades. However, few studies have provided feedback on these policies. The aim of the current article is to fill this gap by exploring how local newspapers reflect the implementation of a broad public participation within a catchment of France known for its innovation with regard to this domain. The media coverage of a water management strategy in the Drôme watershed from 1981 to 2008 was investigated using a content analysis and a geographic information system. We sought to determine what public participation and decentralized decision-making can be in practice. The results showed that this policy was integrated because of its social perspective, the high number of involved stakeholders, the willingness to handle water issues, and the local scale suitable for participation. We emphasized the prominence of the watershed scale guaranteed by the local water authority. This area was also characterized by compromise, arrangements, and power dynamics on a fine scale. We examined the most politically engaged writings regarding water management, which topics of each group emphasized, and how the groups agreed and disagreed on issues based on their values and context. The temporal pattern of participation implementation was progressive but worked by fits and starts.  相似文献
