对油气田采出水,国外普遍采用的处理方法是回注。但是在没有回注条件的地区必须将采出水处理后排放在地表水系,而对排放在地表水系的水有严格的规定,现在有些国家执行排放水含油量40mg/L的新标准,废止72mg/L的标准,原有污水处理设施需要改进。针对这个问题,文章介绍了国外在执行新标准后采用的新的油气田采出水处理工艺、设备以及新型澄清剂。  相似文献

以2020年全面建成小康社会目标为依据,比较了我国2020年与主要发达国家同等经济水平阶段在能源消耗、大气环境、水环境等方面的差距。研究发现:主要发达国家环境质量拐点出现在20世纪70年代末到80年代初,人均GDP在1.4万~1.5万美元左右。人均GDP在1.1万~1.2万美元阶段时,我国大气污染物排放强度低于发达国家,但大气环境质量差于发达国家;主要水污染排放量高于主要发达国家,但水环境质量基本可达到发达国家同期水平。建议要正确认识环境与经济之间的EKC曲线关系,制定具有中国特色的环境问题解决路线图,提出具有阶段性、差异化、适度超前的环境质量目标。  相似文献

欧洲国家对游泳场水质的管理由来已久,管理经验丰富,而我国对游泳场水质的管理刚刚起步,仍然存在很多不足。针对目前我国由于监督管理以及某些地区的经营不善出现的一系列游泳场水质问题,本文介绍了欧盟成员国的游泳场水质质量监测管理现状,分别从游泳场水质管理立法、游泳场水质监测方法、游泳场水质评估和等级划分,以及欧盟国家游泳场未来发展趋势等方面,对欧盟国家游泳场水质管理的发展情况进行了分析总结。借鉴欧盟发达国家游泳场的水质管理经验对我国游泳场水质进行监测和管理非常重要,最后提出完善我国游泳场水质管理的一些建议,如建立游泳场水质监测日志,制作游泳场水质信息系统,加强游泳场水质监测技术研究等。希望借助欧盟国家的游泳场管理经验,促进我国游泳场水质管理的进一步发展和完善。  相似文献

Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. Traditionally, in most countries of Latin America, the management of water and water based services has been highly centralized in the public sector. Recently, as the role of government has been reconsidered, many services have been transferred to lower levels of government or to the private sector. At the same time, the emphasis given to water projects as basic development tools has given way to the environmental significance of good water management. Consequently, the approach to water resources management has been modified and space created for the adoption of some of the basic precepts enunciated in the Mar del Plata Action Plan and Agenda 21. Several United Nations Member States have recently decided to privatize their water supply and sewerage services in order to improve economic efficiency and to tap private investments for infrastructural improvements. Since the English and French models of water privatization have produced some of the most interesting innovations in this area, this article examines these two models with a view to determining their usefulness for other countries. The main aim of the paper is, however, not to analyze water privatization per se, but the regulation of an industry with strong natural monopoly tendencies. The article concludes that water privatization should be accompanied by effective regulatory mechanisms to deal with monopoly power.  相似文献

Greywater reuse is becoming an increasingly important factor for potable water saving in many countries. Syria is one of the most water scarce countries in the Middle East. However, greywater reuse is still not common in the country. Regulations and standards for greywater reuse are not available. Recently, however, several stakeholders have started to plan for greywater reuse. The main objective of this paper is to evaluate the potential for potable water saving by using greywater for toilet flushing in a typical Syrian city. The Sweida city in the southern part of Syria was chosen for this purpose. Interviews were made in order to reflect the social acceptance, water consumption, and the percentage of different indoor water uses. An artificial wetland (AW) and a commercial bio filter (CBF) were proposed to treat the greywater, and an economic analysis was performed for the treatment system. Results show that using treated greywater for toilet flushing would save about 35% of the drinking water. The economic analyses of the two proposed systems showed that, in the current water tariff, the payback period for AW and CBF in block systems is 7 and 52 years, respectively. However, this period will reduce to 3 and 21 years, respectively, if full water costs are paid by beneficiaries. Hence, introducing artificial wetlands in order to make greywater use efficient appears to be a viable alternative to save potable water.  相似文献

This paper shows that water scarcity is a complex problem when it affects countries with a semi-arid climate, ie countries for which there are fluctuations between a dry season and a season when rain occurs. The paper discusses the general vulnerability of the semi-arid zone in terms of four different types of water scarcity, the effects of which are being superimposed on each other: two are natural (type A, arid climate, type B, intermittent drought years) and two are man-induced (type C, desiccation of the landscape driven by land degradation, and type D, population-driven water stress). When fuelled by a rapid population increase, a risk spiral develops, manifesting itself in social and economic collapse during intermittent drought years. The paper concludes that many countries in Africa are heading for severe water scarcity -in fact two-thirds of the African population will live in severely water-stressed countries within a few decades. This severe water stress will largely be the result of unfettered population growth.  相似文献

This paper examines the ‘range of choice’ concept in water management. Although many efforts have been made to design policies that broaden the consideration of water resources alternatives, the experiences gained from these policy experiments have not been adequately assessed. What insights might American policy approaches offer for developing countries? To address this question, four general policy types were identified and compared: (1) comprehensive single-objective policies; (2) comprehensive multiple-objective policies; (3) specific non-structural policies; and (4) specific technological policies. Case studies of each approach revealed that effective institutional development occurs when policies are: (1) stated in clear and specific language; (2) modified as experience is gained; (3) adequate in terms of statutory and administrative authority; and (4) subject to an orderly process of public and judicial review. The most successful policy efforts to date have involved specific alternatives, while multiple-objective policies have encountered the most difficulties. Common institutional problems are identified, and their potential relevance for developing countries is discussed.  相似文献

Based on the national database of 28,104 water rights (concessions) granted in Colombia, this paper presents an analysis of how the principles of equity and sustainability are reflected in water allocation. Concessions appear to be an exclusionary mechanism since only a minority of small water users have concessions and the distribution of water volumes among those who have them is extremely inequitable. The 2009 Gini coefficient calculated for water concessions granted for agriculture was 0.90 compared with the rural land Gini of 0.88 (both indicators grouping holdings under the same entity). More than half of the Colombian departments have a higher Gini coefficient for water than for land, suggesting that water rights are at least as unequally distributed as land, in one of the most inequitable countries in Latin America. Water allocated to domestic, agriculture and hydropower use indicates a lack of consistency of water allocation criteria across regions. The volumetric and administrative attributes of water allocation in Colombia do not account for environmental flows or the concerns of marginalised groups of society that have limited access to the mechanism. Water allocation as a technical task, with limited transparency and secluded from public scrutiny, does not contribute to the solution of increasing water-related conflicts.  相似文献

ABSTRACT: During recent years many countries have moved to rationalize the management of state owned or state controlled resources. In Victoria, Australia, water, in particular, has received a great deal of attention. Subsidies to construct, operate, and rehabilitate irrigation facilities have been reduced, and there have been numerous consolidations of small water supply authorities to achieve economies of scale. In addition, Victoria has taken the unusual step of using auctions to allocate new irrigation water entitlements. The six water auctions that took place during 1988 and early 1989 were perceived as an efficient and equitable mechanism to allocate limited water supplies to their highest value use. While the agricultural areas where the different auctions occurred were similar, there was substantial variation in the prices paid, which reflects varying demands for additional irrigation water. This paper will discuss the following topics: the auction process used and the results of the auctions, the efficiency of the auction procedures, and the factors influencing the demand for additional irrigation water in the different auctions. In addition, the implications of using auctions to allocate water supplies for future water management in Victoria will be discussed.  相似文献

This paper presents a framework for viable drinking water services and institutional development of the water sector, especially in developing countries. The key dimensions of viable water services: operative technology, appropriate organizations and adequate cost recovery are dealt with. The role of consumers and the need for institutional reforms are discussed. Some tentative implications of the lessons learnt are discussed regarding the role of external support agencies, based on the authors' experience in developing countries and transition economies. It is suggested here that a polycentric form of governance should be introduced in the water sector, and the ultimate goal for the sector's development should be the reliance on financially self-sufficient and consumer-responsive water entrepreneurs.  相似文献

The Earth may be largely covered with water, but over one billion people are estimated to be without safe drinking water and almost 2.5 billion (40% of the world's population) without adequate sanitation at the outset of the new millennium. The provision of safe water and sanitation for all poses several serious institutional and economic challenges at international, national and local levels. Despite the various political commitments made from the late 1970s onwards, these commitments have remained largely unfulfilled. Even though some efforts to expand coverage have been made over the past two decades, much of those efforts have been undermined by socioeconomic problems and growing population, particularly in the urban areas of developing countries. The water supply and sanitation sector is actually in acute need of new investments for expansion and maintenance of facilities. Nonetheless, some positive trends can be discerned, such as, for example, the increasing recognition of integrated water resources management, environmental sanitation, public-private partnerships and women as a key for improvement and expansion of services.  相似文献

ABSTRACT: Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of these water problems, but it can improve the efficiency of water allocation. When given adequate responsibility and authority, water user associations have effectively taken over water management activities at a savings to tax payers. Moreover, water markets add the potential benefit of improving water efficiency within a sector as well as providing a mechanism for reallocating water among sectors. The key question involves developing innovative mechanisms for reducing the transaction costs of organizing water users and of making water trades. Water rights need to be established which are recorded, tradable, enforceable, and separate from land if markets are to operate effectively. Also, institutions are needed that effectively resolve conflicts over water rights, including third party impacts and water quality concerns.  相似文献

The lofty goals of the 1992 Earth Summit regarding sustainable development will not be achieved without major improvements in the management of transboundary water resources. This paper describes the serious nature of water-related conflicts and environmental damage associated with degradation of marine ecosystems, coastal zones, and shared surface/groundwater systems. Traditional approaches such as international conventions, watercourse agreements with basin organizations, and arbitration have generally fallen short of their objectives. This article suggests that a middle ground centered on multicountry institutional arrangements for joint fact finding, evaluation, and problem resolution may be a more productive approach over the short term to achieve sustainable development. The experience of the International Joint Commission (Canada and U.S.) is described as a way of providing a neutral ground for building trust among nations, for 'leveling the playing field' among small and large countries, and for providing mechanisms for countries to work jointly toward sustainable development of their shared resources without relinquishing their sovereignty. The Global Environment Facility (GEF) is playing a catalytic role in assisting countries to address transboundary water resources issues. The paper describes GEF's Operational Strategy and discusses the implications of joint institutional arrangements for the international waters focal area. Given that the environmental security of many nations rests on improved transboundary cooperation, the GEF provides a pragmatic opportunity for countries to cooperatively address these pressing problems.  相似文献

The problems and prospects of solar and wind energy technologies for rural energy supply in developing countries are examined, followed by an overview of key attributes of these technologies. The application of wind and solar systems for cooking, water pumping, drying, water heating, and electric power supply are reviewed. Two detailed case studies are given, the first discussing the potential of solar and wind systems for rural water pumping in Morocco, and the second, examining the "wind farms" producing electric power in California and the potential for their use in developing countries.  相似文献

The role of the central government in New Zealand is generally limited to research and policy development, and regional councils are responsible for most monitoring and management of the problem. The role of the federal government in the United States includes research and monitoring, policy development, and regulation. States also have a significant management role. Both countries rely on voluntary approaches for NPS pollution management. Very few national water quality standards exist in New Zealand, whereas standards are widely used in the United States. Loading estimates and modeling are often used in the United States, but not in New Zealand. A wide range of best management practices (BMPs) are used in the United States, including buffer strips and constructed/engineered wetlands. Buffer strips and riparian management have been emphasized and used widely in New Zealand. Many approaches are common to both countries, but management of the problem has only been partly successful. The primary barriers are the inadequacy of the voluntary approach and the lack of scientific tools that are useful to decision-makers. More work needs to be performed on the evaluation of approaches developed in both countries that could be applied in the other countries. In addition, more cooperation and information/technology transfer between the two countries should be encouraged in the future.  相似文献
