Killing Tigers to Save Them: Fallacies of the Farming Argument   总被引:1,自引:0,他引:1  
Abstract: The lucrative, illegal trade in tigers (Panthera tigris) remains a major conservation problem. Tiger farming has been proposed as a potential solution, with farmed tigers substituting for wild tigers. At first glance, this argument's logic seems simple: farming will increase the supply of tigers, prices will fall, and poaching will no longer be profitable. We contend, however, that this supply‐side argument relies on mistaken assumptions. First, tiger markets are imperfect, meaning they are dominated by a few producers who control price. Second, consumers prefer wild tigers to farmed tigers and therefore the two are not pure substitutes. In economic terms, products from wild tigers are luxury goods, commanding a price premium. Third, there is no evidence that farmed tigers can be produced or sold more cheaply than wild tigers. In sum, it is unlikely that farming will drive down the price of wild‐caught tigers or decrease profitability for tiger poachers. Rather, tiger farming is more likely to increase aggregate demand for tiger products and stimulate higher levels of poaching.  相似文献

Abstract: The International Union for Conservation of Nature (IUCN) Red List of Threatened Species was increasingly used during the 1980s to assess the conservation status of species for policy and planning purposes. This use stimulated the development of a new set of quantitative criteria for listing species in the categories of threat: critically endangered, endangered, and vulnerable. These criteria, which were intended to be applicable to all species except microorganisms, were part of a broader system for classifying threatened species and were fully implemented by IUCN in 2000. The system and the criteria have been widely used by conservation practitioners and scientists and now underpin one indicator being used to assess the Convention on Biological Diversity 2010 biodiversity target. We describe the process and the technical background to the IUCN Red List system. The criteria refer to fundamental biological processes underlying population decline and extinction. But given major differences between species, the threatening processes affecting them, and the paucity of knowledge relating to most species, the IUCN system had to be both broad and flexible to be applicable to the majority of described species. The system was designed to measure the symptoms of extinction risk, and uses 5 independent criteria relating to aspects of population loss and decline of range size. A species is assigned to a threat category if it meets the quantitative threshold for at least one criterion. The criteria and the accompanying rules and guidelines used by IUCN are intended to increase the consistency, transparency, and validity of its categorization system, but it necessitates some compromises that affect the applicability of the system and the species lists that result. In particular, choices were made over the assessment of uncertainty, poorly known species, depleted species, population decline, restricted ranges, and rarity; all of these affect the way red lists should be viewed and used. Processes related to priority setting and the development of national red lists need to take account of some assumptions in the formulation of the criteria.  相似文献

Public agencies sometimes seek outside guidance when capacity to achieve their mission is limited. Through a cooperative agreement and collaborations with the U.S. National Park Service (NPS), we developed recommendations for a conservation program for migratory species. Although NPS manages ~36 million hectares of land and water in 401 units, there is no centralized program to conserve wild animals reliant on NPS units that also migrate hundreds to thousands of kilometers beyond parks. Migrations are imperiled by habitat destruction, unsustainable harvest, climate change, and other impediments. A successful program to counter these challenges requires public support, national and international outreach, and flourishing migrant populations. We recommended two initial steps. First, in the short term, launch or build on a suite of projects for high‐profile migratory species that can serve as proof to demonstrate the centrality of NPS units to conservation at different scales. Second, over the longer term, build new capacity to conserve migratory species. Capacity building will entail increasing the limited knowledge among park staff about how and where species or populations migrate, conditions that enable migration, and identifying species’ needs and resolving them both within and beyond parks. Building capacity will also require ensuring that park superintendents and staff at all levels support conservation beyond statutory borders. Until additional diverse stakeholders and a broader American public realize what can be lost and do more to protect it and engage more with land management agencies to implement actions that facilitate conservation, long distance migrations are increasingly likely to become phenomena of the past. Abstract:  Tanzania is a premier destination for trophy hunting of African lions (Panthera leo) and is home to the most extensive long-term study of unhunted lions. Thus, it provides a unique opportunity to apply data from a long-term field study to a conservation dilemma: How can a trophy-hunted species whose reproductive success is closely tied to social stability be harvested sustainably? We used an individually based, spatially explicit, stochastic model, parameterized with nearly 40 years of behavioral and demographic data on lions in the Serengeti, to examine the separate effects of trophy selection and environmental disturbance on the viability of a simulated lion population in response to annual harvesting. Female population size was sensitive to the harvesting of young males (≥3 years), whereas hunting represented a relatively trivial threat to population viability when the harvest was restricted to mature males (≥6 years). Overall model performance was robust to environmental disturbance and to errors in age assessment based on nose coloration as an index used to age potential trophies. Introducing an environmental disturbance did not eliminate the capacity to maintain a viable breeding population when harvesting only older males, and initially depleted populations recovered within 15–25 years after the disturbance to levels comparable to hunted populations that did not experience a catastrophic event. Abstract: Our knowledge of cryptogam taxonomy and species distributions is currently too poor to directly plan for their conservation. We used inventory data from four distinct vegetation types, near Hobart Tasmania, to address the proposition that vegetation type, vascular plant taxon composition, and environmental variables can act as surrogates for mosses and macrofungi in reservation planning. The four vegetation types proved distinct in their taxon composition for all macrofungi, mosses, and vascular plants. We tested the strength of the relationships between the composition of cryptogam taxonomic groups and vascular plant composition and between the environmental variables and canopy cover. Taxon composition of woody vascular plants and vascular plants was the best predictor of the taxon composition of mosses and macrofungi. Combinations of environmental variables and canopy cover were also strong predictors of the taxon composition of mosses and macrofungi. We used an optimization routine for vascular plant taxa and woody plant species and determined the representation of cryptogam taxa in these selections. We identified sites with approximately 10% and 30% of the greatest proportions of vascular plants and woody vascular plants and calculated representation of mosses and macrofungi at these sites. We compared the results of these site selections with random site selections and random selections stratified by vegetation type. Random selection of sites by vegetation type generally captured more cryptogams than site selection by vascular plants at the 10% level. Vascular plant and woody plant taxon composition, vegetation type, and environmental and structural characteristics, all showed promise as surrogates for capturing common cryptogams in reserve systems.  相似文献

Abstract:  On Pacific islands non-native rats and mongooses threaten many native species. In Fiji we compared visitation rates of rats and mongooses at bait stations and measured biomass of leaf-litter invertebrates to assess the relative predation pressure from these species in forest areas at different distances from the forest edge. Forest areas over 5 km from the forest edge had significantly fewer baits encountered by rats or mongooses than did natural forest areas nearer agricultural and urban habitats. Remote forest areas may function as a last refuge for island species threatened by predation from non-native rats and mongooses. The biomass of leaf-litter invertebrates in remote forest areas was higher, indicating a refuge effect for some taxa targeted by rats and mongooses. Protection of the few remaining large blocks of natural forests on Pacific islands may be the most cost-effective approach for conserving many island endemics threatened by rats and mongooses. Logging roads can compromise this refuge effect by acting as dispersal routes for rats into natural forests.  相似文献

Abstract:  Many wide-ranging mammal species have experienced significant declines over the last 200 years; restoring these species will require long-term, large-scale recovery efforts. We highlight 5 attributes of a recent range-wide vision-setting exercise for ecological recovery of the North American bison ( Bison bison ) that are broadly applicable to other species and restoration targets. The result of the exercise, the "Vermejo Statement" on bison restoration, is explicitly (1) large scale, (2) long term, (3) inclusive, (4) fulfilling of different values, and (5) ambitious. It reads, in part, "Over the next century, the ecological recovery of the North American bison will occur when multiple large herds move freely across extensive landscapes within all major habitats of their historic range, interacting in ecologically significant ways with the fullest possible set of other native species, and inspiring, sustaining and connecting human cultures." We refined the vision into a scorecard that illustrates how individual bison herds can contribute to the vision. We also developed a set of maps and analyzed the current and potential future distributions of bison on the basis of expert assessment. Although more than 500,000 bison exist in North America today, we estimated they occupy <1% of their historical range and in no place express the full range of ecological and social values of previous times. By formulating an inclusive, affirmative, and specific vision through consultation with a wide range of stakeholders, we hope to provide a foundation for conservation of bison, and other wide-ranging species, over the next 100 years.  相似文献

Abstract:  The process of taxonomic homogenization occurs through two mechanisms, extinctions and introductions, and leads to a reduction of global biodiversity. We used available U.S. trade data as a proxy for global trade in live vertebrates to assess the contribution of trade to the process of taxonomic homogenization. Data included all available U.S. importation and exportation records, estimation of extinction risk, and reports of establishment outside the native range for species within six vertebrate groups. Based on Monte Carlo sampling, the number of species traded, established outside of the native range, and threatened with extinction was not randomly distributed among vertebrate families. Twenty-eight percent of vertebrate families that were traded preferentially were also established or threatened with extinction, an unusually high percentage compared with the 7% of families that were not traded preferentially but that became established or threatened with extinction. The importance of trade in homogenization of vertebrates suggests that additional efforts should be made to prevent introductions and extinctions through this medium.  相似文献
