Establishing IUCN Red List Criteria for Threatened Ecosystems   总被引:1,自引:0,他引:1  
Abstract: The potential for conservation of individual species has been greatly advanced by the International Union for Conservation of Nature's (IUCN) development of objective, repeatable, and transparent criteria for assessing extinction risk that explicitly separate risk assessment from priority setting. At the IV World Conservation Congress in 2008, the process began to develop and implement comparable global standards for ecosystems. A working group established by the IUCN has begun formulating a system of quantitative categories and criteria, analogous to those used for species, for assigning levels of threat to ecosystems at local, regional, and global levels. A final system will require definitions of ecosystems; quantification of ecosystem status; identification of the stages of degradation and loss of ecosystems; proxy measures of risk (criteria); classification thresholds for these criteria; and standardized methods for performing assessments. The system will need to reflect the degree and rate of change in an ecosystem's extent, composition, structure, and function, and have its conceptual roots in ecological theory and empirical research. On the basis of these requirements and the hypothesis that ecosystem risk is a function of the risk of its component species, we propose a set of four criteria: recent declines in distribution or ecological function, historical total loss in distribution or ecological function, small distribution combined with decline, or very small distribution. Most work has focused on terrestrial ecosystems, but comparable thresholds and criteria for freshwater and marine ecosystems are also needed. These are the first steps in an international consultation process that will lead to a unified proposal to be presented at the next World Conservation Congress in 2012.  相似文献

Abstract: Success in conservation biology depends upon a synergistic combination of short-term tactics and long-term strategies. Although the former are often necessary to forestall immediate habitat losses, the latter provide the critical framework of understanding needed to develop effective short-term priorities. Although many conservation biologists now emphasize short-term tactics, prudence dictates the concomitant establishment of long-term research projects aimed at answering fundamental ecological questions.
One deterrent to amassing such long-term data bases, aside from time and funding, is a lack of suitable sites where such studies can be conducted on a large scale. We describe two established major land-holding networks in the United States that could serve as appropriate places to develop long-term studies: the National Science Foundation's Long-Term Ecological Research (LTER) sites, and the US. Department of Energy's National Environmental Research Parks (NERPs). Because they consist of established research facilities, both networks can provide conservation biologists with "low-cost" baseline information on ecological processes, as well as access to a number of representative terrestrial and aquatic habitats under more or less "controlled" conditions suitable for long-term studies. We recommend that conservation biologists explore the possibility of using these or similarly available sites in their research programs.  相似文献

Abstract:  Land-reform and environmental movements, revitalized by the democratization of civil society in Brazil in the 1990s, found their objectives in conflict over forested parcels that settlers want for conversion to agriculture but that are important for wildlife conservation. In the Atlantic Forest, where 95% of the forest is gone, we reviewed three cases of Brazilian nongovernmental organization (NGOs) engagement with the land-reform movement with respect to forest remnants neighboring protected areas that have insufficient habitat for the long-term survival of unique endangered species. In the Pontal do Paranapanema (São Paulo), Poço das Antas (Rio de Janeiro), and southern Bahia, environmental NGOs have supported agricultural alternatives that improve livelihood options and provide incentives for habitat conservation planning. Where land-reform groups were better organized, technical cooperation on settlement agriculture permitted the exploration of mutual interests in conciliating the productive landscape with conservation objectives. Processes of regular consultation among NGOs, environmental agencies, and the private sector revealed that there was less zero-sum conflict over the same lands than commonly perceived. In both groups, technicians found forested lands less suitable for small-scale agriculture, and leaders took risks to justify and support claims to alternative existing agricultural lands. Based on the cases we examined, the construction of landscapes with both forest stewardship and poverty-reducing agrarian reform faces continued obstacles from contradictory agrarian and environmental sector policies and inadequate economic incentives for forest stewardship on private lands.  相似文献

Anthropogenic climate change is a key threat to global biodiversity. To inform strategic actions aimed at conserving biodiversity as climate changes, conservation planners need early warning of the risks faced by different species. The IUCN Red List criteria for threatened species are widely acknowledged as useful risk assessment tools for informing conservation under constraints imposed by limited data. However, doubts have been expressed about the ability of the criteria to detect risks imposed by potentially slow‐acting threats such as climate change, particularly because criteria addressing rates of population decline are assessed over time scales as short as 10 years. We used spatially explicit stochastic population models and dynamic species distribution models projected to future climates to determine how long before extinction a species would become eligible for listing as threatened based on the IUCN Red List criteria. We focused on a short‐lived frog species (Assa darlingtoni) chosen specifically to represent potential weaknesses in the criteria to allow detailed consideration of the analytical issues and to develop an approach for wider application. The criteria were more sensitive to climate change than previously anticipated; lead times between initial listing in a threatened category and predicted extinction varied from 40 to 80 years, depending on data availability. We attributed this sensitivity primarily to the ensemble properties of the criteria that assess contrasting symptoms of extinction risk. Nevertheless, we recommend the robustness of the criteria warrants further investigation across species with contrasting life histories and patterns of decline. The adequacy of these lead times for early warning depends on practicalities of environmental policy and management, bureaucratic or political inertia, and the anticipated species response times to management actions. Abstract: Integrating knowledge from across the natural and social sciences is necessary to effectively address societal tradeoffs between human use of biological diversity and its preservation. Collaborative processes can change the ways decision makers think about scientific evidence, enhance levels of mutual trust and credibility, and advance the conservation policy discourse. Canada has responsibility for a large fraction of some major ecosystems, such as boreal forests, Arctic tundra, wetlands, and temperate and Arctic oceans. Stressors to biological diversity within these ecosystems arise from activities of the country's resource‐based economy, as well as external drivers of environmental change. Effective management is complicated by incongruence between ecological and political boundaries and conflicting perspectives on social and economic goals. Many knowledge gaps about stressors and their management might be reduced through targeted, timely research. We identify 40 questions that, if addressed or answered, would advance research that has a high probability of supporting development of effective policies and management strategies for species, ecosystems, and ecological processes in Canada. A total of 396 candidate questions drawn from natural and social science disciplines were contributed by individuals with diverse organizational affiliations. These were collaboratively winnowed to 40 by our team of collaborators. The questions emphasize understanding ecosystems, the effects and mitigation of climate change, coordinating governance and management efforts across multiple jurisdictions, and examining relations between conservation policy and the social and economic well‐being of Aboriginal peoples. The questions we identified provide potential links between evidence from the conservation sciences and formulation of policies for conservation and resource management. Our collaborative process of communication and engagement between scientists and decision makers for generating and prioritizing research questions at a national level could be a model for similar efforts beyond Canada.  相似文献

Since World War II there have been several attempts to establish intergovernmental mineral commodity arrangements involving both the producing and consuming countries. Two different forms have been used, the consultative forum and the commodity agreement (with binding economic provisions). The two different approaches are compared using as examples the six post-World War II International Tin Agreements and the International Lead and Zinc Study Group. Captive‐breeding programs can be implemented to preserve the genetic diversity of endangered populations such that the controlled release of captive‐bred individuals into the wild may promote recovery. A common difficulty, however, is that programs are founded with limited wild broodstock, and inbreeding can become increasingly difficult to avoid with successive generations in captivity. Program managers must choose between maintaining the genetic purity of populations, at the risk of inbreeding depression, or interbreeding populations, at the risk of outbreeding depression. We evaluate these relative risks in a captive‐breeding program for 3 endangered populations of Atlantic salmon (Salmo salar). In each of 2 years, we released juvenile F1 and F2 interpopulation hybrids, backcrosses, as well as inbred and noninbred within‐population crosstypes into 9 wild streams. Juvenile size and survival was quantified in each year. Few crosstype effects were observed, but interestingly, the relative fitness consequences of inbreeding and outbreeding varied from year to year. Temporal variation in environmental quality might have driven some of these annual differences, by exacerbating the importance of maternal effects on juvenile fitness in a year of low environmental quality and by affecting the severity of inbreeding depression differently in different years. Nonetheless, inbreeding was more consistently associated with a negative effect on fitness, whereas the consequences of outbreeding were less predictable. Considering the challenges associated with a sound risk assessment in the wild and given that the effect of inbreeding on fitness is relatively predictable, we suggest that risk can be weighted more strongly in terms of the probable outcome of outbreeding. Factors such as genetic similarities between populations and the number of generations in isolation can sometimes be used to assess outbreeding risk, in lieu of experimentation. Assessing the effects of diseases on wildlife populations can be difficult in the absence of observed mortalities, but it is crucial for threat assessment and conservation. We performed an intensive capture‐mark‐recapture study across seasons and years to investigate the effect of chytridiomycosis on demographics in 2 populations of the threatened common mist frog (Litoria rheocola) in the lowland wet tropics of Queensland, Australia. Infection prevalence was the best predictor for apparent survival probability in adult males and varied widely with season (0–65%). Infection prevalence was highest in winter months when monthly survival probabilities were low (approximately 70%). Populations at both sites exhibited very low annual survival probabilities (12–15%) but high recruitment (71–91%), which resulted in population growth rates that fluctuated seasonally. Our results suggest that even in the absence of observed mortalities and continued declines, and despite host–pathogen co‐existence for multiple host generations over almost 2 decades, chytridiomycosis continues to have substantial seasonally fluctuating population‐level effects on amphibian survival, which necessitates increased recruitment for population persistence. Similarly infected populations may thus be under continued threat from chytridiomycosis which may render them vulnerable to other threatening processes, particularly those affecting recruitment success. To maximize the findings of animal experiments to inform likely health effects in humans, a thorough review and evaluation of the animal evidence is required. Systematic reviews and, where appropriate, meta-analyses have great potential in facilitating such an evaluation, making efficient use of the animal evidence while minimizing possible sources of bias. The extent to which systematic review and meta-analysis methods have been applied to evaluate animal experiments to inform human health is unknown. Using systematic review methods, we examine the extent and quality of systematic reviews and meta-analyses of in vivo animal experiments carried out to inform human health. We identified 103 articles meeting the inclusion criteria: 57 reported a systematic review, 29 a systematic review and a meta-analysis, and 17 reported a meta-analysis only. The use of these methods to evaluate animal evidence has increased over time. Although the reporting of systematic reviews is of adequate quality, the reporting of meta-analyses is poor. The inadequate reporting of meta-analyses observed here leads to questions on whether the most appropriate methods were used to maximize the use of the animal evidence to inform policy or decision-making. We recommend that guidelines proposed here be used to help improve the reporting of systematic reviews and meta-analyses of animal experiments. Further consideration of the use and methodological quality and reporting of such studies is needed.  相似文献

Satellite remote sensing has emerged as a tool which is highly appropriate to the development process. Its applications already are numerous, ranging from the monitoring of catastrophic or geophysical phenomena at the global scale to the delineation of local mineral resources. The author reviews the conditions under which these applications are taking place and outlines the major issues and problems which will have to be resolved if the maximum benefit is to be derived from satellite remote sensing. He also examines the current and future role of an international infrastructure within which the debate on management may be continued and the specific applications be made more effective.  相似文献
