Multiobjective assessments of water resource projects are useful for widening the range of impacts that are considered during the process of project planning and selection. Some of the principles and problems associated with multiobjective analyses are reviewed, as are several relatively simple information display techniques and approaches found applicable to conditions in many developing countries. These techniques can be used where data and technical expertise are limited, and where it is not possible to identify and quantify all economic, environmental or social objectives and their trade-offs during the search for the best compromise decision.  相似文献

Combining Strategies to Select Reserves in Fragmented Landscapes   总被引:1,自引:0,他引:1  
Abstract:  In the identification of reserve networks in fragmented landscapes with limited species-specific data at hand, one approach is to use selection criteria, such as patch size, to rank the habitat patches' conservation value and evaluate reserve-network alternatives. These criteria are assumed to be reasonable surrogates for the true network objectives. Caution is warranted, however, because the relationships between the selection criteria and the reserve-network objectives may be inconsistent. Conflicts are also likely to arise because no single reserve network will be optimal with respect to multiple objectives (or selection criteria) simultaneously. Instead, reserve planners must compromise between conflicting demands. We field tested the relationships between a variety of selection criteria and the objectives of a reserve network for the sandplain natural communities on Martha's Vineyard Island, Massachusetts (U.S.A.). Selection criteria that correlated with the reserve-network objectives were used in a multi-objective integer program to identify the 10-patch reserve networks that were optimal with each objective independently and those that offered optimal tradeoffs between the reserve-network objectives. From these 10-patch networks, one can select a final reserve network that provides the preferred compromise between the objectives.  相似文献

Abstract:  In the first comprehensive reviews since 1969, two high-level reports on the status of U.S. marine ecosystems and resources have been released: that of the nongovernmental Pew Oceans Commission in 2003 and that of the congressionally mandated U.S. Commission on Ocean Policy in 2004 . Although the two commissions differed in the breadth and depth of their mandates, their findings on the state of our oceans and need for new management approaches are similar, and their major recommendations for science, governance, management and conservation, and education echo and reinforce each other. The history behind the two commissions and the structure and objectives of each remind us of the crucial roles conservation practitioners and scientists must play in the implementation of report recommendations. The reports suggest priorities for conservation practitioners to improve science, management, conservation, governance, and education to better manage and protect ocean resources and ecosystems. To redirect activities affecting the state of global marine resources, integrated research; education and outreach by terrestrial, aquatic, and marine conservation practitioners; and a clear definition of their roles in the implementation of recommendations is essential. Marine ecosystems provide a test case of society's ability to manage complexity in human and natural systems in an integrated manner, with extensive opportunities for participation by conservation practitioners from all disciplines.  相似文献

Abstract:  Concern over the impact of invaders on biodiversity and on the functioning of ecosystems has generated a rising tide of comparative analyses aiming to unveil the factors that shape the success of introduced species across different regions. One limitation of these studies is that they often compare geographically rather than ecologically defined regions. We propose an approach that can help address this limitation: comparison of invasions across convergent ecosystems that share similar climates. We compared avian invasions in five convergent mediterranean climate systems around the globe. Based on a database of 180 introductions representing 121 avian species, we found that the proportion of bird species successfully established was high in all mediterranean systems (more than 40% for all five regions). Species differed in their likelihood to become established, although success was not higher for those originating from mediterranean systems than for those from nonmediterranean regions. Controlling for this taxonomic effect with generalized linear mixed models, species introduced into mediterranean islands did not show higher establishment success than those introduced to the mainland. Susceptibility to avian invaders, however, differed substantially among the different mediterranean regions. The probability that a species will become established was highest in the Mediterranean Basin and lowest in mediterranean Australia and the South African Cape. Our results suggest that many of the birds recently introduced into mediterranean systems, and especially into the Mediterranean Basin, have a high potential to establish self-sustaining populations. This finding has important implications for conservation in these biologically diverse hotspots.  相似文献

Abstract:  The use of local ecological knowledge (LEK) has been advocated for biodiversity monitoring and management. To date, however, it has been underused in studying wild populations of animals and, particularly, in obtaining quantitative abundance estimates. We evaluated LEK as a tool for collecting extensive data on local animal abundance and population trends. We interviewed shepherds in southeastern Spain, asking them to estimate the local abundance of the terrestrial tortoise Testudo graeca . We quantified reliability of abundance estimates derived from interviews by comparing them with those obtained from standard field-sampling protocols (distance sampling). We also explored the complementarity of these 2 approaches. LEK provided high-quality and low-cost information about both distribution and abundance of T. graeca . Interviews with shepherds yielded abundance estimates in a much wider range than linear transects, which only detected the species in the upper two-thirds of its abundance range. Abundance estimates from both methodologies showed a close relationship. Analysis of confidence intervals indicated local knowledge could be used to estimate mean local abundances and to detect mean population trends. A cost analysis determined that the information derived from LEK was 100 times cheaper than that obtained through linear-transect surveys. Our results should further the use of LEK as a standard tool for sampling the quantitative abundance of a great variety of taxa, particularly when population densities are low and traditional sampling methods are expensive or difficult to implement.  相似文献

Abstract: Integrating knowledge from across the natural and social sciences is necessary to effectively address societal tradeoffs between human use of biological diversity and its preservation. Collaborative processes can change the ways decision makers think about scientific evidence, enhance levels of mutual trust and credibility, and advance the conservation policy discourse. Canada has responsibility for a large fraction of some major ecosystems, such as boreal forests, Arctic tundra, wetlands, and temperate and Arctic oceans. Stressors to biological diversity within these ecosystems arise from activities of the country's resource‐based economy, as well as external drivers of environmental change. Effective management is complicated by incongruence between ecological and political boundaries and conflicting perspectives on social and economic goals. Many knowledge gaps about stressors and their management might be reduced through targeted, timely research. We identify 40 questions that, if addressed or answered, would advance research that has a high probability of supporting development of effective policies and management strategies for species, ecosystems, and ecological processes in Canada. A total of 396 candidate questions drawn from natural and social science disciplines were contributed by individuals with diverse organizational affiliations. These were collaboratively winnowed to 40 by our team of collaborators. The questions emphasize understanding ecosystems, the effects and mitigation of climate change, coordinating governance and management efforts across multiple jurisdictions, and examining relations between conservation policy and the social and economic well‐being of Aboriginal peoples. The questions we identified provide potential links between evidence from the conservation sciences and formulation of policies for conservation and resource management. Our collaborative process of communication and engagement between scientists and decision makers for generating and prioritizing research questions at a national level could be a model for similar efforts beyond Canada.  相似文献

Abstract: Populations at the margin of geographic ranges of distribution have been considered more vulnerable than central ones, but recent reviews have caste doubt on this generalization. We examined the reproductive and demographic performance of a rare Euroasiatic orchid (Cypripedium calceolus) at its southwesterly range limit and compared our findings with those of previous studies of nine central populations at the center of the orchid's range. We sought to test the central‐marginal model and to evaluate factors involved in long‐term performance of forest Eurosiberian species with peripheral populations in southern European mountains. We characterized (structure, temporal fluctuations, herbivory, reproductive success, and recruitment at different habitats) four Pyrenean populations of C. calceolus of different sizes (5–3500 ramets) and monitored three of them for up to 13 years. Two quantitative stochastic models (count data and matrix models) were used to assess population trends and viability and the effect of herbivory. Contrary to expectations, and despite the negative effect of sporadic events of herbivory, the peripheral populations we studied (except the smallest one) performed similarly or better than populations occurring in central part of the species’ range in terms of reproductive success and population growth rates. Landscape changes over the last 50 years suggest that natural reforestation could be involved in the success of this plant at its southern limit. Forest expansion in the mountain regions of southern Europe may provide new opportunities for plants with geographic distributions centered mainly at higher latitudes and give some hope for their recovery in future scenarios dominated by biodiversity loss.  相似文献

Outbreaks of infectious disease represent serious threats to the viability of many vertebrate populations, but few studies have included quantitative evaluations of alternative approaches to the management of disease. The most prevalent management approach is monitoring for and rapid response to an epizootic. An alternative is vaccination of a subset of the free‐living population (i.e., a “vaccinated core”) such that some individuals are partially or fully immune in the event of an epizootic. We developed a simulation model describing epizootic dynamics, which we then embedded in a demographic simulation to assess these alternative approaches to managing rabies epizootics in the island fox (Urocyon littoralis), a species composed of only 6 small populations on the California Channel Islands. Although the monitor and respond approach was superior to the vaccinated‐core approach for some transmission models and parameter values, this type of reactive management did not protect the population from rabies under many disease‐transmission assumptions. In contrast, a logistically feasible program of prophylactic vaccination for part of the wild population yielded low extinction probabilities across all likely disease‐transmission scenarios, even with recurrent disease introductions. Our use of a single metric of successful management—probability of extreme endangerment (i.e., quasi extinction)—to compare very different management approaches allowed an objective assessment of alternative strategies for controlling the threats posed by infectious disease outbreaks. Abstract: Habitat fragmentation increases seed dispersal limitation across the landscape and may also affect subsequent demographic stages such as seedling establishment. Thus, the development of adequate plans for forest restoration requires an understanding of mechanisms by which fragmentation hampers seed delivery to deforested areas and knowledge of how fragmentation affects the relationship between seed‐deposition patterns and seedling establishment. We evaluated the dispersal and recruitment of two bird‐dispersed, fleshy‐fruited tree species (Crataegus monogyna and Ilex aquifolium) in fragmented secondary forests of northern Spain. Forest fragmentation reduced the probability of seed deposition for both trees because of decreased availability of woody perches and fruit‐rich neighborhoods for seed dispersers, rather than because of reductions in tree cover by itself. The effects of fragmentation went beyond effects on the dispersal stage in Crataegus because seedling establishment was proportional to the quantities of bird‐dispersed seeds arriving at microsites. In contrast, postdispersal mortality in Ilex was so high that it obscured the seed‐to‐seedling transition. These results suggest that the effects of fragmentation are not necessarily consistent across stages of recruitment across species. Habitat management seeking to overcome barriers to forest recovery must include the preservation, and even the planting, of fleshy‐fruited trees in the unforested matrix as a measure to encourage frugivorous birds to enter into open and degraded areas. An integrative management strategy should also explicitly consider seed‐survival expectancies at microhabitats to preserve plant‐population dynamics and community structure in fragmented landscapes.  相似文献
