Santiago, Chile has the distinction of having among the worst urban air pollution problems in Latin America. As part of an atmospheric pollution reduction plan, the Santiago Regional Metropolitan government defined an environmental policy goal of using urban forests to remove particulate matter less than 10 microm (PM(10)) in the Gran Santiago area. We used cost effectiveness, or the process of establishing costs and selecting least cost alternatives for obtaining a defined policy goal of PM(10) removal, to analyze this policy goal. For this study, we quantified PM(10) removal by Santiago's urban forests based on socioeconomic strata and using field and real-time pollution and climate data via a dry deposition urban forest effects model. Municipal urban forest management costs were estimated using management cost surveys and Chilean Ministry of Planning and Cooperation documents. Results indicate that managing municipal urban forests (trees, shrubs, and grass whose management is under the jurisdiction of Santiago's 36 municipalities) to remove PM(10) was a cost-effective policy for abating PM(10) based on criteria set by the World Bank. In addition, we compared the cost effectiveness of managing municipal urban forests and street trees to other control policies (e.g. alternative fuels) to abate PM(10) in Santiago and determined that municipal urban forest management efficiency was similar to these other air quality improvement measures. 相似文献

A cost-effectiveness analysis was performed to evaluate the competitiveness of seminatural Free Water Surface (FWS) wetlands
compared to traditional wastewater-treatment plants. Six scenarios of the service costs of three FWS wetlands and three different
wastewater-treatment plants based on active sludge processes were compared. The six scenarios were all equally effective in
their wastewater-treatment capacity. The service costs were estimated using real accounting data from an experimental wetland
and by means of a market survey. Some assumptions had to be made to perform the analysis. A reference wastewater situation
was established to solve the problem of the different levels of dilution that characterize the inflow water of the different
systems; the land purchase cost was excluded from the analysis, considering the use of public land as shared social services,
and an equal life span for both seminatural and traditional wastewater-treatment plants was set. The results suggest that
seminatural systems are competitive with traditional biotechnological systems, with an average service cost improvement of
2.1-fold to 8-fold, according to the specific solution and discount rate. The main improvement factor was the lower maintenance
cost of the seminatural systems, due to the self-regulating, low artificial energy inputs and the absence of waste to be disposed.
In this work, only the waste-treatment capacity of wetlands was considered as a parameter for the economic competitiveness
analysis. Other goods/services and environmental benefits provided by FWS wetlands were not considered.

We conducted case studies of three successful examples of collaborative, community-based natural resource conservation and development. Our purpose was to: (1) identify the functions served by interactions within the social networks of involved stakeholders; (2) describe key structural properties of these social networks; and (3) determine how these structural properties varied when the networks were serving different functions. The case studies relied on semi-structured, in-depth interviews of 8 to 11 key stakeholders at each site who had played a significant role in the collaborative projects. Interview questions focused on the roles played by key stakeholders and the functions of interactions between them. Interactions allowed the exchange of ideas, provided access to funding, and enabled some stakeholders to influence others. The exchange of ideas involved the largest number of stakeholders, the highest percentage of local stakeholders, and the highest density of interactions. Our findings demonstrated the value of tailoring strategies for involving stakeholders to meet different needs during a collaborative, community-based natural resource management project. Widespread involvement of local stakeholders may be most appropriate when ideas for a project are being developed. During efforts to exert influence to secure project approvals or funding, however, involving specific individuals with political connections or influence on possible sources of funds may be critical. Our findings are consistent with past work that has postulated that social networks may require specific characteristics to meet different needs in community-based environmental management. 相似文献

Levels of PCDDs, PCDFs and dioxin-like PCBs in raw cow's milk collected in France in 2006 总被引:2,自引:0,他引:2
Polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) as well as polychlorinated biphenyls (PCBs) are widespread environmental contaminants. A French national survey was carried out in April 2006 to assess the concentrations of PCDD/Fs and dioxin-like PCBs (DL-PCBs) in raw cow's milk. A random sampling scheme stratified by region was applied to collect 239 raw milk samples from 93 plants belonging to 17 dairy companies. Compared to a previous survey led in 1998 analyzing half-skimmed drinking milk in France, the PCDD/Fs level was cut by half, with an average concentration of 0.33 pg toxic equivalent (TEQ)/g fat in 2006. The mean DL-PCBs concentration was 0.57 pg TEQ/g fat and subsequently the sum of PCDD/Fs and DL-PCBs was 0.90 pg/g fat, values below the thresholds defined by the European Union regulations. 相似文献

A method for the determination of 16 selected pharmaceuticals in surface water using LC-MS/MS has been developed Methods from literature were adapted within the scope of this study. The limit of quantification of 13 out of 16 analytes is below 10 ng/l. The analysis of samples from the Saale river and lakes around Halle demonstrated that Carbamacepin (Median 207 ng/l) and Diclofenac (Median 196 ng/l) are detectable at various sampling stations along the river. The wastewater path was identified as the most relevant source for pharmaceutical residues entering the environment. The minerals industry interacts with water in many different ways that can affect the environment and communities. In the context of emerging debates about the status of access to water as a distinct human right and the mining industry’s engagement with human rights discourses, this article highlights points of disconnection between technical, scientific and engineering-based approaches to water management on the one hand and human rights perspectives on the other. We argue that greater understanding and emphasis on the intersecting nature of water and human rights is important from a sustainable development perspective. Better connections will increase the likelihood that mining companies will respect human rights, avoid or mitigate adverse social and environmental risks that occur through their interaction with water and collaboratively identify water-related development opportunities. Discursive, organisational, political and conceptual barriers of these various disconnects are considered and strategies for strengthening points of connection provided. 相似文献
