周至国家级自然保护区综合评价体系研究

根据周至国家级自然保护区的实际情况，从3个准则、24个基层指标因子出发，运用定性和定量相结合的德尔菲法、模糊数学法以及层次分析相结合的综合方法进行评价。其中，运用对称贴近度进行各个指标因子排序比较；运用非对称贴近度评价出生态质量、有效管理质量、社会经济价值分别处于较好、较差、较好水平，同时得出周至自然保护区综合水平较好。     

重庆地区吴茱萸属药用植物资源的调查研究

经调查鉴定，重庆地区吴茱萸属药用植物有9种（含种下等级），首次发现吴茱萸红花品系。重点介绍了它们的生境分布、药材商品与生产经营现状等，并编制了分种检索表，为科研、教学、生产经营及开发利用提供了科学依据。     

Improving Operational Planning and Management of National Parks in Turkey: A Case Study

The purpose this study was to improve operational planning and management of national parks in Turkey to balance conservation use and sustainable management. Souksu National Park (SNP) was chosen as the study area. The data were obtained from interviews of 182 visitor groups (in total, 819 people) and analyzed using correlation, factor, discriminant, and regression analyses. It was found that the most important factors affecting operational planning and management of SNP are (1) travel cost, (2) visitor welfare level, (3) intensity of use, (4) size of visitor group, (5) type of recreational demand. The main source of visitors to SNP is from a zone within a 0–90-km radius. This region comprised 53.85% of total visitors to the park. The capital of Turkey (Ankara) is the most important source of visitors from within this zone. The optimum activity mix in SNP is also determined. Picnicking, viewing the scenery, and nature walks or trekking comprised the main uses of the park. It is anticipated that these findings will help to improve operational planning and sustainable management of the national park and the environment.     

Integrating fisheries into the national development plans of Small Island Developing States (SIDS): Ten years on from Barbados

The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions.     

Experimental investigation of a 250-kW turbine organic Rankine cycle system for low-grade waste heat recovery

An organic Rankine cycle (ORC) is generally used for converting low-grade heat into electricity. In this study, an extensive literature survey was conducted to identify current research gaps on experimental ORC systems. Specifically, there is limited experimental data and limited details on thermal and expander efficiencies of ORC systems. In order to address these gaps, the objective of this study included developing a turbine ORC with a power output exceeding 50 kW and thermal efficiency exceeding 8% for a heat source temperature < 120°C. The experimental results indicated that the system achieved a net power output of 242.5 kW and a thermal efficiency of 8.3% (the highest value for a turbine ORC system for the heat source temperature below 120°C). Thus, the study addressed the gaps identified in the research area of ORCs.     

“十三五”时期中国环境监管体制改革的形势、目标与若干建议

本文构建了包括监管的立法、组织体系、监管权力配置、监管工具与程序、问责机制、监管能力等要素在内的环境监管体制分析框架,从污染物排放趋势、国家制度建设等角度分析了"十三五"时期中国环境监管体制改革面临的挑战、目标和思路。"十三五"时期是中国生态文明建设的重要时期,完善环境监管制度是推进生态文明制度体系建设的重要内容。面对严重环境污染所带来的挑战,在此期间加快环境监管体制改革、提高环境监管有效性是切实实现治污减排的根本保证。完善环境监管体系、改进监管方式、创新监管手段是建立治污减排长效机制的基础和前提,也是完善环境治理体系的重要内容。按照市场经济条件下政府依法行政的要求,中国环境监管体制改革的目标,就是要按照合法性、独立性、透明性、可问责性、专业性和执法能力、可信性等原则建立和完善现代环境监管体制,为此必须从专门立法、组织结构、权力分配、问责机制、监管程序与工具、监管能力建设等各方面推进改革。本文提出了"十三五"时期环境监管体制改革的思路及若干建议,主要包括:加快修订环保法律法规,提高法律的可操作性,推进环境司法常态化、规范化和专门化,进一步提升环境监管法治化水平;从纵向、横向上优化环境监管组织结构,强化区域层级的监管与督查功能,强化中央层级环境监管机构对环境信息的获取能力;优化环境保护主管部门机构设置以及相关职能,建立并完善内部机构的协调机制;完善环境监管的内外部问责机制,把做实对监管者的监管机制作为优化环境监管体制的抓手;强化对监管工具的顶层设计,做实监管程序中关键环节,建立环境监管影响评估制度;加强环境监管能力建设,推进环境监管制度队伍职业化发展,保障各级环境监管机构具有充分履职的能力。环境监管体制的改革和完善,是国家治理体系和治理能力现代化的重要内容。

污染源普查后区域环境管理应用探讨

在第二次全国污染源普查的基础上,利用污染源普查期间配置的软硬件,开发市级区域环境污染源管理平台,进行污染源数据的年度更新,拓展污染源普查软件应用,实现环境管理及环境执法移动终端的应用。拓展二污普一张图的功能,利用移动客户端机动实时及地定位导航等为环境管理执法和环境突发事件应急处置提供技术支持。     

维修时间不确定性下配电网灾后维修队安排的鲁棒恢复研究*

为最小化灾后配电网损失量，准确描述完整维修队工作时间（分为路途时间与具体维修时间），依据台风路径对维修队所需路途时间进行分类，并利用期望概率描述具体维修时间的不确定性。建立2阶段分布式鲁棒优化模型，采用CCG算法分析国内某地区配电网算例发现:考虑维修时间不确定性可以有效减少配电网损失量。
