为进一步完善我国废物焚烧标准体系,防控废物焚烧环境风险,本文对欧盟废物焚烧指令与我国焚烧标准体系进行了对比分析。欧盟废物焚烧指令分别对专用焚烧厂和协同焚烧厂从废物运输到处理处置全过程的污染物排放控制做出了相关规定,适用于危险废物和非危险废物的焚烧以及常规污染物和有毒污染物的控制。欧盟废物焚烧指令对不同规模的焚烧设施采用统一标准,以日均值和半小时均值为污染物排放限值,更客观、准确地评价了污染物排放对环境的影响。与欧盟废物焚烧指令相比,我国废物焚烧标准涉及废物联合利用处置的相关条文较少,内容不详,项目缺失。我国烟尘、HCl的排放限值均在欧盟标准限值6倍以上,SO2的排放限值是欧盟标准的4~8倍。除CO、NOx的排放限值外,其他污染物排放限值也明显高于欧盟标准限值。我国采用抽样监测方法,监测结果可能在日常排放值的95%置信区间外,不具备代表性。我国可借鉴欧盟废物焚烧指令的成果制定协同焚烧标准,并严格污染物排放限值,考虑采用日均值或半小时均值的评价方法,提高我国废物焚烧标准的精确性和可执行性。 相似文献

Indirect assessment of economic damages from the Prestige oil spill: consequences for liability and risk prevention 总被引:1,自引:0,他引:1
The social losses arising from the Prestige oil spill exceed the compensation granted under the IOPC (International Oil Pollution Compensation) system, with losses estimated at 15 times more than the applicable limit of compensations. This is far above the level of costs for which those responsible for hydrocarbons spills are liable. The highest market losses correspond to sectors of extraction, elaboration and commercialisation of seafood. However, damages to non-commercial natural resources could constitute an outstanding group of losses for which further primary data are needed: these losses would only be compensable under the current system by means of a refund for cleaning and restoration costs. Results show that, in Europe, the responsibility for oil spills in maritime transport is limited and unclear. The consequence of this is net social losses from recurrent oil spills and internationally accepted incentives for risky strategies in the marine transport of hydrocarbons. 相似文献

The effects of social desirability on self-reported environmental attitudes and ecological behaviour

There are several claims in the literature that social desirability concerns affect people’s response to self-reported measures
of environmental attitudes and ecological behaviour. However, only a few empirical studies have indirectly evaluated the impact of social desirability on environmental issues measures, and those who did have found only a low impact.
This article describes two studies that explicitly address whether socially desirable responding has direct and moderating effects on self-reported environmental attitudes
and ecological behaviour. Results from correlational and moderated multiple regression analyses from both studies showed that
social desirability had only a weak direct effect on environmental attitudes (but not ecological behaviour), and had no moderating
effect on the environmental attitudes–ecological behaviour relationship. Implications of these findings for research on environmental
issues are discussed.

Three studies examined the impact of warnings about depleting resources. In Study 1, participants played 16 trials of a 5-person resource dilemma game with complete resource uncertainty. After trial 12, participants were told they were close to depleting the resource, and thereafter received no additional warnings. Size of harvests dropped after the warning, but rebounded within 3 trials to pre-warning levels, a pattern stronger under low harvesting variability. In Study 2, participants received warnings after trials 12 and 16 of a 22-trial game. Again, harvesting dropped after the first warning, but rebounded to pre-warning levels within 3 trials, a pattern stronger under a short-term vs. a long-term warning. Harvesting was unaffected by the second warning. In Study 3, when participants received no feedback about others' harvests, harvesting dropped after both warnings, and was lower among those led to believe the resource would last a short number of trials. 相似文献

The importance of good indoor air quality for the health of the individual was recognized as long as 150 years ago and that period also saw recommendations, which essentially related to questions of ventilation and carbon dioxide. The first evaluation standards for organic and inorganic substances were laid down in the 1970s, often on an empirical basis. It was in the mid-1980s of the 20th century that a shift occurred towards systematically evaluating the results of indoor air measurements, carrying out representative environmental surveys and deriving guideline values and reference values on the basis of toxicological, epidemiological and statistical criteria. Generally speaking the indoor environment is an area which can only be assessed with difficulty since its occupants are in most cases exposed to mixtures of substances and there can be great local and temporal variations in the substance spectrum. Data are available today for a large number of substances and this makes it possible, with the aid of statistically derived reference values and toxicologically based guideline values, to make useful recommendations regarding good indoor air quality. Nevertheless, it is still difficult to evaluate reactive compounds and reaction products. What is disadvantageous, however, is the fact that different guideline values may be published for one and the same substance, whose justification and area of application are often not transparent. 以湖北某含砷金矿污染场地为例,依据《污染场地风险评估技术导则》(HJ 25.3—2014),对其周边土壤和地下水中砷元素进行健康风险评价,结果表明:该金矿周边土壤和地下水中砷分别通过经口摄入土壤、皮肤接触土壤和吸入土壤颗粒物、饮用地下水4种暴露途径的致癌风险均超过可接受风险水平(10-6),对周边居民造成潜在危害。计算得到经口摄入、皮肤接触和吸入途径基于致癌效应的土壤风险控制值分别为1.6 mg/kg、9.3 mg/kg和12.1 mg/kg,应予以重视,并建议对矿山进行综合治理和目标值修复。 相似文献

Water scarcity is threatening social and economic growth in rural areas of developing countries. There are potential markets for water purification technologies in these regions. The main focus of this article is to evaluate the social, economic and political feasibilities of providing water purification technologies to rural areas of developing countries. The findings of this research can serve as the basis for private investors interested in entering this market. Four representative regions were selected for the study. Economic, demographic, and environmental variables of each region were collected and analyzed along with domestic markets and political information. Rural areas of the developing world are populated with poor people unable to fulfill the basic needs for clean water and sanitation. These people represent an important group of potential users. Due to economic, social, and political risks in these areas, it is difficult to build a strong case for any business or organization focusing on immediate returns on capital investment. A plausible business strategy would be to approach the water purification market as a corporate responsibility and social investing in the short term. This would allow an organization to be well positioned once the economic ability of individuals, governments, and donor agencies are better aligned. 相似文献
