Microbiological characteristics in a zero-valent iron reactive barrier
Zero-valent iron (Fe0)-based permeable reactive barriertreatment has been generating great interest for passivegroundwater remediation, yet few studies have paid particularattention to the microbial activity and characteristics withinand in the vicinity of the Fe0-barrier matrix. The presentstudy was undertaken to evaluate the microbial population andcommunity composition in the reducing zone of influence byFe0 corrosion in the barrier at the Oak Ridge Y-12 Plantsite. Both phospholipid fatty acids and DNA analyses were usedto determine the total microbial population and microbialfunctional groups, including sulfate-reducing bacteria, denitrifying bacteria, and methanogens, in groundwater andsoil/iron core samples. A diverse microbial community wasidentified in the strongly reducing Fe0 environment despitea relatively high pH condition within the Fe0 barrier (up topH 10). In comparison with those found in the backgroundsoil/groundwater samples, the enhanced microbial populationranged from 1 to 3 orders of magnitude and appeared to increase from upgradient of the barrier to downgradient soil. Inaddition, microbial community composition appeared to change overtime, and the bacterial types of microorganismsincreased consistently as the barrier aged. DNA analysisindicated the presence of sulfate-reducing and denitrifyingbacteria in the barrier and its surrounding soil. However, theactivity of methanogens was found to be relatively low, presumably as a result of the competition by sulfate/metal-reducing bacteria and denitrifying bacteria because of the unlimited availability of sulfate and nitrate in the site groundwater. Results of this study provide evidenceof a diverse microbial population within and in the vicinity ofthe iron barrier, although the important roles of microbial activity, either beneficially or detrimentally, on the longevityand enduring efficiency of the Fe0 barriers are yet to be evaluated.

This paper argues on both theoretical and empirical grounds that, beyond a certain point, there is an unavoidable conflictbetween economic development (generally taken to mean 'materialeconomic growth') and environmental protection. Think for a moment of natural forests, grasslands, marine estuaries, salt marshes, and coral reefs; and of arable soils, aquifers, mineraldeposits, petroleum, and coal. These are all forms of 'natural capital' that represent highly-ordered self-producing ecosystemsor rich accumulations of energy/matter with high use potential (low entropy). Now contemplate despoiled landscapes, eroding farmlands, depleted fisheries, anthropogenic greenhouse gases, acid rain, poisonous mine tailings and toxic synthetic compounds. These all represent disordered systems or degraded forms of energy and matter with little use potential (high entropy). The main thing connecting these two states is human economic activity. Ecological economics interprets the environment-economyrelationship in terms of the second law of thermodynamics. The second law sees economic activity as a dissipative process. Fromthis perspective, the production of economic goods andservices invariably requires the consumption of available energy and matter. To grow and develop, the economynecessarily 'feeds' on sources of high-quality energy/matter first produced by nature. This tends to disorder and homogenizethe ecosphere, The ascendance of humankind has consistently been accompanied by an accelerating rate of ecological degradation, particularly biodiversity loss, the simplificationof natural systems and pollution. In short, contemporary political rhetoric to the contrary, the prevailing growth-oriented global development paradigm is fundamentally incompatible with long-term ecological and social sustainability. Unsustainability is not a technical nor economic problem as usually conceived, but rather a state of systemic incompatibilitybetween a economy that is a fully-contained, growing, dependent sub-system of a non-growing ecosphere. Potential solutions fly inthe face of contemporary development trends and cultural values.

Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.

Selecting Socio-Economic Metrics for Watershed Management
The selection of social and economic metrics to document baseline conditions and analyze the dynamic relationships between ecosystems and human communities are important decisions for scientists, managers, and watershed citizens. A large variety of social and economic data is available but these have limited use without theoretical frameworks. In this paper, several frameworks for reviewing social-ecosystem relations are offered, namely social sanctions, sense of place, civic structure, and cultural differences. Underlying all of these frameworks are attitudes, beliefs, values, and norms that affect which questions are asked and which indicators are chosen. Much work and significant challenges remain in developing a standard set of spatially based socio-economic metrics for watershed management.

Temperature is expected to play a significant role in the corrosion of iron pipes in drinking water distribution systems. Temperature impacts many parameters that are critical to pipe corrosion including biological activity, physical properties of the solution, thermodynamic and physical properties of corrosion scale, and chemical rates. Moreover, variations in temperature and temperature gradients may give rise to new corrosion phenomena worthy of consideration by water treatment personnel.

The Republican River Basin of Colorado,Nebraska, and Kansas lies in a valley which contains PierreShale as part of its geological substrata. Selenium is anindigenous constituent in the shale and is readily leached intosurrounding groundwater. The Basin is heavily irrigated throughthe pumping of groundwater, some of which is selenium-contaminated, onto fields in agricultural production. Water, sediment, benthic invertebrates, and/or fish were collected from46 sites in the Basin and were analyzed for selenium to determinethe potential for food-chain bioaccumulation, dietary toxicity, and reproductive effects of selenium in biota. Resultingselenium concentrations were compared to published guidelines orbiological effects thresholds. Water from 38% of the sites (n = 18) contained selenium concentrations exceeding 5 g L-1, which is reported to be a high hazard for selenium accumulation into the planktonic food chain. An additional 12 sites (26% of the sites) contained selenium in water between 3–5 g L-1, constituting a moderate hazard. Selenium concentrations in sedimentindicated little to no hazard for selenium accumulation fromsediments into the benthic food chain. Ninety-five percent ofbenthic invertebrates collected exhibited selenium concentrationsexceeding 3 g g-1, a level reported as potentially lethal to fish and birds that consume them. Seventy-five percent of fish collected in 1997, 90% in 1998, and 64% in 1999 exceeded 4 g g-1selenium, indicating a high potential for toxicity andreproductive effects. However, examination of weight profilesof various species of collected individual fish suggestedsuccessful recruitment in spite of selenium concentrations thatexceeded published biological effects thresholds for health andreproductive success. This finding suggested that universalapplication of published guidelines for selenium may beinappropriate or at least may need refinement for systems similarto the Republican River Basin. Additional research is needed todetermine the true impact of selenium on fish and wildliferesources in the Basin.

Part of this paper has been prepared for the lecture Forest Health Assessment-Criteria,Methods and Problems given by the author at the UIMPuniversity course Sanidad Forestal en el Bosques Mediterraneos yTemplados. Implicacion de la Contaminacion Atmosferica y del Cambio Global, held in Valencia, Spain, October, 1995. Assessment and monitoring of forest health representsa key point for environmental policy and for the management ofenvironmental resources. With the renewed interest in assessment andmonitoring of forest health generated by the suspected occurrence ofa widespread forest decline in Europe and North America, manyactivities have been undertaken: however, some questions should beconsidered and clarified when attempting to estimate forest health.Particularly, the objective(s) of the assessment and monitoringprogram should be carefully identified. Identification of a program‘stask has a number of implications and consequences: it implies adefinition of what concept of forest health (forest ecosystem health, forest health or forest trees health?) is assumed, what will be thetarget entity to be monitored, and therefore the identification of therelevant assessment questions and assessment endpoints.Consequences concern the definition of the spatial scale (frominternational to landscape and plot scale monitoring) and ecologicalcoverage (from single species population to population ofecosystems) of the program, which can have a considerable influenceon the choice of the proper sampling strategy and tactic, as well ason the most suitable methods, indicators and indices to be used.Although much of the work in the field of forest health and airpollution has concentrated on surveys on crown transparency anddiscoloration, there is an entire range of methods, indicators andindices developed to assess the health status of forests. The decisionas to which ones should be used will depend on the aim of theprogram and on economic and practical considerations. A furtherconsideration concerns the time span of the program, but anydecision in this field is subject to many limitations due to difficultiesin predicting future monitoring needs. All these points should becarefully considered and implemented according to a rigorousQuality Assurance procedure since any decision will influence futurework for many years.
