Use of the arts in international aid is common in an ad hoc form, but it has not been systematically theorised or evaluated. The arts have the potential to be a culturally contextualised and sustainable intervention for adults and children in the aftermath of war or disaster. On the micro level, the arts are a method to enable the retrieval and reprocessing of traumatic memories that are often encoded in images rather than in words. On a macro level, they can help to reconstruct a group narrative of a disaster as well as mobilise people back into control of their lives. This paper researches a long‐term project using arts in Sri Lanka following the civil war and tsunami. A central finding is the need to understand arts within their cultural context, and their usefulness in strengthening the voices and problem‐solving capacities of the victims of the disaster.  相似文献

Natural scientists are increasingly interested in social research because they recognize that conservation problems are commonly social problems. Interpreting social research, however, requires at least a basic understanding of the philosophical principles and theoretical assumptions of the discipline, which are embedded in the design of social research. Natural scientists who engage in social science but are unfamiliar with these principles and assumptions can misinterpret their results. We developed a guide to assist natural scientists in understanding the philosophical basis of social science to support the meaningful interpretation of social research outcomes. The 3 fundamental elements of research are ontology, what exists in the human world that researchers can acquire knowledge about; epistemology, how knowledge is created; and philosophical perspective, the philosophical orientation of the researcher that guides her or his action. Many elements of the guide also apply to the natural sciences. Natural scientists can use the guide to assist them in interpreting social science research to determine how the ontological position of the researcher can influence the nature of the research; how the epistemological position can be used to support the legitimacy of different types of knowledge; and how philosophical perspective can shape the researcher's choice of methods and affect interpretation, communication, and application of results. The use of this guide can also support and promote the effective integration of the natural and social sciences to generate more insightful and relevant conservation research outcomes. Understanding human perspectives is critical in a range of conservation contexts, for example, in overcoming conflicts or developing projects that are acceptable to relevant stakeholders. The Q methodology is a unique semiquantitative technique used to explore human perspectives. It has been applied for decades in other disciplines and recently gained traction in conservation. This paper helps researchers assess when Q is useful for a given conservation question and what its use involves. To do so, we explained the steps necessary to conduct a Q study, from the research design to the interpretation of results. We provided recommendations to minimize biases in conducting a Q study, which can affect mostly when designing the study and collecting the data. We conducted a structured literature review of 52 studies to examine in what empirical conservation contexts Q has been used. Most studies were subnational or national cases, but some also address multinational or global questions. We found that Q has been applied to 4 broad types of conservation goals: addressing conflict, devising management alternatives, understanding policy acceptability, and critically reflecting on the values that implicitly influence research and practice. Through these applications, researchers found hidden views, understood opinions in depth and discovered points of consensus that facilitated unlocking difficult disagreements. The Q methodology has a clear procedure but is also flexible, allowing researchers explore long‐term views, or views about items other than statements, such as landscape images. We also found some inconsistencies in applying and, mainly, in reporting Q studies, whereby it was not possible to fully understand how the research was conducted or why some atypical research decisions had been taken in some studies. While transboundary waters are widely advocated to be best managed at the basin level, practical experience in transboundary waters at the basin vis‐à‐vis other scales has not been systematically examined. To understand past experiences in transboundary water management at alternate scales, this paper: (i) determines the relative abundance of water treaties at different scales and (ii) elucidates how transboundary water law varies according to the scale to which it applies. The paper developed a scale typology with six groups, and systematically applied it to stratify transboundary water treaties. Treaty contents were then compared across scales according to the following set of parameters: primary issue area, temporal development, and important water management attributes. Results of this work reveal: (i) treaties tend to focus on hydropower and flood control at smaller scales, and organizations and policies at larger scales; (ii) a temporal trend toward treaties concluded at larger scales; and (iii) a higher proportion of treaties is at larger scales in Africa and Asia than in Europe and the Americas. These findings suggest that smaller scale cooperation may constitute a more constructive scale in which to achieve development‐oriented cooperation. Further, scope may exist to complement basin scale cooperation with cooperation at smaller scales, in order to optimize transboundary water management. In the context of basin‐wide management frameworks, Africa and Asia may benefit from greater emphasis on small‐scale transboundary water cooperation.  相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’.  相似文献

Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The appropriate role of digital data entry in PM likely depends more on the context in which it is used and less on the technology itself.  相似文献

In loss estimation there is a spatial mismatch of hazard data that are commonly modeled on an explicit raster level and exposure data that are often available only for aggregated administrative units. Usually disaggregation methods that use ancillary information to distribute lumped exposure data in a finer spatial resolution help to bridge this gap. However, the actual influence of different mapping techniques and ancillary data on the final loss estimation has not been analyzed yet. In this paper three methods are applied to disaggregate residential building assets using two kinds of land use/land cover (LULC) data. The resulting disaggregated assets are validated and compared using census data of the residential building number on the community and constituency level. In addition, the disaggregated assets are taken to estimate residential building losses due to the flood in August 2002 in 21 municipalities on the River Mulde in Saxony, Germany. Losses are calculated with the help of four loss models. In general, disaggregation helps to decrease the error variance within the loss estimation. It must, however, be stated that the application of sophisticated disaggregation methods does not lead to significant improvements compared to the straightforward binary method. Therefore more effort should instead be put into the provision of high-resolution LULC data. Finally, the remaining uncertainties in loss estimation are high and demand further improvements in all modeling aspects.  相似文献

Fishers and small-scale fisheries worldwide have been marginalized historically. Now it is clear that integrating fishers in management processes is key to resource conservation, but it is less clear how to do it. Here, based on a literature review and new information, we present and analyze a case in which the participation of fishers in the management process was crucial in recovering an overexploited small-scale fishery for the pirarucu (Arapaima spp.) in the Amazon Basin, Brazil. In 8 years of experimental management, from 1999 to 2006, the population of pirarucu increased 9-fold (from about 2200 to 20,650 individuals), harvest quotas increased 10-fold (from 120 to 1249 individuals), and fishers’ participation in the management process increased and they benefited from increased monetary returns. Additionally, the number of communities conducting the management scheme increased from 4 in 1999 to 108 in 2006, following the demands of fishers and regional government agencies. Based on our analysis, we suggest that the participation of fishers in the management of other small-scale fisheries in the world can be improved by focusing on (1) applying the knowledge and skills of fishers in resource monitoring and management, (2) bridging knowledge systems among all involved stakeholders, (3) collaborating with fishers that are interested in, and capable of conducting, resource conservation schemes, and (4) conducting management under conditions of uncertainty.  相似文献
