The program has overcome challenges facing many of the nation’s water quality trading programs to not only gain consensus on the frameworks needed to authorize trading, but also provide a broad range of ecosystem services. 为了评估广东省碳排放权交易制度设计对控制二氧化碳排放及经济发展可能发挥的作用,本文建立GD_CGE模型研究了在碳强度约束目标下碳交易政策的实施效果.首先分析了无减排约束和有减排约束情景下广东宏观经济(GDP)、能源消费总量和碳排放总量的发展趋势;进一步扩展减排约束情景,考察了在全省碳强度减排目标约束下,把电力、水泥、石化、钢铁、造纸、纺织六大部门纳入碳交易体系,并分别按照历史法和潜力法确定行业碳排放约束上限时,实施碳交易政策对宏观经济和能源消费量的影响,模拟了碳市场的交易情况和碳价格.结果表明:在碳强度目标控制下,实施碳交易政策可显著降低部门的减排成本,减小控制碳排放可能对全省GDP的影响,起到了促进广东省低成本节能减排的作用. 相似文献

This paper presents a methodology for quantifying the effectiveness of water-trading under uncertainty, by developing an optimization model based on the interval-parameter two-stage stochastic program (TSP) technique. In the study, the effectiveness of a water-trading program is measured by the water volume that can be released through trading from a statistical point of view. The methodology can also deal with recourse water allocation problems generated by randomness in water availability and, at the same time, tackle uncertainties expressed as intervals in the trading system. The developed methodology was tested with a hypothetical water-trading program in an agricultural system in the Swift Current Creek watershed, Canada. Study results indicate that the methodology can effectively measure the effectiveness of a trading program through estimating the water volume being released through trading in a long-term view. A sensitivity analysis was also conducted to analyze the effects of different trading costs on the trading program. It shows that the trading efforts would become ineffective when the trading costs are too high. The case study also demonstrates that the trading program is more effective in a dry season when total water availability is in shortage. 相似文献

Governmental intervention is essential to combat environmental pollution, a phenomenon classically explained as market failure, while market-based environmental policy instruments have provided cost-effective alternatives. By examining five pilot air pollution (sulfur dioxide) and water pollution (chemical oxygen demand) trading schemes in China through a market-based theoretical framework and extensive empirical analysis, this research analyzes where a state-market boundary is defined, whether the market is performing effectively, and, critically, what leads to underperformance. Constrained by policy design, policy conflicts, and excessive state intervention, the market has not played an effective and ‘decisive’ role, resulting in low market thickness for participants and transactions, market congestion on prices, and inadequate market safety for genuine emissions trading. Better emissions trading for conventional pollutants and CO2 requires better market-oriented rules, improved policy coordination, and stronger implementation while minimizing state intervention. 相似文献

建立了一个全球碳排放贸易局部均衡模型(TRCW),用于分析中国实施清洁发展机制(CDM)的市场潜力和市场结构.模型结合相关国际协议的规定,考虑了美国的退出、碳汇项目、热空气规模、交易成本、适应性基金、垄断供给等现实因素.结果表明,在马拉喀什协议下,中国的CDM市场规模大大缩小,仅为61MtC/a,利润收入约1.5亿$/a,其中重工业和电力分别约占41%和20%左右;如果俄罗斯不出售其拥有的热空气,中国的CDM规模将提高67%;在CDM市场上中国几乎不存在垄断力量. 相似文献
