/ The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. After introducing soft defence techniques as an alternative to hard defence techniques, the need is emphasized to consider
the coastal area as an integral system. By recalling the main driving factors for coastal management: conflict resolution,
resilience and sustainability, we logically arrive at the concepts of ecological engineering and ecotechnology, which are
increasingly acknowledged as possible solutions to achieve sustainable use of coastal space as a resource. In this context,
we refer to the principles of self design and of ecosystem conservation.
In order to deal with real situations we are in need of fundamental ‘tools’ for the application of the soft intervention technology
approach. We therefore introduce the concept of physiographic units and develop an initial elaboration for a coastal stretch
and for coastal wetlands. The latter deserve more attention because of the already established practices of ecotechnology,
at least as far as water and soil quality are concerned, but certainly also concerning morphology, especially in the future.
We conclude by briefly discussing how activities undertaken in two research projects currently being conducted under the framework
of the Marine Science and Technology Program of the Commission of the European Communities are expected to contribute to the

地貌对地质灾害的分布、类型、规模与危害等特征具有重要的影响,宏观及微观地貌指标均能在一定程度上刻画其作用特征。应用高分辨率遥感影像详细解译崩塌和滑坡灾害,采用高精度DEM和滑动窗口技术提取地貌分维特征,并用其解析灾害分布的地貌特征。结果表明:灾害体的内部与后壁、前缘、侧壁和邻区均表现出较为明显的分异性,崩塌的微地貌分异特征较之滑坡显著,大型、厚层、老(古)崩塌及滑坡分异特征更为突出。计算地貌分维值可有效识别与其同时期的或更早的地质灾害,也可间接挖掘新发生灾害的微地貌复杂性和离散性。 相似文献

While fluctuations in meteorological and air quality variables occur on a continuum of spatial scales, the horizontal grid spacing of coupled meteorological and photochemical models sets a lower limit on the spatial scales that they can resolve. However, both computational costs and data requirements increase significantly with increasing grid resolution. Therefore, it is important to examine, for any given application, whether the expected benefit of increased grid resolution justifies the extra costs. In this study, we examine temperature and ozone observations and model predictions for three high ozone episodes that occurred over the northeastern United States during the summer of 1995. In the first set of simulations, the meteorological model RAMS4a was run with three two-way nested grids of 108/36/12 km grid spacing covering the United States and the photochemical model UAM-V was run with two grids of 36/12 km grid spacing covering the eastern United States. In the second set of simulations, RAMS4a was run with four two-way nested grids of 108/36/12/4 km grid spacing and UAM-V was run with three grids of 36/12/4 km grid spacing with the finest resolution covering the northeastern United States. Our analysis focuses on the comparison of model predictions for the finest grid domain of the simulations, namely, the region overlapping the 12 km and 4 km domains. A comparison of 12 km versus 4 km fields shows that the increased grid resolution leads to finer texture in the model predictions; however, comparisons of model predictions with observations do not reveal the expected improvement in the predictions. While high-resolution modeling has scientific merit and potential uses, the currently available monitoring networks, in conjunction with the scarceness of highly resolved spatial input data and the limitations of model formulation, do not allow confirmation of the expected superiority of the high-resolution model predictions.The U.S. Governments right to retain a non-exclusive royalty-free licence in and to any copyright is acknowledged. 相似文献

Estimating emissions from crop residue open burning in China based on statistics and MODIS fire products 总被引:1,自引:0,他引:1
With the objective of reducing the large uncertainties in the estimations of emissions from crop residue open burning, an improved method for establishing emission inventories of crop residue open burning at a high spatial resolution of 0.25°× 0.25° and a temporal resolution of1 month was established based on the moderate resolution imaging spectroradiometer(MODIS) Thermal Anomalies/Fire Daily Level3 Global Product(MOD/MYD14A1). Agriculture mechanization ratios and regional crop-specific grain-to-straw ratios were introduced to improve the accuracy of related activity data. Locally observed emission factors were used to calculate the primary pollutant emissions. MODIS satellite data were modified by combining them with county-level agricultural statistical data, which reduced the influence of missing fire counts caused by their small size and cloud cover. The annual emissions of CO_2, CO, CH_4,nonmethane volatile organic compounds(NMVOCs), N_2O, NO_x, NH_3, SO_2, fine particles(PM2.5),organic carbon(OC), and black carbon(BC) were 150.40, 6.70, 0.51, 0.88, 0.01, 0.13, 0.07, 0.43,1.09, 0.34, and 0.06 Tg, respectively, in 2012. Crop residue open burning emissions displayed typical seasonal and spatial variation. The highest emission regions were the Yellow-Huai River and Yangtse-Huai River areas, and the monthly emissions were highest in June(37%).Uncertainties in the emission estimates, measured as 95% confidence intervals, range from a low of within ±126% for N_2O to a high of within ± 169% for NH_3. 相似文献

在编制城市抗震防灾规划工作中,如何得到规划区大量的建筑物的普查资料一直是一个重要的课题。就此,本文提出了一种基于RS技术通过首先旋转高分辨率遥感图像而后搜寻建筑物阴影区有效分割线段来实现大范围建筑物层数信息提取的新方法,并结合高分辨率遥感影像数据和实际建筑物层数信息对提取结果进行分析。结果表明计算模型正确,普适性较强,算法过程简单,所得结果精度满足城市震害预测基础信息的要求,有较大实用价值。 相似文献

车载环境γ能谱测量系统探测器是环境γ能谱测量技术领域研究热点。为提高探测效率,缩短测量时间,针对车载环境γ能谱测量系统设计了双NaI(Tl)晶体探测器,并测试了探测器主要性能指标。研究表明,探测器能量分辨率为6.73%,计数稳定性优于4.2%,可识别238U、232Th、40K等核素,可清晰分辨152Eu各能量峰,温度稳定性优于2.93%。可见,该探测器性能优异,具有较强的能量分辨和稳定性,为车载γ能谱测量系统的设计提供了技术基础,也为大体积探测器的设计提供了实验基础,有望在辐射环境监测等领域推广应用。 相似文献
