Most CDM (Clean Development Mechanism) opportunities exist in some large industrializing developing countries. For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs. 相似文献

This study examines whether investment in climate change mitigation contributes to poverty alleviation. We investigate the impacts of the renewable energy-based clean development mechanism (RE-CDM) projects on rural communities in China. The impacts of RE-CDM projects are estimated by combining propensity score matching with the difference-in-differences approach. We found that the biomass-based CDM projects significantly contribute to income improvement and employment generation in rural communities in China. Our estimation results also reveal that wind energy-based CDM projects have the potential to increase income and the share of labor force in the primary industry in rural areas. These results suggest different channels through which renewable energy sources affect income. 相似文献

In its Article 2, the U.N. Framework Convention on Climate Change policymakers gave themselves a long-term dynamic mandate
under uncertainty. Taking the example of forestry activities in developing countries, the present article discusses whether
land-based climate change mitigation measures in the context of compensation mechanisms for human-induced greenhouse gas emissions
are covered under the UNFCCC's ultimate objective. Both the problem of climate change and human intervention act over long,
yet finite timeframes. The article argues for taking a dynamic 100-year timeframe as reference for present-day activities.
It concludes that increasing biotic carbon storage is legitimate for measures that contribute to biodiversity conservation,
as long as it does not serve as a pretext for neglecting technological change. Among all forestry options, the list of priorities
should be avoiding deforestation and devegetation, sustainable forest management, and afforestation. The problem of saturation
can be encountered by the combination of forestry with the increased use of wood products and bioenergy. Concluding, the article
gathers criteria for forest climate activities in the post-2012 regime.

The recognition of agroforestry as a greenhouse-gas mitigation strategy under the Kyoto Protocol to the United Nations Framework
Convention on Climate Change (UNFCCC) offers an opportunity to agroforestry practitioners to benefit from the global Carbon
(C) credit market. Our knowledge on this important topic from the semiarid regions such as the West African Sahel (WAS) is,
however, very limited. In order to fill this gap, this study was undertaken in the Ségou region of Mali (annual temperature,
29°C; annual rainfall, 300–700 mm in 60 to 90 days), focusing on two improved agroforestry systems (live fence and fodder
bank) along with traditional parkland agroforestry systems of the region. A cost–benefit analysis was conducted to assess
the economic profitability and risks associated with the systems considering them as 25-year projects and their potential
for participation in C credit market. The traditional systems had high C stock in their biomass and soil, but little potential
for sequestering additional C; on the other hand, the improved systems had low C stock, but high sequestration potential.
For the standard size live fence (291 m) and fodder bank (0.25 ha) projects, the estimated net present values (NPV) were $
96.0 and $158.8 without C credit sale, and $109.9 and $179.3 with C sale, respectively. From the C sale perspective, live
fence seemed less risky and more profitable than fodder bank. Carbon credit sale is likely to contribute to economic development
of the subsistence farmers in the WAS.

Abstract The Clean Development Mechanism, a flexibility mechanism contained in the Kyoto Protocol, offers China an important tool to attract investment in clean energy technology and processes into its electricity sector. The Chinese electricity sector places centrally in the country's economy and environment, being a significant contributor to the acid rain and air pollution problems that plague many of China's cities and regions, and therefore a focus of many related energy and environmental policies. China's electricity sector has also been the subject of a number of economic analyses that have showed that it contains the highest potential for clean energy investment through the Clean Development Mechanism of any economic sector in China. This mechanism, through the active participation from investors in more industrialized countries, can help alleviate the environmental problems attributable to electricity generation in China through advancing such technology as wind electricity generation, clean coal technology, high efficient natural gas electricity generation, or utilization of coal mine methane. In this context, the Clean Development Mechanism also compliments a range of environmental and energy policies which are strategizing to encourage the sustainable development of China's economy. 相似文献

Abstract The purpose of this study is merely to review the current situation in the designing and implementation of the emission trading programs in Europe. Historical data show that although there is a series of shortcomings in their current functioning, employing such instruments for GHG reduction policy making is strongly expected to be efficient and effective. The European Union Emission Trading Scheme (EU ETS), Clean Development Mechanism (CDM) and Joint Implementation (JI) are just a few examples of the ambitious EU initiative that heavily relies on such instruments. We dwell on their operations and achievements by far and all the content in this article is expected to convince the Chinese government and regional public authorities to take positive actions and attitudes in promoting these instruments. 相似文献
