This paper is concerned with the cost efficiency in achieving the Swedish national air quality objectives under uncertainty.
To realize an ecologically sustainable society, the parliament has approved a set of interim and long-term pollution reduction
targets. However, there are considerable quantification uncertainties on the effectiveness of the proposed pollution reduction
measures. In this paper, we develop a multivariate stochastic control framework to deal with the cost efficiency problem with
multiple pollutants. Based on the cost and technological data collected by several national authorities, we explore the implications
of alternative probabilistic constraints. It is found that a composite probabilistic constraint induces considerably lower
abatement cost than separable probabilistic restrictions. The trend is reinforced by the presence of positive correlations
between reductions in the multiple pollutants.

Abstract Ground level ozone pollution has become a significant air pollution problem in Beijing. Because of the complex way in which ozone is formed, it is difficult for policy makers to identify optimal control options on a cost-effective basis. This paper identifies and assesses a range of options for addressing this problem. We apply the Ambient Least Cost Model and compare the economic costs of control options, then recommend the most effective sequence to realize pollution control at the lowest cost. The study finds that installing of Stage II gasoline vapor recovery system at Beijing’s 1446 gasoline stations would be the most cost-effective option. Overall, options to reduce ozone pollution by cutting vehicular emissions are much more cost-effective than options to “clean up” coal-fired power plants. 相似文献

Municipal solid waste (MSW) disposal and management is one of the most significant challenges faced by urban communities around the world. Municipal solid waste management (MSWM) over the years has utilized many sophisticated technologies and smart strategies. Municipalities worldwide have pursued numerous initiatives to reduce the environmental burden of the MSW treatment strategies. One of the most beneficial MSWM strategies is the thermal treatment or energy recovery to obtain cleaner renewable energy from waste. Among many waste-to-energy strategies, refuse-derived fuel (RDF) is a solid recovered fuel that can be used as a substitute for conventional fossil fuel. The scope of this study is to investigate the feasibility of RDF production with MSW generated in Metro Vancouver, for co-processing in two cement kilns in the region. This study investigates environmental impacts and benefits and economic costs and profits of RDF production. In addition, RDF utilization as an alternative fuel in cement kilns has been assessed. Cement manufacturing has been selected as one of the most environmentally challenged industries and as a potential destination for RDF to replace a portion of conventional fossil fuels with less energy-intensive fuel. A comprehensive environmental assessment is conducted using a life cycle assessment (LCA) approach. In addition, cost–benefit analysis (CBA) has been carried out to study the economic factors. PROBLEM: Traumatic brain injury (TBI) is a public health problem but little is known about the nature of that problem in the working population. METHOD: The author used a national definition to identify cases in Washington State from workers' compensation (WC) hospital billing data, quantified the cost of WC insurance benefits using actuarial cost estimates, and identified high risk industries using ANSI Z16.2 typology. RESULTS: There were 928 cases of TBI with a lifetime claim cost of $159 million from the Washington State Fund (1994-2001). Sixty percent of injuries resulted in death or disability. The highest risks of TBI are concentrated in 16 industrial insurance risk classes and the highest costs in 19 North American Industry Classification codes. Injury scenarios were identified for nine industrial insurance risk classes. CONCLUSIONS: TBI is a disabling and costly workplace injury in the state of Washington, affecting even teenagers and seniors who are not generally considered to be part of the workforce. Injury typology codes provide useful information for improving workplace safety. IMPACT ON INDUSTRY: This research provides industry with quantitative information regarding the cost of work-related traumatic brain injury and the usefulness of using workers' compensation claims data to reduce the burden of workplace injury. 相似文献

Best Available Techniques (BATs) contribute significantly to the reduction of industrial environmental burdens with respect
to air pollution, wastewater, and solid wastes. In Europe, the application of BATs is prescribed by Directive 96/61/EC, which,
however, leaves the selection of specific BATs to plant operators. In making their choices, installations have to consider
not only the environmental benefits of BATs, but also all relevant cost components. In assessing the economic attractiveness
of potential BATs and their combinations, as well as incentives and disincentives to be instituted, the cost of environmental
externalities, usually not reflected in market prices, should be taken into account. In this paper, a decision-aid framework
combining an assessment of environmental externalities and the utilization of multicriteria methods and, more specifically,
Multiobjective Mathematical Programming, capable of addressing all these issues in a comprehensive and coherent manner, is
presented. This is illustrated by its application for the region of Attica in Greece, where over 50% of the industrial basis
and Athens, with its 4 million inhabitants, are located. The implementation of the framework and its associated tools to 800
installations led to the identification of the specific BATs, alone or in combination, that provide the most cost-effective
reductions of four air pollutants (PM10, SO2, NOx, VOC) and CO2. The results also clearly demonstrate the increased pollution reductions that would result from the adoption of BATs made
economically attractive by the inclusion of externalities. Estimates of investments and net present values with and without

This paper aims to practically contribute to the literature on the use of cost–benefit analysis (CBA) and economic evaluation in environmental decision-making through a practical case study: the implementation of the Water Framework Directive (WFD) in France, for the first cycle (2010–2015). The WFD requires that Member States achieve “good status” for all water bodies in 2015. However, exemptions can apply, if justified, on natural, technical or economic reasons. For the latter, EU guidance documents recommend to use CBA. In France, the water agencies carried out 710 CBAs on proposed restoration projects for water bodies. This article reports on this experience. Issues concerning these analyses are discussed, especially the assessment of non-market benefits. Finally, this article questions the use of economic analysis in the implementation of environmental policy. 相似文献

This study assesses the efficiency of various physico-chemical, biological and other tertiary methods for treating leachate.
An evaluation study on the treatability of the leachate from methane phase bed (MPB) reactor indicated that at an optimum
hydraulic retention time of 6 days, the efficiency of the reactor in terms of biological oxygen demand (BOD) and chemical
oxygen demand (COD) removal was 91.29 and 82.69%, respectively. Recycling of the treated leachate through the municipal solid
waste layers in the leachate recycling unit (LRU) resulted in a significant increase in the biodegradation of organics present
in the leachate. Optimum BOD and COD removal efficiencies were achieved at the third recycle; additional recycling of the
leachate did not produce any significant improvement. Physico-chemical treatment of the leachate demonstrated that alum and
lime (Option 2) were more economical than coagulants lime and MgCO3. A cost analysis of the economics of the various treatments revealed that the alternative treatment consisting of a MPB bed
followed by a LRU and aerated lagoon is the most cost-effective treatment. However, the alternative consisting of a MPB followed
by the LRU and a soil column, which is slightly more costly, would be the most appropriate treatment when adequate land is

Projections of the number, rate and cost of fall-related hospitalised injuries for individuals aged 65 years and older in New South Wales (NSW), Australia were estimated to 2051 for two scenarios: (1) demographic change only using 2008 admission rates; and (2) modelled change using negative binominal regression taking into account current trends in admission rates. Based on demographic change alone, the number and cost of fall injury hospitalisations among older people is expected to increase almost three-fold by 2051. Transfers to permanent residential aged care will also increase 3.2 fold. However, if the fall-related hospitalisation rate sustains its current trend, these increases are projected to be more than ten-fold by 2051. Even with demographic change alone, there will be a significant impact on the resources required to care for older people suffering a fall injury hospitalisation over the next forty years in NSW. The impact on the hospital and aged care sectors will be considerable unless significant improvements occur in the prevention and treatment of fall-related injury in older people. 相似文献

In this paper the cost of producing the enzyme laccase by the white-rot fungus Trametes pubescens under both submerged (SmF) and solid-state fermentation (SSF) conditions was studied. The fungus was cultured using more than 45 culture medium compositions. The cost of production was estimated by analyzing the cost of the culture medium, the cost of equipment and the operating costs. The cost of the culture medium represented, in all cases, the highest contribution to the total cost, while, the cost of equipment was significantly low, representing less than 2% of the total costs. The cultivation under SSF conditions presented a final cost 50-fold lower than the one obtained when culturing under SmF conditions at flask scale. In addition, the laccase production under SSF conditions in tray bioreactors reduced the final cost 4-fold compared to the one obtained under SSF conditions at flask scale, obtaining a final price of 0.04 cent €/U. 相似文献

旅行费用法(TCM)是一种基于观测资料评估旅游资源价值的显示偏好法。论文在文献梳理的基础上,对TCM研究过程中的偏差进行了述评,并指出了可能的解决方案;然后,讨论了TCM的有效性、适用性以及合法性,并提出进一步研究的重点和方向。文献综述表明:常见的TCM模型可以分为ZTCM、TCIA、GTCM、ITCM、HTCM和RUM六种类型,在研究中应根据实际情况选择合适的模型;旅行费用测度中的内生分层、抽样误差、时间的机会成本计算、多目的地之间的费用分成等问题,需求函数估算中的多重共线性、内生性、函数形式的选择等问题,均会导致评估结果出现偏差;TCM在发展中国家的有效性、适用性和合法性遭到了质疑,但仍不失为一种评估旅游资源价值的有效手段;今后的研究要加强TCM中的偏差分析及有效性检验,并着力于模型的修正和改进,加强TCM与CVM的结合,提高研究方法的有效性。 相似文献
