排污权有偿使用与交易制度是我国一项重要的环境经济政策。文章以温州市为例,从水环境管理视角出发,探讨排污权有偿使用与交易的若干问题。着重分析温州市初始排污权核定与分配的成效、存在的问题和解决途径,利用平均治理成本等方法设计排污权有偿使用价格,研究排污权交易的实现途径。在此基础上,文章提出应探索利用地方立法权制定排污权相关法律法规、完善初始排污权核定与分配方法、优化排污权竞拍机制和实施市场化激励政策等建议。  相似文献

传统的GDP核算模式建立在资源耗减、环境破坏和公众健康不断透支的基础之上,不能体现经济活动对自然资源的消耗和对生态环境造成的破坏。为了将环境污染损失纳入GDP核算体系,以2010年重庆市绿色GDP核算为例,运用虚拟治理成本法进行环境价值量核算。结果表明,基于环境污染损失调整后的重庆市绿色GDP为7920.28亿元,污染扣减指数为0.4%。  相似文献

The paper attempts to conceptualise a range of problems arising from project appraisals. The author presents some general considerations concerning the role of social appraisal in territorial planning, the theoretical weaknesses of cost‐benefit analysis in assessing the effects of projects on territorial resources and some questions relating to assessment methodologies and the welfare foundations of social appraisal within planning practices. The author moves away from evaluation as a technical process towards one which also incorporates ‘practical’ knowledge in a process of argumentation.  相似文献

The article describes the historical development of water tariff policy in Tanzania from the colonial times to present. After gaining independence, the country introduced “free” water policy in its rural areas. Criticism against this policy was expressed already in the 1970s, but it was not until the late 1980s that change became unavoidable. All the while urban water tariffs continued to decline in real terms. In rural and periurban areas of Tanzania consumers often have to pay substantial amounts of money for water to resellers and vendors since the public utilities are unable to provide operative service. Besides, only a part of the water bills are actually collected. Now that the free water supply policy has been officially abandoned, the development of water tariffs and the institutions in general are a great challenge for the country.  相似文献

This paper assesses the private and social profitability of current strategies for managing processionary moth (Thaumetopoea pityocampa) in Portuguese pine forests, looking at economic and environmental costs and benefits. Costs include the expenses for forest treatment and the social costs of threats to human health (dermatitis amongst others); benefits are assessed in terms of both revenue and social benefits such as carbon fixation and recreation. The evaluation was done using Cost Benefit Analysis (CBA) as an analytical framework. While this tool is currently applied to forest and environmental assessment and specific applications to pest management strategies are to be found in agricultural economics, rather few attempts have been made in the field of forest pest management. In order to assess and compare with--without options, a case-study was analysed for the Setúbal Peninsula, south of Lisbon, an area where extensive stands of maritime pine (Pinus pinaster) grow. The exercise has shown that CBA can be a valuable tool for assessing the economic and social profitability of pest management. The results demonstrate that the loss of revenues in the no-management option is not sufficient to make pest management profitable for private forest owners in the short-term. Conversely, a social profit is gained as pest management minimizes health risks for humans and avoids possible recreational losses.  相似文献

This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago. However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures.  相似文献

Most studies of social polygyny in birds have examined male provisioning on the basis of the number of feeding visits. This may be misleading if males compensate for infrequent visits by bringing larger prey at each visit. We investigated nestling provisioning in the socially polygynous great reed warbler, Acrocephalus arundinaceus, in south Central Sweden in 1996–1997. We collected data on rate of feeding visits, prey size and the amount of biomass delivered by males and females. Males had lower rates of feeding visits and provided smaller prey to nestlings in secondary than in monogamous and primary nests. Secondary females had higher rates of feeding visits and brought larger prey than monogamous and primary females. These results confirm that secondary females face a potential cost of polygyny through a lower rate of male feeding, and that this cost was reinforced by the significantly lower male provisioning rate (biomass h–1) at secondary nests. Secondary females compensated for the lack of male assistance by increasing their rate of feeding and bringing larger prey. As a result, offspring in nests of secondary females received as much food as did those in nests of primary females. Prey load size increased with the parent’s proportion of feeding visits, suggesting that parents use different feeding strategies depending on their amount of responsibility for nestling provisioning. We suggest that parents which take the main responsibility for nestling feeding have to forage further away from the nest, and based on optimal-foraging theory, they should then on average bring larger prey to their nest. In mine water pollution abatement, it is commonly assumed that known mine waste sites are the major pollution sources, thus neglecting the possibility of significant contribution from other old and diffuse sources within a catchment. We investigate the influence of different types of pollution source uncertainty on cost-effective allocation of abatement measures for mine water pollution. A catchment-scale cost-minimization model is developed and applied to the catchment of the river Dalälven, Sweden, in order to exemplify important effects of such source uncertainty. Results indicate that, if the pollution distribution between point and diffuse sources is partly unknown, downstream abatement measures, such as constructed wetlands, at given compliance boundaries are often cost-effective. If downstream abatement measures are not practically feasible, the pollution source distribution between point and diffuse mine water sources is critical for cost-effective solutions to abatement measure allocation in catchments. In contrast, cost-effective solutions are relatively insensitive to uncertainty in total pollutant discharge from mine water sources.  相似文献

Impacts on industry of Europe's emerging chemicals policy REACh   总被引:1,自引:0,他引:1  
For Europe, a new regime in chemicals regulation is about to start. After the proposal of the European Commission concerning the Registration, Evaluation and Authorization of Chemicals (REACh) passed its readings in the European Parliament and some differences with the European Council of Ministers were resolved, the regulation will come into force in June 2007. This paper is focused on the question how serious the cost burdens for industry induced by REACh will be, and whether the New European Member States (NMS) which joined the European Union in May 2004 will be able to cope with the regulation. This evaluation has been done by assessing the legislative, administrative and economic framework in New Member States and by analysing real business cases in companies. The empirical showcase business impact studies are at the same time of interest for companies of EU-15 states, other European countries who may implement the regulation, and even for exporters of raw materials and chemicals outside Europe, who will also have to comply with REACh if they market in the European Community. The results give no indications that REACh adoption will bring significant drawbacks to companies in the NMS. The emerging regulation will bring challenges for individual companies, especially for small and medium-sized ones, but for the European chemical industry as a whole, there is no question that it will be able to cope with REACh burdens without losing its global competitiveness.  相似文献
