基于环境风险“全过程管理”与“优先管理”的理念,提出了环境风险全过程评估与管理的概念框架和理论体系,涵盖了风险源识别、受体易损性评估、环境风险表征、风险应急控制决策以及风险事故损失后评估等关键步骤.并以某化工园区企业为例,以硝基苯储罐塌陷为初始事件,采用蝴蝶结方法进行风险源识别,得到硝基苯储罐泄漏事件蝴蝶结,通过GIS空间分析方法揭示居民对地表水水源污染易损性的空间分异,分析结果不仅为事故安全防范与应急控制提供关键节点,而且有助于在日常风险管理中增强受体抗风险能力.  相似文献

煤矿井下开采引发地表沉陷是一种严重影响生命财产和生产安全的工程形变灾害 ,其形变信息有效表达和精准制图可大大减少矿区变形控制的成本,为矿山安全生产、 保护煤柱留设、塌陷地治理、压煤村庄搬迁、破坏等级判定与损害补偿评估等方面提供 更可靠的技术保障。基于矿山地图、实时卫星遥感影像与开采沉陷变形预计结果等数据 ,采用GIS空间分析和三维可视化技术,对淮北朔里矿区地表移动与变形的下沉(W)、 水平移动(U)、水平变形(ε)、倾斜(i)和曲率(K)等形变类型进行了三维的专 题信息与应用表达,其专题信息能更加直观有效地表达与准确清晰描述开采沉陷的地理 位置、影响范围、受损害地物类型、形变方向与变形量大小等。  相似文献

论文以高速公路切割的耕地地块为研究对象,根据权属调整的不同方向,将权属调整分为所有权置换和使用权流转两种类型,并将权属调整的方法分为面积法和价值法;在GIS服务软件SuperMap iServer支持下,建立了一个交互式权属调整应用系统,以保阜高速顺平段沿线的高于铺镇、腰山镇土地整治项目区中的切割耕地为案例,应用系统生成了项目区高速公路沿线切割耕地的权属调整方案。研究结果表明,线性工程切割耕地需进行权属调整以保障农业生产,研究采用的权属调整方法符合当地实际情况,利用权属调整系统可以自动生成推荐权属调整方案,并可以根据用户需求进行调整,同时系统可以对权属调整相关数据进行动态管理。  相似文献

This paper examines the settlements and embankments of the Yellow River in central China in late imperial China (late fourteenth century to the early twentieth century) through the approach of historical geographical information system. The Yellow River frequently flooded and changed paths in the lower Yellow River area, creating a disaster-prone environment in the populous capital city, Kaifeng in Henan Province. The official policies of constructing embankments in the alluvial fan for the sake of both preventing flood and ensuring canal transportation for grains were important factors in shaping the settlements of the region. Historical data from some counties in Kaifeng Prefecture indicate that people took shelter along the embankments during floods and, as a consequence, villages steadily developed along the embankments. This is in despite official restrictions on the use of the bottomlands along the Yellow River. This historical case not only illustrates the operating modes of official flood prevention strategies in dynastic China, but also shows how archaic settlement patterns and landscapes have shaped the geography of contemporary China.  相似文献

This paper presents the results of research investigating the impact of flooding on the temporal aspect of transport accessibility at national, regional and local levels in the Mazovia Province – an administrative region in Poland. For the purposes of this study the authors measured the theoretical journey times by private transport between settlement units for two variants: journeys made under normal circumstances, that is, without a flood; and journeys made during a flood event, which would necessitate diversions to avoid flooded road sections. This allowed the theoretical journey time differences to be calculated. It was assumed that vehicles move at the highest permissible speed along routes allowing the shortest travel times. The methods of accessibility assessment employed in this paper are based on distance measurements and use isochrones and a cumulative approach. Analysis carried out by the authors has shown that for interregional, intraregional and local journeys, the flooding of a part of the Mazovia region results in changes in travel times, but their absolute and relative magnitudes vary widely. It was found that in the case of national scale journeys the majority of relative journey time increases were no greater than three times the normal duration, while on a local scale they do not exceed 75%. For areas with a high risk of flooding there should be obligatory analyses of changes in transport accessibility; this would facilitate effective flood risk management. Appropriate traffic management in crisis situations would facilitate emergency and rescue services and help inhabitants and any other persons in flooded areas.  相似文献

The selection of new settlement areas and the construction of safe buildings, as well as rendering built‐up areas safe, are of great importance in mitigating the damage caused by natural disasters. Most cities in Turkey are unprepared for natural hazards. In this paper, Çanakkale, located in a first‐degree seismic zone and sprawled around the Sartçay Delta, is examined in terms of its physical vulnerability to natural hazards. Residential areas are analysed using GIS (geographic information system) and remote‐sensing technologies in relation to selected indicators. Residential areas of the city are divided into zones according to an evaluation of geological characteristics, the built‐up area's features, and urban infrastructure, and four risk zones are determined. The results of the analysis show that the areas of the city suitable for housing are very limited. In addition, the historical centre and the housing areas near Sartçay stream are shown to be most problematic in terms of natural disasters and sustainability.  相似文献

This paper examines changes in disaster response and relief efforts and recent web‐based geospatial technological developments through an evaluation of the experiences of the Center for Geographic Analysis, Harvard University, of the Sichuan (2008) and Haiti (2010) earthquake responses. This paper outlines how conventional GIS (geographic information systems) disaster responses by governmental agencies and relief response organisations and the means for geospatial data‐sharing have been transformed into a more dynamic, more transparent, and decentralised form with a wide participation. It begins by reviewing briefly at historical changes in the employment of geospatial technologies in major devastating disasters, including the Sichuan and Haiti earthquakes (case studies for our geospatial portal project). It goes on to assess changes in the available dataset type and in geospatial disaster responders, as well as the impact of geospatial technological changes on disaster relief effort. Finally, the paper discusses lessons learned from recent responses and offers some thoughts for future development.  相似文献

Abstract

China frequently experiences natural disasters, of which flooding is the most serious. How to monitor and control natural disasters, assess damage, and provide relief is the most urgent problem for the Chinese government and disaster experts. A national integrated system using remote sensing, geographic information systems, the Global Positioning System, and other technology for monitoring and evaluating flood disasters has been assembled and tried out for 3 years. The system has played an important role in flood mitigation during the trial and has become a key part of the flood management system at China's National Flood Control Headquarters. 城市地表系统(USS)是陆地表层系统的重要组成部分,而以不透水面覆盖为主要特征的城市土地利用/覆被变化(LUCC)时空过程,打破了系统原有自然地理格局与过程,影响不同介质和界面间的物质循环与能量流动,改变POPs等污染物的循环过程与机理,是城市环境变化和人地相互作用的指示器与重要驱动力,是城市生态环境规划与管理保护的关键依据.本文总结了城市LUCC对POPs多介质分布迁移的影响,包括单介质中POPs的时空分布特征和POPs多介质迁移累积过程;从城市POPs多介质归趋模拟和基于GIS的城市多介质归趋模拟等方面,讨论了城市POPs多介质循环过程归趋模拟的主要进展;展望今后研究中需要重点解决的科学问题:基于不透水面的城市LUCC信息精确提取及与POPs排放输入等相关数据的同化集成; POPs多介质多界面迁移、转化过程与城市LUCC的耦合机理;城市LUCC背景下POPs循环过程、机制的关键模型参数的构建与获取;基于GIS和城市POPs循环过程与机理的、具有高时空分辨率的城市多介质归趋模型(UMFM)的构建与应用.  相似文献
