为了探讨厦门金砖会晤期间的排放控制措施以及天气形势对大气颗粒物污染特征的影响,于2017年8月10日至9月10日对厦门气态污染物、细颗粒物(PM2.5)中的水溶性离子以及有机碳(OC)、元素碳(EC)等主要化学成分开展了高时间分辨率的在线监测。根据空气质量管控措施和天气形势将研究期分为6个阶段。管控前、管控期Ⅰ(非台风)和管控期Ⅱ(非台风) PM2.5质量浓度分别为(33. 12±9. 48)、(30. 30±17. 00)、(16. 01±4. 71)μg/m^3。管控期Ⅰ(台风)和管控期Ⅱ(台风) PM2.5质量浓度分别为(12. 40±3. 73)、(12. 45±3. 28)μg/m^3。结果表明:管控期Ⅰ(非台风)阶段受静稳天气的影响,管控效果削弱,PM2.5质量浓度下降幅度小;台风对颗粒物质量浓度下降的影响比管控更显著。管控初期,PM2.5中二次无机离子的质量浓度下降明显;台风对碳质组分质量浓度的影响不如无机组分显著。PMF源解析结果表明,二次无机源是PM2.5主要来源,随着管控措施的实行,扬尘源的贡献从21%降低到6%,而机动车源的贡献降幅不明显。台风期间SO4^2-、NO3^-、SO2、NO2以及硫酸盐氧化比值(SOR)均明显低于非台风期间,氮氧化比值(NOR)反而升高。台风和非台风期间NOR的日变化特征一致,NOR与阳离子的相关性分析结果表明,台风或高风速海风期间NOR与Na^+呈现很强的正相关性,说明海盐粒子可促进NO2非均相反应生成NO3-。  相似文献

G20峰会期间杭州地区空气质量特征及气象条件分析   总被引:1,自引:0,他引:1  
利用空气质量和气象要素的监测资料与再分析资料,分析了2016年G20峰会期间(2016年8月10日—9月20日)杭州及周边地区空气质量演变及区域特征,探讨了气象条件对G20峰会期间杭州空气质量的影响.结果表明:G20峰会管控期间,由于机动车排放大幅度降低,杭州NO_2浓度较管控前有所下降,对比周边城市降幅居于首位;而由于不利气象条件的影响,PM_(2.5)、PM_(10)、SO_2、CO和O_3浓度比管控前有不同程度的增长,但增幅相比周边城市较小,说明管控措施对杭州空气质量有一定的改善效果.9月7日管控措施结束后污染反弹现象明显.气象条件对杭州的空气质量有重要影响:在管控前,杭州晴热高温天气有利于O3的生成,偏东风相对洁净,污染传输较少;在管控期,杭州虽受到静稳天气和外来污染传输的影响,但得益于减排应急管控措施的有效实施,NO_2浓度下降幅度最大,其他污染物的增幅也较周边城市偏小;在管控后,气象条件不利于污染物的垂直扩散,受静稳天气和污染源恢复常态的影响,PM_(2.5)、PM_(10)、NO_2、SO_2和CO出现了整个研究时段的最大值,而台风"莫兰蒂"使得杭州PM_(2.5)、PM_(10)和O_3浓度出现了整个研究时段的最低值.  相似文献

The recent accelerated growth rates or efforts to emulate countries that have achieved a rapid pace of economic growth are widely acclaimed as means to uplift millions from poverty. In so doing, however, this rapid economic growth is most likely to coincide with unsustainable levels of consumption, place excessive pressure on life support systems and terrestrial sinks and foreshorten options for the future. Rather than pursuing the "Environmental Kuznets Curve" (EKC) hypothesis that higher income will bring with it the means to reduce the impacts of greater consumption, ecological economists assert that buying our way out of future scarcity with fast growth is indeed contradictory with sustainability. To better understand these contradictions and explore potential institutional innovations that may enable developing nations to better confront them (in effect, "tunneling under" the EKC), this article refers to recent experience in the BRICS countries (Brazil, Russia, India, China and South Africa). Beginning with a brief comparative summary of major development and environmental indicators, pressures on resources and society in each of the BRICS are discussed, followed by identification of institutional and policy frameworks each country has evolved to confront the challenges of growth and sustainability. The article closes with general conclusions for further research and information sharing among developing nations.  相似文献

气象条件对大气污染物的扩散和传输有重要影响,准确分离和定量气象因素对空气质量的影响是评估大气污染控制政策有效性的前提.本研究利用APEC会议期间及前后(2014-10-15~2014-11-30)北京城区朝阳观测站点SO_2、NO、NO_2、NO_x、CO、PM_(2.5)、PM_1和PM_(10)以及气象因素的观测数据,采用多元线性回归分析方法,定量评估了气象条件和空气污染控制措施对APEC期间北京空气质量的影响.在假定排放条件不变的情况下,基于气象因素参数建立的预测污染物浓度的多元线性回归模型模拟效果较为理想,决定系数R~2在0. 494~0. 783之间.控制措施使得APEC控制期SO_2、NO、NO_2、NO_x、CO、PM_(2.5)、PM_1和PM_(10)浓度分别降低48. 3%、53. 5%、18. 7%、40. 6%、3. 6%、34. 8%、28. 8%和40. 6%,气象因素使得APEC控制期SO_2、NO、NO_2、NO_x、CO、PM_(2.5)、PM_1和PM_(10)浓度分别降低1. 7%、-2. 8%、18. 7%、4. 5%、18. 6%、27. 5%、30. 6%和35. 6%.气象因素和控制措施共同作用使得APEC控制期北京空气质量得到了明显改善.控制措施对SO_2和氮氧化物浓度的下降起主导作用,气象因素对CO浓度的下降起主导作用,气象因素和控制措施对颗粒物浓度降低的贡献相当.本研究还利用相对权重方法研究了气象因素对污染物浓度影响的贡献,结果表明影响不同污染物浓度的决定性气象因素不同.  相似文献

At the World Summit on Sustainable Development (WSSD), world leaders agreed that eliminating unsustainable production and consumption is one of the three overriding objectives of sustainable development. Achieving that objective should have been a major priority for the WSSD Plan of Implementation. Increases in consumption and production over the past decade were largely responsible for the worsening environmental and social trends. Unfortunately, the negotiators of the Plan paid insufficient attention to the lessons from 10 years of discussions about the concepts, the available policies and tools and their effectiveness, the impacts of those policies on developing countries, and the political commitment of countries in an era of globalization. Despite a promising proposal for a new ten-year work programme aimed at bridging the gap implementing the Agenda 21 commitments from Rio, Summit negotiators produced barely more than a muted echo of recommendations from the past which have yet to be taken seriously enough by the world's leaders in a comprehensive intergovernmental strategy. In the ten-year review of progress to achieve sustainable production and consumption (SPAC), governments quickly skipped past the critical work of examining why things are getting worse, avoiding the task of identifying the obstacles (which in some cases were themselves) and in turn avoiding the commitment to time-bound measurable targets. If nothing else, the WSSD demonstrated that a global strategy to achieve SPAC will come not from a UN consensus of world leaders but from a strategic alliance of responsible governments, civil society and others with a vision beyond the next election cycle.  相似文献

针对厦门"金砖会晤"空气质量保障活动,本研究选取2017年8月10日—9月10日的O3、NO2和挥发性有机物(VOCs),以及气象因子等在线观测数据,开展人为减排、副热带高压、台风等对东南沿海城市大气O3污染特征的影响研究.结果表明,研究期间厦门大气O3-8 h平均浓度为(110.0±40.6)μg·m-3.与管控前相比,无台风影响的管控I期的O3-8 h浓度上升了19.9 μg·m-3,而管控II期的O3-8 h浓度下降了27.9 μg·m-3.对于管控I期和II期,台风影响下O3-8 h浓度较无台风时段分别下降85.2 μg·m-3和8.9 μg·m-3.在排放控制和台风的共同作用下,峰会期间厦门大气O3浓度的日变化显现出"削峰填谷"的特征.另外,与管控I期相比,管控II期O3前体物VOCs浓度显著下降,其臭氧生成潜势(OFP)下降了44.6%.总之,运用区域联防联控策略,对臭氧前体物(NOx和VOCs)实施针对性减排,可有效地降低沿海城市大气O3日间最高浓度.  相似文献

There is much concern about the social and environmental impacts caused by the economic growth of nations. Thus, to evaluate the socio-economic performance of nations, economists have increasingly addressed matters related to social welfare and the environment. It is within the scope of this context that this work discusses the performance of countries in the BRICS group regarding sustainable development. The objective of this study regards evaluating the efficiency of these countries in transforming productive resources and technological innovation into sustainable development. The proposed objective was achieved by using econometric tools as well as the data envelopment analysis method to then create economic, environmental, and social efficiency rankings for the BRICS countries, which enabled to carry out comparative analyses on the sustainable development of those countries. The results of such assessments can be of interest for more specific scientific explorations.  相似文献

2016年G20杭州峰会期间,应用TH-300B挥发性有机物在线监测仪对江苏省宜兴市大气VOCs进行监测,烷烃、烯烃、芳香烃、乙炔、氯代烃、OVOC、乙腈体积混合比分别为11.00×10~(-9)、1.93×10~(-9)、5.78×10~(-9)、1.23×10~(-9)、4.16×10~(-9)、10.37×10~(-9)、0.27×10~(-9),应用臭氧最大生成潜势系数计算,烯烃和芳香烃为OFP贡献最大的活性组分,VOCs中臭氧前体物NMHCs主要来源为工业排放(42.2%)、机动车尾气(17.9%)、油气挥发(20.8%)、溶剂挥发(7.0%)、植物源贡献(12.1%),结合条件概率函数分析,其中的人为污染源与西北、东南方向的污染源分布有关,植物源与西南山地丘陵区域有关.在大气污染物排放严格管控期(2016-09-01~2016-09-06),主要源于一次排放的大气污染物浓度均有所下降,NMHCs中工业源占比下降至30.5%,植物源占比上升至16.8%.  相似文献

For the development process in the rapidly growing economies, knowledge transfer and technology cooperation are becoming important issues. Research and technological competences are key indicators for the absorptive capacity of sustainability technologies and for the ability to export them. These issues are analyzed empirically for Brazil, Russia, India, China and South Africa (BRICS). Sustainability related research in BRICS is mostly carried out within broader, more sector oriented programmes. Specialization patterns of international patents and in foreign trade indicate various strengths and weaknesses of the BRICS countries. The differences within the countries imply that the analysis must proceed at a technology specific level. China has considerable capabilities in technologies such as photovoltaics, solar thermal or buildings. There is a strong need for strategic positioning of the countries and for coordination of the various policy fields involved.  相似文献

The role of American leadership in the UN climate negotiations that produced the 2015 Paris Agreement is examined. First, United States (US) climate goals are identified. Then, utilizing unique survey data collected at eight UN climate summits between 2008 and 2015, the extent to which the US was recognized as a leader by potential followers is investigated. Finally, the extent to which US goals are reflected in negotiation outcomes is evaluated. Recognition of the US as a leader varied over time, peaking at the UN climate meetings in Copenhagen and Paris, reflecting US leadership in shaping the outcomes of both meetings. Although the results reveal a divided leadership landscape in which the US must compete for leadership with other actors, such as the European Union and China, US leadership was crucial to the successful adoption of the Paris Agreement.  相似文献
