The US Environmental Protection Agency (EPA) has established EPA Reference Method 9 (Method 9) as the preferred enforcement approach for verifying compliance with federal visible opacity standards. While Method 9 has an extensive history of successful employment, reliance on human observers to quantify visible emissions is inherently subjective, a characteristic that exposes Method 9 results to claims of inaccuracy, bias and, in some cases, outright fraud.The Digital Opacity Compliance System (DOCS), which employs commercial-off-the-shelf digital photography coupled with simple computer processing, is a new approach for quantifying visible opacity. The DOCS technology has been previously demonstrated to meet and, in many cases, surpass the Method 9 accuracy and reliability standards (McFarland et al., 2006). Beyond its performance relative to Method 9, DOCS provides a permanent visual record of opacity, a vital feature in legal compliance challenges.In recent DOCS field testing, the opacity analysis of two hundred and forty one (241) regulated air emissions from the following industrial processes: 1) industrial scrubbers, 2) emergency generators, 3) asphalt paving, 4) steel production and 5) incineration indicated that Method 9 and DOCS were statistically equivalent at the 99% confidence level. However, a life cycle cost analysis demonstrated that implementation of DOCS could potentially save a facility $15,732 per trained opacity observer compared to utilization of Method 9.  相似文献

The Monterrey Metropolitan Area (MMA) is the third largest city in Mexico. Few studies have been carried out regarding its air pollution. The aim of this study was to analyze the temporal behavior of PM10 (particulate matter < or =10 microm in aerodynamic diameter). Data reported by the "Sistema Integral de Monitoreo Ambiental" (Integrated Environmental Monitoring System) network from 2006 to 2008 were used. PM10 levels were compared among the stations by year, season, and day of week. A bootstrap technique was used to obtain subsamples to which Student's t test and ANOVA were applied. PM10 levels were high and exceeded the annual limit of 50 microg/m3 set up by the Mexican standard Norma Oficial Mexicana NOM-025-SSA1-1993. These levels could have serious health effects. The southwest zone of MMA had the highest levels of PM10 during the period studied. Winter was the most polluted season, and summer was the least polluted season. Thursday and Friday were the most polluted days, and Sunday was the least polluted day. The hours with the highest levels of PM10 were 8:00 to 10:00 a.m., whereas nighttime hours were the cleanest.  相似文献

The ongoing development of microbial source tracking has made it possible to identify contamination sources with varying accuracy, depending on the method used. The purpose of this study was to test the efficiency of the antibiotic resistance analysis (ARA) method under low resistance by tracking the fecal sources at Turkey Creek, Oklahoma exhibiting this condition. The resistance patterns of 772 water-isolates, tested with nine antibiotics, were analyzed by discriminant analysis (DA) utilizing a five-source library containing 2250 isolates. The library passed various representativeness tests; however, two of the pulled-sample tests suggested insufficient sampling. The resubstitution test of the library individual sources showed significant isolate misclassification with an average rate of correct classification (ARCC) of 58%. These misclassifications were explained by low antibiotic resistance (Wilcoxon test P < 0.0001). Seasonal DA of stream E. coli isolates for the pooled sources human/livestock/deer indicated that in fall, the human source dominated (P < 0.0001) at a rate of 56%, and that human and livestock respective contributions in winter (35 and 39%), spring (43 and 40%), and summer (37 and 35%) were similar. Deer scored lower (17–28%) than human and livestock at every season. The DA was revised using results from a misclassification analysis to provide a perspective of the effect caused by low antibiotic resistance and a more realistic determination of the fecal source rates at Turkey Creek. The revision increased livestock rates by 13–14% (0.04 ≤ P ≤ 0.06), and decreased human and deer by 6–7%. Negative misclassification into livestock was significant (0.04 ≤ P ≤ 0.06). Low antibiotic resistance showed the greatest effect in this category.  相似文献

Maintenance of Department of Defense (DoD) weapon systems, conducting battlefield training exercises as well as meeting military construction and/or demolition schedules, invariably generate fugitive air emissions, many of which are visible. Although there is no codified federal method for quantifying fugitive emissions opacity, many state and local air regulatory agencies have instituted enforceable fugitive emission opacity standards at DoD facilities. The current study focused on comparing the performance of the digital opacity compliance system (DOCS) with U.S. Environment Protection Agency Method 9 (Method 9) certified human observers in quantifying the visible opacity associated with fugitive emissions produced using a commercial fog generator. By systematically repositioning both DOCS cameras and Method 9-certified observers during field testing, differences in method performance as a function of observational locations were documented. At both the 30- and 300-ft off-set distances, opacity levels reported by the DOCS technology and Method 9-certified smoke readers were found to be statistically different at the 99% confidence level. Alternatively, at the 90- and 150-ft off-set distances, results suggested that there was an insignificant difference at the 99% confidence level between the two methods. Comparing the magnitude of the each method's standard deviation suggested that, at the 30-ft off-set distance, the DOCS technology was consistently more precise than Method 9-certified readers regardless of the observer's downwind distance. However, at the 90, 150, and 300-ft off-set distances, method precision seemed to vary as a function of both off-set and downwind distance. The primary factor affecting the consistency in opacity measurements appeared to be the impact of ground-level air turbulence on fog plume dispersion and transport. Field observations demonstrated that localized wind shear played a critical and decisive role in how and to what extent fugitive emissions opacity could be determined, regardless of the method selected.  相似文献

Particulate matter(PM) emissions from various sources can affect significantly human health and environmental quality especially in the Chihuahuan Desert region along US–Mexico border. The objective of this study was to use the low-cost sticky tape method to collect airborne PM for size characterization and identification of fungal spores. Sticky tape samplers were placed at 1.0 and 2.0 m above the ground surface at experimental sites in Ciudad Juárez, Mexico and at 0.6, 1.2 and 1.8 m at New Mexico sites, USA. Soil samples were collected in both countries to determine fungal diversity, texture and moisture content Dust particles collected from all of the experimental sites had a dominant texture of clay( 0.002 mm). The dominant textures identified from soil samples collected from the US and Mexican sites were loam and sandy clay loam, respectively. Alternaria, Penicillium and Fusarium were frequently found funguses in the US sites while Alternaria and Aspergillus were commonly observed in the Mexican sites. The sticky tapes also showed a similar diversity of fungal microorganisms present in the airborne PM at both Mexico and US sites Alternaria, Penicillium and Aspergillus were the three groups of airborne fungal microorganisms consistently present in the US and Mexican sites. The low-cost sticky tape method has the potential to be used for characterizing different airborne microorganisms and dust particles.  相似文献

The Digital Opacity Compliance System (DOCS) is an innovative method that uses digital imaging technology to quantify visible opacity of stationary sources. DOCS, which has been demonstrated at pilot and full scale as a technically defensible and economically attractive alternative to U.S. Environmental Protection Agency (EPA) Reference Method 9 (Method 9), uses commercial-off-the-shelf (COTS) digital cameras in combination with a user-friendly computer software package to determine opacity. To date, all DOCS field testing has been conducted using two models of digital cameras, notably, Kodak Models DC265 and DC290, both of which are no longer commercially available. To ensure that field-validated digital cameras will be available to future DOCS users, a suite of new digital cameras was evaluated with the opacity determination software including the following: (1) Sony Model Cybershot Model DSC-WI, (2) Nikon Model Coolpix 5200, (3) Fuji Finepix Model E500, and (4) Kodak Model DX6490. Within the opacity range of regulatory interest, that is, 0-40%, the Sony Cybershot Model DSC-WI and Nikon Coolpix Model 5200 digital cameras were found to generate plume photographs of which the DOCS opacity analysis yielded results that were statistically equivalent to the previously field-validated Kodak Model DC290. In contrast, the Fuji Finepix Model E500 generated plume photographs of which the DOCS opacity analysis were, on average, 2.2% less than those generated by the Kodak Model DC290 photographs, a difference that was determined to be statistically significant. Over the same opacity range, photographs taken by the Kodak Model DX6490 yielded DOCS opacity readings that were found to be statistically equivalent to a Method 9-certified transmissometer. Based on the results from the current digital camera validation testing approach, EPA has developed a new camera-based visible opacity measurement method titled "Determination of Visible Emission Opacity from Stationary Sources Using Computer-Based Photographic Analysis Systems." To effectively reduce the environmental compliance costs associated with meeting specific requirements under the Aerospace Manufacturing and Rework Facility's National Emission Standard for Hazardous Air Pollutants rule, the U.S. Environmental Protection Agency's (EPA) Data Quality Objective (DQO) process has been proposed as a suitable framework for developing a scientifically defensible surface compliance monitoring program. By estimating the variability associated with the air cap pressure of high- volume, low-pressure (HVLP) surface-coating spray equipment, the number of monitoring samples necessary for an affected facility to claim compliance with a desired statistical confidence level was established. Using data taken from the pilot test facility, the DQO process indicated that the mean of at least 21 HVLP air cap pressure samples taken over the compliance period must be < or = 10 pounds per square inch (psig) gauge for the facility to claim regulatory compliance with 99.99% statistical confidence. Fewer compliance samples could be taken, but that decision would lead to a commensurate reduction in the compliance confidence level. Implementation of the DQO-based compliance sampling plan eliminates the need for an affected facility to sample all regulated HVLP surface-coating processes while still maintaining a high level of compliance assurance.  相似文献

Identifying the patterns of land cover change (LCC) and their main proximate causes and underlying driving forces in tropical rainforests is an urgent task for designing adequate management and conservation policies. The Lachuá region maintains the largest lowland rainforest remnant in Guatemala, but it has been highly deforested and fragmented during the last decades. This is the first paper to describe the patterns of LCC and the associated political and socioeconomic factors in the region over the last 50 years. We estimated spatial and temporal variations in LCC from a random sample of 24 1-km2 landscape plots during three time periods (1962–1987, 1987–2006, and 2006–2011) and evaluated how they were related to some important proximate causes and underlying driving forces. During the study period, 55 % of forest cover disappeared, at an annual rate of 1.6 %. The deforestation rate increased from 0.6 % (during the first study period) to 2.8 % (last period), but there was very high spatial variation. Landscape plots located outside conservation areas and close to roads lost between 80 and 100 % of forest cover, whereas the forest cover in landscapes located within protected areas remained intact during the study period. The establishment of new human settlements, roads, and annual crops was the main proximate cause during the first period, but during the second and third periods, open areas were mainly created to establish cattle pastures. Because ~75 % of forest cover has disappeared outside the protected areas, the conservation of this biodiversity hot spot will depend on the expansion of protected areas, and the promotion of forest regrowth and alternative biodiversity-friendly land uses in the landscape matrix.  相似文献
