The post-Cold War era has witnessed an increased number of conflicts and higher levels of international intervention by the humanitarian community and the military. Those who undertake to research the actions of relief and development agencies acting in these wars must act within new parameters that require a flexible, innovative and reflective approach. Not much is known about data collection in war. The most relevant publications come from the field of development studies. This paper is a beginning in a much-needed discourse on researching under fire; it is offered not as a definitive work, but as a starting-point for discussion.  相似文献

Abstract: We found no protozoan parasites in 79 blood smears of birds from the Cook Islands, South Pacific. Our sample consisted of 55 smears from nine indigenous species of land and aquatic birds, and 24 smears from one introduced land bird The absence or scarcity of avian hematozoa in the Cook Islands is probably due to a very low prevalence of infection among introduced and naturally colonizing species of birds, rather than a scarcity of insect vectors. On one hand, the apparent absence or extreme scarcity of avian hematozoa, particularly the malaria-causing Plasmodium spp., is fortunate from a conservation standpoint, considering the devastating impact that Plasmodium from human-introduced mosquitoes and birds has had on the indigenous avifauna of Hawaii during the past century. On the other hand, our results suggest that the indigenous birds of the Cook Islands, much like those of Hawaii, would have little natural resistance to avian malaria should it be introduced. Thus precautions should be taken to prohibit the introduction of potentially infected nonnative birds or mosquitoes in the Cook Islands and elsewhere in Polynesia  相似文献

Businesses, governments, and financial institutions are increasingly adopting a policy of no net loss of biodiversity for development activities. The goal of no net loss is intended to help relieve tension between conservation and development by enabling economic gains to be achieved without concomitant biodiversity losses. biodiversity offsets represent a necessary component of a much broader mitigation strategy for achieving no net loss following prior application of avoidance, minimization, and remediation measures. However, doubts have been raised about the appropriate use of biodiversity offsets. We examined what no net loss means as a desirable conservation outcome and reviewed the conditions that determine whether, and under what circumstances, biodiversity offsets can help achieve such a goal. We propose a conceptual framework to substitute the often ad hoc approaches evident in many biodiversity offset initiatives. The relevance of biodiversity offsets to no net loss rests on 2 fundamental premises. First, offsets are rarely adequate for achieving no net loss of biodiversity alone. Second, some development effects may be too difficult or risky, or even impossible, to offset. To help to deliver no net loss through biodiversity offsets, biodiversity gains must be comparable to losses, be in addition to conservation gains that may have occurred in absence of the offset, and be lasting and protected from risk of failure. Adherence to these conditions requires consideration of the wider landscape context of development and offset activities, timing of offset delivery, measurement of biodiversity, accounting procedures and rule sets used to calculate biodiversity losses and gains and guide offset design, and approaches to managing risk. Adoption of this framework will strengthen the potential for offsets to provide an ecologically defensible mechanism that can help reconcile conservation and development. The increasing scale of international intervention in conflict is generating new pressures on the humanitarian community. Increased expenditure on emergency relief, static levels of overseas development aid and subsequent lack of funds for development are dictating that agencies design relief projects that positively effect developmental reconstruction.
This paper examines the provision of shelter for refugees and displaced persons in the Republic of Croatia and identifies ways in which it has encouraged and discouraged sustainable reconstruction. It argues that to promote lasting reconstruction, programmes must focus on saving livelihoods as well as lives, thus minimising the long-term psychological and physical impacts of aid on refugees, displaced persons and host communities.  相似文献

Abstract:  The U.S. Endangered Species Act (ESA) allows listing of subspecies and other groupings below the rank of species. This provides the U.S. Fish and Wildlife Service and the National Marine Fisheries Service with a means to target the most critical unit in need of conservation. Although roughly one-quarter of listed taxa are subspecies, these management agencies are hindered by uncertainties about taxonomic standards during listing or delisting activities. In a review of taxonomic publications and societies, we found few subspecies lists and none that stated standardized criteria for determining subspecific taxa. Lack of criteria is attributed to a centuries-old debate over species and subspecies concepts. Nevertheless, the critical need to resolve this debate for ESA listings led us to propose that minimal biological criteria to define disjunct subspecies (legally or taxonomically) should include the discreteness and significance criteria of distinct population segments (as defined under the ESA). Our subspecies criteria are in stark contrast to that proposed by supporters of the phylogenetic species concept and provide a clear distinction between species and subspecies. Efforts to eliminate or reduce ambiguity associated with subspecies-level classifications will assist with ESA listing decisions. Thus, we urge professional taxonomic societies to publish and periodically update peer-reviewed species and subspecies lists. This effort must be paralleled throughout the world for efficient taxonomic conservation to take place.  相似文献

Conservation scientists and resource managers often have to design monitoring programs for species that are rare or patchily distributed across large landscapes. Such programs are frequently expensive and seldom can be conducted by one entity. It is essential that a prospective power analysis be undertaken to ensure stated monitoring goals are feasible. We developed a spatially based simulation program that accounts for natural history, habitat use, and sampling scheme to investigate the power of monitoring protocols to detect trends in population abundance over time with occupancy‐based methods. We analyzed monitoring schemes with different sampling efforts for wolverine (Gulo gulo) populations in 2 areas of the U.S. Rocky Mountains. The relation between occupancy and abundance was nonlinear and depended on landscape, population size, and movement parameters. With current estimates for population size and detection probability in the northern U.S. Rockies, most sampling schemes were only able to detect large declines in abundance in the simulations (i.e., 50% decline over 10 years). For small populations reestablishing in the Southern Rockies, occupancy‐based methods had enough power to detect population trends only when populations were increasing dramatically (e.g., doubling or tripling in 10 years), regardless of sampling effort. In general, increasing the number of cells sampled or the per‐visit detection probability had a much greater effect on power than the number of visits conducted during a survey. Although our results are specific to wolverines, this approach could easily be adapted to other territorial species.
