This work focuses on the development and application of appropriate software tools for recording, assessing and reporting data related to the operation of the Urban Wastewater Treatment Plants (UWTPs) in Cyprus. An appropriate Internet-Based Management System was designed, developed and installed at the premises of the UWTPs and of the Cypriot Competent Authority (Water Development Department — WDD) in order to coordinate and disseminate tasks and related information for monitoring the operation of UWTPs. In addition, a client Geographical Information System database was compiled to be used for obtaining and analyzing spatial information. The software tools are based on common procedures and state-of-the-art technology for the recording and transmission of data and information and they provide an integrated view related to the operation and the efficiency of wastewater treatment systems. Moreover, continuous control and systematic monitoring of the UWTPs by the operators as well as continuous and direct supervision of the UWTPs environmental performance is achieved by the personnel of the Competent Authority. Furthermore, direct and unobstructed provision of data to the Competent Authority of Cyprus is accomplished by the operators of the UWTPs, while the Competent Authority is supported to compose full and representative reports to the European Commission and other International Organizations. The developed tools enable the direct recording of data obtained through measurements and analyses, permit the comparison of data with existing legislation and provide an integrated picture of the operation of the wastewater treatment plants as well as the option to focus and assess each individual treatment stage.  相似文献

A wildland fire is a serious threat for forest ecosystems in Southern Europe affecting severely and irreversibly regions of significant ecological value as well as human communities. To support decision makers during large-scale forest fire incidents, a multidisciplinary system has been developed that provides rational and quantitative information based on the site-specific circumstances and the possible consequences. The systems architecture consists of several distinct supplementary modules of near real-time satellite monitoring and fire forecast using an integrated framework of satellite Remote Sensing, GIS, and RDBMS technologies equipped with interactive communication capabilities. The system may handle multiple fire ignitions and support decisions regarding dispatching of utilities, equipment, and personnel that would appropriately attack the fire front. The operational system was developed for the region of Penteli Mountain in Attika, Greece, one of the mountain areas in the country most hit by fires. Starting from a real fire incident in August 2000, a scenario is presented to illustrate the effectiveness of the proposed approach.  相似文献

The present paper describes the development of a database that comprises all incidents from the Greek petrochemical industry for the period 1997–2003. This database includes industrial incidents, accidents, operational accidents and near misses from all petrochemical sites in Greece and Cyprus. The design of the database has been conceived in a user-friendly way with additional possibilities for its further use, such as: statistical analysis of the data, calculation of safety indicators, accident reports and human factors analysis. The database allows the various participating industries to compare the analysis of indicators in their own installations with the national average, as the database comprises data from the entire Greek petrochemical industry. Special care has been given to include data from near misses too.  相似文献

Increased participation in resource management decisions by a wide range of stakeholders has been widely advocated, and has recently been formally incorporated into the European Water Framework Directive. However, achieving such participation has generally proved to be problematical. In response to locally perceived needs, a project was set up in the Ythan catchment in northeast Scotland, to undertake catchment management actions with increased public involvement. This paper outlines the methods used to increase public participation in such actions, and some preliminary assessments of the effectiveness of these. The experience of the project and the lessons learnt, including some of the difficulties of ensuring fully representative stakeholder involvement, are discussed in relation to published criteria for public participation in resource management.  相似文献

The average summer temperatures as well as the frequency and intensity of hot days and heat waves are expected to increase due to climate change. Motivated by this consequence, we propose a methodology to evaluate the monthly heat wave hazard and risk and its spatial distribution within large cities. A simple urban climate model with assimilated satellite-derived land surface temperature images was used to generate a historic database of urban air temperature fields. Heat wave hazard was then estimated from the analysis of these hourly air temperatures distributed at a 1-km grid over Athens, Greece, by identifying the areas that are more likely to suffer higher temperatures in the case of a heat wave event. Innovation lies in the artificial intelligence fuzzy logic model that was used to classify the heat waves from mild to extreme by taking into consideration their duration, intensity and time of occurrence. The monthly hazard was subsequently estimated as the cumulative effect from the individual heat waves that occurred at each grid cell during a month. Finally, monthly heat wave risk maps were produced integrating geospatial information on the population vulnerability to heat waves calculated from socio-economic variables.  相似文献
