Water resources in Australia are sensitive to changes in rainfall. Ongoing droughts in south-west and south-east Australia are stressing water resources in the major cities and in agricultural regions. Climate change scenarios for Australia include reasonable prospects of long-term drying, which would exacerbate these issues. This work presents a framework for viewing agricultural adaptation, emphasizing the multiple spatial and temporal scales on which individuals and institutions process information on changes in their environment. The framework is offered as a means to gain perspective on the role of climate variability and change in agricultural adaptation, and developed for a case study of Australian agriculture. To study adaptation issues at the scale of individual farms we developed a simple modelling framework. The model highlights the decision making element of adaptation in light of uncertainty, and underscores the importance of decision information related to climate variability. Model results show that the assumption of perfect information for farmers systematically overpredicts adaptive performance. The results also suggest that farmers who make tactical planting decisions on the basis of historical climate information are outperformed by those who use even moderately successful seasonal forecast information. Analysis at continental scales highlights the prominent role of the decline in economic operating conditions on Australian agriculture. Examples from segments of the agricultural industry in Australia are given to illustrate the importance of appropriate scale attribution in adapting to environmental changes. In particular, adaptations oriented toward short time scale changes in the farming environment (droughts, market fluctuations) can be limited in their efficacy by constraints imposed by broad changes in the soil/water base and economic environment occuring over longer time scales. The case study also makes the point that adaptation must be defined in reference to some goal, which is ultimately a social and political exercise. Overall, this study highlights the importance of allowing more complexity (limited information, risk aversion, cross-scale interactions, mis-attribution of cause and effect, background context, identification of goals) in representing adaptation processes in climate change studies.  相似文献

Large, complex energy models present considerable challenges to develop and test. Uncertainty assessments of such models provide only partial guidance on the quality of the results. We have developed a model quality assistance checklist to aid in this purpose. The model checklist provides diagnostic output in the form of a set of pitfalls for the model application. The checklist is applied here to an energy model for the problem of assessing energy use and greenhouse gas emissions. Use of the checklist suggests that results on this issue are contingent on a number of assumptions that are highly value-laden. When these assumptions are held fixed, the model is deemed capable of producing moderately robust results of relevance to climate policy over the longer term. Checklist responses also indicate that a number of details critical to policy choices or outcomes on this issue are not captured in the model, and model results should therefore be supplemented with alternative analyses.  相似文献

We demonstrate an innovative approach to uncertainty assessment known as the NUSAP system, to assess qualitative and quantitative uncertainty for the case of emissions of volatile organic compounds (VOC) from paint in The Netherlands. Using expert elicitation, we identified key sources of error, critical assumptions, and bias in the monitoring process. We assessed pedigree and probabilistic uncertainty of all input quantities. We used four pedigree criteria to assess the strength of the knowledge base: proxy representation, empirical basis, methodological rigour and degree of validation. Using Monte Carlo analysis, we assessed sensitivity and propagation of uncertainty. Results for sensitivity and pedigree were combined in a NUSAP Diagnostic Diagram, which effectively highlighted the assumption for VOC percentage of imported paint as the weakest spot in the monitoring of VOC emissions. We conclude that NUSAP facilitates systematic scrutinization of method and underlying assumptions and structures creative thinking on sources of error and bias. It provides a means to prioritise uncertainties and focus research efforts on the potentially most problematic parameters and assumptions, at the same time identifying specific weaknesses in the knowledge base. With NUSAP, nuances of meaning about quantities can be conveyed concisely and clearly, to a degree that is not possible with statistic methods only.  相似文献
