欧科范果三角洲地区泛滥范围年年在变化.这种变化与安哥拉高地集水区的区域性降水及当地降雨量有关.我们采用了1972~2000年的3000多幅卫星图像来描绘湿地的格局,其中从1985~2000年的图像几乎是NOAAAVHRR每日连续传送的,1972年以来的其它图像是从Landsat传感器上传下来的,其连续性次之.对AVHRR图像每10天为一期,用无监督分类方法分成陆地和水体.对LandsatTM和ERS2-ATSR数据进行分析的结果,与测算的淹没区域89%相吻合.结果显示欧科范果湿地近期30年期间的变化约在2450~11400km2之间.  相似文献

Traditionally, in most countries of Latin America, the management of water and water based services has been highly centralized in the public sector. Recently, as the role of government has been reconsidered, many services have been transferred to lower levels of government or to the private sector. At the same time, the emphasis given to water projects as basic development tools has given way to the environmental significance of good water management. Consequently, the approach to water resources management has been modified and space created for the adoption of some of the basic precepts enunciated in the Mar del Plata Action Plan and Agenda 21. In particular, in various countries consideration is being given to water management through river basin institutions .  相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. However, the relative importance of each component of the framework will vary between coastal management initiatives both within the Philippines and across the wider Asian region.Published on line  相似文献

Flooding patterns of the Okavango Wetland in Botswana between 1972 and 2000   总被引:1,自引:0,他引:1  
The inundated area of the Okavango Delta changes annually and interannually. The variability relates to regional precipitation over the catchment area in the Angolan highlands, and to local rainfall. The patterns of the wetland were captured using more than 3000 satellite images for the period 1972 to 2000, near daily NOAA AVHRR data for 1985-2000, and less frequent images of the Landsat sensors from 1972 onwards. One AVHRR image for every 10-day period was classified into land and water using an unsupervised classification method. Evaluation against Landsat TM and ERS2-ATSR data indicate an agreement of 89% for the size of estimated inundation area. Results show that the wetland area has varied between approximately 2450 km2 and 11400 km2 during the last 30 years.  相似文献

This study seeks to verify the relationship or correlation between food supply and four variables that are fertilizers, machinery, permanent cropland and permanent pasture land in Africa and Asia. The data were obtained from FAOSTATS and the World Resource Institute. The data were analyzed using the SPSS version 19. Pearson’s correlation statistical tool and the multiple linear regression methods were then used within the SPSS interface to analyze the data. The results show that the levels of fertilizer application and machinery use are more significant in affecting food supply in Asia than in Africa with respect to the four variables. In Africa, permanent cropland is of greater significance when food supply is concerned with respect to these four variables. The likely trend is for Africa to enact policies that will encourage investments in machines and organic fertilizers to be able to improve its food production and supply rather than merely increasing farm sizes.  相似文献

Packery Channel is part of a complex of storm washover channels which, before 1912, have opened intermittently, linking the Laguna Madre and Corpus Christi Bay, Texas with the Gulf of Mexico. On 21 July 2005, with the assistance of Hurricane Emily, Packery Channel was prematurely opened to the Gulf of Mexico, months before construction of a dredged channel was scheduled to be completed. A before-versus-after, control-versus-impact (BACI) design was used to assess the effects of reopening Packery Channel on water quality and estuarine macrofauna in Mollie Beattie Coastal Habitat Community (MBCHC), Corpus Christi Bay. Two deep (approximately 1 m below m.s.l.) and two shallow (approximately 0.2 m below m.s.l.) stations were sampled monthly for physical and biological characteristics at both control and impact sites between November 2003 and March 2009. The opening of Packery Channel created a unique situation where salinities decreased after the channel opening by ameliorating hypersalinity in Laguna Madre rather than increasing salinities as would occur in most estuaries worldwide. Salinity also fluctuated in a diurnal pattern after the opening of Packery Channel. Apart from salinity, Packery Channel has caused little hydrographic change in MBCHC since opening in July 2005. There was little effect on the macrofaunal community composition. There was a greater difference in community composition between deep and shallow stations than between either before and after or control and impact sites. There have been no significant changes in abundance, biomass, or N1 diversity caused by the opening of Packery Channel.  相似文献

/ Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system. Farmers in the Sahel have been acknowledged for reclaiming degraded lands and improving food security by ingeniously modifying traditional agroforestry, water, and soil management practices. Despite the advantages offered by this range of farming techniques, their adoption rate is influenced by several factors. Using multivariate probit models and a correlation coefficient, this article examines the factors influencing the adoption of five land management practices based on 220 household and 40 farm surveys in four adjacent rural communities in southern Burkina Faso. The model results indicate that household labor force, education of household head, land tenure security, livestock holding, and membership in farmers’ groups influence the adoption of zaï practice, composting, improved fallow, stone bunds, and live hedges. However, two of the surveyed factors ‐ number of farms and visit by agricultural extension staff during the 12 months prior to the survey ‐ were not significant. Furthermore, a significant correlation was found between different land management practices, e.g., the decision to practice zaï is significantly linked to that of live hedges and composting. Zaï practice and stone bunds are considered labor intensive, which explains their significant correlations with household labor force at the 1% and 5% levels of significance, respectively.  相似文献
