The role of informal recycling in poverty alleviation and solid waste management in cities in developing countries has been receiving increased attention. This study explores the integration of the informal recycling sector with the Harare City Council's solid waste management system, focusing on the Pomona dumpsite. The extent of this integration was compared with interventions proposed in InteRa, a new way of evaluating the integration of informal recyclers with the waste management systems of cities in developing countries. Our results suggest that the Harare City Council, which had the vision of transforming itself into a world‐class city, failed to fully integrate the informal recycling sector. We suggest to policymakers that complete integration of the informal sector will not necessarily prevent cities from achieving such visions. Rather, addressing the neglected interventions may help in achieving their visions.  相似文献

Abstract: Evaluation is important for judiciously allocating limited conservation resources and for improving conservation success through learning and strategy adjustment. We evaluated the application of systematic conservation planning goals and conservation gains from incentive‐based stewardship interventions on private land in the Cape Lowlands and Cape Floristic Region, South Africa. We collected spatial and nonspatial data (2003–2007) to determine the number of hectares of vegetation protected through voluntary contractual and legally nonbinding (informal) agreements with landowners; resources spent on these interventions; contribution of the agreements to 5‐ and 20‐year conservation goals for representation and persistence in the Cape Lowlands of species and ecosystems; and time and staff required to meet these goals. Conservation gains on private lands across the Cape Floristic Region were relatively high. In 5 years, 22,078 ha (27,800 ha of land) and 46,526 ha (90,000 ha of land) of native vegetation were protected through contracts and informal agreements, respectively. Informal agreements often were opportunity driven and cheaper and faster to execute than contracts. All contractual agreements in the Cape Lowlands were within areas of high conservation priority (identified through systematic conservation planning), which demonstrated the conservation plan's practical application and a high level of overlap between resource investment (approximately R1.14 million/year in the lowlands) and priority conservation areas. Nevertheless, conservation agreements met only 11% of 5‐year and 9% of 20‐year conservation goals for Cape Lowlands and have made only a moderate contribution to regional persistence of flora to date. Meeting the plan's conservation goals will take three to five times longer and many more staff members to maintain agreements than initially envisaged.  相似文献

In the last ten years official location policy in Nigeria for urban roadside traders, an enterprising group of urban poor operating at the lowest level of the informal sector of the economy has been very negative. Government believes that they should be removed from the streets and tucked away in obscure locations because of their tendency to deface the streets with litter and for causing vehicular and pedestrian traffic congestion. This paper identifies and assesses the magnitude of pollution created by the traders as a prelude to evolving a planning policy and strategy for regulating and formally accommodating street traders in good locations while still ensuring good environmental quality.  相似文献

Advantages of the informal assessment of biodiversity based on the phytosociological spectrum (the ratio of species associated with different higher units of ecological-floristic classification in the cenoflora) are demonstrated in a study of pine forests of the Southern Urals (classes Vaccinio-Piceetea, Brachypodio-Betuletea, and Querco-Fagetea). The phytosociological spectrum reflects environmental conditions better than formal estimations of , , and -diversity.  相似文献

Resilience has become a dominant disaster governance discourse. It has been criticised for insufficiently addressing systemic vulnerabilities while urging the vulnerable to self-organise. The urban resilience discourse involves a particular disconnect: it evokes ‘robustness’ and unaffectedness at the city scale on the one hand, and self-organisation of disaster-affected people and neighbourhoods on the other. This paper explains and illustrates the dual discourse through a case study on the reconstruction of informal and low-income settlements in the aftermath of the fire in Valparaíso, Chile, in 2014, focusing on the communication contents of two non-governmental organisations (NGOs). These NGOs deployed the discourse differently, yet both called for affected neighbourhoods to build a more robust city through self-organisation, and both suggested their work as the missing link between self-organisation and robustness. A danger in deploying the dual discourse is that it requires people who live in informal and low-income settlements to earn their right to the robust city through ‘better’ self-organisation based on fragmented visions.  相似文献

To what extent and in what ways do leadership motives of potential leaders predict their informal and formal leadership assignments? To address these questions, we conducted two studies in a military setting. In the first study (n = 215), we examined a mediated‐moderation model in which we hypothesized that the motivation to lead (MTL) of candidates to an elite unit would predict their teamwork behaviors and their tendency to emerge as leaders of their peers. We further hypothesized that cognitive ability would interact with MTL to predict teamwork behaviors and that teamwork behaviors would mediate the relationship between this interaction and leadership emergence. In Study 2, we followed up 60 candidates who were selected to the unit and examined whether MTL would predict the extent to which they achieved formal leadership roles. The findings of Study 1 supported the hypotheses included in the moderated mediation model. In Study 2, as expected, MTL predicted formal leadership emergence. This paper performs an institutional analysis of the adaptation to climate change by ports, through a case study of the port of Vancouver, Canada. While previous literature has demonstrated the value of informal institutions for filling gaps left by formal institutions, the role of failed informal institutions has received less attention. Our analysis reveals how, in the case of an unprecedented challenge like climate adaptation, relying on informal institutions with less agency can actually erode the strength of existing institutions in a form of negative institutional plasticity. In this case, emerging polycentric governance was unsuccessful, unable to construct clearly demarcated responsibilities due to impedance by the path dependence of the current federalist system. The latter works well for traditional infrastructure investments with a closed pool of stakeholders, but not for ports where multiple scales of embeddedness, both horizontally and vertically, produce a collective action problem with no mechanism for resolution.  相似文献

While much attention has been paid to the entrepreneurial “base” of the ethnic economy, the enclave is primarily composed of thousands of hourly employees working in small co-ethnic or multi-ethnic immigrant firms. The US economy benefits from over 10?billion dollars in taxed income and wages from immigrants whose social security numbers do not match up with their employee tax identification numbers. Multiple mismatches and misinformation about immigrants (from an economic, cultural, and political standpoint) demonstrate the need to understand the unique potential of immigrant communities in facilitating urban growth. Koreatown in Los Angeles, an ethnic enclave economy that is also a central business district for many immigrant workers, is one emergent example of new types of flexibility around citizenship status and semi-formal jobs as they are negotiated on a daily basis in the neighbourhood. Previous studies of the ethnic enclave have maintained that there is a singular importance to the co-ethnic network (Korean to Korean, or Cuban to Cuban, for example), and yet this traditional characterisation of the ethnic enclave does not hold true in most urban ethnic enclaves, which include multiple ethnic groups working side by side. Interviews with Korean and Latino workers demonstrate the ways in which people (including undocumented individuals) contribute to the local economy, and informally communicate in neighbourhoods and cities to build a broader social and economic network outside of enclave boundaries.  相似文献
