在经济服务化与低碳化的双重背景下,研究中国服务业碳生产率的演变轨迹,区域差异及空间收敛特征,对于推动中国服务业高质量发展具有重要的意义。采用2004—2016年中国30个省(区、市)的面板数据,对服务业碳生产率进行测度,并对其演变轨迹与区域差异进行分析,在此基础上,系统考察中国服务业碳生产率的空间收敛性。研究表明:①中国服务业碳生产率在整体上呈逐年增长态势,且呈现从东到西逐次递减的格局。②中国服务业碳生产率存在正向空间自相关关系,并且空间自相关程度表现出波动上升趋势。③全国与西部服务业碳生产率均不存在σ收敛,即服务业碳生产率的地区差异并未随着时间的推移而缩小;东、中部服务业碳生产率则在整体上呈现σ收敛特征。全国以及东、中、西部服务业碳生产率均存在绝对β收敛和条件β收敛,即服务业碳生产率落后地区对发达地区存在"追赶效应",各地区服务业碳生产率最终向自身的稳态水平趋同;空间效应加快了全国与东部服务业碳生产率的β收敛速度。④人均服务业增加值增长速度、部门结构以及能源消费结构对服务业碳生产率具有显著的负向效应,人力资本则对服务业碳生产率产生了显著的正向影响。据此,本文的政策启示如下:①重视服务业碳排放问题,构建服务业低碳绩效评估体系。②探索建立定期会商制度,加强服务业低碳技术的跨区域交流合作。③完善基础设施,促进要素空间互动和优化重组。④调整服务业能源结构与部门结构,推进人力资本积累和服务业稳增长。  相似文献

This paper explores changes (1990–2000) in two environmental indexes with the aim of providing empirical evidence on regional and local convergence in an increasing-impact phenomenon such as Land Degradation (LD) in Italy. Convergence analysis for ESAI (Environmental Sensitive Area Index) and LVI (Land Vulnerability Index) was developed at five different geographical scales. Results indicate that territorial disparities in land vulnerability tend to increase during the investigated period following a defined spatial pattern that depends on land quality, the environmental context and the economic performance of regional systems. Finally, the implications this process has on policy strategies aimed at mitigating desertification risk are discussed.  相似文献

Objective: The objective of the current study is to determine what factors have been associated with the global adoption of mandatory child restraint laws (ChRLs) since 1975.

Methods: In order to determine what factors explained the global adoption of mandatory ChRLs, Weibull models were analyzed. To carry out this analysis, 170 countries were considered and the time risk corresponded to 5,146 observations for the period 1957–2013. The dependent variable was first time to adopt a ChRL. Independent variables representing global factors were the World Health Organization (WHO) and World Bank's (WB) road safety global campaign; the Geneva Convention on Road Traffic; and the United Nation's (UN) 1958 Vehicle Agreement. Independent variables representing regional factors were the creation of the European Transport Safety Council and being a Commonwealth country. Independent variables representing national factors were population; gross domestic product (GDP) per capita; political violence; existence of road safety nongovernmental organizations (NGOs); and existence of road safety agencies. Urbanization served as a control variable. To examine regional dynamics, Weibull models for Africa, Asia, Europe, North America, Latin America, the Caribbean, and the Commonwealth were also carried out.

Results: Empirical estimates from full Weibull models suggest that 2 global factors and 2 national factors are significantly associated with the adoption of this measure. The global factors explaining adoption are the WHO and WB's road safety global campaign implemented after 2004 (P <.01), and the UN's 1958 Vehicle Agreement (P <.001). National factors were GDP (P <.01) and existence of road safety agencies (P <.05). The time parameter ρ for the full Weibull model was 1.425 (P <.001), suggesting that the likelihood of ChRL adoption increased over the observed period of time, confirming that the diffusion of this policy was global. Regional analysis showed that the UN's Convention on Road Traffic was significant in Asia, the creation of the European Transport Safety Council was significant in Europe and North America, and the global campaign was in Africa. In Commonwealth and European and North American countries, the existence of road safety agencies was also positively associated with ChRL adoption.

Conclusions: Results of the world models suggest that the WHO and WB's global road safety campaign was effective in disseminating ChRLs after 2004. Furthermore, regions such as Asia and Europe and North America were early adopters since specific regional and national characteristics anticipated the introduction of this policy before 2004. In this particular case, the creation of the European Transport Safety Council was fundamental in promoting ChRLs. Thus, in order to introduce conditions to more rapidly diffuse road safety measures across lagging regions, the maintenance of global efforts and the creation of road safety regional organizations should be encouraged. Lastly, the case of ChRL convergence illustrates how mechanisms of global and regional diffusion need to be analytically differentiated in order better to assess the process of policy diffusion.  相似文献

In this paper,the authors have analyzed the relationship between energy intensity gap and GDP per worker gap of China’s western and eastern provinces over the period 1997-2006.Using panel data model with lag adjustment,taking the above provinces and six industrial sectors (agriculture,forestry,animal husbandry,and fisheries,industry,construction industry,transport,storage and post & telecommunications,wholesale and retail trades & catering industry,and other sectors of tertiary industry.) as the investigated subjects,the authors have conducted empirical study on the convergence of GDP per worker gap and the convergence of energy intensity gap with respect to the variation of GDP per worker gap,and have concluded that:First,the GDP per worker gap of the six industrial sectors and provinces are convergent,and of this,the convergence rate of GDP per worker gap of Construction Industry is the fastest,while that of Industry is the slowest.Second,the overall energy intensity gap between eastern and western provinces is convergent,that is,with the narrowing of GDP per worker gap between eastern and western provinces,the energy intensity gap converges,but its convergence rate is slower than that of GDP per worker gap.Third,energy intensity gap between various industrial sectors of the east and the west is either convergent or divergent,and there are differences.The energy intensity gap of agriculture,forestry,animal husbandry,and fisheries,industry,and construction industry is convergent,while that of the other three industrial sectors is divergent.Fourth,the convergence of the overall energy intensity of the western provinces is not in conformity with the convergence of the various industrial sectors,and there are significant differences,indicating that the western provinces and autonomous regions should take measures to more effectively improve their overall energy utilization efficiency at the industrial sector level.  相似文献

能源强度是指一个国家或地区生产单位产值所消耗的能源量,它反映了经济系统对能源的依赖程度和能源的使用效率。许多国家的能源强度曲线在直观上表现出收敛的显著特征。为了对这一现象进行严格的证明和检验,该文依据时间序列协整概念,首先提出了能源强度收敛的定义,然后从一个包含能源投入的内生增长模型出发,从理论上证实了能源强度收敛的存在性。为了对能源强度收敛进行实证检验,选取24个国家,并划分组合为5组样本,分别对能源强度收敛进行了σ收敛检验和协整检验,结果表明:高收入国家、高中收入国家、中低收入国家、发展中国家和样本中所有国家都存在能源强度收敛现象;σ收敛检验还揭示出各组样本中能源强度收敛的时间段以及收敛程度的大小排序。  相似文献

为了分析京津冀地区2015年11月27日~12月1日和12月19日~25日这2次重污染过程,从环流形势、大气稳定度条件、动力条件、水汽条件、近地层风场输送等几个方面对重污染天气的形成机制展开分析,结果表明:这2次重污染天气过程均属于静稳型,津京冀各地重度以上污染时长均超过50%.在大范围静稳形势存在时,过程一期间边界层内的垂直扩散条件较过程二偏弱,过程一期间地面辐合线位置偏北且维持不动,过程二期间辐合线位置偏南且略微南北摆动,导致了2次过程重污染区域和污染增长速率的不同.对北京而言,过程一前期降雪融化提供了有利水汽条件,弱偏南风有利于污染物和水汽的输送,混合层高度持续异常偏低(京津冀平均混合层高度339m)、过程期间伴随弱下沉运动(0~2Pa/s)、多层逆温(且厚度大)造成日变化不明显,地面辐合线在北京中部维持等多重因素,使得污染浓度极高,北京地区PM2.5峰值浓度达593mg/m3.过程二前期采取了减排措施,能见度和PM2.5日变化大、污染发展较过程一前期平缓;后期不利气象条件叠加污染排放,导致了PM2.5爆发式增长,其中邢台PM2.5峰值浓度达70mg/m3,增长率超过7.2mg/(m3·h).  相似文献

利用NCEP逐6 h再分析资料、地面加密观测、探空、雷达资料,分析得出“利奇马”致灾暴雨是在长时间稳定维持的天气尺度环流背景下形成的。冷空气在降水所起的作用表现在:(1)长时间维持的弱冷空气与偏南暖湿气流交汇形成了边界层辐合线,辐射升温和暖湿气流的输送加大了辐合线两侧的温度和露点梯度,在高温高湿的有利环境下,对流在辐合线附近强烈发展。(2)高空槽后冷空气由“利奇马”环流西北侧渗入,先后形成3个冷平流中心,分别对应3个阶段的降水。(3)冷暖空气在降水区的持续辐合抬升作用增强了降水,最强降水时段发生在锋区垂直方向坡度最大的时段。(4)水平锋生有利于水汽输送和辐合抬升,垂直锋生有利于对流不稳定能量的累积和触发。冷空气形成的水平辐合和抬升造成大范围上升运动,使得锋生和垂直锋消同时存在,最强降水时段发生在水平锋生最强的时段。  相似文献

针对我国省际间对内开放度不平衡发展下工业绿色创新可能存在的地区异质性及空间趋同性,构建对内开放度评价指标体系,利用组合评价方法对30个省级单位的对内开放度进行了综合评价,并通过基尼系数等变异指标比较省际间对内开放度的地区差异,利用2005~2014年的省级面板数据建立空间计量模型检验了省际间对内开放度约束下工业绿色创新的空间趋同性.研究发现:我国省际间对内开放度在时间维度上表现出增加-降低的发展特点,而空间维度上存在东高西低的地区异质性特征.其中,东部地区间对内开放度的内部差异最大,西部次之,中部最小.我国整体及东部地区省际间工业绿色创新的分散离散程度将随时间推移而变化,但中西部地区工业绿色创新波动较大,尚需进一步调整改善;我国整体及东中西部地区工业绿色创新均会随时间推移达到一致的长期均衡,并且其邻近地区因经济发展情况、技术环境、研发水平等特征相似而呈现出的长期相互趋同.加速省际间对内开放、提高经济发展水平、适当放宽环境管制政策是促进我国整体和东部地区工业绿色创新能力提升的重要因素;提高经济发展水平和科学适宜的环境管制强度是促进中部和西部地区工业绿色创新能力提升的重要因素.省际间对内开放度的地区异质性来源及省际间对内开放约束下工业绿色创新的空间趋同情况,有利于我国在新经济形势下缩小省际间对内开放差异、加速对内开放,进一步提升工业绿色创新能力.  相似文献
