神头泉是山西省朔州市的重要供水水源,泉域内的岩溶水开采引发了一系列环境地质问题。本文介绍了神头泉域岩溶水资源的开发利用历史及现状,对水资源开发导致的泉流量衰减、地下水位下降、地下水污染等水资源-环境效应进行了评述,并在此基础上提出了相应的岩溶水资源保护措施,为该地区岩溶水资源的可持续利用提供了理论依据。  相似文献

作为中国21世纪资源开发的重要场所,华中地区资源环境开发利用将对国家社会经济发展起到举足轻重的作用。对华中地区资源本底特征、人地关系演进状态及发展趋势进行了分析,认 为华中地区拥有较好的资源基础,特别是在水土两大资源的结合方面。但是从现状和未来国家高速工业发展看,未来华中地区自然资源承载负荷将面临较以往更为巨大和更为艰难的挑战。一方面,优越的地理位置使华中地区在国家未来经济发展与资源环境协调过程中的重要地位更为突出,另一方面,当地的人口增长和经济发展同样会对有限的资源基础造成越来越大的压力。因此,区域发展政策应当做出相应调整。  相似文献

通过对人均生态承载力内涵的扩展,提出了生态承载系数的概念。从多个时间断面出发,计算2001—2010年安徽省17个地市的人均生态承载力,并选取能源消耗、水资源消耗、SO2排放和COD排放4个评价因子,构建基于人均生态承载力的安徽省资源环境基尼系数和生态承载系数的计算与评价方法。结果表明:(1)安徽省SO2排放的资源环境基尼系数高于0.4的警戒线,能源消耗的资源环境基尼系数接近0.4的警戒线,水资源消耗和COD排放的资源环境基尼系数均处于相对平均等级。(2)总体来看,省内资源型城市马鞍山、淮南,经济较发达城市合肥和沿江工业城市安庆、芜湖是安徽省资源消耗和污染物排放不公平性的主要因子,需要优化资源环境分配;皖南山区城市黄山、池州和宣城是安徽省资源消耗和污染物排放公平性的主要因子。该研究可为安徽省资源环境安全性评估和分配提供理论依据。  相似文献

Abstract

Shandong Peninsula, as a more developed region in Shandong Province even the east coast of China, is facing challenges from resources and environment pressures. This paper tried to track and assess the coordination status and the dynamic between resource-environment and economy-society systems in Shandong Peninsula during 2001—2008 in order to provide decision support for regional sustainability. An appraisal index system was built including five aspects of harmony degree (A), sustainability degree (B), opening degree (C), stability degree (D) and controllability degree (E). The results showed that: 1) The coordination level of resource-environment and economy-society in Shandong Peninsula has continuously grown, and it has undergone three stages: no coordinated degree (2001–2002), weak coordinated degree (2003–2006) and basically coordinated degree (2007– 2008). 2) Five indexes of criterion hierarchy also increased overall, but each index showed different trends. Harmony degree, sustainability degree and opening degree rose all the time, while stability degree and controllability degree alternately rose and fell. The improvement of controllability degree was the slowest. 3) The aggravating trend of environmental pollution was slowing down. The economic growth was driven by industrial growth and urbanization typically and investment was still the main force to pull the regional economic growth. At the same time, technology and education were becoming more and more important for economic growth. The level of foreign capital utility declined and the geographical advantage of Shandong Peninsula was exerted. Meanwhile some characteristics of knowledge economy were presenting. Water resources become the main constraint factor of fast development in Shandong Peninsula. It is necessary to further strengthen the coordination ability of government on regional sustainable development.  相似文献

The study on population and the resource-environment by the consumption may contribute to the further cognition about their correlations and provide the policy references for natural resources use and environmental protection. This article has studied the impact status of the consumption level difference of China's 31 provinces or autonomous regions on the resource-environment in 2005 by per capita consumption expenditure and serial statistical data with unit person method and constructed consumption model and hierarchical cluster analysis. We found several trends. To the intensity that population acting on the resource-environment, four sorts of regions might be divided in 2005, furthermore, most of them were at the level of unit person. Provinces or autonomous regions, located in the developed coastal areas in China, generally have the bigger impact intensity on the resource-environment than the others. That is to say, the natural resources mainly flow from west to east and from north to south, but the environmental loads are shared in the whole China and are likely to be aggravated from east to west reversely. The main causes of imbalance of pressure on the resource-environment should be the difference of consumption level, the unmatchable resource exploitation and utilization, the imbalance of discharging pollutants, and the difference of moderate carrying capacity. To the total impact quantities that population acting on the resource-environment, four sorts of regions were divided in 2005 and the difference of them was notable. Provinces or autonomous regions, having the bigger impact quantities on the resource-environment, are generally located in the eastern and central China while the extended western China is still the weak impact area of the resource-environment consumption or terminal pressure. Provinces or autonomous regions are few, where the total impact quantities are more or less; alternately, those are many, where the total impact quantities rank the middle.  相似文献

针对区域资源环境与社会经济系统的非连续运动特征,基于尖点突变理论构建数学模型对区域资源环境与社会经济系统的突变过程及其响应机制进行定量描述与分析。吉林省社会经济进入快速发展时期,以吉林省作为研究区域进行实例分析,能够为区域社会经济与资源环境协调发展战略的制定与筛选提供技术手段和决策依据。研究结果表明,吉林省经济进入快速增长阶段;矿业的衰退将成为影响吉林省经济持续稳定发展的重要因素;吉林省资源消耗总量与万元产值消耗量的突变,标志着吉林省对钢铁和水泥等大宗固体矿产的消费进入快速增长阶段;受生态省建设战略影响,固体废物、SO2、粉尘的排放总量与万元产值SO2及固体废弃物排放量发生根本性转变,吉林省生态环境进入新的发展时期。  相似文献

通过对基尼系数内涵的扩展,提出了资源环境基尼系数的概念,计算了中国2002年水资源消耗、能源消耗、SO2和COD排放的资源环境基尼系数,提出了以绿色贡献系数作为判断不公平因子的依据.结果表明,中国资源环境的分配差异较小,不公平因子主要集中于西部经济欠发达地区.为缩小中国资源环境分配的空间差异,中、西部地区需要转变发展模式,实现经济、资源和环境的协调发展.  相似文献

对长江流域水土流失现状和分布作了具体分析,指出建国以来水土流失有发展趋势;从土壤资源、土地资源、水资源与生态环境等方面,阐述了水土流失对资源环境的破坏性;着重指出了长江流域的流失物质、泥沙输移比和沉积规律与我国黄土高原流失区有着不同的特点,同时存在着比黄土高原更大的潜在危险;针对长江流域水土流失特点、发生原因并结合兴建三峡工程和长江经济带的开发,从战略高度提出了防治水土流失的策略和措施。  相似文献
