Mediation support systems for facilitating resolution of natural resources conflicts must be able to systematically identify
and use a full complement of data and value sets relevant to the spectrum of issues underlying the conflict. A stepwise computer-supported
procedure for developing and then blending contrasting issue-sensitive stakeholder plans in map form for forest use is described
and demonstrated. The goal is a balanced plan that efficiently satisfies the more important land-use guidelines of each stakeholder
reasonably well. This procedure, SIRO-MED, can be applied at any level of detail compatible with available analytical resources

This article presents a case study of a successful effort to reach agreement on one of the most intractable environmental issues of our time: wolf management. This case is unusual in several ways. In this case, the members of the negotiating team were ordinary citizens rather than leaders of organized groups. This team was given an unusually high level of authority to write the plan as they saw fit; the agency pledged to implement “whatever they came up with.” The agency convened the process, but agency personnel were not members of the team and attended only when they were invited. The team members were able to reach agreement on this tough issue even though polar opposites were at the table—one who felt that wolves are a “spiritual essence” and another who felt that, as he put it, “wolves, coyotes, and cockroaches have a lot in common”. They produced a detailed plan that addressed all the issues in just 5 months. Another unusual aspect of this effort is that the final agreement does not list the team members. They explained that they wanted their plan to “stand alone” and be judged based on what it said, not on who was involved.However, just after their agreement was completed, a new, pro-wolf control government was elected that refused to endorse the plan. While the government gave various reasons for not ratifying the plan, more and more diverse interest groups came out in support for both the plan and the process that created it. Eventually, overwhelming public support forced the government to sign and implement the plan as written. This demonstrates that, while it is important for a team to seek the sanction of decision-makers, it is perhaps even more important for the general public to see the effort and the final agreement as fair. Strong support from a broad spectrum of the public can help win the necessary political support.In addition to discussing the unorthodox aspects of this consensus-building effort, this article also attempts to give the reader a front row seat to this process by using the informants' own words—words rich in detail, brimming with color and spoken straight from the heart. Certainly their experience dispels any notion that such efforts are simply a matter of following a recipe. During the process, members of the negotiating team experienced the entire gamut of emotions—anger, defeat, humor and, finally, a genuine sense of pride. Does self-regulation improve social welfare? We develop a policy game featuring a regulator and a firm that can unilaterally commit to better environmental or social behavior in order to preempt future public policy efforts. We show that the answer depends on the set of policy instruments available to the regulator. Self-regulation improves welfare if the regulator can only use mandatory regulation, but it reduces welfare when the regulator opts for a voluntary agreement. This suggests that self-regulation and voluntary agreements are not good complements from a welfare point of view. We derive policy implications, and extend the basic model in several dimensions. 相似文献

Environmental management decisions typically lie at the interface of science and public policy. Consequently, these decisions involve a number of stakeholders with competing agendas and vested interests in the ultimate decision. In such cases, it is appropriate to adopt formal methods for consensus building to ensure transparent and repeatable decisions. In this paper, we use an environmental management case study to demonstrate the utility of a mathematical consensus convergence model in aggregating values (or weights) across groups. Consensus models are applicable when all parties agree to negotiate in order to resolve conflict. The advantage of this method is that it does not require that all members of the group reach agreement, often an impossible task in group decision making. Instead, it uses philosophical foundations in consensus building to aggregate group members' values in a way that guarantees convergence towards a single consensual value that summarizes the group position. We highlight current problems with ad hoc consensus and negotiation methods, provide justification for the adoption of formal consensus convergence models and compare the consensus convergence model with currently used methods for aggregating values across a group in a decision making context. The model provides a simple and transparent decision support tool for group decision making that is straightforward to implement. 相似文献

Theoretical models predict that parents should adjust the amount of care both to their own and their partner’s body condition.
In most biparental species, parental duties are switched repeatedly allowing for repeated mutual adjustment of the amount
of care. In the mouthbrooding cichlid Eretmodus cyanostictus, terms are switched only once with females taking the first share. The timing of the shift of the clutch between mates strongly
determines both partners’ brooding period and thereby their parental investment. Females signal their readiness to transfer
the young several days before the male finally takes them, suggesting sexual conflict over the timing of the shift. In a lab
experiment, we reduced the body condition of either the female or the male of a pair to test whether energy reserves affect
the timing of the shift and whether female signalling behaviour depends on energetic state. Males with a lowered condition
took the young later and incubated for a shorter period, which prolonged the incubation time of their female partners. When
female condition was lowered, female and male incubation durations remained unchanged, although females signalled their readiness
to shift more intensely. Our results suggest that males adjust their parental investment to own energy reserves but are unresponsive
to their mate’s condition. Females appear to carry the entire costs for the male’s adjustment of care. We propose that intrinsic
asymmetries in the scope for mutual adjustment of parental investment and the costs of negotiation crucially influence solutions

Assessing ecological sustainability involves monitoring of indicators and comparison of their states with performance targets that are deemed sustainable. First, a normative model was developed centered on evidence-based knowledge about (a) forest composition, structure, and function at multiple scales, and (b) performance targets derived by quantifying the habitat amount in naturally dynamic forests, and as required for presence of populations of specialized focal species. Second, we compared the Forest Stewardship Council (FSC) certification standards’ ecological indicators from 1998 and 2010 in Sweden to the normative model using a Specific, Measurable, Accurate, Realistic, and Timebound (SMART) indicator approach. Indicator variables and targets for riparian and aquatic ecosystems were clearly under-represented compared to terrestrial ones. FSC’s ecological indicators expanded over time from composition and structure towards function, and from finer to coarser spatial scales. However, SMART indicators were few. Moreover, they poorly reflected quantitative evidence-based knowledge, a consequence of the fact that forest certification mirrors the outcome of a complex social negotiation process. 相似文献

In northern Vietnam uplands the successive policy reforms that accompanied agricultural decollectivisation triggered very rapid changes in land use in the 1990s. From a centralized system of natural resource management, a multitude of individual strategies emerged which contributed to new production interactions among farming households, changes in landscape structures, and conflicting strategies among local stakeholders. Within this context of agrarian transition, learning devices can help local communities to collectively design their own course of action towards sustainable natural resource management. This paper presents a collaborative approach combining a number of participatory methods and geovisualisation tools (e.g., spatially explicit multi-agent models and role-playing games) with the shared goal to analyse and represent the interactions between: (i) decision-making processes by individual farmers based on the resource profiles of their farms; (ii) the institutions which regulate resource access and usage; and (iii) the biophysical and socioeconomic environment. This methodological pathway is illustrated by a case study in Bac Kan Province where it successfully led to a communication platform on natural resource management. In a context of rapid socioeconomic changes, learning devices and geovisualisation tools helped embed the participatory approach within a process of community development. The combination of different tools, each with its own advantages and constraints, proved highly relevant for supporting collective natural resource management. 相似文献

The past decade has seen important changes in the approach to water management issues in the Netherlands. Urban development, recreational demands, agriculture, nature conservation and other space demanding functions compete with water management objectives in their claims for space. An analysis of some recent water management projects illustrates that the implementation of the new water management approach is not always easy. Catchment-based multifunctional projects encounter major constraints. These constraints are: 1) national goals versus local constraints; 2) limited sense of urgency; 3) lack of institutional coordination in the water management community; 4) unclear views over nature conservation, and; 5) limited understanding of wetland functioning in relation to flood risk management. We promote platforms for collaborative planning as a way to improve stakeholder participation in early stages of decision-making. Negotiation and mediation support tools can enable stakeholders and mediators to formulate the problems that need to be addressed more effectively. Early involvement of stakeholders in the planning process is almost a condition for successful implementation; however, it is no guarantee of success, and not all conflicts can be solved. Therefore assessment of the costs and benefits of different parties is important for compensation schemes to gain broad social acceptance. 相似文献
