长三角地区大气污染治理取得一定成效,然而空气质量改善逐渐进入瓶颈期和攻坚期,大气污染治理战略需要从宏观层面系统谋划。本文系统分析了近10年来长三角区域经济、能源、产业、交通的发展状况和趋势,结合区域大气污染物浓度水平的演变,分析了大气污染与经济社会发展的耦合关系。结合当前区域空气污染的空间分布差异以及经济能源交通结构的内在差别,识别了大气污染的区内差异特征及关键制约因素。在此基础上,从能源结构和产业结构调整、交通结构优化、分区施策、深化治理等角度,为深化区域大气污染联防联控,持续改善大气污染问题提出了政策建议。  相似文献

The purpose of this study is to quantify the marginal willingness to pay (MWTP) for clean air in China. We provide the first estimate of MWTP for clean air by implementing a hedonic method using housing price and air quality data from Shanghai. Our estimates imply that air pollution has a significant and negative impact on housing price. We also find that the willingness to pay for better air quality varies significantly across different income groups. This paper helps to deepen our understanding of the economic impacts of air pollution in emerging Asian metropolises where residents are suffering from the most severe respiratory health problems.  相似文献

本文结合重庆市空气质量限期达标规划编制案例,介绍了城市空气质量达标规划编制中的几个关键技术及其具体应用,包括本地化污染源排放清单编制、污染物来源解析、污染物排放形势预测与减排潜力分析以及大气环境容量核算等。本地化污染源排放清单是城市空气质量达标规划编制的基础,针对现有污染源制定科学合理的减排方案是达标规划的核心内容。分析不同区域的污染物组分浓度特征、污染源贡献以及未来污染排放形势预测,有助于识别出制约未来空气质量达标的关键因素及污染源。基于污染源减排潜力和污染传输矩阵制定的污染源减排方案更具合理性和可行性,应用空气质量模型估算大气环境容量可为规划目标可达性提供依据。  相似文献

Pollution has taken on a global dimension, and the effects are most obvious in developing countries. The effects take a toll on human health, animals, and vegetation, as well as on soil, air, and water quality. The objective of this article is to discuss the current relationships among pollution, environmental quality, and human health within the frame of anthropogenic activities in developing countries. In addition to personal observations, we review relevant literature on conditions throughout the developing world and case studies on conditions and activities in Nigeria. Key findings show the significant, adverse contributions to human health and environmental risk from current waste generation and handling practices, indoor and outdoor air pollution, wastewater and effluent generation and disposal, the hazardous nature and pollution potential of wastes, and the human behaviors that contribute to pollution in developing countries. There is an urgent need to create awareness among the various segments of society of the human health hazards posed by pollution as well as a need for the comprehensive development and enforcement of appropriate policies to prevent a descent into an abyss of deteriorating human and environmental health.  相似文献

为了提高空气质量改善进程,2013 年国家发布了《大气污染防治行动计划》。本文基于空气污染与健康效益评估模型(BenMAP),对人口分布资料、大气污染与人体健康影响的暴露反应关系等进行了本土化修正,采用“支付意愿法”与“疾病成本法”相结合的方法,系统评估了《大气污染防治行动计划》实施后,PM2.5 污染变化引起的环境健康效益。研究结果表明,《大气污染防治行动计划》的实施将在一定程度上降低PM2.5 环境浓度,改善环境空气质量。如果《大气污染防治行动计划》空气质量目标全面实现,可以避免城镇8.9 万居民的过早死亡,减少12 万人次住院治疗以及941 万人次的门诊和急诊病例,实现的全国健康效益约为867 亿元/ 年,说明了《大气污染防治行动计划》实施的健康有益性。本文对政府部门开展污染损失评估及制定环境健康政策具有重要的参考价值。  相似文献

当前,我国大气污染形势严峻,复合型污染特征突出。新修订的《中华人民共和国环境保护法》、《中华人民共和国大气污染防治法》、《环境空气质量标准》以及《大气污染防治行动计划》的发布和实施,对我国大气污染防治工作提出了更高要求。"十三五"时期是我国环境保护负重前行困难期和大有作为关键期,也是我国改善大气环境质量的攻坚期,需要系统谋划大气污染防治战略。欧盟和美国在制定大气污染防治战略时,以改善空气质量为核心,构建了涵盖一次污染物和二次污染物的多污染物目标体系,规定了环境浓度、排放量、直观感受(能见度)、健康以及管理等约束性指标,并且针对大气污染防治政策分析实施的成本与收益,开发相应的模型工具,基于收益成本比进行科学决策。本文对欧美环境规划和战略中的多污染物协同控制目标体系以及大气污染防治政策成本效益评估经验进行梳理,分析我国大气污染防治战略的现状和问题,并提出相关政策建议,以期为解决"心肺之患"、实现环保"十三五"总体目标提供参考。  相似文献

Science and technology are an integral part of informing public policy on air pollution and transport management. Expectations of science and technology by society and their use by air quality policy makers has led to increasing reliance upon this evidence to promote health and well-being. This can be seen, for example, in the setting of the UK national objectives for air pollutants based on exposure and health effects. This paper addresses three questions. It assesses, through the use of focus groups, the public perceptions of air pollution and the atmospheric dispersion model output from the Atmospheric Dispersion Modelling System-Urban. Then it assesses their understanding of this information and its current presentation to the layperson. Finally, it assesses how their perceptions and understanding influence their solutions to local air quality management in the London Borough of Camden. The results show that participants in the study struggled with the concept of air pollution outside their sphere of experience, and they did not understand the scientific basis or modelling used to inform local policy. This is partly a result of the way this information is presented. They did not relate the technological evidence to their opinions of acceptable solutions or they expressed reluctance to suggest specific options. It is proposed that a well-informed public would make comprehensive decisions on air quality based upon a broader range of factors, incorporating the scientific reasoning and technological information as well as emotive and socio-economic factors. A balance between science and technological understanding with the validity of local expertise will improve air quality policy making to the greater satisfaction of all stakeholders.  相似文献

综合考虑外界潜在污染源对屠宰厂的环境影响,从大气环境防护距离、卫生防护距离及外界潜在污染源的环境影响评价出发,分析污染评价因子的选取、标准值的确定、预测模式的选取和预测结果评价,实例探讨了屠宰厂项目环境防护距离的确定方法。结果表明,拟建化工项目未对屠宰厂的环境空气质量造成影响,TSP是外界污染源对屠宰厂影响最大的污染因子,综合计算大气环境防护距离值和卫生防护距离值得到屠宰厂的环境防护距离为300m。  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. 为研究成都地区发生不同程度空气污染时,地面气象要素的搭配类型特征,基于成都地区2014~2016年多个逐日气象要素值(气温、气压、湿度等)和逐日AQI资料,对2014~2016年成都地区空气质量状况进行特征分析,并且通过TSI天气分型方法,并结合同期逐日空气质量资料探讨了四季不同天气类型下空气质量特征,主要结果为:(1)2014~2016年成都市总体空气质量夏秋季空气质量最佳,春季次之,冬季最差。(2)不同天气类型空气质量状况差异较大。春季3型和4型容易发生轻度污染;夏季1型和4型容易发生轻度污染;秋季3型容易出现轻度污染;冬季4型和5型天气下容易发生轻度污染以上的空气污染状况。研究为成都地区空气污染气象研究提供参考依据,也为空气污染预报提供一些借鉴意义。  相似文献

本文从经济、能源、交通结构三大领域分析了京津冀、长三角和珠三角三大城市群的异同点,探究了结构性特征对大气污染的影响。结果表明:我国东部三大城市群中,珠三角的空气质量最优,长三角次之,京津冀最差,空气污染程度自南向北呈现阶梯状上升态势;能源规模和结构、工业规模和结构、交通规模和结构同步呈现自南向北逐步偏化石燃料、偏重工业、偏公路运输的结构性特征,与空气污染的阶梯分布在一定程度上相吻合。从时间来看,空气污染呈现历史性发展和累积特征;从空间来看,重工业规模大、比重高,化石燃料在能源消费结构中占比高,汽车保有量和船舶货物吞吐量快速增高是京津冀和长三角大气污染重于珠三角的内在结构性主因。在数据分析的基础上,本文从分区施策和结构调整两方面提出了大气污染防控对策建议。  相似文献

More than 200 years ago, Adam Smith, the founder of modern economics, wrote in the Wealth of Nations that “…consumption is the sole end and purpose of all production; and the interest of the producer ought to be attention to…that of the consumer.” In recent years, the rapid growth of the world economy has given Adam Smith's maxim new meaning. The age-old desire for consumption grows unabated and increasing numbers of consumers around the world are attaching new value to the environmental quality of goods and services and expressing concern over the environmental impacts of industrialization. That concern is growing because more than 70 percent of the world's urban population live in areas where the air is seriously polluted and as many as 750,000 people—the majority in developing countries—die each year of ailments caused by air pollution.1 Over the past 25 years, corporations throughout the world have made dramatic changes in the way they do business as more people come to understand how the ecological system works and how polluted air and water endanger human health. The key to increasing industry's participation in the drive for higher standards of air quality is the growing realization that effective environmental management, technological development, and technology dissemination are cost-effective and profitable business strategies. Global competition is making firms around the world more customer-conscious and, to the extent that consumers demand products that minimize environmental degradation and enhance the quality of their lives, businesses in every industry must respond in order to survive.2 This article examines how changes in business practices, driven by a better understanding of how natural environments function, are converging to provide new opportunities for environmental management that go beyond regulatory compliance to reduce air pollution. Although sound and well-enforced environmental regulations are an essential foundation for improving air quality, command-and-control systems alone are unlikely to achieve the lower levels of pollution that will be necessary to achieve sustainable development in the 21st century. In cooperation with government, businesses in every industry can play crucial roles in achieving higher standards of air quality while at the same time maintaining acceptable levels of economic growth. We explore three ways in which corporations can contribute to environmentally sustainable development: (1) by adopting proactive environmental management systems that focus on air pollution prevention; (2) by developing new technologies for air pollution control and reduction; and (3) by transferring air pollution control and prevention technologies through international trade and investment.  相似文献

Opencast mining dominates coal production in India. A survey was conducted to evaluate its local atmospheric impact. Emissions data were utilised to compute dust generation due to different mining activities. Work zone air quality, ambient air quality and seasonal variations are described revealing high pollution potential due to suspended particulate matter (SPM) and consequent impact on human health. Air pollution control measures involve planning and implementing a series of preventive and suppressive measures in addition to dust extraction systems. Different abatement measures are enumerated. Pollution control by trees, the tolerance of trees to different air pollutants and plant species useful for controlling pollution are also discussed. There is a need for wider application of dust control chemicals on haul roads. Sustainable management of pollution can be achieved by the proper implementation of suggested abatement measures.  相似文献

Current US regulatory air quality monitoring networks measure ambient levels of pollutants and cannot capture the effects of mobile sources at the micro-scale. Despite the fact that overall air quality has been getting better, more vulnerable populations (children, the elderly, minorities and the poor) continue to suffer from traffic-related air pollution. As development intensifies in urban areas, more people are exposed to road-related air pollution. However, the only consideration given to air quality, if any, is based on ambient measures. This paper uses an inexpensive, portable Particle Soot Absorption Photometer (PSAP) to measure Black Carbon (BC) emissions, a surrogate for diesel fuels emissions, in Seattle's International District. With the aid of a GPS receiver, street-level BC data were geocoded in real space-time. It was found that pollution levels differed substantially across the study area. The results show the need for street-level air pollution monitoring, revisions in current land use and transportation policies, and air quality planning practice.  相似文献

Deforestation is due to a certain extent to the procurement of firewood. Further problems are caused by the ash and slag from coal combustion and the oil pollution of the sea. While most of China's air is still clean, pollution levels in the cities surpass by far those of German industrial towns, and the health effects are becoming apparent The problem of deforestation must be considered still more serious because it affects whole regions. Air protection agencies in the United States increasingly confront non-attainment of air quality standards for multiple pollutants sharing interrelated emission origins. Traditional approaches to attainment planning face important limitations that are magnified in the multipollutant context. Recognizing those limitations, the Georgia Environmental Protection Division has adopted an integrated framework to address ozone, fine particulate matter, and regional haze in the state. Rather than applying atmospheric modeling merely as a final check of an overall strategy, photochemical sensitivity analysis is conducted upfront to compare the effectiveness of controlling various precursor emission species and source regions. Emerging software enables the modeling of health benefits and associated economic valuations resulting from air pollution control. Photochemical sensitivity and health benefits analyses, applied together with traditional cost and feasibility assessments, provide a more comprehensive characterization of the implications of various control options. The fuller characterization both informs the selection of control options and facilitates the communication of impacts to affected stakeholders and the public. Although the integrated framework represents a clear improvement over previous attainment-planning efforts, key remaining shortcomings are also discussed.  相似文献

区域环境管理与合作有助于从区域的角度出发解决由于跨界污染引发的利益冲突和纠纷;同时由于有效的区域管理和合作有可能基于区域间污染治理成本的差异,制定最小成本的污染防治战略,可以因此推动整个区域的协调发展。2010年以来,中国大气污染防治已经开始向区域管理转化,并开始步入跨地区合作的新阶段。但这种转型,尚缺乏有效的制度安排和政策手段的支撑。已有的区域环境管理合作实践所存在的诸多不足和障碍主要源于缺乏不同主体进行有效合作的激励机制,一方面由于各地区所处的经济发展阶段、地方环境保护意识等方面存在差异,往往很难促成真正的整合管理与合作;另一方面体现在相应的责任-利益协调机制缺失,致使跨地区合作难以常规化和长效化。因此,构建合理的区域大气环境管理与合作机制至关重要。本文分析和讨论了区域环境管理与合作中的关键问题,并在此基础上提出构建区域环境管理与合作机制的几点思考。  相似文献

This study estimates minimum marginal health benefits (morbidity reduction only) of air pollution control and total health benefits arising from regulatory intervention regarding the adoption of the World Bank emission guidelines (WBEG) for thermal power plants (TPPs) in Delhi. The Industrial Source Complex-Short-Term Version–3 (ISCST3) model has been used to estimate the contribution to air pollution from TPPs. The household health production function (avertive behaviour) has been used to value health benefits of air pollution control. The study revealed that the ambient air pollution due to TPPs is reduced by between 62.17% to 83.45% by adopting the WBEG. Annual marginal benefit due to reduction in exposure to air pollution by 1 μg m?3 is estimated to be US$0.353 per person. Total annual health benefits for adopting the WBEG for TPPs are estimated at US$235.19 million. This study provides a novel methodology to evaluate health benefits of regulatory intervention.  相似文献

The need to determine cost estimates of the hazardous effects of diseases is important in order to establish the priorities of actions for prevention and health management. The evaluation of air pollution impacts on health, based on expenditures, has been carried out, but there are obvious comparison difficulties among countries, as the health-per-capita investment varies enormously. In order to achieve a standard indicator, we applied the Disability-Adjusted Life Years (DALY) method to estimate the health burden and cost estimate due to air pollution in São Paulo, Brazil. The basic methodology was the utilization of dose–response curves of epidemiological studies conducted in São Paulo to assess air pollution and its health effects. DALY attributable to air pollution in São Paulo added up to 28,212 years annually. An indirect health cost attributable to air pollution resulted in US$ 3,222,676. This estimate refers to the children and the elderly population. These results give a preliminary and underestimated value of the burden of diseases promoted by air pollution.  相似文献

建立横向跨区域大气治理的联防联控协调机制是解决区域性大气污染的重要手段。我国自20世纪90年代开始探索通过区域协作解决区域性大气污染问题,经过30多年的发展,区域大气协作取得阶段性成效,但是区域协作的内在动力和持续性不足,难以满足未来区域大气环境管理需求。本文从理念形成、实践探索、机制完善等层面系统回顾了我国区域大气污染防治协作发展历程,结合“大气十条”以来重点区域联防联控工作重点和机制创新,总结了空气质量改善、统一标准体系建设、重污染天气应急体系建设、环境监管模式创新、科技支撑等方面取得的主要成效。基于未来我国区域大气环境管理需求,从综合管理体系、立法保障、规划统筹、信息共享等方面提出进一步完善的对策建议。  相似文献
