Salmon policy in the Pacific Northwest illustrates a class of contentious, socially wrenching issues that are becoming increasingly common in the western United States as demands increase for limited ecological resources. Many Pacific salmon “stocks” (a term used in fisheries management for a group of interbreeding individuals that is roughly equivalent to “population”) have declined and some have been extirpated. The salmon “problem” is one of the most vexing public policy challenges in natural resource management. Even with complete scientific knowledge — and scientific knowledge is far from complete or certain — it would be a challenging policy problem. The salmon decline issue is often defined simplistically as a watershed management problem, in part because changes in watersheds are highly visible and often occur on public or corporate lands where individuals and organizations often have direct input to decision making. Yet, changes in climate and ocean conditions, for example, occur frequently and such changes have a major influence on salmon abundance. The scientific challenges are great, but the more difficult — and critical — aspect of the debate concerns policies and decisions affecting everyone, including those involved in rural enterprises (especially farming and logging); manufacturing and construction; electricity generation (including hydro, fossil fuel, and nuclear); national defense; urban development; transportation (including road, rail, air, and water). The debate also involves competing personal rights and freedoms; the prerogatives and roles of local, state, and federal government and Indian tribes; policies on human population level, reproduction, emigration, and immigration; and the future of fishing (commercial, recreational, and Indian). The salmon policy conundrum is characterized by: (1) nearly everyone claims to support maintaining wild salmon runs; (2) many competing societal priorities exist, many of which are partially or wholly mutually exclusive; (3) the region’s rapidly growing human population creates increasing pressures on all natural resources (including salmon and their habitats); (4) policy stances in the salmon debate are solidly entrenched; (5) society expects salmon experts to help solve the salmon problem; (6) each of the many sides of the political debate over the future of salmon use salmon experts and scientific “facts” to bolster its argument; (7) it has proved to be nearly impossible for salmon scientists to avoid being categorized as supporting a particular policy position; and (8) many advocates of policy positions couch their positions in scientific terms rather than value-based preferences. Although far from indisputable, I conclude that over the next century and allowing for considerable year-to-year and decade-to-decade variation, many, perhaps most, stocks of wild salmon in the Pacific Northwest likely will remain at their current low levels or continue to decline in spite of costly protection and restoration efforts.  相似文献

基于共沉淀的富集作用,采用自制的离心管离心沉淀,以手持式X-射线荧光仪(XRF)测定,由此建立了表层海水中Fe,Ni,Mn,Cu,Zn,Pb的共沉淀-离心-XRF快速分析方法。测定时间为5 min/样;线性范围125μg/L~1 000μg/L,可以满足近岸表层海水中铁和锰的分析要求;基底加标200μg/L回收率为94.5%~116%;连续7次测定6种金属浓度均为500μg/L的海水加标样品,相对标准偏差(RSD)为2.86%~5.85%。与ICP-MS法比较,测定结果无显著性差异。本方法具有化学试剂污染小、方便快捷、可现场快速测定方法等优点。该方法已成功应用于厦门西港和福建九龙江河口表层海水中可溶态铁锰的现场测定,并在现场以手持式XRF对颗粒物中铁锰进行了测定,获得了该海域颗粒物中和海水中铁锰的分布。  相似文献

Natural surface coating samples (NSCSs) from the surface of shingles and surficial sediments (SSs) in the Songhua River, China were employed to investigate the relationship between NSCSs and SSs in fractions of heavy metals (Fe, Mn, Zn, Cu, Pb, and Cd) using the modified sequential extraction procedure (MSEP). The results show that the differences between NSCSs and SSs in Fe fi'actions were insignificant and Fe was dominantly present as residual phase (76.22% for NSCSs and 80.88% for SSs) and Fe-oxides phase (20.33% for NSCSs and 16.15% for SSs). Significant variation of Mn distribution patterns between NSCSs and SSs was observed with Mn in NSCSs mainly present in Mn-oxides phase (48.27%) and that in SSs present as residual phase (45.44%). Zn, Cu, Pb and Cd were found dominantly in residual fractions (〉48%), and next in solid oxides/hydroxides for Zn, Pb and Cd and in easily oxidizable solids/compounds form for Cu, respectively. The heavy metal distribution patterns implied that Fe/Mn oxides both in NSCSs and SSs were more important sinks for binding and adsorption of Zn, Pb and Cd than organic matter (OM), and inversely, higher affinity of Cu to OM than Fe/Mn oxides in NSCSs and SSs was obtained. Meanwhile, it was found that the distributions of heavy metals in NSCSs and SSs were similar to each other and the pseudo-total concentrations of Zn, Cu, Pb and Cd in NSCSs were greater than those in SSs, highlighting the more importance for NSCSs than SSs in controlling behaviours of heavy metals in aquatic environments.  相似文献

The evolution of genome size has been discussed in relation to the evolution of various biological traits. In the present study, the genome sizes of 22 dictyopteran species were estimated by Feulgen image analysis densitometry and 6-diamidino-2-phenylindole (DAPI)-based flow cytometry. The haploid genome sizes (C-values) of termites (Isoptera) ranged from 0.58 to 1.90 pg, and those of Cryptocercus wood roaches (Cryptocercidae) were 1.16 to 1.32 pg. Compared to known values of other cockroaches (Blattaria) and mantids (Mantodea), these values are low. A relatively small genome size appears to be a (syn)apomorphy of Isoptera + Cryptocercus, together with their sociality. In some phylogenetic groups, genome size evolution is thought to be influenced by selective pressure on a particular trait, such as cell size or rate of development. The present results raise the possibility that genome size is influenced by selective pressures on traits associated with the evolution of sociality.  相似文献

Old growth mangroves in existing protected areas store more carbon than restored forests or plantations. Carbon storage in such forests has economic value independent of additionality, offering opportunities for policy makers to ensure their maintenance, and inclusion in climate change mitigation strategies. Mangrove forests of the Everglades National Park (ENP), South Florida, though protected, face external stressors such as hydrological alterations because of flooding control structures and agriculture impacts and saltwater intrusion as a result of increasing sea level rise. Moreover, decreased funding of Everglades’ restoration activities following the recent economic crisis (beginning 2008) threatens the restoration of the Greater Everglades including mangrove dominated coastal regions. We evaluate several economic and ecological challenges confronting the economic valuation of total (vegetation plus soil) organic carbon (TOC) storage in the ENP mangroves. Estimated TOC storage for this forested wetland ranges from 70 to 537 Mg C/ha and is higher than values reported for tropical, boreal, and temperate forests. We calculate the average abatement cost of C specific for ENP mangroves to value the TOC from $2–$3.4 billion; estimated unit area values are $13,859/ha–$23,728/ha. The valuation of the stored/legacy carbon is based on the: 1) ecogeomorphic attributes, 2) regional socio-economic milieu, and 3) status of the ENP mangroves as a protected area. The assessment of C storage estimates and its economic value can change public perception about how this regulating ecosystem service of ENP mangrove wetlands (144,447 ha) supports human well-being and numerous economic activities. This perception, in turn, can contribute to future policy changes such that the ENP mangroves, the largest mangrove area in the continental USA, can be included as a potential alternative in climate change mitigation strategies.  相似文献

A hydroponic experiment was conducted to investigate the effects of arsenic (As) stress on growth, nutrition and As uptake, and speciation in shoots and roots of winter wheat (Triticum aestivum L.). Winter wheat has high tolerance to As. Most As is accumulated in the roots, and an As concentration of 4,421 mg/kg was observed at a solution concentration of 20 mg/L As. Arsenic concentrations in roots were approximately 40-100 times greater than those in shoots. Arsenic in winter wheat roots and shoots occurred as both As^3+ and As^5+ species, although As^3+ was the main species in winter wheat tissues. Arsenic significantly decreased the biomass of winter wheat shoots and roots and affected absorption and transport of micro- and macro-elements in winter wheat tissue. Arsenic treatment significantly increased the concentrations of total Magnesium (Mg) and calcium (Ca) in shoots and enhanced the transport of Mg and Ca from roots to shoots but decreased potassium (K), nitrogen (N), and phosphorus (P) concentrations in both shoots and roots, particularly the concentration of P. Concentrations of iron, copper, and zinc in winter wheat shoots were negatively related to As rates, with correlation coefficients (R^2) of 0.93, 0.94, and 0.97, respectively.  相似文献

Such an explication is provided by the Turing machine. Thus, problems have been discovered which cannot be solved algorithmically. 珊瑚钨锡矿硅质尾矿中Cd、As、Zn、F富集迁移及环境污染   总被引:1,自引:0,他引:1  
硅质尾矿在释放中性矿山废水(NMD)时所伴生的多元素复合污染问题值得重视。本文以桂东北珊瑚矿尾矿作为研究对象,通过分析该尾矿的组构、元素富集及迁移特性,筛选出主要污染元素,并探讨尾矿胶结层对元素富集迁移的影响。结果表明:(1)该尾矿中Cd、As、Zn及F富集程度较高、可交换态含量(易迁移释放量)较大,是主要的污染元素,而Cu、Pb、Tl产生污染的可能性较小;(2)胶结层对重金属具有再富集作用,但其对可交换态Cd、As(Tl)再富集明显,而对可交换态Cu、Pb、Zn再富集则不明显。胶结层中次生伊利石、石膏等胶结物趋向于吸附富集活性可交换态Cd、As。这表明该尾矿可能迁移释放出含Cd、As浓度较高的NMD。研究表明,硅质尾矿风化释出NMD的同时,可能伴生Cd、As、Zn等重金属以及F的复合污染。  相似文献

Mosquitoes, ticks, and other ectoparasitic arthropods use chemoreception to avoid vertebrates that are known or presumed to be dangerous or otherwise unprofitable hosts. Nonhosts may belong to a species that is regularly unaccepted or one that includes both accepted and unaccepted individuals. A diverse array of qualities including immunocompetence, vigilant grooming behavior, mechanical inaccessibility, and toxicity have been proposed as the features that render vertebrate chemical emitters unsuitable as hosts for arthropods. In addition to advantages accrued by ectoparasitic arthropods that avoid nonhosts, vertebrates that are not accepted as hosts benefit by evading injurious ectoparasites and the infectious agents they transmit. The conferral of advantages to both chemical receivers (ectoparasitic arthropods) and emitters (unpreferred vertebrates) in these interactions renders nonhost odors aposematic. Chemical aposematism involving ectoparasites selects for vertebrates that emit distinctive odors. In addition, chemical mimicry, where vulnerable organisms benefit when misidentified as nonhosts, may be accommodated by duped ectoparasites.  相似文献

This article provides an introduction to the basic principles of friction stir welding (FSW) as well as a survey of the latest research and applications in the field. The basic principles covered include terminology, material flow, joint configurations, tool design, materials, and defects. Material flow is discussed from both an experimental and a modeling perspective. Process variants are discussed as well, which include self-reacting (SR-FSW), stationary shoulder, friction stir processing (FSP), friction stir spot welding (FSSW), assisted FSW, and pulsed FSW. Multiple aspects of robotic friction stir welding are covered, including sensing, control, and joint tracking. Methods of evaluating weld quality are surveyed as well. The latest applications are discussed, with an emphasis on recent advances in aerospace, automotive, and ship building. Finally, the direction of future research and potential applications are examined.  相似文献

Economic incentives for sequestering atmospheric carbon dioxide (CO2) in forests may be an effective way to meet greenhouse gas (GHG) reduction commitments under the Kyoto Protocol (KP). But concerns have been raised that the KP may create unintended incentives to excessively harvest existing forests if regenerated forests qualify for carbon (C) credits under the reforestation provision of Article 3.3. This paper combines an analytical model of the optimal forest rotation with both timber and C as priced outputs with data on timber and C growth and yield to different forest settings in the U.S. C prices of $50 per megagram (Mg) – the highest price evaluated– can considerably lengthen forest rotations (40 years or more), raise forest land values (as much as $1,900 per hectare), and sequester more C in the long run (up to 60 percent per acre), relative to the base case of no C compensation. However, if C payments are made for the regenerated stand only, in some situations, it is optimal to immediately harvest an otherwise premature stand at C prices as low as $20/Mg. The strength of perverse incentives to accelerate harvesting of existing forest varies by forest type, region, C price level, and institutional factors relevant to the compensation system. If C compensation were extended to existing stands, as may be possible under Article 3.4 of the KP, the perverse incentives for prematurely harvesting existing stands would not exist.  相似文献

Based on one-year observation, the concentration, sources, and potential source areas of volatile organic compounds (VOCs) were comprehensively analyzed to investigate the pollution characteristics of ambient VOCs in Haikou, China. The results showed that the annual average concentration of total VOCs (TVOCs) was 11.4 ppbV, and the composition was dominated by alkanes (8.2 ppbV, 71.4%) and alkenes (1.3 ppbV, 20.5%). The diurnal variation in the concentration of dominant VOC species showed a distinct bimodal distribution with peaks in the morning and evening. The greatest contribution to ozone formation potential (OFP) was made by alkenes (51.6%), followed by alkanes (27.2%). The concentrations of VOCs and nitrogen dioxide (NO2) in spring and summer were low, and it was difficult to generate high ozone (O3) concentrations through photochemical reactions. The significant increase in O3 concentrations in autumn and winter was mainly related to the transmission of pollutants from the northeast. Traffic sources (40.1%), industrial sources (19.4%), combustion sources (18.6%), solvent usage sources (15.5%) and plant sources (6.4%) were identified as major sources of VOCs through the positive matrix factorization (PMF) model. The southeastern coastal areas of China were identified as major potential source areas of VOCs through the potential source contribution function (PSCF) and concentration-weighted trajectory (CWT) models. Overall, the concentration of ambient VOCs in Haikou was strongly influenced by traffic sources and long-distance transport, and the control of VOCs emitted from vehicles should be strengthened to reduce the active species of ambient VOCs in Haikou, thereby reducing the generation of O3.  相似文献

Arsenic (As) is a notoriously toxic pollutant of health concern worldwide with potential risk of cancer induction, but meanwhile it is used as medicines for the treatment of different conditions including hematological cancers. Arsenic can undergo extensive metabolism in biological systems, and both toxicological and therapeutic effects of arsenic compounds are closely related to their metabolism. Recent studies have identified methylated thioarsenicals as a new class of arsenic metabolites in biological systems after exposure of inorganic and organic arsenicals, including arsenite, dimethylarsinic acid (DMAV), dimethylarsinous glutathione (DMAIIIGS), and arsenosugars. The increasing detection of thiolated arsenicals, including monomethylmonothioarsonic acid (MMMTAV), dimethylmonothioarsinic acid (DMMTAV) and its glutathione conjugate (DMMTAVGS), and dimethyldithioarsinic acid (DMDTAV) suggests that thioarsenicals may be important metabolites and play important roles in arsenic toxicity and therapeutic effects. Here we summarized the reported occurrence of thioarsenicals in biological systems, the possible formation pathways of thioarsenicals, and their toxicity, and discussed the biological implications of thioarsenicals on arsenic metabolism, toxicity, and therapeutic effects.  相似文献

To evaluate the response of phytoplankton from Lake Taihu to di erent types of nutrients, the phytoplankton responses were measured after adding inorganic nitrogen (N) and phosphorus (P) or decomposed algal scum (Microcystis spp.) into the lake water. Both types of nutrients promoted an increase in phytoplankton biomass as determined by chlorophyll a and algal wet weight. The addition of decomposed algal scum resulted in a significantly greater phytoplankton response than the addition of inorganic N and P alone. The dissolved inorganic N and P in the inorganic nutrient treatment were found not limit phytoplankton growth. The higher algal biomass obtained in the treatment with decomposed algal scum indicated the importance of other organic nutrients besides N and P such as trace elements, as well as the importance of the form of N since the levels of ammonia nitrogen (NH4 +-N) from the decomposed algal treatment were actually higher than that of the inorganic N and P addition. Microcystis spp. (Cyanobacteria), Scenedesmus spp. (Chlorophyta) and Synechocystis spp. (Cyanobacteria) were the dominant taxa in the control, inorganic N and P treatment, and the decomposed algal scum treatment, respectively. Microcystis never bloomed in response to both types of nutrient additions indicating that the bloom propagation is not solely related to nutrient additions, but may be related to the absence of selective grazing from zooplankton.  相似文献

Activities involving land use, land-use change,forestry, and agriculture (LUCF) can help reducegreenhouse gas (GHG) concentrations in the atmosphereby increasing biotic carbon storage, by decreasing GHGemissions, and by producing biomass as a substitutefor fossil fuels. Potential activities includereducing rates of deforestation, increasing landdevoted to forest plantations, regenerating secondaryforest, agroforestry, improving the management offorests and agricultural areas; and producing energycrops.Policymakers debating the inclusion of a variety ofLUCF activities in the Clean Development Mechanism(CDM) of the Kyoto Protocol need to consider themagnitude of the carbon contribution these activitiescould make. Existing estimates of the cumulative GHGoffset potential of LUCF activities often take aglobal or regional approach. In contrast, land-usedecisions are usually made at the local level anddepend on many factors including productive capacityof the land, financial considerations of thelandowner, and environmental concerns. Estimates ofGHG offset potential made at a local, or at mostcountry, level that incorporate these factors may belower, as well as more useful for policy analyses,than global or large regional estimates. Whilecountry-level estimates exist for forestry activities,similar estimates utilizing local information need tobe generated for agricultural activities and biofuels,as well as for the cumulative potential of all LUCFactivities in a particular location.  相似文献

Adaptation tracking seeks to characterize, monitor, and compare general trends in climate change adaptation over time and across nations. Recognized as essential for evaluating adaptation progress, there have been few attempts to develop systematic approaches for tracking adaptation. This is reflected in polarized opinions, contradictory findings, and lack of understanding on the state of adaptation globally. In this paper, we outline key methodological considerations necessary for adaptation tracking research to produce systematic, rigorous, comparable, and usable insights that can capture the current state of adaptation globally, provide the basis for characterizing and evaluating adaptations taking place, facilitate examination of what conditions explain differences in adaptation action across jurisdictions, and can underpin the monitoring of change in adaptation over time. Specifically, we argue that approaches to adaptation tracking need to (i) utilize a consistent and operational conceptualization of adaptation, (ii) focus on comparable units of analysis, (iii) use and develop comprehensive datasets on adaptation action, and (iv) be coherent with our understanding of what constitutes real adaptation. Collectively, these form the 4Cs of adaptation tracking (consistency, comparability, comprehensiveness, and coherency).  相似文献

Because of concerns with the growing threat of global climate change from increasing emissions of greenhouse gases, the United States and other countries are implementing, by themselves or in cooperation with one or more other nations, climate change projects. These projects will reduce greenhouse gas (GHG) emissions or sequester carbon, and will also result in non-GHG benefits (i.e., environmental, economic, and social benefits). Monitoring, evaluating, reporting, and verifying (MERV) guidelines are needed for these projects to accurately determine their net GHG, and other, benefits. Implementation of MERV guidelines is also intended to: (1) increase the reliability of data for estimating GHG benefits; (2) provide real-time data so that mid-course corrections can be made; (3) introduce consistency and transparency across project types and reporters; and (4) enhance the credibility of the projects with stakeholders. In this paper, we review the issues involved in MERV activities. We identify several topics that future protocols and guidelines need to address, such as: (1) establishing a credible baseline; (2) accounting for impacts outside project boundaries through leakage; (3) net GHG reductions and other benefits; (4) precision of measurement; (5) MERV frequency and the persistence (sustainability) of savings, emissions reduction, and carbon sequestration; (6) reporting by multiple project participants; (7) verification of GHG reduction credits; (8) uncertainty and risk; (9) institutional capacity in conducting MERV; and (10) the cost of MERV.  相似文献

从定性和绝对定量角度对济阳坳陷牛庄洼陷南斜坡原油、烃源岩可溶物烃类组成进行了详细剖析 ,重点从定性和定量角度对该区“未熟 低熟油”的成熟度进行了讨论。结果表明 ,依据最新确认的未熟 低熟油界定标准 ,牛庄洼陷南斜坡八面河等油田原油的定量成熟度参数已达到成熟油的范畴 ;标样定量分析表明 ,原油中粪甾烷、13α ,14α三环萜烷等热稳定性低的生物标志物绝对丰度极低 ;原油C2 9甾烷ααα2 0S/ (S +R)的实际值高于测定值 ,未熟 低熟烃类的混入是导致原油甾烷异构化参数值大幅度降低和热稳定性低化合物检出的根本原因。定性和绝对定量的结合是识别原油成熟度高低的可靠途径  相似文献
