ABSTRACT. The limited success of command-and-control policies for reducing nonpoint source (NPS) water pollution mandated under the Federal Water Pollution Control Act (FWPCA) has prompted increased interest in economic incentive policies as an alternative control mechanism. A variety of measures have been proposed ranging from fairly minor modifications of existing policies to substantial revisions including watershed-wide polices that rely on economic incentives. While greater use of economic incentive policies, such as environmental bonds and point/nonpoint source trading is being advocated in the reauthorization of the CWA, the expected effects of individual proposals will be modest. The characteristics of NPS pollution, namely uncertainty and asymmetrical information, underscores that there is no single, ideal policy instrument for controlling the many types of agricultural NPS water pollution. Some of the usual incentive-based policies, such as effluent taxes, are not well suited to the task. Individual incentive policies proposed for the reauthorized CWA, such as pollution trading or deposit/refund systems, are not broadly applicable for heterogeneous pollution situations. Economic incentive policies may be appropriate in some cases, and command-and-control policies will be preferable in others and may in fact complement incentive policies.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. It is apparent from the data that Agricultural land uses are generally a greater source of nutrients than the Urban land uses while Urban land uses are generally a greater source of suspended sediment.  相似文献

ABSTRACT: While significant nonpoint source (NIPS) pollution control progress has been made since passage of Section 319 in the 1987 Water Quality Act, existing federal legislation does not provide for the most timely and cost-effective NIPS pollution reduction. In this paper, we use findings from the Rural Clean Water Program and other nationwide agricultural NIPS pollution control programs, building on legislative history to recommend a coordinated and efficient direction for agricultural water quality legislation. A collaborative framework should be established to accomplish the goals of the Clean Water Act (CWA), Coastal Zone Management Act (CZMA), and the Conservation Title of the Farm Bill. Valuable elements of the 1990 CZMA amendments that created a coastal NIPS program should be subsumed into the CWA. The CWA should reemphasize use of receiving water quality criteria and standards and should allow states flexibility to tailor basin-scale NPS program implementation to local needs. Implementation should involve targeting of NIPS pollution control efforts to critical land treatment areas and use of systems of best management practices to address these targeted water quality problems. The 1995 Farm Bill should reorient production incentives toward water quality to support the collaborative framework, implementing ecologically sound source reduction principles. The Farm Bill and the CWA should contain interrelated provisions for voluntary, incentive-assisted producer participation and fallback regulatory measures. Such coordinated national water quality and Farm Bill legislation that recognizes the need for flexibility in state implementation is supported as the most rational and cost-effective means of attaining water quality goals.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

/ Maryland, Virginia, and Pennsylvania, USA, have agreed to reduce nutrient loadings to Chesapeake Bay by 40% by the year 2000. This requires control of nonpoint sources of nutrients, much of which comes from agriculture. Riparian forest buffer systems (RFBS) provide effective control of nonpoint source (NPS) pollution in some types of agricultural watersheds. Control of NPS pollution is dependent on the type of pollutant and the hydrologic connection between pollution sources, the RFBS, and the stream. Water quality improvements are most likely in areas of where most of the excess precipitation moves across, in, or near the root zone of the RFBS. In areas such as the Inner Coastal Plain and Piedmont watersheds with thin soils, RFBS should retain 50%-90% of the total loading of nitrate in shallow groundwater, sediment in surface runoff, and total N in both surface runoff and groundwater. Retention of phosphorus is generally much less. In regions with deeper soils and/or greater regional groundwater recharge (such as parts of the Piedmont and the Valley and Ridge), RFBS water quality improvements are probably much less. The expected levels of pollutant control by RFBS are identified for each of nine physiographic provinces of the Chesapeake Bay Watershed. ABSTRACT: An important enforcement question is, “What should be the relationship between ‘Best Management Practices’ (BMP) and receiving-water standards?” Nonpoint pollution dischargers are concerned about implementing a BMP program, only to find themselves in violation because receiving-water standards still have not been met. They are also concerned about the procedures a regulatory agency will utilize to determine the relative success of a BMP program. Successful management of nonpoint pollution requires that these concerns be addressed. Three alternative relationships have been developed. The recommended alternative is to implement the BMP program and use standards as a measure of the effectiveness of the program. Failure to achieve the standards would lead to a reevaluation of the BMP program. Enforcement activities against nonpoint dischargers would be restricted to the failure on their part to implement the previously agreed upon BMP program. Recommendations are also made as to measures regulatory agencies should take if their procedures to judge the relative success of a BMP program are to be technically and politically effective.  相似文献

A modeling system that couples a land-use-based export coefficient model, a stream nutrient transport equation, and Bayesian statistics was developed for stream nitrogen source apportionment. It divides a watershed into several sub-catchments, and then considers the major land-use categories as stream nitrogen sources in each sub-catchment. The runoff depth and stream water depth are considered as the major factors influencing delivery of nitrogen from land to downstream stream node within each sub-catchment. The nitrogen sources and delivery processes are lumped into several constant parameters that were calibrated using Bayesian statistics from commonly available stream monitoring and land-use datasets. This modeling system was successfully applied to total nitrogen (TN) pollution control scheme development for the ChangLe River watershed containing six sub-catchments and four land-use categories. The temporal (across months and years) and spatial (across sub-catchments and land-use categories) variability of nonpoint source (NPS) TN export to stream channels and delivery to the watershed outlet were assessed. After adjustment for in-stream TN retention, the time periods and watershed areas with disproportionately high-TN contributions to the stream were identified. Aimed at a target stream TN level of 2 mg L?1, a quantitative TN pollution control scheme was further developed to determine which sub-catchments, which land-use categories in a sub-catchment, which time periods, and how large of NPS TN export reduction were required. This modeling system provides a powerful tool for stream nitrogen source apportionment and pollution control scheme development at the watershed scale and has only limited data requirements.  相似文献

Several environmental protection policies have been implemented to prevent soil erosion and nonpoint source (NPS) pollutions in China. After severe Yangtze River floods, the “conversion cropland to forest policy” (CCFP) was carried out throughout China, especially in the middle and upper reaches of Yangtze River. The research area of the current study is located in Bazhong City, Sichuan Province in Yangtze River watershed, where soil erosion and NPS pollution are serious concerns. Major NPS pollutants include nitrogen (N) and phosphorus (P). The objective of this study is to evaluate the long-term impact of implementation of the CCFP on stream flow, sediment yields, and the main NPS pollutant loading at watershed level. The Soil and Water Assessment Tool (SWAT) is a watershed environmental model and is applied here to simulate and quantify the impacts. Four scenarios are constructed representing different patterns of conversion from cropland to forest under various conditions set by the CCFP. Scenario A represented the baseline, i.e., the cropland and forest area conditions before the implementation of CCFP. Scenario B represents the condition under which all hillside cropland with slope larger than 25° was converted into forest. In scenario C and D, hillside cropland with slope larger than 15° and 7.5° was substituted by forest, respectively. Under the various scenarios, the NPS pollution reduction due to CCFP implementation from 1996–2005 is estimated by SWAT. The results are presented as percentage change of water flow, sediment, organic N, and organic P at watershed level. Furthermore, a regression analysis is conducted between forest area ratio and ten years’ average NPS load estimations, which confirmed the benefits of implementing CCFP in reducing nonpoint source pollution by increasing forest area in mountainous areas. The reduction of organic N and organic P is significant (decrease 42.1% and 62.7%, respectively) at watershed level. In addition, this study also proves that SWAT modeling approach can be used to estimate NPS pollutants’ impacts of land use conversions in large watershed.  相似文献

Abstract: The constrained ordination method from quantitative ecology was utilized to assess the relationship between landscape patterns and nonpoint‐source (NPS) pollution for the purpose of identifying effective water‐quality improvement practices in Danjiangkou Reservoir (DJKR) basin, China. The soil and water assessment tool (SWAT) was applied to simulate NPS pollution and the Fragstats model was applied to calculate the landscape metrics. The study concluded that organic nutrients formed the main NPS pollutant in the DJKR basin and that most of the NPS pollution occurred along with soil loss. Based on partial redundancy analysis, the conclusion that landscape metrics were significantly correlated to NPS pollution indices was obtained. Specifically, the composition of LULC (land use/land cover) was the most effective factor to estimate NPS pollution. Dry cultivated land was identified as the main source of NPS pollution, and paddy fields were characterized with the most intensive soluble nutrients loss. In addition, the reason that fragmented and complex landscape patterns exacerbate NPS pollution was that natural landscape composed most of this area. Moreover, the fragmented natural landscape indicated intensive agricultural activities that were the crucial trigger for NPS pollution. Combined with the economic condition in China, Conversion of Cropland to Forests Program (CCFP) should be conducted selectively and gradually in the DJKR basin.  相似文献

We present a conceptual framework that relates agricultural best management practice (BMP) effectiveness with dominant hydrological flow paths to improve nonpoint source (NPS) pollution management. We use the framework to analyze plot, field and watershed scale published studies on BMP effectiveness to develop transferable recommendations for BMP selection and placement at the watershed scale. The framework is based on the location of the restrictive layer in the soil profile and distinguishes three hydrologic land types. Hydrologic land type A has the restrictive layer at the surface and BMPs that increase infiltration are effective. In land type B1, the surface soil has an infiltration rate greater than the prevailing precipitation intensity, but there is a shallow restrictive layer causing lateral flow and saturation excess overland flow. Few structural practices are effective for these land types, but pollutant source management plans can significantly reduce pollutant loading. Hydrologic land type B2 has deep, well‐draining soils without restrictive layers that transport pollutants to groundwater via percolation. Practices that increased pollutant residence time in the mixing layer or increased plant water uptake were found as the most effective BMPs in B2 land types. Matching BMPs to the appropriate land type allows for better targeting of hydrologically sensitive areas within a watershed, and potentially more significant reductions of NPS pollutant loading.  相似文献

ABSTRACT: A spatial decision support system (SDSS) was developed to assess agricultural nonpoint source (NPS) pollution using an NPS pollution model and geographic information systems (GIS). With minimal user interaction, the SDSS assists with extracting the input parameters for a distributed parameter NPS pollution model from user-supplied GIS base layers. Thus, significant amounts of time, labor, and expertise can be saved. Further, the SDSS assists with visualizing and analyzing the output of the NPS pollution simulations. Capabilities of the visualization component include displays of sediment, nutrient, and runoff movement from a watershed. The input and output interface techniques/algorithms used to develop the SDSS, along with an example application of the SDSS, are described.  相似文献

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.  相似文献

ABSTRACT: Many water bodies within the United States are contaminated by non‐point source (NPS) pollution, which is defined as those materials posing a threat to water quality arising from a number of individual sources and diffused through hydrologic processes. One such NPS pollutant that is of critical concern are pathogens derived from animal wastes, including humans. The potential presence of pathogens is identified by testing the water for fecal conform, a bacteria also associated with animal wastes. Water contaminated by animal wastes are most often associated with urban and agricultural areas, thus it is postulated that by utilizing land cover indicators, those water bodies that may be at risk of fecal coliform contamination may be identified. This study utilizes land cover information derived from the Multi‐Resolution Land Characterization (MRLC) project to analyze fecal coliform contamination in South Carolina. Also utilized are 14 digit hydro‐logic unit code (HUC) watersheds of the state, a digital elevation model, and test point data stating whether fecal coliform levels exceeded State Water Quality Standards. Proportions of the various land covers are identified within the individual watersheds and then analyzed using a logistic regression. The results reveal that watersheds with large proportions of urban land cover and agriculture on steep slopes had a very high probability of being impaired. ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: A fundamental problem in protecting surface drinking water supplies is the identification of sites highly susceptible to soil erosion and other forms of nonpoint source (NPS) pollution. The New York City Department of Environmental Protection is trying to identify erodible sites as part of a program aimed at avoiding costly filtration. New York City's 2,000 square mile watershed system is well suited for analysis with geographic information systems (GIS); an increasingly important tool to determine the spatial distribution of sensitive NPS pollution areas. This study used a GIS to compare three land cover sources for input into the Modified Universal Soil Loss Equation (MUSLE), a model estimating soil loss from rangeland and forests, for a tributary watershed within New York City's water supply system. Sources included both conventional data (aerial photography) and Landsat data (MSS and TM images). Although land cover classifications varied significantly across these sources, location-specific and aggregate watershed predictions of the MUSLE were very similar. We conclude that using Landsat TM imagery with a hybrid classification algorithm provides a rapid, objective means of developing large area land cover databases for use in the MUSLE, thus presenting an attractive alternative to photo interpretation.  相似文献

ABSTRACT: Nonpoint source (NPS) models and expert opinions are often used to prescribe best management practices (BMPs) for controlling NPS pollution. An optimization algorithm (e.g., a genetic algorithm, or GA) linked with a NPS model (e.g., Annualized AGricultural Nonpoint Source pollution model, or AnnAGNPS), can be used to more objectively prescribe BMPs and to optimize NPS pollution control measures by maximizing pollutant reduction and net monetary return from a watershed. Pollutant loads from design storms and annual loads from a continuous simulation can both be used for optimizing BMP schemes. However, which strategy results in a better solution (in terms of providing water quality protection) for a watershed is not clear. The specific objective of the study was to determine the differences in watershed pollutant loads, in an experimental watershed in Pennsylvania, resulting from optimization analyses performed using pollutant loads from a series of five 2‐yr 24‐hr storm events, a series of five 5‐yr 24‐hr storm events, and cumulative pollutant loads from a continuous simulation of five years of weather data. For each of these three different event alternatives, 100 near optimal solutions (BMP schemes) were generated. Sediment (Sed), sediment nitrogen (SedN), dissolved N (SolN), sediment organic carbon (SedOC), and sediment phosphorus (SedP) loads from a different five‐year period (an evaluation period) suggest that the optimal BMP schemes resulting from the use of annual cumulative pollutant loads from a continuous simulation of five years of weather data provide smaller cumulative NPS pollutant loads at the watershed outlet.  相似文献

ABSTRACT: Water quality controls of storm water runoff and infiltration should be a major part of a nonpoint source control program. Although surface runoff and ground water controls are often approached separately, coordination between the two is essential. For practical reasons, a rather simplified technology-based approach appears to be desirable. Areas affected vary greatly as to their sensitivity to pollution; and the various classes of pollutant source vary greatly as to their potential harmfulness. In effect, a matrix approach appears best, in which both vulnerability of the area and harmfulness of the pollutant source would have weight in determining which level of best management practices (BMP) would be appropriate, whether standard, special, or complete prohibition of the type facility under given circumstances.  相似文献

ABSTRACT: One of the principal stumbling blocks to regulatory agencies' adopting pollutant trading schemes is the complex of uncertainties surrounding any change in institutions. This is especially true if nonpoint pollution sources are to be involved along with point sources. Regulators are understandably reluctant to switch from tried-and-true point source permit systems, even if trading schemes can be shown (on paper, at least) to result in lower public expenditures. We propose a set of practical criteria for point-nonpoint pollutant trading systems that promise to increase regulators' confidence that the new system will be equally effective in controlling pollution and at the same time more likely to capture efficiencies in pollution reduction practices.  相似文献

Urban ecosystems are often sources of nonpoint source (NPS) nitrogen (N) pollution to aquatic ecosystems. However, N export from urban watersheds is highly variable. Examples of densely urbanized watersheds are not well studied, and these may have comparatively low export rates. Commonly used metrics of landscape heterogeneity may obscure our ability to discern relationships among landscape characteristics that can explain these lower export rates. We expected that differences not often captured by these metrics in the relative cover of vegetation, structures, and impervious surfaces would better explain observed variation in N export. We examined these relationships during storms in residential watersheds. Contrary to expectations, land cover did not directly predict variation in N or water export. Instead, N export was strongly linked to drainage infrastructure density. Our research highlights the role of fine‐scaled landscape attributes, mainly infrastructure, in explaining patterns of N export from densely urbanized watersheds. Changes to hydrologic flow paths by infrastructure explained more variation in N export than land cover. Our findings support further development of landscape ecological models of urban N export that focus on hydrologic modification by infrastructure rather than traditional landscape measures such as land use, as indicators for evaluating patterns of NPS nitrogen pollution in densely urbanized watersheds.  相似文献
