Environmental regulations traditionally have been developed to limit pollution emitted to a single environmental medium at a time. This approach has been followed for a variety of reasons—political, legal, and informational, to name a few. However, more efficient environmental management could be achieved if environmental standards were issued simultaneously across all media. In this way multimedia pollutant tradeoffs could be utilized and regulatory uncertainty could be reduced.  相似文献

氡是仅次于吸烟的第二大致肺癌因素,对人体健康有较大危害。通过对我国室内氡研究的相关文献资料进行的汇总和分析,表明近20年来我国室内氡浓度明显增高,并有继续增高的趋势,讨论了我国室内氡浓度控制标准及相关研究进展,并在此基础上提出了我国室内氡在环境毒理学、污染控制、标准体系方面研究的建议。  相似文献

环境信息公开作为信息化时代环境治理的新型武器,对我国这样一个具有特殊财政体制和政治激励模式的发展中国家而言,其在污染防治攻坚战中的效果有待深入探究。本文基于城市污染源监管信息公开指数(PITI),以2008—2016年120个城市数据为样本,采用动态面板数据模型和系统GMM估计方法,实证检验了环境信息公开的污染减排效应,并重点分析了不同城市区位和城市规模下存在的异质性效应。结果表明:环境信息公开有助于污染防治,改善环境质量,还能有效缓解财政分权引致的环境污染问题。环境信息公开对污染排放的抑制作用呈现“马太效应”,对东、中、西部地区和大、中、小城市的影响均依次递减。对东、中部地区和大、中型城市,其治污效应较显著,而在西部地区和小城市尚不见效。积极推动全面环境信息公开,构建环境多元共治的长效机制,是决胜污染防治攻坚战的关键所在。  相似文献

传统观念下,环境与健康分属两个不同领域,美国作为最早遭遇环境与健康问题的国家,经过多年努力,形成了建立以保障公共健康为核心的环境标准体系和环境与健康风险评估框架,实现了对环境与健康风险的有效控制。美国对环境污染物的界定主要取决于其对公共健康的影响,将污染物分为普遍及对公共健康危害较大的污染物、一些污染范围较小或对公共健康危害较小的污染物两类,且采取不同的标准制定方法。在标准制定方面,主要是将有关科学共识转化为可执行的环境标准。为了避免环境标准的不确定性带来的不利影响,建立了包括科学论证、公开透明、周期性审查等较为严格的环境标准制定程序。美国赋予环境标准制度以控制环境与健康风险的功能,并通过建立以保障公共健康为核心的环境标准体系,实现对环境与健康风险有效控制的执法路径,对解决中国目前存在的环境标准价值缺失、体系割裂、内容缺失等问题,实现环境标准的功能再造具有较强的借鉴意义。  相似文献

The issue of environmental protection and the need to establish the practice of environmental friendly programmes in national development consciousness are matters of paramount importance. While environmental consciousness in the developed world has witnessed over the past two decades generally effective mechanisms for pollution abatement, the situation in many third world nations is at best tepid.In Nigeria, the problem of environmental pollution has been of crisis proportions with the problem in some sectors possibly the worst in the world. In response, the government has put in place legislation and established agencies for environmental protection. A number of positive results have been achieved by the nation's main environmental watchdog, the Federal Environmental Protection Agency (FEPA). However, a lot still needs to be done, in terms of improving institutional capacity and adopting economic measures for the management of pollution problems.This paper, therefore, examines the major sources of Nigeria's environmental problems, discusses the weaknesses of existing legal and institutional arrangements and suggests strategies for a more effective pollution control management in Nigeria.  相似文献

There has been much criticism of the system for the control of industrial pollution, but not much is known about the views of the regulators and the industry. The objective of this study was to explore the attitudes at this regulatory interface towards the current and proposed regulatory system and make recommendations for improvements. The methodology involved a questionnaire survey sent to over 700 key personnel. Statistical analysis revealed similarities and significant differences between the views of industry and the regulator on the effectiveness of the current regime. Weaknesses related to the derivation and enforcement of standards were identified. The Environmental Quality Standards system was acknowledged to be flawed by both operators and regulators who agreed it should be improved by the expansion of listed chemicals, the introduction of sediment environmental quality standards and direct toxicity assessment of effluents. This paper concludes that these measures should be incorporated into the regulatory system, together with more rigorous enforcement of environmental performance standards including serious sanctions for non-compliance. In the longer term, a reappraisal of the regulatory system is required in order to establish an appropriate framework to ensure that environmental policy commitments are implemented.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. Summary In 1986, the Danish Environmental Protection Agency established a new regulatory system aimed at small-scale polluting activities. Contrary to the dominant regulatory system based on individual standards for each polluting activity, the new regulatory system established uniform and fixed environmental standards for all activities within a trade. The fixed standards concern location, design and daily operation. Thus far, the new regulatory system has been implemented in the trades of fur farms and auto-repair shops.This study shows that fixed environmental standards reduce the total administrative costs, intensify local monitoring and enforcement of the standards, and improve the environmental state. It is proposed that the following criteria should be considered if the regulatory system is to be implemented in other trades. The trade should consist of many units and be characterised by a moderate pace of technological development, it should posses well-defined and well-known environmental problems, and have a cooperative trade association. In Denmark several trades have been identified as obvious objects for future regulation by fixed environmental standards.Bente Kjærgård is a Research Associate in the Department of Environment, Technology and Social Studies at Roskilde University. 水质基准与标准是国家环境保护工作的根本,是进行环境管理的重要技术依据。随着我国水环境形势的变化和管理目标的改变,为准确、客观地反映我国当前的地表水环境状况,强化水污染防治,有效引导水环境质量改善的方向,提高水环境管理的效率,要求基于水质基准研究开展《地表水环境质量标准》的修订工作,以满足新的管理需求。预测表明,"十三五"期间我国环保投资将达到约6.8万亿,为达到修订《标准》后的目标,我国水污染防治至少需投资2.04万亿。另外,修订《标准》,将带动工业和城镇水污染防治投资超过一万亿元,能够加快环保产业的技术成果转化与应用推广。水质基准与标准对环保产业创新和社会经济发展具有积极促进作用,将在我国水环境质量改善和科技进步促进方面产生重大而深远的影响。  相似文献

With many global initiatives converging in the development of environmental auditing and management standards, this document represents a vital building block, unique from many others in that it was built by a broad-based consensus effort of actual practitioners. 美国作为工业发达国家,经过百余年的发展,建立了世界领先的环境应急管理制度。自2005年松花江水污染事件爆发至今,我国的环境应急管理需求迫切,管理水平也在飞速提升。对美国的环境应急管理制度的分析能为我国环境应急管理工作提供借鉴。首先,美国设立了以宪法为根基,以应急管理法律法规为主要枝干,以针对突发性环境事件的专门性立法为具体内容的管理体系。其次,美国建立了包括总统、联邦应急管理署、美国国家环境保护局,以及州、县和地方政府中的管理机构在内的多层级应急管理系统。再次,美国基于国家应急系统(NRS)及其核心国家应急计划(NCP),为环境应急响应工作制定了清晰的工作流程。此外,美国还设立了超级基金,有助于有效解决应对环境突发事件的资金来源问题。2014年1月,美国西弗吉尼亚州发生埃尔克河化学品泄漏污染水源事件,通过将该污染事故作为案例进行分析,本文详细梳理了美国各层级政府对该污染事故的应急响应处理流程,体现出其具有的流程规范、分工清晰、属地处理、联邦支持等特点。  相似文献

Summary Schools and higher education institutions in Sweden have developed a wide range of innovative and demanding curricula to meet the objectives of Sweden's environmental policy. Environmental education in compulsory schools is taught principally through biological sciences, although social studies are beginning to occupy a substantial component of the environmental curriculum. Upper secondary schools offer more opportunities to develop environmental awareness, understanding and practical skills than comparable sixth form and post-secondary colleges in England. In Sweden there is a strong emphasis on practical work developed through projects based on contemporary environmental issues and their resolution. The development of environmental education has been well supported by a substantial input of new resources, especially materials developed by the Swedish Environmental Protection Agency and Industry. Universities have also begun to adopt new organisational structures to help develop inter-disciplinary teaching and research teams. Several universities are experimenting with common core courses, parts of which comprise environmental elements.Dr P. 随着国家经济发展和人民生活水平、生活质量的不断提高,人们更加注重在住房装饰装修上的金钱投入以圆梦中家居。但是,由于现实生活环境的多方因素制约,伴随住宅装修过程形成的室内环境污染也给人们希望获得健康环保的高质量生活带来严重影响。通过对新装修住宅(客厅、主卧室、次卧室)进行室内环境污染检测,获得了非常有益的实测数据。通过统计分析该数据,发现新装修住宅室内空气中的甲醛、苯及TVOC存在普遍超标,且有的情况非常严重,应当引起人们的高度关注。为此建议:装修时要明确目的,树立环保理念,综合规划设计;注意材料质量优选控制污染源头,加强施工监督和检测验收;对污染超标住宅采取必要的治理措施,加强室内通风换气,室内空气质量检测达标后才居住使用,确保居室环境的健康环保。  相似文献
