自反应性化学物质热危险性评估的关键在于表征参数的选择和量化,单一的评估参数往往仅表征其热危险性的某一方面。综合考虑自反应性物质发生热分解反应的难易程度及其造成后果的严重程度两个方面,分别选取放热反应初始温度(To)和反应热(-ΔH)作为相应的表征参数,通过半正态分布函数对这两个指标进行标准化处理。在此基础上根据风险的定义提出了一种新的自反应性化学物质的热危险性综合评估指数(THI指数),并建立相应的热危险性分级标准,对自反应性化学物质的热危险性进行综合评估与分级。结果表明,建立的THI指数所确定的热危险性分级结果与基于活化能和最大绝热温度的RHI指数的反应危险性等级基本一致,该指数能够对自反应性化学物质的热危险性进行定量评估。  相似文献

Several major accidents caused by metal dusts were recorded in the past few years. For instance, in 2011, three accidents caused by iron dust killed five workers at the Hoeganaes Corp. facility in Gallatin, Tennessee (USA). In order to prevent such accidents, a dynamic approach to risk management was defined in this study. The method is able to take into account new risk notions and early warnings and to systematically update the related risk. It may be applied not only in the design phase of a system, but also throughout the system lifetime as a support to a more precise and robust decision making process. The synergy of two specific techniques for hazard identification and risk assessment was obtained: the Dynamic Procedure for Atypical Scenarios Identification (DyPASI) and the Dynamic Risk Assessment (DRA) methods. To demonstrate its effectiveness, this approach was applied to the analysis of Gallatin metal dust accidents. The application allowed collecting a number of risk notions related to the plant, equipment and materials used. The analysis of risk notions by means of this dynamic approach could have led to enhanced hazard identification and dynamic real-time risk assessment. However, the approach described is effective only if associated to a proper safety culture, in order to produce an appropriate and robust decision making response to emerging risk issues.  相似文献

This paper proposes a method to estimate the inherent environmental friendliness of a chemical process plant by considering the potential toxicity impact on the aquatic, terrestrial and atmospheric environments. A worst-case scenario of a total loss of containment in the plant is assumed. The method proposed by [Gunasekera, M.Y., Edwards, D.W. (2003). Estimating the environmental impact of catastrophic chemical releases to the atomosphere: an index method for ranking alternative chemical process routes. Trans. IChemE., Part B, Process Safety and Environmental Protection, 81(B6), 463–474] for determining the inherent atmospheric environmental friendliness of a chemical plant is combined with the method proposed by [Cave, S.R., Edwards, D.W. (1997). Chemical process route selection based on assessment of inherent environmental hazard. Computers Chem. Engng., 21, S965–S970], which estimates the inherent friendliness to the aquatic and terrestrial environments.Application of this method to six routes to produce methyl methacrylate shows that the acetone cyanohydrin based route is potentially the least inherently environmentally friendly. The highest potential hazard is observed in the aquatic environment due to the chemicals associated with the acetone cyanohydrin route.  相似文献

A tragic explosion resulting from a runaway chemical reaction occurred at the T2 Laboratories, Inc. facility in December 2007. The U.S. Chemical Safety Board (CSB) completed an incident investigation of the T2 explosion, identifying the root cause as a failure to recognize the runaway reaction hazard associated with the chemical it was producing. Understanding the consequences of process upset conditions is critical to determine risk. This paper will focus on lessons learned from this incident including a comprehensive hazard assessment for reactive chemicals as well as proper collection and application of adiabatic calorimetry data to characterize the chemical reaction and determine appropriate mitigation strategies. Examples will be provided to establish safer operating conditions, implement safeguards and reduce the overall risk.  相似文献

Secondary containment (bunds, drip trays, interceptors/sumps) is an integral part of many chemical, petrochemical, as well as agricultural, food and pharmaceutical facilities. Bunds are the built-in cases for accidental liquid substance spillage where there is a hazard that a substance could leak into the surroundings and the potential of health or environmental damage. The authors focus on the cases installed in large-volume atmospheric tanks storing hazardous chemicals in liquid form, where the bund failure occurred. In the first part of the study, a database of these accidents was created, numbering a total of 15 items. Attention was paid to the course of the accident, its causes and consequences. Several basic representative scenarios of bund failure have also been developed. The second part of the study is devoted mainly to the measures against the bund failure, such as risk assessment, technical and organizational measures. The aim of this study is to provide readers (including experts in the field of safety engineering, maintenance experts and building designers) with the information that can subsequently be used in the risk assessment of bund failure, possibly also for planning the construction of new bunds, or revitalization and maintenance of the existing ones.  相似文献

为遏制危险化学品重特大安全事故,解决传统安全监测手段的空间局限性问题,结合高分遥感与数值模拟技术,开展危险化学品重大危险源区域安全布局动态管控研究。利用数值模拟技术模拟并确定危险化学品重大危险源重点管控范围;基于高分遥感影像提出适用于危险化学品重大危险源安全布局动态管控的变化检测方法,动态监测安全防护范围内的建筑、道路等人工构筑物的变化情况,严控事故影响范围内的人工构筑物密度;以内江市隆桥化工为实例开展示范应用。结果表明:高分遥感技术能够高效监测危险化学品重大危险源安全防护范围内的工程建设情况,有助于危险化学品企业保持足够的外部安全防护距离,降低危险化学品重特大安全事故风险。  相似文献

为推动化学品风险评估在我国的开展,对全球产品策略(GPS)进行研究。通过对GPS实施流程的分析,确定实施GPS的核心是开展化学品的风险评估(简称GPS风险评估)。将GPS风险评估与欧盟《化学品注册、评估、授权和限制》(REACH)法规要求的化学品安全评估(简称REACH CSA)和我国新化学物质登记要求的新物质风险评估进行对比,从评估物质的要求、效应评估的范围和方法、暴露评估的范围和方法以及风险表征的方法 4个方面分析其共同点和差异。确定GPS风险评估是简化版的REACH CSA,新物质风险评估相当于REACH CSA中的环境风险评估部分。最后认为,开展化学品全面风险评估是国际化学品管理发展的趋势。针对实际情况,提出宜采取简化评估和优先评估的方法,在我国逐步开展化学品全面风险评估。  相似文献

A questionnaire study about the Finnish chemical industry was devised to explore the implementation of the risk assessment obligations of the EU Chemical Agents Directive (98/24/EC), and the role of risk assessment activities as a part of OSH management. The quantitative method involved an assessment of online questionnaire. The respondents were employers' (N = 49) and workers' (N = 105) OSH representatives from different companies'. The regression analysis of the responses indicated that prioritizations in the risk assessment had a highly significant (p < 0.001) effect both on the prevention measures in the management and on the safe use of chemicals. The present results showed that development measures have to be directed at the most important problems ensuring that sub-contractors carry out hazard identification and arranging their on-the-job training so that it matches the chemical plant enterprise's own workers. Furthermore, the results of risk assessment should be used in the planning and management of the work, in the development of the supervisors' leadership skills as well as when following up the improvements.  相似文献

近些年发生的一些危险化学品重大事故和石化项目的群体性事件暴露出我国重大危险源监管体系还存在很多问题。对我国和欧美在重大危险源安全监管进行对比分析,总结出我国重大危险源安全监管存在几方面问题。重大危险源的土地利用规划未纳入城市规划控制程序;重大危险源建设项目公众参与不足;部分法规对一般危险化学品企业安全监管要求过高,重点不突出;某些安全监管提法相互重复、混乱;政府监管和企业管理界限不清晰;缺乏安全监察程序、指南,安全监察落实不到位;对化工园区安全发展认识不足。在吸收、借鉴美国和欧洲发达国家在重大危险源管理方面的经验和良好做法基础上,提出相对应的措施建议。政府部门应加快重大危险源的立法工作,在制定重大危险源的相关法规和政策时应科学、合理。  相似文献

危险化学品源的安全评价是安全生产管理中的一项重要内容.目前用于危险化学品源安全评价与分级的常用方法有后果分析法、道指数法、蒙德指数法以及使用临界系数判别重大危险源的方法等.在实际应用中,单独使用某一方法时,由于存在各种片面性问题而得不到满意的评价结果; 几种方法同时使用时,其评价指标、评价结果以及结果的形式又会互相冲突.为解决上述问题,建立了基于层次分析法的综合评价模型.首先,根据安全评价要求构建3层次的评价体系,在各层次中构造判断矩阵,并计算4种常用方法相对综合评价模型的置信度; 其次,对各方法统一危险分级标准,均采用危险分数划定危险级别,并取各危险分数的加权平均值--综合危险分数作为综合评价模型下的危险源分级标准.采用综合评价模型可消除单一方法进行评价时的片面性和偏差,同时,评价结果的一致化使得判断危险化学品源的危险级别以及由此采取相应级别的管理措施成为可能,将更有利于实际安全生产管理指导.  相似文献

从分析我国实施GHS的问题出发,详细研究GHS的"积木式做法",指出实施GHS可以根据实际情况有选择地采用其危险性分类。同时分析我国现阶段化学品相关实验室技术支撑能力,结合目前化学品监管范围,提出实施GHS的重点,要先实现我国化学品监管范围与GHS相关危险性的分类统一,再逐步将GHS其他危险性分类引入我国危险化学品监管范围,并对现阶段实施GHS的危险性种类和类别提出启动物理化学性质引起的危险、急性毒性和皮肤腐蚀/刺激性、危害水生环境分类标准的实施工作建议。  相似文献

通过对危险化学品污染事故危害性的分析,指出环境污染事故应急处置的紧迫性和必要性;给出了事故应急决策支持机制,采用案例推理与规则推理相结合的推理技术来实现事故应急方案的自动生成;借助于WebGIS技术,建立起集成污染事故风险评估与预警、监测分析、快速处理等多项技术的系统平台;该系统创建了集成空间信息、属性信息和文档信息的污染应急决策数据库,提供了环境污染危险的评估技术,建立了环境污染的扩散模型,实现了环境污染事故应急监测与处置技术的集成应用。实践证明,该系统能为危险化学品污染事故的应急处理提供及时、有效的决策支持。  相似文献

综述了国内外健康风险暴露评价的最新研究进展,重点讨论了对人体进行直接监测的生物监测技术和对环境中污染因子进行间接监测并利用数学模型进行暴露剂量计算的间接方法。生物监测方法通过测定人体生理介质(如血液、尿液)中的污染物质及其代谢产物含量确定人体对环境污染物的暴露情况,监测结果反映了风险因子通过所有暴露途径进入人体的总暴露剂量。为了利用生物监测结果评价人体暴露安全性,近几年建立了生物监测等效值的概念,推导确定化学物质的生物监测等效值发展迅速。环境监测和数学模型间接方法通过对不同暴露媒介中风险因子的浓度监测和特定暴露途径的量化研究,同时利用精确的暴露计算模型(如空气分散模型、地下水扩散模型)计算人体对污染物的暴露剂量。生物监测和环境监测技术及数学模型的发展使健康风险评价和管理的暴露参数更加精确,降低了风险评价的不确定性。还介绍了利用数学模拟和剂量重建等方法插补历史空白暴露数据的方法。  相似文献

以法规及风险评价模型为基础,对电子封装行业内通常使用的化学有害因素进行职业暴露分析,将健康风险进行分级、定量评价,得出结论:行业中回流焊工艺可能产生的铅烟、电镀车间存在的硝酸、失效分析中使用的氢氟酸等,其职业暴露风险为中等风险水平;但由于化学物质的健康危害等级HR因其固有性而相对不变,而其会随控制措施的效果高低而变化的暴露等级ER是一个可变的要素,不同企业的控制措施的水平高低不同,其最终的风险等级可能是不同的。行业中使用的氢氧化钾、氢氧化钠的职业暴露风险为低风险水平,前提也是在合理有效的控制措施环境下。因此,控制措施的水平就是决定风险等级的最重要因素。时时地运行和维护有效的控制措施,是确保风险水平不发生变化的关键。  相似文献

Leakage and explosion of hazardous chemicals during road transportation can cause serious building damage and casualties, and adoption of highly-efficient emergency rescue measures plays a critical role in reducing accidental hazards. Considering a liquefied petroleum gas (LPG) transport tanker explosion accident that occurred in Wenling, Zhejiang Province, China on June 13, 2020 as example, this study proposes a risk assessment framework. This framework recreates the leakage and explosion of the accident process using FLACS v10.9, suggests plans for evacuation, describes the rescue areas of different levels, and explores the influence of environmental factors on the evacuation and rescue areas. The results show that simulated and predicted distributions of fuel vapour cloud concentration and explosion overpressure can provide a reference basis for rapid rescue activities; the characterization of the dynamic effects of wind speed, wind direction, and temperature with respect to the evacuation and rescue areas can be used as theoretical support for on-site adjustment of rescue forces. The role of obstacles can prevent the expansion of the evacuation areas under low wind-speed conditions, and the presence of highly congested obstacles determines the level of the rescue area. The results obtained are important for the risk analysis and the development of emergency rescue measures in case of explosion accidents associated with transportation of hazardous chemicals on high-hazard and high-sensitive road sections.  相似文献
