Implementing effective conservation requires an understanding of factors affecting deforestation and forest degradation. Previous studies have investigated factors affecting deforestation, while few studies have examined the determinants of both of deforestation and forest degradation for more than one period. To address this gap, this study examined factors influencing deforestation and forest degradation during 1989–2000 and 2000–2005 in the Popa Mountain Park, Myanmar. We applied multinomial logistic regression (MNL) using land cover maps derived from Landsat images as the dependent variables as well as spatial and biophysical factors as the independent variables. The MNL models revealed influences of the determinants on deforestation and forest degradation changes over time. For example, during 1989–2000, deforestation from closed forest was positively correlated to the distance from the park boundary and was negatively correlated with distance from villages, roads, the park circular road, slope, western aspect and elevation. On the other hand, during 2000–2005, deforestation of closed forest was positively correlated with distance from villages, roads, the park circular road, slope and western aspect, and negatively correlated with distance from the park boundary and elevation. Similar scenarios were observed for the deforestation of open forest and forest degradation of closed forest. The study also found most of the determinants influenced deforestation and forest degradation differently. The changes in determinants of deforestation and forest degradation over time might be attributable to the general decrease in resource availability and to the effect of conservation measures conducted by the park.  相似文献

National parks have complex relationships with local communities that impact both conservation success and community well-being. Integrated conservation and development projects have been a key approach to managing these relationships, although their effectiveness has been increasingly questioned. Park-people relationships of the Armando Bermudez National Park in the Dominican Republic were studied, focusing on forests, aquatic resources, community well-being and development, and ecotourism. The park, established in 1956, is well respected by the community, based on its long history and its role in protecting water resources that are critical to the community. However, management of riparian vegetation and local fisheries present challenges in terms of finding a balance between conservation and development. Hiking and trekking opportunities attract both national and international tourists to the park, and community members benefit from employment as tour guides and providing mule rentals. At the same time, tourism activities also present continuing challenges related to: (1) the distribution of tourism benefits between local people and outsiders, and within the local community, (2) maintaining the local economic benefits of tourism while protecting park resources, and (3) developing park- or conservation-related economic opportunities to complement tourism. The results highlight the need to develop site-specific strategies to manage park-people relationships through interdisciplinary analysis.  相似文献

While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. It is suggested that park management plans should be flexible and adaptive enough to meet site-specific contexts and to endear wider support from local communities.  相似文献

新中国成立70年来,我国自然保护地体系逐步完善。在生态系统与重要自然资源保护方面,形成了由自然保护区、风景名胜区、森林公园、地质公园、自然文化遗产、湿地公园、水产种质资源保护区、海洋特别保护区、特别保护海岛等组成的保护地体系。在生态空间保护方面,率先在国际上提出和实施生态保护红线,构建了以重要生态功能区、生态脆弱区和生物多样性保护区为主体的生态保护红线技术体系,成为我国新世纪一项重大生态保护工程,并开展了生态功能区划、主体功能区划。在保护机制上,于2015年启动了国家公园体制,并开展试点示范。本文从以上三个方面概要分析了我国自然保护地的发展历程和发展成效。  相似文献

This study presents a method for assessing conservation opportunity on private land based on landholders' socio-economic, behavioral, and farm characteristics. These characteristics include age, gender, education, level of off-farm income, farm size, proportion of remnant native vegetation on-farm, and ecological value of native vegetation on-farm. A sample of landholders who own greater than 2 ha of land in the South Australian Murray-Darling Basin region were sent a mail-based survey about their values and preferences for environmental management (N = 659, 52% response). Cross-tabulations and ANOVA statistical analysis techniques were used to compare the socio-economic attributes across three landholder classes: disengaged, moderately engaged, and highly engaged in native vegetation planting. Results indicate that highly engaged landholders were more likely to be female, formally educated, hobby farmers who managed small parcels of land and have high off-farm incomes, whereas disengaged landholders held significantly stronger farming connections (more farming experience, family have lived on the farm for more generations). Spatial analysis revealed area-specific differences in conservation opportunity and conservation priority. In some areas, properties of high ecological value were managed by highly engaged landholders, but nearby properties of high value were managed by moderately engaged or disengaged landholders. Environmental managers therefore cannot assume areas of high conservation priority will be areas of high conservation opportunity. At the regional scale, the potential for revegetation seems most promising within the moderately engaged landholder group considering the vast amount of land managed by this group in areas of high ecological value, particularly within the less represented Mallee and Coorong and Rangelands sub-regions. We suggest that incentive schemes which purchase conservation need to be targeted at disengaged landholders; mentoring schemes led by commercial farmers highly engaged in native vegetation planting should be directed at moderately engaged landholders, and; awards programs which acknowledge conservation successes should be targeted at highly engaged landholders.  相似文献

We reconstructed the history of Chatthin Wildlife Sanctuary (CWS) to understand how social and economic events, and policy changes affected the sanctuary's condition. We surveyed 25 villages surrounding CWS to evaluate past and present ecological conditions, compare the results with historical accounts and identify causal relationships. During the first half of the 20th century, the primary threat was the government's reduction of old growth forest to supply fuel wood for the British-built railway. The railroad opened the area to colonization, but the villagers' impact on timber and wildlife was low. From 1945 to 1988, villagers became the primary force of landscape degradation. The post-war windfall of firearms increased hunting pressure, and populations of large mammal started to decline. With the economic decline of the 1970s and 1980s, the community's demand for game and forest products intensified, and the large mammal fauna was reduced from eleven to four species. From 1988-2003, the forests surrounding the sanctuary were fragmented and degraded. The absence of large predators rendered the park safe for livestock, and the combined effects of grazing and removal of forest products seriously degraded habitat within CWS. Major threats to CWS during the past two decades have resulted from land use decisions in which government-planned economic enterprises caused encroachment by villagers. Stabilization and recovery of this sanctuary will require management compatible with human needs, including expanded buffer zones, better core area protection, community forestry projects, and probably relocation of villages within the park.  相似文献

Summary Prespa National Park is situated at the northwestern corner of Greece bordering Yugoslavia and Albania and covers 25,690 ha of which 8,114 ha are lake. The remaining area is forest, rangeland and arable land in the vicinity of twelve villages. The objectives of the park authority are to preserve the wetland with its special fauna of rare bird species, its flora, the geomorphological formations of the lake and the natural environment. The nucleus of the park is comprised by Lake Mikri Prespa and the surrounding wetland. It is in this wetland that an exceptional assemblage of rare and endangered species breed. However, the park is recently undergoing rapid development of its agroecosystems in terms both of higher subsidiary energy inputs, notably irrigation, and of acreage, i.e. of substituting some of the wetland for cropland. The objective of this study was to assess the potential environmental hazards from practicing agriculture in the park and to propose measures of abatement. Assessment was based on field surveys, administration documents and interviews. Cropland is not intensively used at present. Two thirds is covered by winter cereals and the remaining by other row crops (beans and potatoes). There are no deciduous orchards. Practices are carried out without regard for environmental conservation. Farmers' attitudes towards the wildlife range from indifference to hostility because they attribute the lag in their economic development to the past restrictions imposed by the National Park Administration. The main environmental consequences from the ongoing agricultural development in Prespa are assessed to be a dramatic increase of nonpoint agricultural pollution of the lake, with phosphorus and pesticides as the primary pollutants. Moreover, accidents in the use of pesticides may lead to immediate deterioration of the nucleus wildlife habitats. Since irrigated agroecosystems are there to stay and grow in subsidiary energy, measures are needed to prevent harmful consequences. Such measures are the alleviation of the land ownership problem, adoption of cultural practices to limit soil erosion, rational use of chemical fertilizers and pesticides and education of farmers. It is concluded that the internationally invaluable natural ecosystems of the park are definitely threatened by the development of the irrigated agroecosystems. The measures proposed will limit this threat and at the same time will help to perpetuate the productivity of the agroecosystems themselves.Mrs. M. D. Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

This paper analyzes five major causes of park-people conflicts that have occurred in Nepal's Royal Chitwan National Park. The causes include illegal transactions of forest products from the park, livestock grazing in the park, illegal hunting and fishing, crop damage, and threats to human and animal life caused by wild animals from the park. The conflicts indicate a reciprocal relationship between the park and local people. They reflect the attitudes of local people and representatives of the park authority whose priorities and objectives largely diverge. The results show that people settled adjacent to the park are heavily dependent on its resources. Even in places where some, albeit few alternative sources exist, local people continue to trespass the park boundary as these sources are inadequate to ensure the fulfillment of local people's resource needs. Illegal transactions of resources continue throughout the year; however, they are less intense during summer due to flooding caused by the Rapti River, which forms the park boundary towards the northern section where this study is conducted. The frequency of local people's visits to the park is mainly determined by their age, distance between homesteads and park, and volume of crop loss caused by wild animals. Crop damage is the function of size of landholding, distance, and frequency of crop raid. Local people claim that they have no intention of letting their livestock graze in the park; however, the dense vegetation of the park attracts livestock grazing on riverbanks just outside the open park boundary. Many head of livestock are killed by carnivores of the park. Human casualties are mainly caused by sloth bear (Melursus ursinus), tiger (Panthera tigris), wild pig (Sug scrofa), and rhinoceros (Rhinoceros unicornis). There had been some earlier attempts to reconcile the conflicts by offering local people different kinds of compensations; however, these were unsuccessful measures. An integrated approach is essential if efforts to resolve the park-people conflicts are to succeed. The government is in the process of launching a project that aims to resolve the inherent problems with such an approach. Suggestions are made to incorporate some key elements, such as maintaining effective communication between various parties and the potential for wildlife conservation among local people.  相似文献

In 1968, Redwood National Park was created in an atmosphere of controversy and compromise to preserve remnants of the coastal redwood (Sequoia sempervirens) ecosystems and the streams and seashores with which they are associated. The 1968 boundary included the lower portions of several watersheds in the park, which meant that potential impacts from upstream, privately owned lands might occur. Between 1968 and 1978, controversy continued between preservation and forest industry interests over the impacts of harvesting old growth timber upslope and upstream from the park. In 1978, the southern portion of the park around Redwood Creek was expanded by 48,000 acres, moving the boundary from a narrow, one-half mile riparian corridor to ridgelines, but still leaving two-thirds of the total watershed outside of the park. The park expansion has generated biological and social impacts and opportunities. Meeting the objectives of the 1978 legislation will require close coordination between federal and state government and local communities.  相似文献

Summary The causes of the degradation of Brazilian Atlantic Forest in the south-eastern cocoa region of the State of Bahia are investigated by means of a survey on cocoa planter's forest conservation attitudes. Large land-owners were found to be responsible for most of the forest clearing that occurred in the past: cocoa prices compensated investment in the expansion of the area planted to cocoa on planters' forested land-holdings. Large land-owners were also responsible for most of the recent forest clearing, which occurred simply to sell trees in order to earn income while cocoa prices were depressed. Large land-owners are nonetheless more interested than small land-owners in conserving some of their forest. Policies encouraging private forest conservation, and the development of forest-conserving agricultural alternatives for the landless poor are recommended.Dr Keith Alger teaches at the Universidade Estadual de Santa Cruz in Southern Bahia, a community college in Brazil's cocoa producing region. He is Vice-President of Fundação Pau Brasil, a non-profit association of local researchers and environmentalists whose objective is to encourage the conservation of biodiversity in regional, economic and social development. He does volunteer work for Projeto Mico-Leão Baiano (The Bahian Lion Tamarin Project), an environmental education project coordinated by maria Cristina Alves and sponsored by the Wildlife Preservation Trust International. Dr Alger's current research on land-use tendencies in a wildlife park buffer zone is supported by Conservation International and the World Wildlife fund. In the tropics and sub-tropics, where high levels of biodiversity co-exist with some of the greatest levels of population density, achieving complete exclusion in protected area contexts has proved close to impossible. There is a clear need to recognize that parks are significantly impacted by human–environment interactions in the larger landscape within which they are embedded, and to move the frontier of research beyond the boundaries of protected areas in order to examine larger landscapes where multiple forms of ownership and access are embedded. This research evaluates forest change and fragmentation between 1990 and 2000, in a landscape surrounding the Mahananda Wildlife Sanctuary in the Indian state of West Bengal. This protected forest is bounded to the south by a less intensively protected area, the Baikunthapur Reserve Forest, and surrounded by a mosaic of unprotected, largely private land holdings. Results indicate differences in the extent and spatial pattern of forest cover change in these three zones, corresponding to different levels of government protection, access and monitoring. The two protected areas experience a trend toward forest regrowth, relating to the cessation of commercial logging by park management during this period. Yet, there is still substantial clearing toward peripheral areas that are well connected to illegal timber markets by transportation networks. The surrounding landscape, although experiencing some forest regrowth within less intensively cultivated tea plantations, is also becoming increasingly fragmented, with potentially critical impacts on the maintenance of effective wildlife corridors in this ecologically critical region.  相似文献

Terrestrial systems represent a significant potential carbon (C) sink to help mitigate or offset greenhouse gas emissions. Nearly 3.2 Mha are permitted for mining activities in the United States, which are required to be reclaimed with vegetative cover. While site-specific studies have assessed C accumulation on reclaimed mine sites, regional analyses to estimate potential C increases have not been conducted. For this analysis, potential C sequestration is analyzed on 567,000 ha of mine land in a seven-state region reclaimed to cropland, pasture, or forest. Carbon accumulation is estimated for cropland, pasture, and forest soils, forest litter layer, and aboveground biomass by estimating average annual rates of C accumulation from site-specific and general C sequestration studies. The average annual rate of C storage is highest when mine land is reclaimed to forest, where the potential sequestration is 0.7 to 2.2 Tg yr(-1). The C from soils, litter layer, and biomass from mine lands reclaimed to forest represents 0.3 to 1.0% of the 1990 CO2 emissions from the study region (919 Tg CO2). To achieve the greenhouse gas (GHG) emission reduction goal of 7% below the 1990 level as proposed by the Kyoto Treaty requires CO2 emissions in the study area to be reduced by just over 64 Tg CO2. The potential carbon storage in mine sites reclaimed to forest could account for 4 to 12.5% of these required reductions.  相似文献

In light of the increasing mandate for greater efficiency in conservation of natural reserves such as national parks, the present study suggests educational approaches as a tool to achieve conservation purposes. Currently, the management of human–wildlife interactions is dominated by regulatory strategies, but considerable potential exists for environmental education to enhance knowledge in the short run and to prompt attitude change in the long run. A framework for conservation based on both traditional regulatory- and behavior-oriented strategies was proposed whereby the level of knowledge that park visitors have acquired comprises an obvious outcome and establishes a basis upon which the effectiveness of regulatory- and behavior-based regimes could be assessed. The perceptions regarding park-related issues of two distinct visitor groups (locals and nonlocals) are summarized from a survey undertaken in Vikos-Aoos national park. The findings suggest a superficial knowledge for certain concepts but little profound understanding of the content of such concepts, indicating that knowledge-raising efforts should go a long way towards establishing a positive attitude for the resource. Visitors' poor knowledge of the park's operation regulation contest the efficiency of the presently dominant regulatory management regime. While geographical distances did not appear to significantly differentiate knowledge between the two groups, wilderness experience (as certified by visits to other parks) was proved to be an impetus for generating substantial learner interest in critical park issues among nonlocal visitors. School education and media were found to be significant knowledge providers.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

India's forest biodiversity management regime is analysed at the policy, legal and institutional levels, from the perspective of the triple objectives of the Convention on Biological Diversity and the principles of the Indian constitution. The forest biodiversity management regime has both structural and functional flaws that render it largely incapable of facing the challenge of increasing biodiversity degradation and deepening poverty among the Adivasis and other forest‐dependent communities. The paper argues for the reform of the forest biodiversity management regime and offers recommendations in regard to most aspects of the regime, with a view of putting the country's conservation enterprise on a course that is effective, sustainable and inclusive, rejecting the report of the High Power Committee (HPC) (also known as the Subramanian Committee), which is premised on easing corporate access to forests.  相似文献
