Disturbances by insects have considerable effect on the heterogeneity of forested landscapes in North America. Responding to calls for bringing human dimensions of landscape disturbance and heterogeneity into ecological assessments and management strategies, this paper explores linkages between biophysical, socioeconomic, and perceptual aspects of a mountain pine beetle (MPB) (Dendroctonus ponderosae) outbreak in north central Colorado. Findings are presented from surveys conducted with residents of nine Colorado communities and variations in local perceptions of MPB risks and forest management attitudes are compared to indices of tree mortality and amenity characteristics. Findings suggest respondents from lower amenity communities with more recent emphasis on resource extraction and higher tree mortality had significantly higher risk perceptions of some MPB impacts, lower trust in federal forest management, and higher faith in forest industry and specific industry options than those from higher amenity communities with less tree mortality. While not implying these contextual influences fully explain such perceptual dimensions, this paper explores possible implications of heterogeneity across human landscapes for improving the saliency and efficiency of regional forest management and planning.  相似文献

The problem of forest degradation and loss has become the concern of many countries. To address this challenge, some collaborate in sustainable forest management. The most successful outcomes, however, are observed where local participation is an essential part of conservation efforts. In Ghana, forests have experienced various degrees of exploitation over the years, resulting in their ecological decline. Despite its designation as a protected area for biodiversity and ecosystem services, the Atewa Range Forest Reserve in Ghana has been significantly impacted by deforestation, illegal mining, and other destructive activities. The purpose of this paper is to examine ecologically based management approaches that could be adopted to generate beneficial outcomes for all forest stakeholders and actors in Ghana. The study sampled forest stakeholders in Kwabeng, the administrative capital of the Atewa West District, to understand forest governance challenges and outline strategies for overcoming them. The study revealed that a bottom-up all-inclusive approach to managing forest resources is necessary. This paper, therefore, proposes an integrated forest governance that prioritizes the UN Sustainable Development Goal 15—Life on Land-related to forest preservation.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

The Southeastern United States is a global center of freshwater biotic diversity, but much of the regions aquatic biodiversity is at risk from stream degradation. Nonpoint pollution sources are responsible for 70% of that degradation, and controlling nonpoint pollution from agriculture, urbanization, and silviculture is considered critical to maintaining water quality and aquatic biodiversity in the Southeast. We used an ecological risk assessment framework to develop vulnerability models that can help policymakers and natural resource managers understand the impact of land cover changes on water quality in North Carolina. Additionally, we determined which landscape characteristics are most closely associated with macroinvertebrate community tolerance of stream degradation, and therefore with lower-quality water. The results will allow managers and policymakers to weigh the risks of management and policy decisions to a given watershed or set of watersheds, including whether streamside buffer protection zones are ecologically effective in achieving water quality standards. Regression analyses revealed that landscape variables explained up to 56.3% of the variability in benthic macroinvertebrate index scores. The resulting vulnerability models indicate that North Carolina watersheds with less forest cover are at most risk for degraded water quality and steam habitat conditions. The importance of forest cover, at both the watershed and riparian zone scale, in predicting macrobenthic invertebrate community assemblage varies by geographic region of the state.  相似文献

Aerial photography has been routinely used for several decades by natural resource scientists and managers to map and monitor the condition of forested landscapes. Recently, along with the emergence of concepts in managing forests as ecosystems, has come a significant shift in emphasis from smaller to larger spatial scales and the widespread use of geographic information systems. These developments have precipitated an increasing need for vegetation information derived from other remote sensing imagery, especially digital data acquired from high-elevation aircraft and satellite platforms. This paper introduces fundamental concepts in digital remote sensing and describes numerous applications of the technology. The intent is to provide a balanced, nontechnical view, discussing the shortcomings, successes, and future potential for digital remote sensing of forested ecosystems.  相似文献

This study examines the common ground between lay people and scientists regarding forest values and definitions of forest health. With the forest at Pinery Provincial Park, Ontario, as a case study, the authors compared six ecological indicators to determine which were sensitive to the multiple impacts of visitor use, deer browsing and fire suppression. Plant cover and proportion native species were sensitive to these impacts. Sapling height was greater in low deer density areas. The authors also conducted focused discussions with local interest groups, followed by qualitative data analysis. Overall, there was good convergence between scientific and public views of forests and forest health, although this may partly be due to the groups' interest in nature and the Pinery. Subjects saw a connection between their health and the state of the global and local environment, including forests. There is a need for increased awareness in the public to the necessity of managing high deer populations in parks to protect other forest components such as biodiversity. Forest managers must consider that people greatly value forests near them for mental well being. Group responses suggested that messages explicitly linking forest benefits to human health and well being may motivate people to protect forests.  相似文献

Good natural resource management is scarce in many remote tropical regions. Improved management requires better local consultation, but accessing and understanding the preferences and concerns of stakeholders can be difficult. Scoring, where items are numerically rated in relation to each other, is simple and seems applicable even in situations where capacity and funds are limited, but managers rarely use such methods. Here we investigate scoring with seven indigenous communities threatened by forest loss in Kalimantan, Indonesia. We aimed to clarify the forest’s multifaceted importance, using replication, cross-check exercises, and interviews. Results are sometimes surprising, but generally explained by additional investigation that sometimes provides new insights. The consistency of scoring results increases in line with community literacy and wealth. Various benefits and pitfalls are identified and examined. Aside from revealing and clarifying local preferences, scoring has unexplored potential as a quantitative technique. Scoring is an underappreciated management tool with wide potential.  相似文献

The general perceptions of prescribed burning were elicited from forest users for an area that has been subject to this form of land management for at least 20 years. The largest group consisted of local residents living in and around the Wombat State Forest with two smaller groups of students from a nearby university campus and local professional land managers. A questionnaire was given to each participant in order to explore how the forest was used, to determine the level of knowledge of burning in the targeted forest and Victoria and the perception of the appearance, effectiveness of protection, and accessibility to the forest after prescribed burning. Generally all groups had similar responses with community members having stronger views on the effectiveness and practicalities of prescribed burning, whereas students were more neutral in their opinions. All participants claimed knowledge of prescribed burning activities within Victoria, but fewer had experience of planned fires in the Wombat State Forest. All groups agreed that areas that had not been recently burned had a better appearance than those that had, but this result may have included a range of value judgments. Land managers had a greater understanding of the ecological importance of season and timing of burning; however, some students and community members were equally knowledgeable. Prescribed burning did not impede access to the forest, nor did smoke from prescribed burns pose any great problem. The majority of the participants felt that the amount of prescribed burning done in the forest was adequate for engendering a feeling of protection to life and property, yet many were still suspicious of this management practice. These initial findings indicate several areas in which further research would be useful including the efficacy of education programs for community members and improved communication of burn plans by land managers.  相似文献

Natural resource professionals are increasingly faced with the challenges of cultivating community-based support for wetland ecosystem restoration. While extensive research efforts have been directed toward understanding the biophysical dimensions of wetland conservation, the literature provides less guidance on how to successfully integrate community stakeholders into restoration planning. Therefore, this study explores the social construction of wetlands locally, and community members’ perceptions of the wetland restoration project in the Cache River Watershed of southern Illinois, where public and private agencies have partnered together to implement a large-scale wetlands restoration project. Findings illustrate that the wetlands hold diverse and significant meanings to community members and that community members’ criteria for project success may vary from those identified by project managers. The case study provides managers with strategies for building community commitment such as engaging local citizens in project planning, minimizing local burdens, maximizing local benefits, and reducing uncertainty.  相似文献

During April 2007, forest land per capita in the United States dropped below 1 ha. This is the result of a rather static area of forest land in the United States for the past 100 years combined with population growth. The US now joins the ranks of most countries (77%) having forest land per capita below 1 ha. The combination of an increasing human population with stable or increasing per capita natural resource utilization may place even more demand on resources derived from forest land in the future. The forest land per capita should be expected to continue its downward trend unless substantive demographic, resource utilization, and land-use changes occur.  相似文献

China’s new Classification-Based Forest Management (CFM) is a two-class system, including Commodity Forest (CoF) and Ecological Welfare Forest (EWF) lands, so named according to differences in their distinct functions and services. The purposes of CFM are to improve forestry economic systems, strengthen resource management in a market economy, ease the conflicts between wood demands and public welfare, and meet the diversified needs for forest services in China. The formative process of China’s CFM has involved a series of trials and revisions. China’s central government accelerated the reform of CFM in the year 2000 and completed the final version in 2003. CFM was implemented at the provincial level with the aid of subsidies from the central government. About a quarter of the forestland in China was approved as National EWF lands by the State Forestry Administration in 2006 and 2007. Logging is prohibited on National EWF lands, and their landowners or managers receive subsidies of about 70 RMB (US$10) per hectare from the central government. CFM represents a new forestry strategy in China and its implementation inevitably faces challenges in promoting the understanding of forest ecological services, generalizing nationwide criteria for identifying EWF and CoF lands, setting up forest-specific compensation mechanisms for ecological benefits, enhancing the knowledge of administrators and the general public about CFM, and sustaining EWF lands under China’s current forestland tenure system. CFM does, however, offer a viable pathway toward sustainable forest management in China.  相似文献

The Burruyacú district (Tucumán province, Northwest Argentina) has been traditionally an area with rural activities based on the exploitation of the Chaco forest for timber and livestock browsing. Since the 1960s, local institutions started promoting soybean due to favorable land conditions and good market prices. Soybean extension, as from the 1970s, has resulted in important reduction of the Chaco forest and also caused physical soil degradation, especially soil compaction and erosion. A land-use-planning exercise was carried out using the Land-Use Planning and Information System (LUPIS) as a spatial decision support system. LUPIS facilitates the generation of alternative land-use plans by adjusting the relative importance attributed by multiple stakeholders to preference and avoidance policies. The system leads to the allocation of competing land uses to land map units in accordance with their preferred resource requirements, conditional upon the resource base of the area and the stakeholders' demands. After generating a land use plan for each stakeholder category identified in the study area, including commercial farmers, conservative/conventional farmers, and conservationists, a consensus plan was established to address the land-use conflicts between mechanized agriculture, traditional agriculture and forest conservation, and to mitigate soil degradation caused by extensive dry-farming. Although the planning exercise did not directly involve the stakeholders, the results are sufficiently practical and realistic to suggest that the approach could be extended to the entire Chaco plain region.  相似文献

ABSTRACT

Northern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts.  相似文献

Recent advances in fire modeling permit quantitative estimations of fire behavior from quantitative inputs that describe the fuel array and conditions, such as weather and site data, under which it will burn. This paper describes the collection, analysis, and stratification of flammable forest fuels data for coniferous forest ecosystems in Montana and then illustrates the resource management application of these data in three areas: the development of the fire behavior model, a determination of the model's sensitivity to input errors as reflected by fire behavior prediction errors, and the development of a fire hazard simulator (TAROT). Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University.  相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support.  相似文献

Forest Dynamics in the Eastern Ghats of Tamil Nadu,India   总被引:1,自引:0,他引:1  
The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

The frequency and severity of mass coral bleaching events are predicted to increase as sea temperatures continue to warm under a global regime of rising ocean temperatures. Bleaching events can be disastrous for coral reef ecosystems and, given the number of other stressors to reefs that result from human activities, there is widespread concern about their future. This article provides a strategic framework from the Great Barrier Reef to prepare for and respond to mass bleaching events. The framework presented has two main inter-related components: an early warning system and assessment and monitoring. Both include the need to proactively and consistently communicate information on environmental conditions and the level of bleaching severity to senior decision-makers, stakeholders, and the public. Managers, being the most timely and credible source of information on bleaching events, can facilitate the implementation of strategies that can give reefs the best chance to recover from bleaching and to withstand future disturbances. The proposed framework is readily transferable to other coral reef regions, and can easily be adapted by managers to local financial, technical, and human resources.  相似文献

Interviews with Chinese forest products manufacturers were conducted to explore their attitudes towards forest certification and related issues. Participants comprised owners, CEOs, and managers in 20 Chinese wood products companies, including producers of furniture, doors, flooring, and various engineered wood products. The interviews were used to analyze the extent to which participants were considering adopting forest certification and what might motivate such a decision. This was done by assessing their awareness and knowledge of certification. The results indicated that participants' understanding of forest certification was extremely low, despite major efforts in China to raise awareness of the issue. Potential economic benefits were the most frequently cited reason to adopt certification, including gaining or maintaining competitive advantage over their industry counterparts, improved access to both domestic and export markets, better customer recognition, and enhanced corporate responsibility practices. Some interviewees (3 out of 20) considered that certification would become a mandatory requirement or industry standard, and that this would be the only viable motivation for certification given that the financial benefits were potentially limited. According to the participants, the main differences between certified and uncertified wood products operations related to improved market access and public image. Interviewees felt that cooperation between and support from governments and the forest industry would enable the enhanced awareness of certification amongst manufacturers and the general public. This, in turn, could serve to stimulate demand for certified products.  相似文献
