Wind energy is growing worldwide as a source of power generation. Bat assemblages may be negatively affected by wind farms due to the fatality of a significant number of individuals after colliding with the moving turbines or experiencing barotrauma. The implementation of wind farms should follow standard procedures to prevent such negative impacts: avoid, reduce and offset, in what is known as the mitigation hierarchy. According to this approach avoiding impacts is the priority, followed by the minimisation of the identified impacts, and finally, when residual negative impacts still remain, those must be offset or at least compensated. This paper presents a review on conservation measures for bats and presents some guidelines within the compensation scenario, focusing on negative impacts that remain after avoidance and minimisation measures. The conservation strategies presented aim at the improvement of the ecological conditions for the bat assemblage as a whole. While developed under the European context, the proposed measures are potentially applicable elsewhere, taking into consideration the specificity of each region in terms of bat assemblages present, landscape features and policy context regarding nature and biodiversity conservation and management. An analysis of potential opportunities and constraints arising from the implementation of offset/compensation programmes and gaps in the current knowledge is also considered.  相似文献

The present article provides a multifaceted critical research review on environmental issues intimately related with the socio-economy of North East India (NE), a part of Indo-Burma hotspot. Further, the article addresses the issue of sustainable development of NE India through diverse ecological practices inextricably linked with traditional ecological knowledge (TEK). The biodiversity of NE India comprises endemic floral diversity, particularly medicinal plants of importance to pharmaceutical industry, and unique faunal diversity. Nevertheless, it is very unfortunate that this great land of biodiversity is least explored taxonomically as well as biotechnologically, probably due to geographical and political constraints. Different anthropogenic and socio-economic factors have perturbed the pristine ecology of this region, leading to environmental degradation. Also, the practice of unregulated shifting cultivation (jhooming), bamboo flowering, biological invasions and anthropogenic perturbations to biodiversity exacerbate the gloomy situation. Instead of a plethora of policies, the TEK of NE people may be integrated with modern scientific knowledge in order to conserve the environment which is the strong pillar for socio-economic sector here. The aforesaid approach can be practiced in NE India through the broad implementation and extension of agroforestry practices. Further, case studies on Apatanis, ethnomedicinal plants use by indigenous tribal groups and sacred forests are particularly relevant in the context of conservation of environmental health in totality while addressing the socioeconomic impact as well. In context with the prevailing scenarios in this region, we developed an eco-sustainable model for natural resource management through agroforestry practices in order to uplift the social as well as environmental framework.  相似文献

Because natural ecosystems and ecosystem services (ES) are both critical to the well-being of humankind, it is important to understand their relationships and congruence for conservation planning. Spatial conservation planning is required to set focused preservation priorities and to assess future ecological implications. This study uses the combined measures of ES models and ES potential to estimate and analyze all four groups of ecosystem services to generate opportunities to maximize ecosystem services. Subsequently, we identify the key areas of conservation priorities as future forestation and conservation hotspot zones to improve the ecological management in Chongqing City, located in the upper reaches of the Three Gorges Reservoir Area, China. Results show that ecosystem services potential is extremely obvious. Compared to ecosystem services from 2000, we determined that soil conservation could be increased by 59.11%, carbon sequestration by 129.51%, water flow regulation by 83.42%, and water purification by 84.42%. According to our prioritization results, approximately 48% of area converted to forests exhibited high improvements in all ecosystem services (categorized as hotspot-1, hotspot-2, and hotspot-3). The hotspots identified in this study can be used as an excellent surrogate for evaluation ecological engineering benefits and can be effectively applied in improving ecological management planning.  相似文献

Strategic environmental assessment (SEA) aims to provide a sound theoretical basis on which to plan for biodiversity and ecosystem services (ES). With the multi-purpose and increasing use of SEA worldwide, it is timely to evaluate the effectiveness of SEA practice in integrating biodiversity and ES considerations. Here, we derive criteria from the International Best Practice Principles on Biodiversity and Ecosystem Services in Impact Assessment to evaluate six Australian SEAs conducted for urban development plans. We use qualitative and quantitative content analysis to examine the endorsed SEA reports. We identify and analyse text references related to the evaluation criteria and use word counting of keywords to supplement and cross-check the validity of our findings. Four significant results emerge from our analysis. First, while goals to achieve no net loss (NNL) or net gain outcomes for biodiversity are mentioned in all case studies, their poor specification may limit their effectiveness. Second, there is limited integration of ES considerations into the SEA reports, limiting the potential advantages that such an approach could provide. Third, offsetting is the most documented type of mitigation measure, potentially signalling a lack of evidence in implementing early steps of the mitigation hierarchy, including avoidance. This could be explained by the low level of integration of biodiversity and ES considerations from the early stages in the planning process, where there is more flexibility to apply such steps. Fourth, biodiversity management systems and follow-up activities lack detailed information to judge whether they will be useful to demonstrate NNL outcomes. Based on these findings, we present recommendations for enhancing the integration of biodiversity and ES considerations in SEAs. Our approach provides a general framework that can be applied to evaluate SEAs elsewhere in the world from a biodiversity and ES conservation perspective.  相似文献

Major developments can result in significant impacts on biodiversity, which the mandated process of environmental impact assessment (EIA) aims to mitigate. There has been a recent move towards the application of biodiversity offsets as a last-resort, compensatory measure when options at the earlier stages in the mitigation hierarchy of avoidance, minimisation and restoration have been exhausted. Guidance on biodiversity offset planning available in different jurisdictions, however, demonstrates a lack of consensus about when biodiversity offsets should be formally introduced into the EIA process, and previous research has highlighted the perceived risks associated with commencing detailed offset planning too early as well as too late. Here we explore the implications of how and when offset considerations are introduced within EIA. We do this by reviewing and synthesising best practice principles for biodiversity offsets from the international literature, and then exploring how and when offsets were considered in a number of case studies that draw on documentary analysis and interviews with key role players. Our case studies are based in South Africa where regional guidance on offsets exists, supporting a body of practice. The research finds that the timing of involvement of biodiversity specialists is critical in determining whether considering offsets early will reap the combined benefits of: transparency and stakeholder engagement; guaranteeing the offset before development commences; and offset enforceability without jeopardising adherence to the mitigation hierarchy. Bypassing the mitigation hierarchy was perceived as allowing proponents to ‘buy’ approvals for developments that might otherwise be found unacceptable, although there was no evidence for this in any of the case studies evaluated. Although some of our findings may be specific to the South African context, the approach taken using international best practice principles for biodiversity offsets as a benchmark can equally be applied to evaluate practice in other EIA systems. We confirm the utility of this approach by evaluating the recently released South African Draft National Biodiversity Offset Policy for its potential to support best practice biodiversity offsets in EIA.  相似文献

The dynamics, degradation, and conservation of forest ecosystems are matters of prime concerns worldwide at the present. Proper planning and management of a forest area are essentially needed to protect it from the grasp of burgeoning pressure of urban-industrial sprawl. Establishment of eco-sensitive zones (ESZs), which act as buffer areas around the core forests, is one of the key approaches towards achieving this goal. This paper deals with the applicability of geospatial techniques to identify the ESZ around an Indian wildlife sanctuary following the different rules and acts prescribed by the Government of India. Gumti Wildlife Sanctuary, located in the northeastern state of Tripura in India, has been selected here as a case study. Collected pieces of information on the distribution of biodiversity and human population in the area were also used to make the approach more holistic. As inferred from this study, remote sensing and geographical information systems were found to be easily implementable and time as well as cost-effective tools for this purpose with a distinct advantage of spatial as well as temporal accuracy in identifying the existing land use and land cover patterns in pilot assessments. However, the results indicated that only appropriate hybridization of field-based information on the biodiversity and ecological aspects of the forest as well as patterns of human interferences with the remote sensing and GIS-based data could make this approach more relevant in actual implementations.  相似文献

Criteria and indicators assessment is one of the ways to evaluate management strategies for mountain watersheds. One framework for this, Integrated Watershed Management (IWM), was employed at Chittagong Hill Tracts region of Bangladesh using a multi-criteria analysis approach. The IWM framework, consisting of the design and application of principles, criteria, indicators, and verifiers (PCIV), facilitates active participation by diverse professionals, experts, and interest groups in watershed management, to explicitly address the demands and problems to measure the complexity of problems in a transparent and understandable way. Management alternatives are developed to fulfill every key component of IWM considering the developed PCIV set and current situation of the study area. Different management strategies, each focusing on a different approach (biodiversity conservation, flood control, soil and water quality conservation, indigenous knowledge conservation, income generation, watershed conservation, and landscape conservation) were assessed qualitatively on their potential to improve the current situation according to each verifier of the criteria and indicator set. Analytic Hierarchy Process (AHP), including sensitivity analysis, was employed to identify an appropriate management strategy according to overall priorities (i.e., different weights of each principle) of key informants. The AHP process indicated that a strategy focused on conservation of biodiversity provided the best option to address watershed-related challenges in the Chittagong Hill Tracts, Bangladesh.  相似文献

Balancing biodiversity conservation with food security and the preservation of a broader set of ecosystem services is among the greatest challenges of the century. The creation of the International Panel for Biodiversity and Ecosystem Services (IPBES), at the interface between decision support and scientific knowledge, is clearly in line with this ecological-economic perspective. IPBES particularly puts forward the development of model-based scenarios making sense economically and ecologically and promoting sustainability. The present paper provides generic modeling methods and tools to address such challenges. The paper argues that the framework of controlled dynamic systems under uncertainty together with ecoviability metrics are especially well suited. Such a modeling framework indeed makes it possible to simultaneously account for complex dynamics, indirect or indirect drivers, uncertainties along with multiple sustainability objectives. These general ideas are exemplified with scenarios relating to two applied fields: (i) fisheries and marine biodiversity and (ii) land-use and avifauna.  相似文献

The social and economic implications of atmospheric change on biodiversity need to be seen in a global context of major shifts in the conceptualization and management of our relationship with nature. Traditionally, we have conceptualized the atmosphere and the other creatures of the biosphere as separate from the human, but their quasi-autonomy is now becoming subject to more and more human management. This raises not only economic issues, but social, political, and ethical concerns that will have substantial influence on public policy. Among these are the commodification of genetic material; the privatization of traditional knowledge; and the management of information. In this broader context, the paper examines an array of current and proposed strategies of response to changes in biodiversity as a result of climatic and other stresses.  相似文献

Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.  相似文献

We present a new mathematical programming framework that is adaptable to a variety of spatially explicit landscape problems in environmental investment, conservation, and land-use planning, transport planning, and agriculture. As part of capturing spatial interdependencies, the framework considers decision variables at two levels, finely spaced grid cells and landholdings. We applied the framework to an environmental investment problem using objective functions representing biodiversity and carbon sequestration. We also tested the model to optimize the path of a road through part of the landscape. Using the Nambucca case study in eastern Australia, we applied a hybrid greedy randomised adaptive search procedure (GRASP) to find solutions to the model.  相似文献

Life cycle assessment (LCA) is explored as an analytical tool in strategic environmental assessment (SEA), illustrated by case where a previously developed SEA process was applied to municipal energy planning in Sweden. The process integrated decision-making tools for scenario planning, public participation and environmental assessment. This article describes the use of LCA for environmental assessment in this context, with focus on methodology and practical experiences. While LCA provides a systematic framework for the environmental assessment and a wider systems perspective than what is required in SEA, LCA cannot address all aspects of environmental impact required, and therefore needs to be complemented by other tools. The integration of LCA with tools for public participation and scenario planning posed certain methodological challenges, but provided an innovative approach to designing the scope of the environmental assessment and defining and assessing alternatives.  相似文献

This paper provides a comparison of ecosystem management (EM) to the traditional regulatory management approach and outlines the characteristics of EM from a policy perspective, defining the conditions under which this management tool can be successfully implemented. Ecosystem management is a collaborative and integrative tool focused on balancing societal needs, economic growth, and environmental protection to ensure the long-term ecological integrity of a particular ecosystem. The characteristics of this particular tool include: (1) its holistic approach to environmental problems; (2) its integration of values (economic, social, and environmental) through a collaborative, multi-partner, decision making structure; (3) its reliance on science to guide decisions and set boundaries; and (4) its ability to learn from the implementation of decisions (adaptive management). With marine biodiversity conservation the primary goal for reserve planning initiatives, a site's conservation potential is typically evaluated on the basis of the biological and physical features it contains. By comparison, socio-economic information is seldom a formal consideration of the reserve system design problem and generally limited to an assessment of threats, vulnerability or compatibility with surrounding uses. This is perhaps surprising given broad recognition that the success of reserve establishment is highly dependent on widespread stakeholder and community support. Using information on the spatial distribution and intensity of commercial rock lobster catch in South Australia, we demonstrate the capacity of mathematical reserve selection procedures to integrate socio-economic and biophysical information for marine reserve system design. Analyses of trade-offs highlight the opportunities to design representative, efficient and practical marine reserve systems that minimise potential loss to commercial users. We found that the objective of minimising the areal extent of the reserve system was barely compromised by incorporating economic design constraints. With a small increase in area (<3%) and boundary length (<10%), the economic impact of marine reserves on the commercial rock lobster fishery was reduced by more than a third. We considered also how a reserve planner might prioritise conservation areas using information on a planning units selection frequency. We found that selection frequencies alone were not a reliable guide for the selection of marine reserve systems, but could be used with approaches such as summed irreplaceability to direct conservation effort for efficient marine reserve design.  相似文献

Monitoring the condition of natural resources in US national parks   总被引:1,自引:0,他引:1  
The National Park Service has developed a long-term ecological monitoring program for 32 ecoregional networks containing more than 270 parks with significant natural resources. The monitoring program assists park managers in developing a broad-based understanding of the status and trends of park resources as a basis for making decisions and working with other agencies and the public for the long-term protection of park ecosystems. We found that the basic steps involved in planning and designing a long-term ecological monitoring program were the same for a range of ecological systems including coral reefs, deserts, arctic tundra, prairie grasslands, caves, and tropical rainforests. These steps involve (1) clearly defining goals and objectives, (2) compiling and summarizing existing information, (3) developing conceptual models, (4) prioritizing and selecting indicators, (5) developing an overall sampling design, (6) developing monitoring protocols, and (7) establishing data management, analysis, and reporting procedures. The broad-based, scientifically sound information obtained through this systems-based monitoring program will have multiple applications for management decision-making, research, education, and promoting public understanding of park resources. When combined with an effective education program, monitoring results can contribute not only to park issues, but also to larger quality-of-life issues that affect surrounding communities and can contribute significantly to the environmental health of the nation.  相似文献

To address current challenges regarding sustainable development and support planning for this form of development, new learning about different possible futures and their potential sustainability implications is needed. One way of facilitating this learning is by combining the futures studies and sustainability assessment (SA) research fields.This paper presents the sustainability assessment framework for scenarios (SAFS), a method developed for assessing the environmental and social risks and opportunities of future scenarios, provides guidelines for its application and demonstrates how the framework can be applied. SAFS suggests assessing environmental and social aspects using a consumption perspective and a life cycle approach, and provides qualitative results. SAFS does not suggest any modelling using precise data, but instead offers guidelines on how to carry out a qualitative assessment, where both the process of assessing and the outcome of the assessment are valuable and can be used as a basis for discussion.The benefits, drawbacks and potential challenges of applying SAFS are also discussed in the paper. SAFS uses systems thinking looking at future societies as a whole, considering both environmental and social consequences. This encourages researchers and decision-makers to consider the whole picture, and not just individual elements, when considering different futures.  相似文献

There is increased awareness of the need to balance multiple societal values in land use and development planning. Best practice has promoted the use of landscape-level conservation planning and application of the ‘mitigation hierarchy’, which focuses on avoiding, minimizing or compensating for impacts of development projects. However, environmental impact assessments (EIA) typically focus in a reactive way on single project footprints with an emphasis on environmental values and specifically biodiversity. This separation may miss opportunities to jointly plan for and manage impacts to both environmental and social values. Integrated approaches may have particular benefit in northern Australia, where Indigenous people have native title to as much as 60% of the land area and cultural values are closely linked with natural values. Here, we present a novel framework for integrating biodiversity and cultural values to facilitate use in EIA processes, using the Nyikina Mangala Native Title Determination Area in the Kimberley, Western Australia, as a case study. We demonstrate 1) how social and cultural values can be organized and analyzed spatially to support mitigation planning, 2) how social, cultural, and biodiversity values may reinforce each other to deliver better conservation outcomes and minimize conflict, and 3) how this information, in the hands of Indigenous communities, provides capacity to proactively assess development proposals and negotiate mitigation measures to conserve social, cultural, and biodiversity values following the mitigation hierarchy. Based on values defined through a Healthy Country Planning process, we developed spatial datasets to represent cultural/heritage sites, freshwater features, common native animals and plants represented by biophysical habitat types, and legally-protected threatened and migratory species represented by potential habitat models. Both cultural/heritage sites and threatened species habitat show a strong thematic and spatial link with freshwater features, particularly the Fitzroy River wetlands. We outline some of the challenges and opportunities of this process and its implications for the Northern Australia development agenda.  相似文献

Effective ecological monitoring is imperative in a human-dominated world, as our ability to manage functioning ecosystems will depend on understanding biodiversity responses to anthropogenic impacts. Yet, most monitoring efforts have either been narrowly focused on particular sites, species and stressors — thus inadequately considering the cumulative effects of multiple, interacting impacts at scales of management relevance — or too unfocused to provide specific guidance. We propose a cumulative effects monitoring framework that integrates multi-scaled surveillance of trends in biodiversity and land cover with targeted evaluation of hypothesized drivers of change. The framework is grounded in a flexible conceptual model and uses monitoring to generate and test empirical models that relate the status of diverse taxonomic groups to the nature and extent of human “footprint” and other landscape attributes. An adaptive cycle of standardized sampling, model development, and model evaluation provides a means to learn about the system and guide management. Additional benefits of the framework include standardized data on status and trend for a wide variety of biodiversity elements, spatially explicit models for regional planning and scenario evaluation, and identification of knowledge gaps for complementary research. We describe efforts to implement the framework in Alberta, Canada, through the Alberta Biodiversity Monitoring Institute, and identify key challenges to be addressed.  相似文献

Salinas systems are artificial wetlands which are interesting from the viewpoint of nature conservation. They play an important role both as habitats for migratory waterbird species and as nodes of biotic connectivity networks. In the Mediterranean basin, where the coastal salinas are highly significant as alternative and complementary habitats for waterbirds, a process of abandonment occurs, and many seminatural systems of this kind are disappearing. This abandonment is having serious consequences for migratory bird populations and for the ecological role these play. In the present paper, this group of waterbird species has been used to evaluate these wetlands for conservation purposes. We have developed a methodological approach for the selection of ecological indicators for the conservation and management of these Mediterranean habitats and waterbird assemblages, the main consumers therein. The stepwise procedure developed constitutes a practical tool for this task. Application thereof enabled us to differentiate the habitats available for the waterbirds and to identify the biotic and abiotic indicators for the maintenance and management of the salina ecosystems. These variables can then be incorporated into monitoring programs.  相似文献
