A geo-referenced environmental fate model was developed for analyzing unsteady-state dispersion and distribution of chemicals in multimedia environmental systems. Chemical transport processes were formulated in seven environmental compartments of air, canopy, surface soil, root-zone soil, vadose-zone soil, surface water, and sediment. The model assumed that the compartments were completely mixed and chemical equilibrium was established instantaneously between the sub-compartments within each compartment. A fugacity approach was utilized to formulate the mechanisms of diffusion, advection, physical interfacial transport, and transformation reactions. The governing equations of chemical mass balances in the environmental compartments were solved simultaneously to reflect the interactions between the compartments. A geographic information system (GIS) database and geospatial analysis were integrated into the chemical transport simulation to provide spatially explicit estimations of model parameters at watershed scale. Temporal variations of the environmental properties and source emissions were also considered in the parameter estimations. The outputs of the model included time-dependent chemical concentrations in each compartment and its sub-compartments, and inter-media mass fluxes between adjacent compartments at daily time steps.  相似文献

近年来我国危险化学品环境污染事故频发,如何及时有效地对污染物进行应急控制及消除显得尤为重要。本文基于事件树分析法原理,根据危险化学品理化性质及其环境污染事故的特征,从污染物种类、污染介质和污染物性质三个方面归纳出危险化学品环境污染事故的42种事故情形,给出每种污染事故情形所对应的处理处置技术方案,构建危险化学品环境污染事故应急处理处置技术树。基于Web服务器Apache、PHP语言和MySQL数据库管理系统开发,建立了危险化学品环境污染事故应急处理处置技术库,实现对技术方案方便快速地查询。  相似文献

Coastal catchments in British Columbia, Canada, experience a complex mixture of rainfall‐ and snowmelt‐driven contributions to flood events. Few operational flood‐forecast models are available in the region. Here, we integrated a number of proven technologies in a novel way to produce a super‐ensemble forecast system for the Englishman River, a flood‐prone stream on Vancouver Island. This three‐day‐ahead modeling system utilizes up to 42 numerical weather prediction model outputs from the North American Ensemble Forecast System, combined with six artificial neural network‐based streamflow models representing various slightly different system conceptualizations, all of which were trained exclusively on historical high‐flow data. As such, the system combines relatively low model development times and costs with the generation of fully probabilistic forecasts reflecting uncertainty in the simulation of both atmospheric and terrestrial hydrologic dynamics. Results from operational testing by British Columbia's flood forecasting agency during the 2013‐2014 storm season suggest that the prediction system is operationally useful and robust.  相似文献

化学品环境管理是我国当前环境保护工作中亟需加强的重要领域,并且面临三大挑战:化学品种类呈爆发式增长,化学品的生产使用量呈指数式增长以及对化学品的损害特性认知滞后。现阶段,我国的化学品管理集中在对生产流通环节的安全事故防范和对次生环境污染的治理与应对,但是对化学品造成的环境影响和健康损害却还缺乏足够的重视,相应的风险管控制度和防治体系建设也还处于摸索阶段。本文从管理对象界定、化工行业管理、管理制度设计、专业能力建设和多学科技术支撑五个方面梳理了我国当前化学品环境管理工作中存在的主要问题和不足。综合我国化学工业的发展现状和化学品环境管理的现实需求,建议从五个方面加强化学品环境管理体系的建设:(1)明确化学品环境管理的对象和范围,科学制定管理战略与路线;(2)深化对化工行业发展规律的认知,加快形成行业绿色转型的共识与行动;(3)定期跟踪评估政策的实施成效,建立完善的政策调整机制;(4)总结和借鉴国内外化学品环境管理的先进经验和教训;(5)加强化学品全流程、跨领域的研究整合,大力发展检测、模拟和评估的新技术与新方法。本研究可为我国中长期化学品环境管理战略和政策制度体系的建立提供决策支持。  相似文献

Spectacular industrial accidents, such as the ones in Bhopal, Mexico City, and Basle, have in recent times made the risks associated with the modern chemicals industry unmistakably evident. It has been seen that effective emergency plans for the people living in the vicinity of a hazardous installation become particularly important. The situation of hazardous installations in the Federal Republic of Germany is reviewed and the three-stage safety system, which is established within the German Regulation on Major Industrial Accidents (Störfallverordnung), is described. The evaluation of the current practice shows a couple of problems, especially connected with off-site safety precautions. The disaster control teams are often ill-equipped and inadequately trained. There is a need for further establishment of detailed and specific emergency plans, especially in rural areas. It is expected that the updating of the Regulation on Major Industrial Accidents, which is at present being undertaken in the Federal Republic of Germany and the compilation of instructions for the competent authorities will contribute to better emergency plans for the protection of areas in the vicinity of hazardous industrial installations.  相似文献

ABSTRACT: An extensive research program in hydrometeorology was recently initiated in the Chicago region. Major objectives are to 1) develop a real-time, prediction-monitoring system for storm rainfall using a combination of weather radar and telemetered raingage data, 2) determine precipitation measurement requirements for hydrologic design, operation, and modeling purposes, 3) define the time-space characteristics of heavy rainstorms in the Chicago urban area, and 4) establish methods for applying the Chicago findings in other cities. Basic components of the field measurement program are a network of over 300 recording raingages in 4000 mi2 in and around Chicago, plus two sophisticated weather radar systems for obtaining real-time information on storm parameters pertinent to optimizing operation of urban water resources systems. The raingage networks are to be used to compile information relevant to both design and operational aspects of urban hydrology. Radars are to be used primarily in developing the real-time operational techniques. Testing and evaluation of the real-time operational system will be done in cooperation with the Metropolitan Sanitary District of Chicago, operator of one of the most complex urban water control systems among major metropolitan areas.  相似文献

结合辽宁省危险废物排放现状,提出辽宁省危险废物污染控制战略。建立全省危险废物管理与登记交换中心,建设省级危险废物安全填埋处置中心、危险废物焚烧中心、省级危险废物污染事故预警系统。提出全省医疗废物处置设施建设布局和技术路线选择方案、硼泥和铬渣处置技术路线。在大城市或经济较发达城市,可采取回转炉方法集中焚烧医疗废物,而运输半径之外偏远山区或经济欠发达城市可采用高温灭菌方法处置本辖区内的医疗废物。硼泥、铬渣则优先采用资源化技术进行处置。  相似文献

通过统计分析国家和行业标准以及现场勘察发现,目前在应急事故水池的定义、功能、布局、类型、容积、消防历时和降雨量等方面存在许多问题,也无法满足突发环境事件中各种污水的收集与处理。因此,应尽快研究并制定适用于各类企事业单位、工业园区的应急事故水池技术规范。研究表明:凡是生产、使用、储存危险化学品和环境风险物质并且所排放的污染物可能造成环境质量显著下降、危及公众身体健康的企事业单位,均应设置应急事故水池。应急事故水池应具有永久性、专一性、自流式、池容大、防腐蚀、防渗漏等基本属性。消防历时对应急事故水池容积的影响最大,一般应取最大设计值。对应急事故水池容积影响较大的最大降雨量,应参考最大设计消防历时或按8~12h的降雨量统计计算。工业园区应急事故水池应选择在便于收集的地势低洼之处,其容积应充分考虑近年来实际案例的消防水量。而构建企业间联用和工业园区公共应急事故水池三级防御体系,才能更有效地应对突发水污染事件。  相似文献

A current concern in many European countries is the environmental impact of agricultural pesticide usage and appropriate policy development to reduce impact. Currently, relatively hazardous pesticides that might be targeted for replacement by other products or management practices are not positively identified, with consequently few incentives for farmers to choose the least environmentally-risky chemicals. There is a lacuna in terms of widely-agreed operational environmental indicators, and an urgent need for comparative environmental assessment tools for pesticides, for use by both agriculturists and policy-makers. Such a system could, for example, provide a basis on which to differentiate an eco-tax according to the environmental threats posed by each product, and thus improve policy effectiveness. The heterogeneity of pesticide chemicals should be taken into account more explicitly in policy design. Through a comparison of different approaches covered in the literature on pesticide environmental classifications, this paper assesses the feasibility of developing environmental banding to improve the effectiveness of pesticide policy. A more pragmatic approach lies in the development of pesticide groupings rather than a continuous scale of environmental burden, i.e. focusing on broad similarities and differences rather than precise individual ordering. In particular, hazard indicators should be considered further, as a first stage in progress towards comprehensive environmental impact measures.  相似文献

ABSTRACT: Levee sump systems are used by many riverine communities for temporary storage of urban wet weather flows. The hydrologic performance and transport of stormwater pollutants in sump systems, however, have not been systematically studied. The objective of this paper is to present a case study to demonstrate development and application of a procedure for assessing the hydraulic performance of flood control sumps in an urban watershed. Two sumps of highly variable physical and hydraulic characteristics were selected for analysis. A hydrologic modeling package was used to estimate the flow hydrograph for each outfall as part of the flow balance for the sump. To validate these results, a water balance was used to estimate the total runoff using sump operational data. The hydrologic model calculations provide a satisfactory estimate of the total runoff and its time‐distribution to the sump. The model was then used to estimate pollutant loads to the sump and to the river. Although flow of stormwater through a sump system is regulated solely by flood‐control requirements, these sumps may function as sedimentation basins that provide purification of stormwater. A sample calculation of removals of several conventional pollutants in the target sumps using a mass balance approach is presented.  相似文献

Environmental Information Services Inc. (EIS) publishes detailed reports and offers custom research related to the full spectrum of environmental issues facing corporations. This article highlights several key sections from EIS's new 1997 Chemical Industry Report. It details the environmental performance, policies, and expenditures of the largest companies in the chemical industry. EIS industry reports contain data on five key performance criteria—toxic waste management, hazardous waste generation, penalties, spills, and Superfund sites. Here we examine one of those—penalties—and the policies of three of the largest companies in the chemical industry. In the full report, which can be obtained from EIS, 15 corporations are analyzed based on all the performance criteria.  相似文献

Due to increasing environmental consciousness in most countries, every utility that owns a commercial nuclear power plant has been required to have both an on-site and off-site emergency response plan since the 1980s. A radiation monitoring network, viewed as part of the emergency response plan, can provide information regarding the radiation dosage emitted from a nuclear power plant in a regular operational period and/or abnormal measurements in an emergency event. Such monitoring information might help field operators and decision-makers to provide accurate responses or make decisions to protect the public health and safety. This study aims to conduct an integrated simulation and optimization analysis looking for the relocation strategy of a long-term regular off-site monitoring network at a nuclear power plant. The planning goal is to downsize the current monitoring network but maintain its monitoring capacity as much as possible. The monitoring sensors considered in this study include the thermoluminescence dosimetry (TLD) and air sampling system (AP) simultaneously. It is designed for detecting the radionuclide accumulative concentration, the frequency of violation, and the possible population affected by a long-term impact in the surrounding area regularly while it can also be used in an accidental release event. With the aid of the calibrated Industrial Source Complex–Plume Rise Model Enhancements (ISC-PRIME) simulation model to track down the possible radionuclide diffusion, dispersion, transport, and transformation process in the atmospheric environment, a multiobjective evaluation process can be applied to achieve the screening of monitoring stations for the nuclear power plant located at Hengchun Peninsula, South Taiwan. To account for multiple objectives, this study calculated preference weights to linearly combine objective functions leading to decision-making with exposure assessment in an optimization context. Final suggestions should be useful for narrowing the set of scenarios that decision-makers need to consider in this relocation process.  相似文献

我国的化工园区为促进经济和社会发展做出了重要贡献。由于化工园区内危险化学品种类多、有毒有害物质数量大、环境风险等级高,存在着发生重特大事故的现实性和可能性。但是,我国至今尚未制定化工园区突发环境事件应急预案编制技术规范,相关研究也未见报道。在当前化工园区安全生产事件高发并严重影响周边环境的情况下,研究化工园区突发环境事件应急预案编制方法,提高应对安全生产事故以及次生突发环境事件的能力尤为重要。通过分析化工园区环境风险物质、环境风险工艺和环境风险受体三个方面的环境风险的特性,初步拟定了化工园区突发环境事件应急预案编制调查评估、建章立制、预案编写三个阶段的技术路线,明确了开展环境风险评估、加强应急能力建设、完善环境风险防范措施和环境应急处置措施的四项编制要点,在此基础上提出了化工园区突发环境事件应急预案由综合预案、现场处置预案、专项预案、环境风险评估报告、环境应急资源调查报告六部分组成的结构框架。  相似文献

Treatment of chemical industrial wastewater from building and construction chemicals factory and plastic shoes manufacturing factory was investigated. The two factories discharge their wastewater into the public sewerage network. The results showed the wastewater discharged from the building and construction chemicals factory was highly contaminated with organic compounds. The average values of chemical oxygen demand (COD) and biochemical oxygen demand (BOD) were 2912 and 150 mgO2/l. Phenol concentration up to 0.3 mg/l was detected. Chemical treatment using lime aided with ferric chloride proved to be effective and produced an effluent characteristics in compliance with Egyptian permissible limits. With respect to the other factory, industrial wastewater was mixed with domestic wastewater in order to lower the organic load. The COD, BOD values after mixing reached 5239 and 2615 mgO2/l. The average concentration of phenol was 0.5 mg/l. Biological treatment using activated sludge or rotating biological contactor (RBC) proved to be an effective treatment system in terms of producing an effluent characteristic within the permissible limits set by the law. Therefore, the characteristics of chemical industrial wastewater determine which treatment system to utilize. Based on laboratory results engineering design of each treatment system was developed and cost estimate prepared.  相似文献

The appropriate design and evaluation of a rainwater harvesting (RWH) system is necessary to improve system performance and the stability of the water supply. The main design parameters (DPs) of an RWH system are rainfall, catchment area, collection efficiency, tank volume and water demand. Its operational parameters (OPs) include rainwater use efficiency (RUE), water saving efficiency (WSE) and cycle number (CN). The sensitivity analysis of a rooftop RWH system's DPs to its OPs reveals that the ratio of tank volume to catchment area (V/A) for an RWH system in Seoul, South Korea is recommended between 0.03 and 0.08 in terms of rate of change in RUE. The appropriate design value of V/A is varied with D/A. The extra tank volume up to V/A of 0.15~0.2 is also available, if necessary to secure more water. Accordingly, we should figure out suitable value or range of DPs based on the sensitivity analysis to optimize design of an RWH system or improve operation efficiency. The operational data employed in this study, which was carried out to validate the design and evaluation method of an RWH system, were obtained from the system in use at a dormitory complex at Seoul National University (SNU) in Korea. The results of these operational data are in good agreement with those used in the initial simulation. The proposed method and the results of this research will be useful in evaluating and comparing the performance of RWH systems. It is found that RUE can be increased by expanding the variety of rainwater uses, particularly in the high rainfall season.  相似文献

Impacts of hazardous material releases during transport depend on the characteristics of the cargo, incident location and time, weather conditions (i.e., wind direction and speed), and land use. The objectives of this research were to characterize the dispersion characteristics of two hazardous materials (ammonia and hydrogen fluoride) in relation to meteorological parameters, land use, and cargo characteristics; and evaluate the health risks associated with the exposure after accidental releases. The magnitudes of the impact zones were compared in relation to atmospheric stability and exposure levels. Impact zones were estimated by areal locations of hazardous atmospheres software and imported to ArcGIS. For ammonia, the areas impacted by exposure levels over 1100 ppm Acute Exposure Guideline Level 3 (AEGL-3) were limited to less than 0.3 miles downwind from the incident location under unstable atmospheric conditions, which favor high vertical mixing and rapid dilution, and extended further downwind to distances between 0.5 and 0.7 miles under stable atmospheric conditions. For hydrogen fluoride, the AEGL-3 impact zone (exposure levels over 44 ppm) extended between 0.6 and 0.9 miles directly downwind from the incident location under unstable conditions, and reached approximately 2.0 miles directly downwind from the incident location under stable atmospheric conditions. The results were compared with the Emergency Response Guideline (ERG 2012) and showed agreement. The multilevel analysis of impacts after hazardous material releases during transport (i.e., type of material, geographical data, dispersion profile, meteorological information) can be used for implementing appropriate response and mitigation measures for accidental releases of hazardous cargo.  相似文献

本文以一骨粉干燥烟尘治理研究及工程实践为例。首次提出对除尘措施的13条要求,采用三级除尘一级脱水的除尘系统。即重力沉降室-XZZ-4型旋风除尘器-CCJ/A-10型湿式冲激式除法器一重力扩散式脱水装置。较好地解决了这种烟尘的高温、高浓度、高湿、高分散度和粘性、疏水性、腐蚀性等技术问题。运行实践表明,本工程在骨粉干燥烟尘治理方面提供了一个可参考的范例。  相似文献

We performed a numerical simulation to investigate the performance of a photovoltaic (PV)–electrolyzer on the basis of a simulated weather database during the summer solstice (SS), autumnal equinox (AE), and winter solstice (WS), and all year round. First, we selected a location in southern Taiwan (latitude: 22.65°N) to create a local weather simulation database that included daily solar radiation, wind speed, and ambient temperature. The IV curves of a PV system and an electrolyzer were obtained numerically by using Simpson integration computation. Subsequently, the optimal configuration of a PV driving system comprising the electrolyzer and the PV panel was determined. The database of weather conditions was input into the numerical estimation model of the PV–electrolyzer system, and the hydrogen generation rates and hydrogen production volumes under both clear skies and changeable weather conditions were obtained.  相似文献
