Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

In addition to causing domestic and regional environmental effects, many air pollutants contribute to radiative forcing (RF) of the climate system. However, climate effects are not considered when cost-effective abatement targets for these pollutants are established, nor are they included in current international climate agreements. We construct air pollution abatement scenarios in 2030 which target cost-effective reductions in RF in the EU, USA, and China and compare these to abatement scenarios which instead target regional ozone effects and particulate matter concentrations. Our analysis covers emissions of PM (fine, black carbon and organic carbon), SO2, NOx, CH4, VOCs, and CO. We find that the effect synergies are strong for PM/BC, VOC, CO and CH4. While an air quality strategy targeted at reducing ozone will also reduce RF, this will not be the case for a strategy targeting particulate matter. Abatement in China dominates RF reduction, but there are cheap abatement options also available in the EU and USA. The justification for international cooperation on air quality issues is underlined when the co-benefits of reduced RF are considered. Some species, most importantly SO2, contribute a negative forcing on climate. We suggest that given current knowledge, NOx and SO2 should be ignored in RF-targeted abatement policies.  相似文献

Hydrofluorocarbons (HFCs) are synthetically produced compounds primarily used for cooling purposes and with strong global warming properties. In this paper, we analyze the global abatement costs for achieving the substantial reductions in HFC consumption agreed in the Kigali Amendment (KA) of the Montreal Protocol from October 2016. We estimate that compliance with the KA is expected to remove 39 Pg CO2eq or 61% of global baseline HFC emissions over the entire period 2018–2050. The marginal cost of meeting the KA targets is expected to remain below 60 €/t CO2eq throughout the period in all world regions except for developed regions where legislation to control HFC emissions has already been in place since a few years. For the latter regions, the required HFC consumption reduction is expected to come at a marginal cost increasing steadily to between 90 and 118 €/t CO2eq in 2050. Depending on the expected rate of technological development and the extent to which envisaged electricity savings can be realized, compliance with KA is estimated attainable at a global cost ranging from a net cost-saving of 240 billion € to a net cost of 350 billion € over the entire period 2018 to 2050 and with future global electricity-savings estimated at between 0.2% and 0.7% of expected future electricity consumption.  相似文献

Estimates are made of air quality in the UK around the time of 2050 on the assumption that significant changes are made to energy and transport technologies to move towards the goal of a 60% reduction in carbon emissions by 2050 on a 1990 base. London is used as an example to assess possible future concentrations of particulate matter and oxides of nitrogen. Emission reductions and their effects on ozone concentrations in the southern UK are also discussed. The paper concludes that significant synergies and co-benefits are possible through a concerted consideration of air quality and climate change policies.  相似文献

Volatile organic compounds (VOCs) are crucial to control air pollution in major Chinese cities since VOCs are the dominant factor influencing ambient ozone level, and also an important precursor of secondary organic aerosols. Vehicular evaporative emissions have become a major and growing source of VOC emissions in China. This study consists of lab tests, technology evaluation, emissions modeling, policy projections and cost-benefit analysis to draw a roadmap for China for controlling vehicular evaporative emissions. The analysis suggests that evaporative VOC emissions from China's light-duty gasoline vehicles were approximately 185,000 ton in 2010 and would peak at 1,200,000 ton in 2040 without control. The current control strategy implemented in China, as shown in business as usual (BAU) scenario, will barely reduce the long-term growth in emissions. Even if Stage II gasoline station vapor control policies were extended national wide (BAU + extended Stage II), there would still be over 400,000 ton fuel loss in 2050. In contrast, the implementation of on-board refueling vapor recovery (ORVR) on new cars could reduce 97.5% of evaporative VOCs by 2050 (BAU + ORVR/BAU + delayed ORVR). According to the results, a combined Stage II and ORVR program is a comprehensive solution that provides both short-term and long-term benefits. The net cost to achieve the optimal total evaporative VOC control is approximately 62 billion CNY in 2025 and 149 billion CNY in 2050.  相似文献

Mainstream literature on climate change concentrates overwhelmingly on technological solutions for this global long-term problem, while a change towards climate-friendly behaviour could play a role in emission reduction and has received little attention. This paper focuses on the potential climate mitigation by behavioural change in the European Union (EU) covering many behavioural options in food, mobility and housing demand which do not require any personal up-front investment. We use the Global Change Assessment Model (GCAM), capturing both their direct and indirect implications in terms of greenhouse gas emissions. Our results indicate that modest to rigorous behavioural change could reduce per capita footprint emissions by 6 to 16%, out of which one fourth will take place outside the EU, predominantly by reducing land use change. The domestic emission savings would contribute to reduce the costs of achieving the internationally agreed climate goal of the EU by 13.5 to 30%. Moreover, many of these options would also yield co-benefits such as monetary savings, positive health impacts or animal wellbeing. These results imply the need for policymakers to focus on climate education and awareness programs more seriously and strategically, making use of the multiple co-benefits related with adopting pro-environmental behaviour. Apart from that, the relevance of behavioural change in climate change mitigation implies that policy-informing models on climate change should include behavioural change as a complement or partial alternative to technological change.  相似文献

The United States’ legal strategy for addressing climate change in recent years has relied on authority from existing legislation. This has led to measures on a number of different greenhouse gases, notably carbon dioxide, methane and hydrofluorocarbons. However, one greenhouse gas has been largely forgotten: nitrous oxide. Nitrous oxide is the third most abundantly emitted greenhouse gas in the U.S. and worldwide, as well as the largest remaining threat to the stratospheric ozone layer. In addition, the nitrogen atoms in nitrous oxide are part of the highly fluid nitrogen cycle where nitrogen atoms transform readily among different chemical forms, each with a unique environmental and human health impact – a process known as the nitrogen cascade. While the science of the nitrogen cascade has been explored for over a decade, there has been little work on the legal implications of this phenomenon. And yet the nitrogen cascade expands the legal options available for controlling nitrous oxide. This paper studies these options in a U.S. context and explores the environmental and economic impacts of enacting them. We determine that the Clean Air Act, and in particular its broad authority for controlling ozone depleting substances, is the most promising legal pathway for regulating nitrous oxide across all major sources. Invoking such authority could generate significant climate and stratospheric ozone benefits over 2015–2030, equivalent to taking 12 million cars permanently off the road, and 100 million chlorofluorocarbon-laden refrigerators out of service. The economic benefits could sum to over $700 billion over 2015–2030, with every $1.00 spent on abating emissions leading to $4.10 in societal benefits. The bulk of these benefits would come from reductions in other forms of nitrogen pollution such as ammonia and nitrate, highlighting the important and multiple co-benefits that could be achieved by abating nitrous oxide emissions. With the Paris Climate Agreement calling for limiting global temperature increases to “well below” two degrees Celsius, all mitigation opportunities across all sectors need to be considered. This paper suggests that nitrous oxide warrants more attention from policy-makers in the U.S. and around the world.  相似文献

Climate change mitigation and air quality management are mostly addressed separately in South African legal acts and policies. This approach is not always coherent, especially in the context of other serious issues South Africa is facing, such as poverty alleviation. Policies implemented to mitigate climate change might increase negative health affects due to unanticipated outcomes (e.g. increased local air pollution), and these indirect consequences must therefore be taken into account when devising mitigation strategies. However, greenhouse gas mitigation policies can also have co-benefits and positive impacts on local air pollution. An evidence-based approach that takes into account greenhouse gas emissions, ambient air pollutants, economic factors (affordability, cost optimisation), social factors (poverty alleviations, public health benefits), and political acceptability is needed tackle these challenges. A proposal is made that use of an integrated climate/air pollution techno-economic optimising model, such as the Greenhouse Gas and Air Pollution Synergies (GAINS) model, may provide a rational decision support tool to guide policy makers into effective strategies for combined Climate Change and Air Quality mitigation measures.  相似文献

This study examines the monetary value of social costs—private costs and negative externalities—that could be avoided by energy conservation actions. A novel Air Resource Co-Benefits (ARCoB) model has been developed in this study to assess the comprehensive social benefits of greenhouse gas GHG mitigation policy. The rollback model is used to estimate changes in air pollutant concentrations attributed to the emission reductions. Change in ozone concentration is converted from non-methane hydrocarbons based on the maximum ozone increment reactivity. In addition to saved medical expenditure, years of potential life lost (YPLL) is estimated based on the exposure-response coefficients for mortality and is calculated with abridged life table. Two cases of energy efficiency improvement in different scales are analyzed to estimate the annual co-benefits of abatements of air pollutants and greenhouse gas in 2009: 1) the energy intensity reduction in the industrial sector and 2) energy saving at Taipei Taiwan City Hall. Results indicate the saved energy cost accounted for 66 % and 70 % in the first and second case, respectively, and was a major part of the total benefit from energy conservation. The saved air pollution fee was 7.8–8.5 times lower than the averted health cost of medical expenditure, which was US$10.34 million in the first case, in which there were also averted YPLL of 3,478 person-years or averted deaths of 311 persons per year.  相似文献

In the present paper, national and externally organized projections of greenhouse gas emissions for Austria were compared to gain insight on the underlying scenario data assumptions. National greenhouse gas emission trends extend until 2030, an assessment of European Union (EU) countries to 2050. In addition, data for 2000–2100 was extracted from the global emission database described by the Representative Concentration Pathways (RCP). By identifying trends in these projections, it was possible to produce (a) a long-term assessment of national scenarios until 2100, (b) an assessment of the ambition level toward national climate strategies, and (c) a standardized method to compare trends across countries. By extracting RCP data, Austrian’s methane, nitrous oxide, and carbon dioxide emissions up to 2100 could be projected for all sources as well as specific sectors. With respect to the RCP scenario emission data, national projections did not seem to employ the mitigation potentials available for the most stringent RCP scenario, RCP2.6. Comparing projections that supported the EU Climate Strategy 2030 with national projections revealed similar trends. Because RCP2.6 is the only scenario consistent with a 2 °C global warming target, and it is much more ambitious than any of the national or European projections, further measures will be required if Austria is to adequately contribute to this widely accepted policy goal.  相似文献

China's increasing energy consumption and coal-dominant energy structure have contributed not only to severe environmental pollution,but also to global climate change. This article begins with a brief review of China's primary energy use and associated environmental problems and health risks. To analyze the potential of China's transition to low-carbon development,three scenarios are constructed to simulate energy demand and CO2 emission trends in China up to 2050 by using the Long-range Energy Alternatives Planning System(LEAP) model. Simulation results show that with the assumption of an average annual Gross Domestic Product(GDP) growth rate of 6.45%,total primary energy demand is expected to increase by 63.4%,48.8% and 12.2% under the Business as Usual(BaU),Carbon Reduction(CR)and Integrated Low Carbon Economy(ILCE) scenarios in 2050 from the 2009 levels. Total energy-related CO2 emissions will increase from 6.7 billion tons in 2009 to 9.5,11,11.6 and11.2 billion tons; 8.2,9.2,9.6 and 9 billion tons; 7.1,7.4,7.2 and 6.4 billion tons in 2020,2030,2040 and 2050 under the BaU,CR and ILCE scenarios,respectively. Total CO2 emission will drop by 19.6% and 42.9% under the CR and ILCE scenarios in 2050,compared with the BaU scenario.To realize a substantial cut in energy consumption and carbon emissions,China needs to make a long-term low-carbon development strategy targeting further improvement of energy efficiency,optimization of energy structure,deployment of clean coal technology and use of market-based economic instruments like energy/carbon taxation.  相似文献

Carbon sequestration from reforestation can play a large role in mitigating global climate change. However, resulting interception of rainfall runoff may impose high irrigation, water supply and/or environmental flow costs. This article presents an assessment of water trade policy to manage fresh water supply, carbon sequestration trade-offs for the Murray-Darling Basin. A linked Australian high spatial resolution land use and global integrated assessment framework evaluated plausible and internally-consistent global scenarios to 2050 involving significant carbon planting incentive. Substantial flow loss from increased interception was estimated absent policy to balance carbon water trade-offs. Absent policy to address the trade-off, irrigation opportunity costs was estimated to substantially exceed carbon sequestration economic value in futures with significant carbon sequestration incentive. The value of integrating interception from new carbon plantings into the existing water trade system was estimated at $3.3 billion and $2.0 billion (2050 annual value) for our strong and moderately strong global climate action outlooks with our reference case assumptions. The conclusion that trade provision in policy to cap interception impacts can produce significant benefits in scenarios with significant carbon sequestration incentive remained robust over a very broad set of sensitivities tested with benefit estimated at over $1 billion annually at 2050 even for very conservative assumptions.  相似文献

Climate change is projected to impact forest ecosystems, including biodiversity and Net Primary Productivity (NPP). National level carbon forest sector mitigation potential estimates are available for India; however impacts of projected climate change are not included in the mitigation potential estimates. Change in NPP (in gC/m2/yr) is taken to represent the impacts of climate change. Long term impacts of climate change (2085) on the NPP of Indian forests are available; however no such regional estimates are available for short and medium terms. The present study based on GCM climatology scenarios projects the short, medium and long term impacts of climate change on forest ecosystems especially on NPP using BIOME4 vegetation model. We estimate that under A2 scenario by the year 2030 the NPP changes by (−5) to 40% across different agro-ecological zones (AEZ). By 2050 it increases by 15% to 59% and by 2070 it increases by 34 to 84%. However, under B2 scenario it increases only by 3 to 25%, 3.5 to 34% and (−2.5) to 38% respectively, in the same time periods. The cumulative mitigation potential is estimated to increase by up to 21% (by nearly 1 GtC) under A2 scenario between the years 2008 and 2108, whereas, under B2 the mitigation potential increases only by 14% (646 MtC). However, cumulative mitigation potential estimates obtained from IBIS—a dynamic global vegetation model suggest much smaller gains, where mitigation potential increases by only 6% and 5% during the period 2008 to 2108.  相似文献

基于2017年全国1365个监测站点的实时监测数据,运用空间数据统计模型揭示近地面臭氧(O3)污染的时空分布格局,并利用BenMap工具在10km×10km空间网格尺度上估计O3污染的健康损失和健康经济价值.结果表明,O3浓度具有较强的季节性变化,呈倒"V"型变化趋势,在空间分布上呈现明显的集聚性,即高值或低值区域集中分布,具有较强的空间正相关性;通过O3暴露系数模拟人群室内、室外O3暴露情况,在统计意义上估计得到2017年O3污染共计造成我国全因早逝人数98473例(95%置信区间:53419~143292),其中心血管疾病早逝风险约占45%,以不同学者估算得到的单位统计生命价值为基础,估计得到的健康经济损失在197~978亿元之间,约占2017年全国GDP的0.05%~0.26%.  相似文献

协同效应研究是气候变化政策研究的新领域,也是非常重要的领域.西气东输工程的主要目的是为我国中东部地区输送丰富的天然气资源,但其实施同时也有助于减少东部地区大气污染物排放,改善大气质量.利用较成熟的中国区域环境与经济综合评价模型(AIM-LOCAL/China模型),从用气项目的SO2和CO2排放的常规情景(BAU)和利用天然气后的情景(NGS)两方面进行了量化比较,分析西气东输工程的环境协同效应.研究发现:在用气项目的范围内,NGS情景下的SO2排放相比BAU情景明显减少,同时CO2等温室气体排放也大幅减少.2003-2020年,累计可以减排约312×104 t SO2和3 475×104 t CO2,分别比BAU情景减排40.5%和17.9%.从4个用气部门来看,不论是SO2还是CO2,电力部门用气项目的减排量都占突出位置.   相似文献

Despite the declining trends in total energy consumption, greenhouse gas emissions, energy intensity, and emission intensity over the past two decades, Romania still emits more greenhouse gas per unit of output than many other members of the European Union. The country is looking for further greening of its energy supply system to achieve the clean energy and climate change mitigation goals included in the European Union’s 2030 target and 2050 Roadmap. Using an energy supply optimization model, TIMES, this study develops energy supply mixes for Romania under a baseline scenario that satisfies the European Union’s current energy and climate targets for 2020, a green scenario that satisfies the European Union’s 2030 energy and climate targets, and a super green scenario that satisfies the European Union’s prospective 2050 energy road map. The study finds that although Romania could achieve the green scenario at a moderate cost, it would be challenging and costly to achieve the super green scenario.  相似文献

There is an international divide between net emissions importers and net emissions exporters, with industrialised nations mainly falling into the former and emerging economies the latter. Integrating emissions transfers into climate policy, so as not to disadvantage export-intensive countries, has been suggested to increase participation in international emissions reduction commitments. Consumption-based scenarios are presented for the UK identifying the geographic and sectorial source of emissions to meet future consumer demands given the current international climate policy landscape. The analysis is applied to the UK yet the discussion is applicable to international climate policy; assigning national responsibility for global emissions reductions; and extending the mitigation potential for net importing countries. Two trajectories for UK consumption emissions are calculated in which (1) international reduction targets are consistent with those pledged today equating to four degrees of temperature rise and (2) international reduction targets achieve a two degree future. By 2050 it is estimated that UK consumption emissions are 40–260% greater than UK territorial emissions depending on the strength of global reduction measures, and assuming the UK meets its 80% reduction in 1990 emissions by 2050 target. Cumulative emissions are presented alongside emissions trajectories, recognising that temperature rise is directly related to every tonne of carbon emitted. Whilst this paper argues that the current UK emissions targets underestimate the UK's contribution to global mitigation for two degrees, it shows how expanding the focus of policy towards consumption introduces new opportunities for reduction strategies at scale. The paper advocates the implementation of consumption-based emissions accounting which reveals underexploited policy interventions and increases the potential to break down barriers that exist between industrialised and emerging economies in international climate policy.  相似文献

An air quality modeling system was used to simulate the effects on ozone concentration in the northeast USA from climate changes projected through the end of the twenty-first century by the National Center for Atmospheric Research’s (NCAR’s) parallel climate model, a fully coupled general circulation model, under a higher and a lower scenario of future global changes in concentrations of radiatively active constituents. The air quality calculations were done with both a global chemistry-transport model and a regional air quality model focused on the northeast USA. The air quality simulations assumed no changes in regional anthropogenic emissions of the chemical species primarily involved in the chemical reactions of ozone creation and destruction, but only accounted for changes in the climate. Together, these idealized global and regional model simulations provide insights into the contribution of possible future climate changes on ozone. Over the coming century, summer climate is projected to be warmer and less cloudy for the northeast USA. These changes are considerably larger under the higher scenario as compared with the lower. Higher temperatures also increase biogenic emissions. Both mean daily and 8-h maximum ozone increase from the combination of three factors that tend to favor higher concentrations: (1) higher temperatures change the rates of reactions and photolysis rates important to the ozone chemistry; (2) lower cloudiness (higher solar radiation) increases the photolysis reaction rates; and (3) higher biogenic emissions increase the concentration of reactive species. Regional model simulations with two cumulus parameterizations produce ozone concentration changes that differ by approximately 10%, indicating that there is considerable uncertainty in the magnitude of changes due to uncertainties in how physical processes should be parameterized in the models. However, the overall effect of the climate changes simulated by these models – in the absence of reductions in regional anthropogenic emissions – would be to increase ozone concentrations.  相似文献

We perform a scenario analysis of three strategies for long-term energy savings and carbon dioxide (CO2) emission reductions in iron and steel production in China, using a linear optimization modeling framework industry sector energy efficiency modeling (ISEEM). The modeling includes annual projections for one base scenario representing business-as-usual (BAU) and three additional scenarios representing different strategies to reduce annual energy use and CO2 emissions from 2010 to 2050. Specifically, the three scenarios for cost-optimization modeling include changing the production share (PS), predefining emission reduction (ER) target, and stipulating carbon emission pricing (CP), respectively. While the three strategies are projected to result in similar annual energy savings by approximately 15 % compared to that of the BAU scenario in year 2050, the carbon emission pricing strategy brings about the highest annual energy savings in the medium term (e.g., 2025). In addition, adopting carbon emission pricing strategy will result in the highest emission reduction from BAU with much higher costs, i.e., by 20 % in 2025 and 41 % in 2050, while adopting either PS or ER strategies will result in a moderate level of emission reduction from BAU, i.e., by approximately 4 % in 2025 and 14 % in 2050. The analysis of China’s national strategies to reduce energy use and emissions provides important implications for global mitigation strategies.  相似文献

未来气候变化情景下,我国干旱事件发生的趋势具有诸多不确定性。基于国际耦合模式比较计划第五阶段(CMIP5)中6个GCM模式的未来气候变化情景数据,采用帕尔默干旱指数(Palmer Drought Severity Index,PDSI),评估了21世纪RCP (Representative Concentration Pathway) 4.5和RCP 8.5情景下我国干旱事件发生的时空变化特征。结果表明:21世纪中后期,由于气候显著变暖而降水变化不稳定,我国将面临广泛的干旱化趋势,其中干旱频次、持续时间和强度都呈显著上升趋势。相对于基准期,干旱事件的空间格局也将发生变化,其中北方地区干旱事件历时和频次明显增加,而南方严重干旱事件的强度加剧。尽管未来气候变化情景下降水小幅增加,但仍不能扭转因增温所导致的区域干旱化趋势。因此,在制订和实施应对气候变化的旱灾预防、减缓及适应性方案和措施时,需要考虑气温和降水变化时空不匹配等因素的影响,从水热两方面调控干旱的不利影响。  相似文献
