Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support.  相似文献

A two-stage inexact joint-probabilistic programming (TIJP) method is developed for planning a regional air quality management system with multiple pollutants and multiple sources. The TIJP method incorporates the techniques of two-stage stochastic programming, joint-probabilistic constraint programming and interval mathematical programming, where uncertainties expressed as probability distributions and interval values can be addressed. Moreover, it can not only examine the risk of violating joint-probability constraints, but also account for economic penalties as corrective measures against any infeasibility. The developed TIJP method is applied to a case study of a regional air pollution control problem, where the air quality index (AQI) is introduced for evaluation of the integrated air quality management system associated with multiple pollutants. The joint-probability exists in the environmental constraints for AQI, such that individual probabilistic constraints for each pollutant can be efficiently incorporated within the TIJP model. The results indicate that useful solutions for air quality management practices have been generated; they can help decision makers to identify desired pollution abatement strategies with minimized system cost and maximized environmental efficiency.  相似文献

ABSTRACT: In this article a managerial approach to developing and implementing National Water Resources policy is suggested. Proper consideration can be given to national economic development (NED), environmental quality (EQ) and conservation and still result in an implementable policy at the operational level if proper incentives are built into the process with proper attention to alternate non-Federal cost sharing rates. The Abt study of forty-one mostly Fortune 200 nonservice firms forms a new picture of environmental management. We present data indicating that environmental management is becoming central to corporate strategy and is being managed as an arena of competition rather than as a compliance-driven function. We look at environmental management's new role through four lenses: its relationship to strategic planning; its evolving management structures that show environment increasingly integrated into the main functions of the business; innovation in corporate environmental investments reflecting new drivers beyond compliance; and new management systems and measures of firm-wide performance that demonstrate that environment is being seen increasingly as an arena of competitive concern. We argue that much of the change is driven by three realities. First, as customers integrate environmental values into their conceptions of product quality, they are buying more products with identifiably environmental attributes. This change translates environmental management, historically a cost center, into a potential source of sales revenue, a change which cannot be underestimated. Second, recent life-threatening damage to the global ecosystem and atmosphere reframes environmental management. This moves firms toward a systemic and global approach matched to the globalization of competitive and market concerns, and it places environmental management in the strategic sphere. And third, pollution prevention in its cross-fertilization with total quality management is driving firms to focus on managing environment as an integral part of product management, and is helping them to reassess environmental performance as a contributor to productivity and innovation.  相似文献

A simulation-based interval quadratic waste load allocation (IQWLA) model was developed for supporting river water quality management. A multi-segment simulation model was developed to generate water-quality transformation matrices and vectors under steady-state river flow conditions. The established matrices and vectors were then used to establish the water-quality constraints that were included in a water quality management model. Uncertainties associated with water quality parameters, cost functions, and environmental guidelines were described as intervals. The cost functions of wastewater treatment units were expressed in quadratic forms. A water-quality planning problem in the Changsha section of Xiangjiang River in China was used as a study case to demonstrate applicability of the proposed method. The study results demonstrated that IQWLA model could effectively communicate the interval-format uncertainties into optimization process, and generate inexact solutions that contain a spectrum of potential wastewater treatment options. Decision alternatives can be generated by adjusting different combinations of the decision variables within their solution intervals. The results are valuable for supporting local decision makers in generating cost-effective water quality management strategies.  相似文献

Design for the Environment (DFE) is a systems-oriented approach for designing more ecologically and economically sustainable product systems. It couples the product development cycle used in business with the physical life-cycle of a product. DFE integrates environmental requirements into the earliest stages of design so total impacts caused by product systems can be reduced. With DFE practices, environmental, performance, cost, cultural, and legal requirements are balanced. Concepts such as concurrent design, total quality management, cross-disciplinary teams, and multiattribute decision making are essential elements of DFE.1 In this article, the authors show how these DFE initiatives can provide the design and product development teams with the training, information, decision support tools, and procedures that ensure improved product development decisions and environmental performance.  相似文献

Government departments that regulate environmental management for mining have a range of choices about the timing and quality of rehabilitation. Economic theory suggests that the cost incurred by firms should relate to the social cost of the environmental damage, however, there has been little work done on non-market values for mine rehabilitation. This study uses choice modelling to assess these issues for bauxite mining in state owned native forest in south-west Australia. The results show that the public place a relatively high value on the re-creation of vertebrate habitat and would prefer in situ mine rehabilitation over environmental offsets. Alcoa's current rehabilitation practices appear to be supported by the preferences revealed in this study.  相似文献

Traditional command-and-control regulations provide few opportunities for total quality environmental management because they usually do not take into account cost and efficiency factors. However, in the past several years both Congress and EPA have shown increasing interest in using incentive-type approaches to regulate the environment. These include taxes, marketable pollution privileges, deposits and refunds, information disclosure provisions, and subsidies. 小流域是实现重点流域精准化治理的基本单元,"三生共赢"是指要把解决环境问题的目标定位于生活、生产与生态的协调发展,是实现小流域环境改善和可持续发展的根本路径。本研究立足于流域水环境质量改善,以"三生共赢"和可持续发展理念为指导,提出了基于"三生共赢"的小流域水环境综合治理理论架构,即立足于水环境质量改善和水资源的优化配置,强化流域水环境约束,以尽可能小的环境代价支撑流域经济结构优化、新型城镇化发展,以资源高效和循环利用为核心,大力发展循环经济体系和循环社会体系,并通过创新流域治理体制机制构建成本共担利益共享格局,最终实现小流域社会经济可持续发展。本研究基于以上理论架构设计了生态环境、绿色经济、优质宜居三大类指标体系24项具体指标,并重点从优化流域空间开发格局、构建产业绿色发展体系、改善城乡居民生活环境、提升流域生态系统功能、健全流域治理体制机制等方面分析了小流域水环境综合治理对策。本研究可为各级政府创新流域治理模式、制定小流域水环境综合治理规划提供较为可行的理论支撑和技术体系。  相似文献

ABSTRACT: Local governments often face environmental problems that cross political boundaries. The onus for solution usually falls on the moat severely affected jurisdiction, others do nothing until impacted. Resolution of these problems requires cooperation across political boundaries which means that local governments must be persuaded first that there is a problem, and second that action is required to solve it. This paper presents a method to supply low cost, credible information that can be used to achieve consensus on problem solution. A case study of a lake water quality management problem is described. Formative evaluation techniques was adapted to provide a minimum of evidence which was then used to persuade less impacted local jurisdictions to cooperate in the problem solution.  相似文献

The accelerating pace of waste generation from used electrical and electronic equipment is of growing global concern. Within this waste stream, computer hardware is quite significant in terms of both volume and risk to the environment because of the hazardous materials within it. The waste management hierarchy of prevention, reuse, recycle, treatment and disposal in landfill is accepted as a universal guideline for waste management. The contemporary concept of integrated solid waste management is very complex comprising of not only the environmental aspects or the technical aspects of the waste management hierarchy, but also incorporating economic, institutional, perceived risk and social issues in the context of complete life cycle of waste. Moreover, when to shift from one stage of hierarchy to another, is an involved decision warranting inclusion of several case specific issues. This paper presents a life cycle based multi-objective model that can help decision makers in integrated waste management. The proposed model has been applied to a case study of computer waste scenario in Delhi, India, which apart from having computer waste from its native population receives large quantities of imported second hand computers. The model has been used to evaluate management cost and reuse time span or life cycle of various streams of computer waste for different objectives of economy, perceived risk and environmental impact. The model results for different scenarios of waste generation have been analyzed to understand the tradeoffs between cost, perceived risk and environmental impact. The optimum life cycle of a computer desktop was observed to be shorter by 25% while optimizing cost than while optimizing impact to the environment or risk perceived by public. Proposed integrated approach can be useful for determining the optimum life cycle of computer waste, as well as optimum configuration of waste management facilities, for urban centers where computer waste related issues are of growing concern.  相似文献
