ABSTRACT: This paper examines the relationship between best-management practices, institutional needs, and improved water quality within the watersheds of Wisconsin's program for controlling rural nonpoint source pollution. The first section describes the federal requirements for state nonpoint source programs and the legislative and management methods the state of Wisconsin uses to put those requirements into practice. The emphasis of the paper, described in the second section, is the institutional difficulty in evaluating the success of a large, integrated water quality program. Measurements which are investigated include (1) watershed water quality before and after implementation of BMPs; (2) program participation as measured by eligible vs. participating landowners, BMPs considered necessary vs. BMPs implemented, or dollars allocated to the NPS program vs. dollars expended; and (3) institutional goal coordination and management effectiveness. It is found that, despite the size and sophistication of Wisconsin's NPS program, there is little if any improvement in ambient water quality in these watersheds, probably because of a general lack of adequate participation in this voluntary program.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

The purpose of this study is to develop a model for optimal nonpoint source pollution control for the Fei-Tsui Reservoir watershed in Northern Taiwan. Several structural best management practices (BMPs) are selected to treat stormwater runoff. The complete model consists of two interacting components: an optimization model based on discrete differential dynamic programming (DDDP) and a zero-dimensional reservoir water quality model. A predefined procedure is used to locate suitable sites for construction of various selected BMPs in the watershed. In the optimization model, the objective function is to find the best combination of BMP type and placement, which minimizes the total construction and operation, maintenance, and repair (OMR) costs of the BMPs. The constraints are the water quality standards for total phosphorus (TP) and total suspended solids (TSS) concentrations in the reservoir. A zero-dimensional reservoir water quality model of the Vollenweider type is embedded in the optimization framework to simulate pollutant concentrations in Fei-Tsui Reservoir. The resulting optimal cost and benefit of water quality improvement are depicted by the model-derived trade-off curves. The modeling framework developed in the present study could be used as an efficient tool for planning a watershed-wide implementation of BMPs for mitigating stormwater pollution impact on the receiving water bodies.  相似文献

Nonpoint source (NPS) pollutants such as phosphorus, nitrogen, sediment, and pesticides are the foremost sources of water contamination in many of the water bodies in the Midwestern agricultural watersheds. This problem is expected to increase in the future with the increasing demand to provide corn as grain or stover for biofuel production. Best management practices (BMPs) have been proven to effectively reduce the NPS pollutant loads from agricultural areas. However, in a watershed with multiple farms and multiple BMPs feasible for implementation, it becomes a daunting task to choose a right combination of BMPs that provide maximum pollution reduction for least implementation costs. Multi-objective algorithms capable of searching from a large number of solutions are required to meet the given watershed management objectives. Genetic algorithms have been the most popular optimization algorithms for the BMP selection and placement. However, previous BMP optimization models did not study pesticide which is very commonly used in corn areas. Also, with corn stover being projected as a viable alternative for biofuel production there might be unintended consequences of the reduced residue in the corn fields on water quality. Therefore, there is a need to study the impact of different levels of residue management in combination with other BMPs at a watershed scale. In this research the following BMPs were selected for placement in the watershed: (a) residue management, (b) filter strips, (c) parallel terraces, (d) contour farming, and (e) tillage. We present a novel method of combing different NPS pollutants into a single objective function, which, along with the net costs, were used as the two objective functions during optimization. In this study we used BMP tool, a database that contains the pollution reduction and cost information of different BMPs under consideration which provides pollutant loads during optimization. The BMP optimization was performed using a NSGA-II based search method. The model was tested for the selection and placement of BMPs in Wildcat Creek Watershed, a corn dominated watershed located in northcentral Indiana, to reduce nitrogen, phosphorus, sediment, and pesticide losses from the watershed. The Pareto optimal fronts (plotted as spider plots) generated between the optimized objective functions can be used to make management decisions to achieve desired water quality goals with minimum BMP implementation and maintenance cost for the watershed. Also these solutions were geographically mapped to show the locations where various BMPs should be implemented. The solutions with larger pollution reduction consisted of buffer filter strips that lead to larger pollution reduction with greater costs compared to other alternatives.  相似文献

Education and Changes in Residential Nonpoint Source Pollution   总被引:2,自引:2,他引:0  
Urban areas contribute pollutants such as excess nitrogen and bacteria to receiving water bodies. The objective of this project was to determine if stormwater quality could be improved by educating homeowners and implementing best management practices (BMPs) in a suburban neighborhood. The paired watershed design was used, where a control and treatment watershed are monitored during a calibration and treatment period. Treatment consisted of the education of homeowners and structural changes designed to minimize nonpoint pollution. Some changes in measured behavior were reported. According to the treatment period survey, 11% of respondents in the treatment watershed began fertilizing their lawn based on the results of a soil test, whereas none had done so previously. In addition, 82% of respondents in the treatment watershed stated that they left clippings on the lawn compared to 62% from the initial survey. Twelve of 34 lots (35%) adopted some BMPs following education efforts, indicating a significant (P = 0.001) increase in BMP use overall. However, a χ2 analysis of survey data indicated no significant changes in measured behavior with regard to specific questions. Analysis of covariance (ANCOVA) results indicated that a 75% reduction in nitrite + nitrate - N (change in intercept, P = 0.001) and a 127% reduction in fecal coliform bacteria (change in slope, P = 0.05) concentrations occurred. However, the treatment period regression was nonsignificant for bacteria. Total nitrogen, total phosphorus, and ammonia-N concentrations did not change significantly. Intensive education efforts produced BMP implementation and measurable water quality improvements.  相似文献

ABSTRACT: Driven by increasing concerns about bacterial pollution from agricultural sources, states such as Virginia have initiated cost sharing programs that encourage the use of animal waste best management practices (BMPs) to control this pollution. Although a few studies have shown that waste management BMPs are effective at the field scale, their effectiveness at the watershed scale and over the long term is unknown. The focus of this research was to evaluate the effectiveness of BMPs in reducing bacterial pollution at the watershed scale and over the long term. To accomplish this goal, a 1,163 ha watershed located in the Piedmont region of Virginia was monitored over a ten‐year period. Fecal coliforms (FC) and fecal streptococci (FS) were measured as indicators of bacterial pollution. A pre‐BMP versus post‐BMP design was adopted. Major BMPs implemented were manure storage facilities, stream fencing, water troughs, and nutrient management. Seasonal Kendall trend analysis revealed a significant decreasing trend during the post‐BMP period for FC concentrations at the watershed outlet, but not at the subwatershed level. Implementation of BMPs also resulted in a significant reduction in the geometric mean of FS concentrations. FC concentrations in streamflow at the watershed outlet exceeded the Virginia primary standard 86 and 74 percent of the time during pre‐BMP and post‐BMP periods, respectively. Corresponding exceedances for the secondary standard were 50 and 41 percent. Violations decreased only slightly during the post‐BMP period. The findings of this study suggest that although BMP implementation can be expected to accomplish some improvement in water quality, BMP implementation alone may not ensure compliance with current water quality standards.  相似文献

Best management practices (BMPs) play an important role in improving impaired water quality from conventional row crop agriculture. In addition to reducing nutrient and sediment loads, BMPs such as fertilizer management, reduced tillage, and cover crops could alter the hydrology of agricultural systems and reduce surface water runoff. While attention is devoted to the water quality benefits of BMPs, the potential co‐benefits of flood loss reduction are often overlooked. This study quantifies the effects of selected commonly applied BMPs on expected flood loss to agricultural and urban areas in four Iowa watersheds. The analysis combines a watershed hydrologic model, hydraulic model outputs, and a loss estimation model to determine relationships between hydrologic changes from BMP implementations and annual economic flood loss. The results indicate a modest reduction in peak discharge and economic loss, although loss reduction is substantial when urban centers or other high‐value assets are located downstream in the watershed. Among the BMPs, wetlands, and cover crops reduce losses the most. The research demonstrates that watershed‐scale implementation of agricultural BMPs could provide benefits of flood loss reduction in addition to water quality improvements.  相似文献

ABSTRACT: For many years, a commonly used strategy for source water protection in Taiwan has been setting up arbitrary, fixed‐width buffer zones near sensitive waters, such as water‐supply reservoirs, and prohibiting any development in their watersheds. However, such regulations are now often viewed as infringing by the government on landowners' property rights, a situation that has led to citizen protests. This paper describes a proposed strategy that is water‐quality based and uses a quantitative zoning approach. A reservoir's watershed is divided into several zones beginning from the normal water line to the divide. Different levels of best management practices (BMPs) are required for controlling runoff pollution in different zones. The layout of the management zones is based on a number of factors such as reservoir classification, water quality conditions, and physical characteristics of the watershed. The goal of promoting such an approach is to try to balance the needs of watershed development and water quality protection. A case study using the Tapu Reservoir Watershed in Northern Taiwan as an example for illustrating the proposed zoning approach is presented.  相似文献

Stormwater management upgrade and maintenance costs in the province of Ontario are significant. As capital grant programs decline, municipalities are exploring alternative means for financing the abatement of stormwater quantity and quality problems. User pay financing represents one such option. The economic, institutional and legal issues related to implementing user pay financing of stormwater management in Ontario are addressed using the Regional Municipality of Ottawa-Carleton (RMOC) as a case-study. The paper reviews the experience with user pay stormwater management programs in Canada and the USA, and recent stormwater issues and financing needs in the RMOC. The presented spreadsheet rate model is based on stormwater quantity and quality considerations and best management practices (BMPs) for various land-use categories. The modelling results vary depending on the inclusion or exemption of certain land-use categories and whether BMPs are implemented. Preliminary results indicate the monthly stormwater user charges are comparable with those charged in USA programs. In Ontario, existing statutes provide the enabling legislation for stormwater user charges, and there are no legal or regulatory barriers to implementing them. However, program we start-up costs and public perception could be significant obstacles to instituting user charges.  相似文献

The effects of increases in effective impervious area (EIA) and the implementation of water quality protection designed detention pond best management practices (BMPs) on storm runoff and stormwater quality were assessed in Gwinnett County, Georgia, for the period 2001‐2008. Trends among eight small watersheds were compared, using a time trend study design. Significant trends were detected in three storm hydrologic metrics and in five water quality constituents that were adjusted for variability in storm characteristics and climate. Trends in EIA ranged from 0.10 to 1.35, and changes in EIA treated by BMPs ranged from 0.19 to 1.32; both expressed in units of percentage of drainage area per year. Trend relations indicated that for every 1% increase in watershed EIA, about 2.6, 1.1, and 1.5% increases in EIA treated by BMPs would be required to counteract the effects of EIA added to the watersheds on peak streamflow, stormwater yield, and storm streamflow runoff, respectively. Relations between trends in EIA, BMP implementation, and water quality were counterintuitive. This may be the result of (1) changes in constituent inputs in the watersheds, especially downstream of areas treated by BMPs; (2) BMPs may have increased the duration of stormflow that results in downstream channel erosion; and/or (3) spurious relationships between increases in EIA, BMP implementation, and constituent inputs with development rates.  相似文献

ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: This paper describes a concerted effort by the Taiwan Water Resources Bureau, the City of Taipei, and the Bureau of Fei‐tsui Reservoir Management to protect the water quality in the Fei‐tsui Reservoir.The reservoir is the major source of water supply for over two million people in the metropolitan area of Taipei. Over the years the reservoir has suffered from siltation and more recently eutrophication. The sources of the pollution are traced to the hundreds of tea gardens, rice fields and other agricultural areas in the watershed and to urban sources such as construction sites. Large amounts of nutrients enter the reservoir by way of storm water runoff during storm or typhoon events. Since 1999, various agencies have worked to initiate an effort to reduce nonpoint pollution in the Fei‐Tsui Reservoir watershed. Practices being considered include nonstructural measures such as nutrient management, and structural measures such as swales, detention basins, and wetlands, in addition to erosion and sediment control methods. A number of field tests have been completed on the performance of selected best management practices (BMPs). A strategy for implementing the BMPs at the watershed scale has been developed based on a total maximum daily load (TMDL) analysis that is reported in this paper.  相似文献

Sustainability has become an increasingly used term, but what does it mean in terms of practice. This research will look at the harvesting of captured stormwater for the irrigation of urban playing fields and what the implications are for catchment hydrology, local community, and local council. This research aims to identify, understand and determine the catchment conditions that may hinder the stormwater quality and quantity for capture and reuse, as well as determining whether the stormwater harvesting will be sustainable. Research methods for this project will include systemic analysis in order to further investigate the assumptions being made in the study. Manly Golf Club has relied on groundwater extraction supplemented by potable supplies for irrigation, however potable supplies are no longer available. It has been proposed to provide irrigation supplies from stormwater via onsite storage and groundwater recharge. Monitored stormwater entering the Golf Course from the adjacent Cemetery Creek sub-catchment for pollutants, have indicated that it may be suitable for irrigation with treatment and may reduce problems generated by overuse of groundwater. The proposal will provide environmental benefit through reduced pollution loads being discharged directly to receiving waters and cessation of use of potable supplies by the Club. Social and economic benefits are expected to be gained and will be monitored as part of an ongoing research program.  相似文献

Planners advocate best management practices (BMPs) to reduce loss of sediment and nutrients in agricultural areas. However, the scientific community lacks tools that use readily available data to investigate the relationships between BMPs and their spatial locations and water quality. In rural, humid regions where runoff is associated with saturation-excess processes from variable source areas (VSAs), BMPs are potentially most effective when they are located in areas that produce the majority of the runoff. Thus, two critical elements necessary to predict the water quality impact of BMPs include correct identification of VSAs and accurate predictions of nutrient reduction due to particular BMPs. The objective of this research was to determine the effectiveness of BMPs using the Variable Source Loading Function (VSLF) model, which captures the spatial and temporal evolutions of VSAs in the landscape. Data from a long-term monitoring campaign on a 164-ha farm in the New York City source watersheds in the Catskills Mountains of New York state were used to evaluate the effectiveness of a range of BMPs. The data spanned an 11-year period over which a suite of BMPs, including a nutrient management plan, riparian buffers, filter strips and fencing, was installed to reduce phosphorus (P) loading. Despite its simplicity, VSLF predicted the spatial distribution of runoff producing areas well. Dissolved P reductions were simulated well by using calibrated reduction factors for various BMPs in the VSLF model. Total P losses decreased only after cattle crossings were installed in the creek. The results demonstrated that BMPs, when sited with respect to VSAs, reduce P loss from agricultural watersheds, providing useful information for targeted water quality management.  相似文献

Lawrence Livermore National Laboratory (LLNL), one of the nation's three national security laboratories, is initiating a major research effort in industrial ecology with the goal of increasing the economic and environmental efficiency of the U.S. and global economies. Closer to home, ongoing efforts to reduce LLNL's environmental impact on the surrounding community provide an example of how the environmental efficiency of a major research facility can be systematically improved. In the late 1980s, LLNL initiated its waste minimization and pollution prevention program, changing its focus from end-of-pipe waste management to a proactive and preventive strategy—total quality environmental management (TQEM). LLNL's success in integrating pollution prevention with R&D and operational activities is well illustrated by the waste reduction and energy and water conservation accomplishments described in this article. LLNL represents a model of how industrial ecology, design for environment, and pollution prevention can be incorporated into a comprehensive R&D and operational program. This article describes LLNL's developing industrial ecology program, gives some specific technical accomplishments that have application to many industrial facilities, and presents a case study of TQEM at LLNL's remote experimental test facility, Site 300. The integration of TQEM philosophy with LLNL's scientific capabilities holds much promise for new ideas and creative solutions to national and international industrial ecology concerns.  相似文献

Abstract: Total Maximum Daily Load (TMDL) implementation generates benefits and costs from water quality improvements, which are rarely quantified. This analysis examines a TMDL written to address bacteria and aquatic‐life‐use impairments on Abrams and Opequon Creeks in Virginia. Benefits were estimated using a contingent valuation survey of local residents. Costs were based on the number and type of best management practices (BMPs) necessary to achieve TMDL pollution reduction goals. BMPs were quantified using watershed‐scale water quality simulation models (Generalized Watershed Loading Function and Hydrological Simulation Program‐FORTRAN). Based on our projections, the costs to achieve TMDL induced pollution reduction goals outweigh the estimated benefits. Benefit‐cost ratios ranged between 0.1 and 0.3.  相似文献

Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. ABSTRACT: Thirteen years of annual habitat and fish sampling were used to evaluate the response of a small warm water stream in eastern Wisconsin to agricultural best management practices (BMPs). Stream physical habitat and fish communities were sampled in multiple reference and treatment stations before, during, and after upland and riparian BMP implementation in the Otter Creek subwatershed of the Sheboygan River watershed. Habitat and fish community measures varied substantially among years, and varied more at stations that had low habitat diversity, reinforcing the notion that the detection of stream responses to BMP implementation requires long term sampling. Best management practices increased substrate size; reduced sediment depth, embeddedness, and bank erosion; and improved overall habitat quality at stations where a natural vegetative buffer existed or streambank fencing was installed as a riparian BMP. There were lesser improvements at locations where only upland BMPs were implemented. Despite the habitat changes, we could not detect significant improvements in fish communities. It is speculated that the species needed to improve the fish community, mainly pollution intolerant species, suckers (Castomidae), and darters (Percidae), had been largely eliminated from the Sheboygan River watershed by broadscale agricultural nonpoint source pollution and could not colonize Otter Creek, even though habitat conditions may have been suitable.  相似文献

A monitoring and evaluation program was undertaken, involving six different styles of evaluation to determine whether a low-cost, eight month education campaign that operated within a small commercial district was successful at changing people's behavior and reducing stormwater litter loads. This project also tested newly developed guidelines for monitoring and evaluating all types of non-structural stormwater quality best management practices (BMPs). The project evaluated: the extent and quality of the campaign's implementation; the degree to which it changed the awareness, attitudes, self-reported behavior and actual behavior of merchants and the public; and the nature of changes in stormwater litter loads. Overall, the education campaign produced mixed results, with the net result being modestly positive. Specifically, it was: unsuccessful at significantly influencing the knowledge or attitudes of merchants or the public; modestly successful at influencing the behavior of merchants and the public; and modestly successful at reducing litter loads in stormwater. At a theoretical level, the project highlights how using different 'styles' of BMP evaluation can help to build a more complete picture of a BMP's performance. At a practical level, the project helped to improve the monitoring and evaluation guidelines and produced evidence-based design guidelines for future campaigns that aim to reduce littering in commercial areas.  相似文献

Although water quality problems associated with agricultural nonpoint source (NPS) pollution have prompted the rapid and widespread adoption of a variety of so called "best management practices" (BMPs), there have been few realistic efforts to assess their combined effectiveness in reducing NPS pollution. This study used the Variable Source Loading Function (VSLF) model, a distributed watershed model, to simulate phosphorus (P) loading from an upstate New York dairy farm before and after the implementation of a suite of BMPs. With minimal calibration, the model calculates the dissolved P (DP) losses from impervious surfaces (e.g., barnyards), the plant/soil complex, field-applied manure, and loads associated with baseflow conditions. The simulated DP loads agreed well with measured loads for both the pre-BMP and post-BMP periods. More importantly, results showed that BMPs reduced DP loads by 35%, which is over half of the expected reduction if all manure was removed from the watershed, i.e., approximately 50% reduction. The model results indicate that had no BMPs been installed DP loads would be approximately 37% greater than observed at the watershed outlet. The most effective BMPs were those that disassociated pollutant loading areas from areas prone to generating runoff, i.e., hydrologically sensitive areas. By contrast, attempts to reduce P content in manure were somewhat less effective. This study demonstrates that a combination of distributed, mechanistic modeling and long-term monitoring provides better insights into the effectiveness of water quality protection efforts than either individually.  相似文献
