Small-scale mining in Ghana is defined to include both the exploitation of mineral deposits (1) using fairly rudimentary implements and/or (2) at low levels of production with minimal capital investment. While the large-scale mining—of particularly gold—has become predominant, small-scale mining, which predates such operations, has continued to be an important economic activity, particularly within the remote and poorer areas of the country. The environmental impacts of such small operations have, however, varied, depending on methods and the scale of operation. The factors that have contributed to aggravating these environmental impacts are economic, technical, legal, and operational in nature. Although mitigation efforts have had a limited impact, it is expected that the measures now being considered for adoption will improve the efficacy of the Government of Ghana’s drive towards improving environmental management in resident small-scale precious metal mining operations.This paper examines the environmental impacts of small-scale mining in Ghana—with particular emphasis on precious minerals and metals extraction—and outlines a series of initiatives for improving environmental performance in the industry.  相似文献

India is among the top ten mineral producing nations in the world and its economy depends on the value of minerals produced. Although mineral production has increased significantly since the country’s independence, what continues to be overlooked in is the contribution of resident small-scale mines to national mineral output. Approximately 90% of India’s mines are operating on a small-scale, employing some 0.5 million people. However, because of their rudimentary and highly migratory nature, these operations feature poor environmental management practices and safety conditions. This paper examines the unique techno-economic and socio-cultural characteristics of selected small-scale mining regions in India. It furthermore underscores the need for cleaner production in these regions, and outlines a series of legislative measures pertinent to the industry. The paper concludes by identifying educational- and training-related initiatives, which, if undertaken, could facilitate additional environmental improvement at sites.  相似文献

This paper describes a tool developed to evaluate environmental risks at a Brazilian artisanal small-scale gold mining site. The tool consists of a matrix used to determine the relevance of such risks through the classification of mining activities according to the likelihood that they may cause environmental impacts. The language and method are very simple, and thus appropriate for local stakeholders. It ensures their participation when developing a plan of action for intervention and training. When applied to a pilot site in the Brazilian Amazon, the matrix revealed the variables that pose higher environmental risks. These activities were subsequently addressed in a training program to promote better practices. As a result, the mining activities were improved by 28.8% when comparing compliance to environmental requisites before and after the training program. Specifically, the training program resulted in improved gold recovery, and reduced environmental and health impacts.  相似文献

Although small-scale mining provides a wealth of socioeconomic benefits to the rural inhabitants of developing countries, there is often total disregard for the environment industry-wide. This paper focuses upon some of the key environmental issues in the Indian small-scale mining industry. The geo-environmental factors constraining the mining of the Himalayan limestone, magnetite, phosphate, and polymetallic sulphur ore deposits are discussed, and the environmental impacts of small-scale operations working prospective deposits are detailed. The paper further examines the schematics of the Environmental Management Plan (EMP) adopted for small-scale mines in India. It is concluded, however, that widespread environmental improvement can only be achieved industry-wide if additional mining cooperatives are formed, and the Indian Government, through their Department of Environment, oversees the implementation of effective mitigation practices for small scale-mines, particularly at the university level.  相似文献

Small-scale or artisanal mining is a poverty-driven activity found mainly in remote areas of developing nations. It routinely generates land use conflicts with other stakeholders, primarily large mining companies. The scale of these disputes (occasionally involving armed conflict) is usually sufficient to have significant adverse impacts on the natural environment and the local population. After describing the small-scale mining sector, this paper outlines the characteristics, causes and costs of the land use conflicts with which this activity is often associated. It then discusses some of the more common initiatives that have been taken, primarily by mining companies, to attempt to manage these disputes. Since these approaches are incapable of fully reconciling the range of stakeholder’s interests involved in these conflicts, mediation is proposed as an effective mechanism to achieve their resolution. After an overview of mediation and its potential advantages, the need to apply this process to these disputes is established. Despite its advantages and considerable potential in this application, mediation is not a panacea for resolving all land use conflicts. Based on an extensive literature review, a set of 19 characteristics of disputes that may increase their amenability to mediation is compiled. By then demonstrating that small-scale mining disputes satisfy most of these criteria, the paper concludes that mediation has sufficient promise in this setting to warrant its experimental use.  相似文献

This paper describes Acid Mine Drainage (AMD) generation and its associated technical issues. As AMD is recognized as one of the more serious environmental problems in the mining industry, its causes, prediction and treatment have become the focus of a number of research initiatives commissioned by governments, the mining industry, universities and research establishments, with additional inputs from the general public and environmental groups. In industry, contamination from AMD is associated with construction, civil engineering mining and quarrying activities. Its environmental impact, however, can be minimized at three basic levels: through primary prevention of the acid-generating process; secondary control, which involves deployment of acid drainage migration prevention measures; and tertiary control, or the collection and treatment of effluent.  相似文献

The rudimentary nature of small-scale gold mining activities often generates a legacy of extensive degradation and deplorable social conditions, both during and after activities have ceased. Small-scale mining usually involves the extraction of secondary gold from placer deposits (alluvial, colluvial or elluvial), which can be liberated and treated using gravity methods. In the Guianas, the most popular form of small-scale gold mining is referred to as “land dredging”, a combination of hydraulicking and suction dredging. This method requires application of large volumes of water for both mining and mineral processing; in most cases, there are no containment structures for the waste tailings generated. Mercury, a dangerous pollutant, is the preferred method employed by small-scale miners for gold recovery. Gold extraction using mercury is comprised of the following four stages: (1) amalgamation, (2) separation of amalgamation, (3) removal of excess mercury, and (4) burning of the remaining amalgam to produce a gold sponge. Mercury can be released into the environment at each stage, which makes the promotion of mercury-free alternatives imperative.Technical alternatives for small-scale gold mining, however, must be thoroughly evaluated, pre-tested, modified accordingly and successfully transferred. Moreover, technology must be inexpensive, relatively simple and easy to adapt, while allowing a rapid rate of return. WWF-Guianas is working with the regulatory agencies and other relevant stakeholders of the Guianas to reduce the environmental footprints caused by small-scale mining. The major aspects of this program are to develop the capacity and regulatory mechanisms within the local government, to promote mercury-free technology, and monitor mercury in the environment. This paper reviews the alternative technologies being investigated by the WWF-Guianas for use in the small-scale gold mining industry.  相似文献

Although small-scale mining has developed rapidly in Papua New Guinea (PNG), it is only recently that formal recording has been carried to gain insight on employment and production totals, and environmental difficulties. This paper examines the state of small-scale mining in PNG, with special emphasis on its environmental impacts. In recent years, the PNG Department of Mining has become a proactive source of educational activities and information gathering for small-scale mining, its effort directed at devising a comprehensive development plan for the sector. The result has been a tripartite program with active participation from a number of donor agencies and the private sector that promotes integrated rural development and takes into account the important economic and environmental aspects vital for effective poverty alleviation.  相似文献

This paper provides an overview of mining sustainable development policy-making in Canada. In addition to documenting the important efforts made by the Canadian government, some of the more recent initiatives undertaken by the Canadian mining industry are highlighted. Following years of sustainable development research and careful planning, the Canadian government finally drafted the national Minerals and Metals Policy of the Government of Canada: Partnerships for Sustainable Development (1996), which sets out the Canadian government's role, objectives, and strategies in areas of jurisdiction for making the concept of sustainable development operational in its mining industry, and seeks to create a legacy that Canadians can pass to future generations. Since its implementation, the primary response of both national mining organizations and selected Canadian mining companies to the challenge of sustainable development has been improved planning, and the development of policies that address key environmental and socioeconomic issues and which build upon the principles addressed in the Minerals and Metals Policy of the Government of Canada. It is concluded that most of the attempts made thus far by both the government and the mining industry to address mining sustainable development through policy-making have been major successes, but further improvements can be achieved if additional industry-government partnerships are formed, more community workshops are held, and selected environmental management practices are researched and developed.  相似文献

In Brazil, artisanal and small-scale gold mining (ASGM) produces in the range of 6 tonnes of gold (Au) per annum, and employs approximately 200,000 people. Most of this mining activity is in the Amazon region, where miners have been extracting gold for more than 40 years. In the Tapajos River Basin, assessments indicate that around 99% of miners operate without the environmental and mining permits required by law. This is a result of a combination of unrealistic or lack of proper policies and regulations, lack of political will, lack of infra-structure to enforce the existing regulations and lack of incentives to miners to comply with legal requirements.In this article, we analyze a group of 20 laws, decrees and resolutions in Brazil, focusing on how idiosyncrasies in these regulations reveal gaps between policy and reality in ASGM areas. Artisanal miners operate in vast and remote areas and the government lacks the resources (personnel, vehicles, information and materials) to enforce the laws. Our analysis emphasizes the need for creating new government commitments and identifying priority areas where government agents can focus their efforts.There is no single solution for the environmental, health, technical and socio-economic problems associated with ASGM. However, a realistic approach should consider improving the level of education of miners, creating government programs to provide technical assistance in the field, simplifying administrative procedures and ensuring adequate measures for enforcement.  相似文献

Worldwide, the environmental impacts of artisanal and small-scale gold mining (ASGM) are extensive. Annual losses from mercury, which is used to amalgamate gold, are in the range of 1000 tonnes, and at advanced sites, there is the additional threat of cyanide contamination.Recent developments in The Brazilian Amazon, an area populated by 200,000 small-scale gold miners, have the potential to reduce these impacts considerably. In the locality of Garimpo Ouro Roxo, miners are presently using amalgamation and cyanidation in vat-leaching. Each cycle typically recovers 50% of the gold and lasts 20 days (per tank), consuming around 3300 kg NaCN/month. A new process has been developed and implemented in a pilot plant in this area, involving gravity concentration followed by cyanidation in a ball mill. Concentrate leaching is conducted with a PVC capsule filled with activated carbon inserted in the cyanide solution in the mill. The cycle takes less than 24 h and recovers up to 98% of the gold in the concentrate. The main advantages of wide adoption of this method, apart from a reduced gold recovery cycle and improved recovery, include possible phase out of amalgamation altogether, and marked reductions in cyanide consumption (from current 22,000 kg–980 kg annually).  相似文献

The mercury-based gold extraction processes prevalent within small-scale mining are both efficient and harmful. While ensuring relatively high levels of gold recovery, they cause environmental and health problems for people living within mining settlements. This mercury consumption can be minimized by using a simple mercury recycling device known as a retort. While mining legislation in Tanzania dictates the use of retorts for gold recovery, virtually no miners use them, indicating the inadequacy of previous introduction attempts. During action research, retorts were introduced in two mining settlements through a thorough and participatory approach. Twenty miners were given retorts and their attitudes and receptiveness to them were studied. Of the recipients, 18 used the retorts over a period of five months, recycling 10 kilos of mercury. Less mercury was spilled into the environment and miners saved money normally spent on purchasing mercury. The findings have implications for the strategies of development interventions targeting mercury-instigated problems within small-scale gold mining.  相似文献

Small-scale mining (SSM) has had unprecedented growth in Zambia during the past decade. The sector now produces a variety of commodities, especially gemstones, building and industrial minerals. From a structural and technical perspective, SSM is conducted on a very rudimentary level using basic tools such as picks and shovel, and occasionally, mechanized equipment. The environmental degradation caused by SSM is also growing with the intensification of activities in the country. Meanwhile, institutions responsible for managing the environment are unable to effectively carry out regulatory and monitoring mandates due to inadequate resources. Although current legislation appears to be adequate in many respects, time has now come to amend the Mines and Minerals Act (1995) so that it becomes mandatory for all mining activities, including small-scale mines, to submit environmental impact assessment reports before a license to mine or explore can be granted. Strategies to eliminate illegal mining, enhancement of miners’ technical skills, and mine responsibly must also be placed high on the agenda. This paper focuses on the major issues affecting cleaner production in the Zambian SSM sector including, environmental complications, pertinent mining environmental legislation, and the institutions involved. It concludes by suggesting possible interventions to minimize environmental impacts in the sector.  相似文献

There are several different approaches to evaluate regional environmental and sustainability performance, where regional indicators are an emerging issue. Academia could play an important role in many sustainable initiatives, giving credibility, scientific and technical support and contribute to increasing public participation. This paper intends to trace the Portuguese profile on regional Sustainable Development Indicators (SDI) initiatives and contribute to an understanding of the key factors related to the role of academia in those processes. A national survey was conducted to obtain data on SDI initiatives on a regional scale and the Portuguese profile was defined. Overall results show that SDI implementations are concluded in one region and are being implemented in three of the total of seven regions, despite a significant lack of institutional guidelines and policy guidance from national authorities. The particular approach conducted in the Algarve, the most southerly region of Portugal, was analysed. The indicators developed for this region are a practical example of how academia and regional public authorities can cooperate efficiently, involving multi-stakeholders, to obtain the desired outcomes.  相似文献

Changing public perceptions of the environmental acceptability of mining and minerals processing facilities have changed the industry and mining schools have started to respond by adding environmental content to their minerals curricula. Proactive and preventive environmental strategies, including Cleaner Production and sustainable development, are preferred but mining and minerals processing companies and mining schools generally have limited know-how in those areas. Vice versa, Cleaner Production specialists generally have limited experience in the mining and minerals processing sectors, and should endeavour to employ their expertise and know-how to address the environmental and sustainable development challenges in those sectors. The critical task for mining schools is to educate environmentally literate graduates who are able to recognise potentially adverse impacts of mining and minerals processing on the environment and to contribute from a sound background in geology, mining or metallurgy, to the characterisation, minimisation and management of these environmental impacts. This paper focuses on integrating the environmental and sustainable development agendas in minerals tertiary education. It highlights trends in employers' recruitment criteria and in minerals curricula, and argues in favour of strengthening the environmental component of minerals curricula. The paper provides a framework for integrating the environmental and sustainable development agendas in minerals tertiary curricula. Integration of environmental aspects into core disciplinary courses, by means such as environmental examples, cases and problem-solving tasks, is critical to make environmental literacy programmes successful.  相似文献

Human rights abuses, environmental predations and governance failures plague artisanal gold mining in Tanzania. Gold's exchange value and the illegality of most artisanal gold product challenge the traditional fair trade model, a potential solution. Additionally, memories of the government's earlier failed effort to serve as a sole purchaser of artisanal gold undercut enthusiasm for statist interventions. This paper presents an alternative: a public–private partnership (PPP) that would engage one or more private banks, an agency within the Ministry of Energy and Minerals and NGOs or international initiatives specifically aimed at improving conditions for artisanal mine operators. The concept of transformational exchange, wherein a set of business transactions substantially affects societal expectations, modifies behavior and promotes sustainable mechanisms, frames the proposal.  相似文献

Although small-scale mining is often associated with ruinous effects on the natural environment, Zimbabwe’s experience in gold panning demonstrates that though that may be true, the sector, can, through appropriate measures, be encouraged or enticed to develop environmentally friendly methods for gold mining and recovery. A combination of legislation, education, and the promotion of appropriate technology has enhanced the environmental management within the ever-growing gold panning community in Zimbabwe. This paper evaluates the success of attempts to minimise the environmental impacts of gold panning in Zimbabwe through legislation, education and the promotion of appropriate technology.  相似文献

The environmental performance evaluation (EPE) of organizations is becoming an autonomous management tool. The main goal of this research was to assess the state of EPE practice in the Portuguese defence sector, as a particular part of public services. A questionnaire survey was conducted involving all Portuguese military units that have a person in charge of environmental issues. The questionnaire was designed to assess: (i) the importance and drivers of EPE; (ii) the ISO 14031 knowledge and implementation; (iii) the knowledge and use of environmental indicators; (iv) the optimal format for indicators; and (v) the advantages and drawbacks of using environmental indicators. Despite various initiatives driving environmental practices in public organizations, most of that experience is only centred on an environmental management system, and EPE is quite a new issue. Nevertheless, general environmental performance evaluation is a growing reality and one in which Portuguese military units are taking an increasing interest. Overall respondents agree on the importance of measuring and communicating environmental performance related to their main missions and activities. The main drivers for EPE in military units are the prevention of health risks and compliance with regulations. However, to date, ISO 14031 and environmental performance indicators are almost unknown in the respondent military units. Among the three military branches, the Navy revealed the worst environmental performance evaluation knowledge, awareness and practice.  相似文献
