The effects of permitting decisions made under Section 404 of the Clean Water Act for which compensatory mitigation was required were examined. Information was compiled on permits issued in Oregon (January 1977–January 1987) and Washington (1980–1986). Data on the type of project permitted, wetland impacted, and mitigation project were collected and analyzed. The records of the Portland and Seattle District Offices of the US Army Corps of Engineers and of Environmental Protection Agency Region X were the primary sources of information. The 58 permits issued during the years of concern in Oregon document impacts to 82 wetlands and the creation of 80. The total area of wetland impacted was 74 ha while 42 ha were created, resulting in a net loss of 32 ha or 43%. The 35 permits issued in Washington document impacts to 72 wetlands and the creation of 52. The total area of wetland impacted was 61 ha while 45 ha were created, resulting in a net loss of 16 ha or 26%. In both states, the number of permits requiring compensation increased with time. The area of the impacted and created wetlands tended to be ≤0.40 ha. Permitted activity occurred primarily west of the Cascade Mountains and in the vicinity of urban centers. Estuarine and palustrine wetlands were impacted and created most frequently. The wetland types created most often were not always the same as those impacted; therefore, local gains and losses of certain types occurred. In both states the greatest net loss in area was in freshwater marshes. This study illustrates how Section 404 permit data might be used in managing a regional wetland resource. However, because the data readily available were either incomplete or of poor quality, the process of gathering information was very labor intensive. Since similar analyses would be useful to resource managers and scientists from other areas, development of an up-to-date standardized data base is recommended.  相似文献

A review of wetland impacts authorized under the New Jersey Freshwater Wetlands Protection Act (FWPA) was conducted based on permitting data compiled for the period 1 July 1988 to 31 December 1993. Data regarding the acreage of wetlands impacted, location of impacts by drainage basin and watershed, and mitigation were analyzed. Wetland impacts authorized and mitigation under New Jersey's program were evaluated and compared with Section 404 information available for New Jersey and other regions of the United States.Under the FWPA, 3003 permits were issued authorizing impacts to 234.76 ha (602.27 acres) of wetlands and waters. Compensatory mitigation requirements for impacts associated with individual permits required the creation of 69.20 ha. (171.00 acres), and restoration of 16.49 ha (40.75 acres) of wetlands. Cumulative impacts by watershed were directly related to levels of development and population growth.The FWPA has resulted in an estimated 67% reduction [44.32 ha (109.47 acres) vs 136.26 ha (336.56 acres)] in annual wetland and water impacts when compared with Section 404 data for New Jersey. For mitigation, the slight increase in wetland acreage over acreage impacted is largely consistent with Section 404 data.Based on this evaluation, the FWPA has succeeded in reducing the level of wetland impacts in New Jersey. However, despite stringent regulation of activities in and around wetlands, New Jersey continues to experience approximately 32 ha (79 acres) of unmitigated wetland impacts annually. Our results suggest that additional efforts focusing on minimizing wetland impacts and increasing wetlands creation are needed to attain a goal of no net loss of freshwater wetlands.  相似文献

Economic impact analysis (EIA) of outdoor recreation can provide critical social information concerning the utilization of natural resources. Outdoor recreation and other non-consumptive uses of resources are viewed as environmentally friendly alternatives to extractive-type industries. While outdoor recreation can be an appropriate use of resources, it generates both beneficial and adverse socioeconomic impacts on rural communities. The authors used EIA to assess the regional economic impacts of rafting in Grand Canyon National Park. The Grand Canyon region of northern Arizona represents a rural US economy that is highly dependent upon tourism and recreational expenditures. The purpose of this research is twofold. The first is to ascertain the previously unknown regional economic impacts of Grand Canyon river runners. The second purpose is to examine attributes of these economic impacts in terms of regional multipliers, leakage, and types of employment created. Most of the literature on economic impacts of outdoor recreation has focused strictly on the positive economic impacts, failing to illuminate the coinciding adverse and constraining economic impacts. Examining the attributes of economic impacts can highlight deficiencies and constraints that limit the economic benefits of recreation and tourism. Regional expenditure information was obtained by surveying non-commercial boaters and commercial outfitters. The authors used IMPLAN input-output modeling to assess direct, indirect, and induced effects of Grand Canyon river runners. Multipliers were calculated for output, employment, and income. Over 22,000 people rafted on the Colorado River through Grand Canyon National Park in 2001, resulting in an estimated $21,100,000 of regional expenditures to the greater Grand Canyon economy. However, over 50% of all rafting-related expenditures were not captured by the regional economy and many of the jobs created by the rafting industry are lower-wage and seasonal. Policy recommendations are given for increasing the regional retention of rafting expenditures and for understanding both the beneficial and adverse impacts that accompany outdoor recreation in rural areas.  相似文献

To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program.  相似文献

This study assesses the factors affecting the adoption of laser land leveling (LLL) and its impact on crop yields and net returns. It uses household survey data collected from 621 randomly selected farmers in Karnal District of Haryana, India, and applies endogenous switching regression models. Unbiased model results show that the adoption of LLL has significant positive impacts on yields (rice +549 kg ha−1; wheat +471 kg ha−1) and net returns (an aggregate increase of US$230/ha) in the rice-wheat production system, thereby raising farmers' income substantially. Our results show that LLL adoption at the farm level is influenced by land size and quality, tenure system, availability of farm machinery (tractor), access to finance and farm cooperatives, gender of household head, level of education and training and access to extension services. Therefore, LLL scaling strategies need to consider these bio-physical and socio-economic parameters to reach adoption at scale and generate large social, economic, and environmental benefits.  相似文献

The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

ABSTRACT: Tradeoffs between regional economic development and resource use is a question often confronting local decisionmakers. A resource-interindustry model can be used to depict the interrelationships between regional economic sectors as to household income and/or employment and resource use. A resource-interindustry model was developed for Humboldt and Lander Counties in Nevada which shows the tradeoffs between regional household income (wages, salaries, profits, and rents) and/or employment and water usage. Water income and water employment multipliers can be ranked, enabling decisionmakers to realize sectors which require greatest regional water usage to regional household income and/or employment.  相似文献

A significant research problem is the assessment of impacts associated with growth and/or decline in a regional economy. A relevant method for analyzing such problems is the Leontief input/output model. Associated with these models are economic multipliers measuring total changes in sales, income, and employment. In this paper, the author contends resource multipliers are equally relevant. The specific form of these multipliers are defined. This paper provides applications of the integrated assessment (IA) approach in a case study in the Heihe River Basin of Northwest China. Some socio-economic and ecological impact results of forestry land use scenarios are presented in the paper. While seven types of land use scenarios for carbon sequestration purposes were considered for the IA applications, this paper mainly presents impacts of land use scenarios within the Grain for Green (GFG) category [see Yin et al., this volume]. China's national Grain for Green Project was implemented in order to protect and improve ecosystems, while allowing an evolution of agricultural management practices compatible with raising peasants' incomes. Zhangye Prefecture, located in the Heihe River Basin of an arid area in Northwest China, was chosen as the investigation site of the IA case study. Based on fundamental orientation theory, the social sustainability impacts of GFG land use options were assessed. Between 2002 and 2004, the GFG project brought US$23.56 million yuan in net income to the prefecture's peasants. Project implementation resulted in a 1.71 Gg increase in net primary productivity (NPP), as well as a 44.36 Gg rise in net ecosystem productivity (NEP). This suggested that, in Zhangye Prefecture, the Grain for Green Project could enhance the sustainability and stability of the local society, increase peasants' net income, as well as protect and remediate local ecosystems.  相似文献

Twenty-three Section 404 permits in central Pennsylvania (covering a wetland age range of 1–14 years) were examined to determine the type of mitigation wetland permitted, how the sites were built, and what success criteria were used for evaluation. Most permits allowed for mitigation out-of-kind, either vegetatively or through hydrogeomorphic class. The mitigation process has resulted in a shift from impacted wetlands dominated by woody species to less vegetated mitigation wetlands, a trend that appears to be occurring nationwide. An estimate of the percent cover of emergent vegetation was the only success criterion specified in the majority of permits. About 60% of the mitigation wetlands were judged as meeting their originally defined success criteria, some after more than 10 years. The permit process appears to have resulted in a net gain of almost 0.05 ha of wetlands per mitigation project. However, due to the replacement of emergent, scrub–shrub, and forested wetlands with open water ponds or uplands, mitigation practices probably led to a net loss of vegetated wetlands.  相似文献

ABSTRACT: Watersheds above the Miyun reservoir, a principal source of surface water for Beijing, are designated to be managed for water production, but under the principle of multiple use. Because of the scarcity of arable land, these watersheds cannot be managed only for drinking water. Efforts are under way to reduce sediment delivery, improve the quality of water entering Miyun reservoir, and improve the welfare of watershed inhabitants. An economic appraisal of a watershed management project for the 3,298‐ha Shixia watershed above the Miyun reservoir, indicates a 24 percent economic rate of return on the investment made in the project. The net present value (NPV) of the project, calculated at a discount rate of 10 percent, is approximately US$3.49 million. Sensitivity analyses indicate that a doubling of labor costs lowers the NPV to US$2.07 million and a 10 percent decrease in benefits lowered the NPV to US$2.87. It is concluded that the implementation of conservation practices on the Shixia Demonstration Watershed represent an economically efficient use of resources.  相似文献

ABSTRACT: At a time in history when water resource development in the United States is being condemned as both economically inefficient and an environmental disaster, perhaps economists need to look back at previous development to see what the fruits of water development (be they sweet or sour) have been. The Boise Project of south-western Idaho is 70 years old and to some people it represents a gross error in resource use, while to others it represents a means of livelihood and well being. A recent research project at the University of Idaho attempted to measure not only the direct economic income benefits of the project (from irrigation), but also the indirect or secondary income benefits (from the food processing industry). Periodic regional input-output tables were constructed to assess the income generated from irrigation and food processing over the period from 1946 to 1970. Input-output analysis allowed researchers to evaluate the direct and indirect impacts of both the irrigation sector and the food processing sector and to compare their growth over time.  相似文献

The REAcct (for Regional Economic Accounting) tool was developed for estimating order-of-magnitude economic impacts within DHS scenario analysis. REAcct uses input–output modeling, geo-spatial data computational tools, and publically available economic data and allows for detailed specification of sectors, regions, and disruption intervals. Direct impacts are estimated as changes in output and employment; total (direct plus indirect) impacts are calculated using regional total and final demand multipliers. In total, the REAcct framework and software allow for scenario analysts to understand and assess the interdependent relationships between critical infrastructures, economic industries, and consumers that are essential to broader homeland security scenario analysis.  相似文献

Assessment of cumulative impacts on wetlands can benefit by recognizing three fundamental wetland categories: basin, riverine, and fringe. The geomorphological settings of these categories have relevance for water quality.Basin, or depressional, wetlands are located in headwater areas, and capture runoff from small areas. Thus, they are normally sources of water with low elemental concentration. Although basin wetlands normally possess a high capacity for assimilating nutrients, there may be little opportunity for this to happen if the catchment area is small and little water flows through them.Riverine wetlands, in contrast, interface extensively with uplands. It has been demonstrated that both the capacity and the opportunity for altering water quality are high in riverine wetlands.Fringe wetlands are very small in comparison with the large bodies of water that flush them. Biogeochemical influences tend to be local, rather than having a measurable effect on the larger body of water. Consequently, the function of these wetlands for critical habitat may warrant protection from high nutrient levels and toxins, rather than expecting them to assume an assimilatory role.The relative proportion of these wetland types within a watershed, and their status relative to past impacts can be used to develop strategies for wetland protection. Past impacts on wetlands, however, are not likely to be clearly revealed in water quality records from monitoring studies, either because records are too short or because too many variables other than wetland impacts affect water quality. It is suggested that hydrologic records be used to reconstruct historical hydroperiods in wetlands for comparison with current, altered conditions. Changes in hydroperiod imply changes in wetland function, especially for biogeochemical processes in sediments. Hydroperiod is potentially a more sensitive index of wetland function than surface areas obtained from aerial photographs. Identification of forested wetlands through photointerpretation relies on vegetation that may remain intact for decades after drainage. Finally, the depositional environment of wetlands is a landscape characteristic that has not been carefully evaluated nor fully appreciated. Impacts that reverse depositional tendencies also may accelerate rates of change, causing wetlands to be large net exporters rather than modest net importers. Increases in rates as well as direction can cause stocks of materials, accumulated over centuries in wetland sediments, to be lost within decades, resulting in nutrient loading to downstream aquatic ecosystems.  相似文献

Coastal communities along the United States coast often experience significant economic damage resulting from the impacts of tropical storms and hurricanes. Research suggests that certain factors that affect economic damages are increasing the vulnerability of coastal communities. Population growth, which increases vulnerability by placing valuable lives and assets in the path of storms, is expected to increase. Climate change has the potential to cause more frequent and intense storms, and coastal wetland loss is contributing to the vulnerability of coastal populations. Wetlands conservation and restoration is often advocated for as a means of reducing the impacts of coastal storms. The relationship between wetlands and storm surge energy is understood relatively well in physical terms, but very little economic analysis has been conducted to estimate the degree to which wetlands reduce economic impacts. Using factor analysis, the relationships among coastal populations, wetlands, storm intensity, and economic damage are explored. The factor analysis suggests that wetland presence is associated with a reduction in economic damages from coastal storms. Factor score analysis suggests that the proportion of damage explained by wetland presence is smaller for more intense storms. These results are consistent with those found in the physical science literature and have potentially large consequences for how wetlands are used in risk reduction.  相似文献

Summary This paper outlines the second phase of an ecotourism project undertaken in the Santa Elena community, in the Monteverde region of Costa Rica. The community originally established a rainforest reserve with the help of Youth Challenge International in an attempt to provide a wider economic base and employment for the area. The project has been successful in the first phase in that it is now drawing an annual income of US$40 000 and it employs guides and management from the local community. In terms of the underlying principles usually aligned with ecotourism it has been successful but it is now necessary to evaluate the impacts this project is having on the community. The second phase of the project was to assess the sociocultural impacts of ecotourism on that community and the paper outlines this phase.Stephen Wearing is a lecturer in the School of Leisure and Tourism Studies at the University of Technology, Sydney. He lectures and consults in the area of tourism and environmental planning, and parks and protected area management. His particular interest is in ecotourism projects with local communities and he has spent much of the last 4 years working on the Santa Elena Project. The announcement of plans for exploratory oil drilling at a number of offshore sites in Belize raised concerns about the risks associated with drilling, particularly given the socio‐economic importance of the marine ecosystem. The current economic value of fisheries and marine ecotourism is estimated, along with the potential revenue from offshore oil and potential economic losses stemming from oil pollution, under various assumptions on risk and uncertainty. Marine fisheries and ecotourism are estimated to generate around US$ 183 million per year. Single‐year estimated maximum revenue is higher for oil extraction initially but quickly declines; during a 50 year (two generation) period, total discounted benefits from marine fisheries and ecotourism are estimated at US$ 5.1 billion, compared to US$ 3.2 billion from offshore oil revenue. Following a hypothetical oil spill, discounted losses in marine fisheries and ecotourism due to perception and ecological impacts are estimated at US$ 912 million, with clean‐up costs and capital losses of US$ 6.1‐10.4 billion. Considering the short extraction life of oil resources compared to fisheries and ecotourism, the difference in benefits increases substantially in favour of the latter with a longer time horizon. A recent public referendum resulted in a 98% vote against oil exploration and a subsequent annulment of oil concessions pending environmental impact assessments.  相似文献

The Okavango Delta, the largest Ramsar wetland site, is one of the most resource-rich ecosystems in Botswana. A range of resources, including reeds, contribute in various ways to the well-being of many of the communities through subsistence and income generation. The economic value of reeds and other resources found in wetlands has been poorly understood, leading to the perception that wetlands are wastelands, and have little or no economic values. Such resources are therefore likely to receive lower priority in conservation when evaluated against other alternative activities. The aim of this research was to determine the benefit and financial and economic viability of harvesting river reed in the Okavango Delta. Primary data were collected through a structured questionnaire administered at three villages in the Okavango Delta. Secondary data were collected from existing literature. Financial and economic analysis was undertaken using static and financial models. Market prices were used to calculate the net income generated from the sale of harvested reed. The measurement criteria for static models were the annual net cash income, net annual economic benefit, and return on investment (ROI), while those under the dynamic models were the net present value (NPV), benefit cost ratio (BCR), and the net benefit investment (N/K) ratio. It was more financially profitable and economically viable to harvest and sell reeds at Shorobe village (a village relatively close to the District economic centre, Maun), than Shakawe or Etsha-13.  相似文献

When water supply improvements are coupled with opportunity to create income through micro–enterprises, time released from water collection is converted into income earned. This brings several benefits: reduced drudgery, higher household income, and, consequently, greater women's empowerment through changing gender relations within the household. This article documents the performance of one such scheme in Banaskantha District in the state of Gujarat in India, one of poorest districts in the state and the country. Here, due to the efforts of the Self–Employed Women's Association (SEWA), an Indian NGO, poor women are reaping the social and economic benefits of a government–run regional piped water supply scheme, a project funded by Dutch bilateral aid, focusing on women's development. If government policy–makers took the cue and formulated programmes and schemes that combined these two aspects, viz., actions that release time for rural women from daily chores (e.g., collecting water, fuel wood and fodder)and opportunities for sustainable micro–enterprises to convert time saved into income, this could become a reliable route out of rural poverty into gender–sensitive sustainable development.  相似文献

Wetland protection and utilization sometimes appear to be in conflict, but promoting the wise use of wetlands can solve this problem. All countries face the challenge of sustainable development of wetlands to a greater or lesser extent, but the problem is especially urgent in developing countries, such as China, that want to accelerate their economic development without excessive environmental cost. Chinese wetlands contribute greatly to economic development, but improper use of these natural resources has endangered their existence. It is thus necessary to provide scientific guidance to managers and users of wetlands. In this paper, we analyze the present status of Chinese wetland protection and utilization, and discuss problems in six categories: a lack of public awareness of the need for wetland protection; insufficient funding for wetland protection and management; an imperfect legal system to protect wetlands; insufficient wetland research; lack of coordination among agencies and unclear responsibilities; and undeveloped technologies related to wetland use and protection. The wise use of Chinese wetlands will require improvements in four main areas: increased wetland utilization research, scientific management of wetland utilization, improved laws and regulations to protect wetlands, and wider dissemination of wetland knowledge. Based on these categories, we propose a framework for the optimization of wetland use by industry to provide guidance for China and other countries that cannot sacrifice economic benefits to protect their wetlands.  相似文献
