Co-management of Natural Resources: A Proposed Framework   总被引:3,自引:1,他引:2  
Co-management acknowledges pragmatic developments and progression of institutional choice theories in natural resource management. This innovative concept embraces a pluralistic management approach based on the principle of subsidiarity and creates opportunities for the reconciliation of competitive property claims. This article reviews definitions of co-management, distinguishes it from other property rights regimes, and develops an organizational structure of the major elements involved. Synthesis of both experiences and literature leads to the development of a conceptual framework. Co-management is structured in terms of context, components, and linking mechanisms. In concert, these elements offer insight into the practice of co-management, address the shortcomings of institutional theories, and respond to critical issues raised in related literature. The framework contributes to natural resource management by acting as a means of identification and evaluation for such arrangements, as well as a systematic guide for future inquiries.  相似文献

The semi-private property rights arrangement called the Household Production Responsibility System (HPRS) was started in the early 1980s in Xilingol pasture of Inner Mongolia (China), and stimulated the development of stockbreeding. The grassland has been degrading severely with increasing numbers of livestock. Based on a historical review of property rights regimes in Inner Mongolia and empirical surveys in Xilingol pasture during 2001-2003, this paper assesses the implementation of HPRS and its impacts on incomes of households as well as the environmental impact on the grassland. It was found that HPRS does not mitigate the "Tragedy of the Commons", instead it has exacerbated the situation. It was also found that co-management of grassland and livestock among a few households presents a sustainable use of grassland to develop livestock breeding. We conclude with the recommendation that small-scale collective property rights systems should be encouraged in Xilingol pasture of Inner Mongolia.  相似文献

This article describes the increasing connections between the fields of Indigenous studies and environmental management and examines some of the ways that an Indigenous studies perspective can guide thinking about environmental management. Indigenous groups have been involved in the management of environmental and natural resources on their lands since time immemorial. Indigenous groups have also become increasingly involved in Western practices of environmental management with the advent of co-management institutions, subsistence boards, traditional ecological knowledge forums, and environmental issues affecting Indigenous resources. Thus, it is an important time for scholarship that explores how Indigenous groups are both shaping and being affected by processes of environmental management. This article summarizes key findings and themes from eight papers situated at the intersection of these two fields of study and identify means by which environmental managers can better accommodate Indigenous rights and perspectives. It is the authors’ hope that increased dialog between Indigenous studies and environmental management can contribute to the building of sustainable and socially just environmental management practices.  相似文献

The property rights regime is an important link between the yield of a natural resource and the appropriation and maintenance incentives of its users. This paper discusses the theoretical background for this link and provides insights as to the function of the property rights regime, drawing from recent developments in the economics literature on optimal ownership patterns and the theory of repeated games. The performances of different resource ownership patterns are evaluated using the criterion of economic efficiency. The economic theory of property rights is based on the idea that, because contractual arrangements are bound to be incomplete, there is scope for opportunistic behaviour and therefore the resulting resource management is likely to be inefficient. Optimal resource ownership patterns are viewed as solutions to the problem of structuring private users' incentives in accordance with the socially desirable management of resources.  相似文献

The Ganges Delta in Bangladesh is an example of water‐related catastrophes in a major rural river basin where limitations in quantity, quality, and timing of available water are producing disastrous conditions. Water availability limitations are modifying the hydrologic characteristics especially when water allocation is controlled from the upstream Farakka Barrage. This study presents the changes and consequences in the hydrologic regime due to climate‐ and human‐induced stresses. Flow duration curves (FDCs), rainfall elasticity, and temperature sensitivity were used to assess the pre‐ and post‐barrage water flow patterns. Hydrologic and climate indices were computed to provide insight on hydro‐climatic variability and trend. Significant increases in temperature, evapotranspiration, hot days, heating, and cooling degree days indicate the region is heading toward a warmer climate. Moreover, increase in high‐intensity rainfall of short duration is making the region prone to extreme floods. FDCs depict a large reduction in river flows between pre‐ and post‐barrage periods, resulting in lower water storage capacity. The reduction in freshwater flow increased the extent and intensity of salinity intrusion. This freshwater scarcity is reducing livelihood options considerably and indirectly forcing population migration from the delta region. Understanding the causes and directions of hydrologic changes is essential to formulate improve water resources management in the region.  相似文献

British colonial military heritage structures in Hong Kong are in a state of ruin and government neglect. Urgent attention is required in the form of active management to avoid the loss of valuable heritage resources and the negative impact on the landscape and environment. This paper explores two possible alternatives – user participation and social entrepreneur participation – to achieve innovative solutions to rent dissipation of these structures situated in isolated areas within protected-area boundaries, with a focus on a specific case. Emphasis is placed on fostering public participation, involving the allocation of some property rights. Elinor Ostrom's diagnostic approach to common-pool resource problems is applied to both solutions to determine the conditions necessary to achieve the objectives. The discussions are informed by social entrepreneurship principles and a version of the Coase Theorem, the latter coinciding with Ostrom's view regarding the role of property rights in achieving sustainable outcomes.  相似文献

There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment.  相似文献

The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

Special-use forests (SUFs) are nature protected areas in Vietnam used to conserve nature and its biodiversity. While the Vietnamese government has managed to increase the size and number of SUFs, biodiversity within these areas continues to decline. To improve protection of these SUFs, co-management has been advocated in Vietnam. Successfully implementing co-management requires decentralization of authority and a certain extent of public involvement in management activities. This paper assesses how and to what extent the governance of Vietnam’s SUFs have taken up the challenge of shifting from conventional government-based management to co-management. Current practices of (co-) management were investigated in 105 of the 143 SUFs. The results show that the type of co-management varies little between different categories of SUFs. Nevertheless, a national ‘style’ of Vietnamese co-management could be identified, labelled ‘administrative’ co-management; fostering interaction between a variety of actors, but final decision-making power on management remaining strongly in the hands of the provincial government.  相似文献

Water management is set to become increasingly variable and unpredictable, in particular because of climate change. This paper investigates the extent to which water policy in England provides an enabling environment for ‘adaptive co-management’, which its proponents claim can achieve the dual objective of ecosystem protection and livelihood sustainability under conditions of change and uncertainty. Five policy categories are derived from a literature review, and are used to conduct a directed content analysis of seven key water policy documents. The findings reveal that although, in part, English water policy serves as an enabling environment for adaptive co-management, there is a level of discrepancy between substantive aspects of the five policy categories and water policy in England. Addressing these discrepancies will be important if English water policy is to allow for the emergence of processes, like adaptive co-management, that are capable of coping with the challenges that lie ahead.  相似文献

ABSTRACT

This paper contributes to the debate on whether private or common property rights are better for advancing the sustainable management of natural resources. This contest between public and private ownership is often exaggerated, we claim, because in the real world, complex entitlements with varying degrees of privateness/publicness prevail. Property rights belonging to families, companies, clubs, corporations, and communities are simultaneously common to the members/shareholders and private to the entities. We call these entitlements private-common entitlements. When we acknowledge this complexity, it becomes evident that neither private nor common ownership rights are alone responsible for resource depletion. Instead, depletion is caused by freeriding or evading the payment of the full price of natural resources. This invites Coase’s solution to resource allocation. Therefore, the key problem is whether and how Coasean bargaining is employed to allocate ownership over resources threatened by depletion. We contribute to the debate by showing that Coase’s approach promotes not only economically efficient but also ecologically sustainable resource management. Often, this approach would lead to the establishment of largely private property or control rights by largely collective/public entities. We apply this theoretical framework to the development of a ski resort in Pirin Mountain, Bulgaria.  相似文献

Pesticides, regardless of their known toxic impacts to human health and environment, are widely used in the rapid growing agricultural sectors of developing countries. As an agricultural country with small lands and enormous population to feed, a developing country like Bangladesh rely heavily on the uses of pesticides to increase crop yields. Nevertheless, during the past decades, Peoples’ Republic of Bangladesh has experienced 26.46% decrease in total pesticide consumption. However, the presence of unregistered pesticides in the environmental samples and agricultural products has pointed out the weakness in the existing legal regime of the pesticide governance. This, in turn, is threatening the livelihood and health of the farmers, food safety and consumer health. This paper reviews the antiquity of the status of pesticide consumption, evolution and drawbacks of pesticide in the context of existing socio-economic position of Bangladesh. A consolidated uniform system is lacking to project pesticide management in the country. Existing legal policy, rules and regulations in the context of international agreements regarding pesticide management have been reviewed and suggested for further amendment. Moreover, role of green microfinance in sustainable management of pesticides and food safety were recommended. A framework is proposed for pesticide governance with a stronger pesticide surveillance program and coordination of ministries interlinking environmental, occupational health and food safety.  相似文献

Collaborative planning theory and co-management paradigms promise conflict prevention and the incorporation of indigenous knowledge into plans. Critics argue that without devolved power to culturally legitimate institutions, indigenous perspectives are marginalized. Co-management practice in North America is largely limited to treaty-protected fish and wildlife because federal agencies cannot devolve land management authority. This paper explores why the Pueblo de Cochiti, a federally recognized American Indian Tribe, and the U.S. Bureau of Land Management sustained an rare joint management agreement for the Kasha-Katuwe Tent Rocks National Monument in New Mexico despite a history of conflict over federal control of customary tribal lands that discouraged the Pueblo from working with federal agencies. Based on the participant interviews and documents, the case suggests that clear agreements, management attitudes, and the direct representation of indigenous forms of government helped achieve presumed co-management benefits. However, parties enter these agreements strategically. We should study, not assume, participant goals in collaborative processes and co-management institutions and pay special attention to the opportunities and constraints of federal laws and institutional culture for collaborative resource management with tribal and local communities.  相似文献

Journal of the American Water Resources Association (JAWRA) 45(6):1448‐1464. Abstract: This paper is based on the proposition that the transition to sustainable urban water management has been hampered by the lack of insight into attributes of a sustainable urban water regime. Significant progress has been made in developing technical solutions to advance urban water practice, however it is the co‐evolution of the socio‐institutional and technical systems that enable a system‐wide transition. A systematic analysis of 81 empirical studies across a range of practice areas was undertaken to construct a schema of the sustainable urban water regime attributes. Attributes were identified and analyzed using a framework of nested management regime spheres: the administrative and regulatory system, inter‐organizational, intra‐organizational, and human resources spheres. The regime is likely to involve significant stakeholder involvement, collaborative inter‐organizational relationships, flexible and adaptive organizational cultures, and motivated and engaging employees. Comparison of the constructed sustainable and traditional regime attributes reveals that to realize sustainable urban water management in practice a substantial shift in governance is required. This difference emphasizes the critical need for explicitly supported strategies targeted at developing each management regime sphere to further enable change toward sustainable urban water management.  相似文献

Co-management, or the joint management of the commons, is often formulated in terms of some arrangement of power sharing between the State and a community of resource users. In reality, there often are multiple local interests and multiple government agencies at play, and co-management can hardly be understood as the interaction of a unitary State and a homogeneous community. An approach focusing on the legal aspects of co-management, and emphasizing the formal structure of arrangements (how governance is configured) runs the risk of neglecting the functional side of co-management. An alternative approach is to start from the assumption that co-management is a continuous problem-solving process, rather than a fixed state, involving extensive deliberation, negotiation and joint learning within problem-solving networks. This presumption implies that co-management research should preferably focus on how different management tasks are organized and distributed concentrating on the function, rather than the structure, of the system. Such an approach has the effect of highlighting that power sharing is the result, and not the starting point, of the process. This kind of research approach might employ the steps of (1) defining the social-ecological system under focus; (2) mapping the essential management tasks and problems to be solved; (3) clarifying the participants in the problem-solving processes; (4) analyzing linkages in the system, in particular across levels of organization and across geographical space; (5) evaluating capacity-building needs for enhancing the skills and capabilities of people and institutions at various levels; and (6) prescribing ways to improve policy making and problem-solving.  相似文献

This article describes the co‐management approach in situations of open access to and of increasing pressure on resources, using a mangrove coastal zone in North Brazil as an example. Co‐management clearly has the potential to turn nonviable, de facto open access to mangroves into effective common property management. Alliances of different political and ideological groups have been formed under the RESEX (reservas extrativistas — natural resource user reserve) model of coastal co‐management. Local economic interests have been mobilized as client constituencies. The RESEX system of co‐management assigns additional duties to both co‐managing parties, i.e., the state administration and the local users, in exchange for new rights. The authors argue that local support for the RESEX model has been gained on partially distorted premises. As the public authority passes on responsibility for management to local users under the RESEX model, this entails a number of duties for the local users. Thus local users assume the duty to implement and monitor resource management; they also appear to gain the right to take local decisions, such as excluding outsiders from resource access, and designing local resource management rules. However, as this article shows with two examples, some important new rights for local users under the RESEX co‐management concept are contrary to environmental legislation in force. This conflict is at present unresolved. It is argued that increased transparency about their precise rights for local resource co‐managers will considerably improve the prospects of coastal co‐management in Brazil.  相似文献

The Value of Linking Mitigation and Adaptation: A Case Study of Bangladesh   总被引:1,自引:0,他引:1  
There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the sustainable development goals of climate change and are worth exploring.  相似文献

Environmental governance in the twenty-first century in Bangladesh faces serious challenges in terms of improving service delivery. There are surfeits of laws, rules and regulations as well as institutions to manage and govern the environmental sector. The legal regime is quite comprehensive, yet little attempts have been made so far to iron out the contradictions and duplications among existing rules and regulations. Institutions continue to suffer because of a number of reasons. Coordination among different ministries and other agencies in the governmental and non-governmental sectors is poor. Inter-organizational meetings and other follow-up meetings are not regularly held and usually fail to achieve their intended objectives. Though attempts have been made to involve people at the formulation stage of action plans, seldom people are taken into confidence and consulted with when these plans are implemented. One of the consequences of such a situation is people’s lack of interest in government-sponsored environmental protection programs. The decision-making procedure/situation of different environmental development projects and policies did not follow the holistic or coordinated principles so that post-impacts of works appeared vast and diverse conflicts. This paper tries to search the history of environmental protection of Bangladesh, relevant environmental laws, rules, regulations and projects and major international conventions, treaties, and protocols signed or ratified by Bangladesh as well as investigates the current situation, mechanism and decision making regarding environment in the context of environmental governance, analyzing the problems and also explored the challenges for environmental management in Bangladesh and associated problems and risks of system and finally proposed some core guidelines of effective environmental governance and system management for Bangladesh.  相似文献

Worldwide there is a declining trend in natural fish catch (FAO, The state of world fisheries and aquaculture. , 2002) and Bangladesh is no exception. The vast inland fisheries of Bangladesh have been declining over the years, largely a result of human alteration of the aquatic habitats arising from human interventions in the floodplain systems such as the establishment of water control structures which favor agricultural production but reduce fish habitats. It can be assumed that conventional management measures are not adequate to conserve natural fisheries and exploring alternative knowledge systems to complement existing management is warranted. This paper focuses on local ecological knowledge and several other local practices held by fishers engaging directly with floodplain ecosystems. These knowledge systems and practices may be valuable tools for understanding ecosystems processes and related changes and developing local level responses to avert negative consequences of such changes. This may help in devising alternatives to ecosystem management and the conservation of floodplain fish habitats of Bangladesh and elsewhere in the world. This study was conducted in a natural depression (locally called beel) and its surrounding floodplain system located in north central Bangladesh which has become highly degraded. The results of the study indicate that the fishers and local users of the floodplain ecosystems are rich in local ecological knowledge concerning the hydrology of the floodplains and small lakes, the habitat preferences of fish, the role of agricultural crops on fish habitats, and the impact of habitat human interventions in aquatic ecosystems. Given the apparent inadequacy of the present management regime, this article argues for an inclusion of local knowledge and practices into habitat management as a more holistic approach to floodplain habitat restoration and conservation that encourages multi-level cooperation and which builds on diversified knowledge systems.  相似文献
