Issues related to the unsustainable use of natural resources are currently high on the policy agenda both in Europe and in other world regions. A large number of studies assessed past developments of material use and resource productivities. However, little effort has so far been devoted to forecasting future patterns of natural resource use and to provide ex-ante assessments of environmental and economic effects of different resource policies. This paper presents results from the international research project “MOSUS” (Modelling opportunities and limits for restructuring Europe towards sustainability), which was designed to fill some of these research gaps. In this project, a global economy–energy model system was extended by a worldwide database on material inputs, in order to run three scenarios for European development up to the year 2020: a baseline scenario without additional policy intervention and two so-called “sustainability scenarios”, simulating the implementation of six packages of policy measures geared towards decoupling economic activity from material and energy throughput. These measures included, amongst others, taxes on CO2 emissions and transport, measures to increase metal recycling rates, and a consulting programme to raise material productivity of industrial production. This paper presents the evaluation of the three scenarios with regard to the extraction of natural resources on the European and global level. In the baseline scenario, used domestic extraction within the EU remains roughly constant until 2020, while unused domestic extraction decreases (particularly overburden from mining activities). The stabilisation of domestic extraction, however, is accompanied by growing imports of material intensive products. This indicates that the material requirements of the European economy will increasingly be met through imports from other world regions, causing shifts of environmental pressures related to material extraction and processing away from Europe towards resource-rich countries. The implementation of the six sustainability policy measures applied in the sustainability scenarios results in a slight absolute reduction of domestic extraction in all European countries and significantly increased resource productivities. The results suggest that policy instruments aimed at raising eco-efficiency on the micro level can be conducive to economic growth. To limit rebound effects on the macro level, these instruments must, however, be accompanied by other policies influencing the prices of energy and materials. With regard to global resource use trends, the baseline scenario forecasts a significant growth of resource extraction, particularly in developing countries, reflecting the growing demand for natural resources of emerging economies such as China and India.  相似文献

The concept of ‘peaks’ in the production of natural resources has attracted attention in the area of energy production, with concerns about ‘peak oil’ driving recent research and investment in alternative sources of energy. There are fundamental and important differences between a peak in the production of oil and peaks in the production of metalliferous minerals, but in both cases production changes from ‘easier and less expensive’ early in a resource’s life to ‘difficult and expensive’ as time progresses. The impacts of this change in production circumstances require critical consideration in the governance of national and sub-national mineral endowments.This paper develops a framework for evaluating the impacts of changing patterns of mineral production. The framework considers three criteria: availability of a resource (considering its geological characteristics and geographical distribution); society’s addiction to the resource (its centrality and criticality to economic, social and environmental systems); and the possibility of finding alternatives (whether the resource can be substituted or recovered). An initial assessment against these criteria provides an overview of how a production peak might affect the production of minerals in Australia and the impacts that this might have on the Australian economy.Assessing important resources against these three criteria will be imperative in future considerations regarding the roles minerals and metals play as service providers in our economic, social and environmental systems. Additionally, this analysis should prompt a reassessment of the value of minerals beyond economic measures. Indicators derived from these criteria will inform strategies that can address future changes in production characteristics – meeting challenges with strong governance, and realising opportunities with proactive policy.  相似文献

采用生命周期评价法对太阳能级多晶硅生产过程的环境影响进行评价. 基于Eco-Indicator99,建立了适用于我国的终点破坏类影响评价模型(Chinese endpoint damage model,CEDM). 对影响评价模型的资源属性参数进行了本地化研究,核算出以2010年为基准年、以我国为基准区域的资源属性本地化人均年度基准值(4.33×105 MJ). 采用现场和问卷调研的方式获得太阳能级多晶硅所有生命周期阶段的能量物质的输入、输出和环境外排数据,调研样本总产量达到2012年全国产量的80%. 结果表明:从环境影响的最终破坏受体来看,太阳能级多晶硅生命周期环境影响主要集中在对人体健康损害方面,占其整个环境影响的72.31%;其次是对资源衰竭方面的影响,占24.23%;对生态系统的损害最小,仅占3.46%. 在所有环境要素中,电的环境影响最高,占79.48%;其次是蒸汽消耗、工业硅原料,二者分别占13.18%、5.97%. 我国太阳能级多晶硅生命周期环境影响是欧洲平均水平的2倍多,主要是受电力结构所致,但在技术先进性和污染防治水平方面要优于欧洲平均水平.   相似文献

Artisanal small-scale mining (ASM) is responsible for over 90% of gold production in Mozambique. In 2005, a 15-day pilot training project was held in the village of Munhena, a gold mining community. This intervention aimed at raising awareness related to the environmental and health impacts of mercury amalgamation and introduced alternative practices to reduce mercury release and exposure. In 2007, a 9-day evaluation of the pilot campaign was accomplished and knowledge in regards to mining methods, and the ASM government–community operating relations in Munhena were updated. Miners in Munhena are organized in an association of over 3000 members, work on a 25 year Government granted 143 ha concession and generate a substantial income (producing over 5 kg of gold per month). There remain, however, serious barriers towards sustainable community development. ASM associated environmental and health costs are high, as mercury continues to be used and lost to the environment, and cyanide will be introduced soon. The Government of Mozambique has laid the foundation for supporting this sector; however, resources are limited, and thus restrict ability to fully address these issues. Importantly, malaria and HIV/AIDS are not diagnosed and/or treated effectively within the community, and basic necessities are absent. This paper concludes with recommendations focused on enhancing the ASM sector in Mozambique, and overcoming barriers to sustainability in the community of Munhena.  相似文献

Small-scale mining in Ghana is defined to include both the exploitation of mineral deposits (1) using fairly rudimentary implements and/or (2) at low levels of production with minimal capital investment. While the large-scale mining—of particularly gold—has become predominant, small-scale mining, which predates such operations, has continued to be an important economic activity, particularly within the remote and poorer areas of the country. The environmental impacts of such small operations have, however, varied, depending on methods and the scale of operation. The factors that have contributed to aggravating these environmental impacts are economic, technical, legal, and operational in nature. Although mitigation efforts have had a limited impact, it is expected that the measures now being considered for adoption will improve the efficacy of the Government of Ghana’s drive towards improving environmental management in resident small-scale precious metal mining operations.This paper examines the environmental impacts of small-scale mining in Ghana—with particular emphasis on precious minerals and metals extraction—and outlines a series of initiatives for improving environmental performance in the industry.  相似文献

The South African economy is strongly based on coal as a mined resource, and various grades of coal are supplied to local and international customers. However, the environmental impacts associated with the preparation and production of different coal grades from Run of Mine (RoM) or raw coal are variable; specifically, the different mining methods used for coal extraction – opencast or underground mining – have different environmental impacts. The entire life cycles of the grades of coal must therefore be evaluated in order to compare environmental performances with supplied economic values. In this paper, a Life Cycle Impact Assessment (LCIA) methodology, based on the ISO 14040 standard, is applied for this purpose. This study examines, by using emergy analysis, the production of red orange in Sicily in order to evaluate resource use, productivity, environmental impact and overall sustainability. Four different sicilian farms were studied in order to compare conventional with organic production. Several indices derived from the emergy evaluation were used: the emergy yield ratio (EYR); the environmental loading ratio (ELR); the index of sustainability (SI). It is common practise in mining Life Cycle Assessment (LCA) studies to use a predefined set of data to represent mining production systems. Besides this, very little is added to improve data quality, and essential mining process details which affect the ultimate environmental impacts is rarely taken into account. Some significant omissions include exploration and development work, mining method used, production, ore losses, location and the mining/processing method dependent factors that govern the nature of discharges to the environment. The mining system is often represented as a black-box, not lending itself to the interpretation of different processes used in minerals production. The generic data used are often inadequate for a mining LCA, and cannot be used as an accurate account of mining environmental burdens contributing to more complex systems “down-stream”, such as metals, building, chemical or food industries. Therefore, the main objective of the mining LCA model presented in this paper was to develop a tool that is able to represent the mining system in a comprehensive way. To attain this objective, the mining system was studied in more detail, as it is commonly practised during mine feasibility and design stages. It (LICYMIN) was developed as part of an international research project led by Imperial College London. The model integrates the mine production, processing, waste treatment and disposal, rehabilitation and aftercare stages of a mine's life within an LCA framework. The development work was carried out in collaboration with several industrial partners in Europe, including Bakonyi Bauxitbánya Kft. in Hungary. The model structure, database development and examples of field applications from industrial sites are presented.  相似文献

The hotel industry of Vietnam is expanding rapidly with increasing international arrivals and domestic tourists. At the same time, mounting costs of resources and impacts of waste could affect the income, environmental performance and public image of the hotel sector. The hotel industry’s resource management (energy and water) would contribute to the long-term sustainability of the tourism sector. This paper reports the results of a study conducted to assess the resource use and management in the hotel industry in Vietnam. This was obtained by carrying out a survey in 50 hotels on energy and water consumption, and waste generation. The energy and water use, as well as the waste generated in the various hotel categories have been estimated and compared with those in other countries. The current practices in the hotels to address these issues are highlighted, and benchmarks for efficient use of resources in Vietnamese hotels are presented.  相似文献

以山东省桓台县夏玉米生产体系为例,应用生命周期评价方法,以单位产量为评价功能单元,把夏玉米生命周期分为原料开采与运输、农资生产与运输、作物种植3个生产阶段,对不同施氮水平下夏玉米生命周期的资源消耗与污染物排放进行了清单分析和影响评价.结果表明,随着施氮量的增加,夏玉米生命周期环境影响呈指数上升趋势,其中,主要影响类型为水资源耗竭,这与农作物需水量较大、水分生产率较低有关.在低氮量条件下,主要污染影响类型是全球变暖,随着施氮量的增加,富营养化上升为主要污染影响类型.提高作物种植阶段水肥利用效率是控制夏玉米生命周期环境影响的关键,它可减少夏玉米对水资源和氮肥的需求,从而直接减少农田氮素损失污染影响,也间接降低了上游生产环节的资源消耗与污染物排放影响,进而有助于降低夏玉米生命周期环境影响总潜力.  相似文献

This paper presents a case-study that highlights the importance of sustainable machining technologies in achieving sustainable development objectives. A technology evaluation was undertaken to understand the likely impacts of the use of technology on sustainability performance measures. The evaluation is more than an experimental method for supporting the design of technology and an instrument for supporting decision-making. It is also a tool for supporting technology policy and for encouraging its adoption and application in industry. More specifically, a sustainability evaluation of cryogenic and high pressure jet-assisted machining in comparison to conventional machining is examined. Sustainability performance measures refer to environmental impact, energy consumption, safety, personal health, waste management, and cost. The case-study refers to the machining of high-temperature Ni-alloy (Inconel 718). It is shown that tooling costs represent the major contribution to the overall production cost, which contradicts previous analyses, and that sustainable machining alternatives offer a cost-effective route to improving economic, environmental, and social performance in comparison to conventional machining.  相似文献

In this paper, we present a process synthesis approach to the development of Life Cycle Inventories (LCIs) for production of minerals from primary ore bodies, based on a heuristics-driven flowsheeting methodology. Technologies are specified to a level of detail consistent with information availability and mass balance closure. This approach enables the creation of flowsheets for all minerals processing activities using a “cradle-to-gate” system boundary, from which it is possible to generate LCIs using accepted practices for the mapping of resource flows and emissions onto a profile of environmental burdens. In this work, LCIs are presented only for the foreground system (i.e. the flows from background systems, such as electricity generation, are documented but their environmental burden profile is not included in the LCIs reported). This method allows for the detailing of these inventories on a commodity, sector, or geographic (regional) basis. The approach has been demonstrated for all sub-sectors of the Australian and the South African minerals processing industries. A case study of the gold sub-sector in each region is presented in some detail, in order to highlight the key features of the approach and the usefulness of the LCI profiles generated. The potential for this approach to support comparative technology assessment and sub-sectoral performance is demonstrated for the copper sub-sector. Some indication of the value of the approach to assist in company benchmarking is presented. The performance of all key sectors, namely coal, gold, non-ferrous metals, ferrous metals, uranium, platinum group metals and mineral sands, though not detailed here, is available on our on-line data-base.1. This information is used to develop an aggregated picture of minerals LCIs for the minerals processing activity in Australian and South Africa.  相似文献

Although small-scale mining is often associated with ruinous effects on the natural environment, Zimbabwe’s experience in gold panning demonstrates that though that may be true, the sector, can, through appropriate measures, be encouraged or enticed to develop environmentally friendly methods for gold mining and recovery. A combination of legislation, education, and the promotion of appropriate technology has enhanced the environmental management within the ever-growing gold panning community in Zimbabwe. This paper evaluates the success of attempts to minimise the environmental impacts of gold panning in Zimbabwe through legislation, education and the promotion of appropriate technology.  相似文献

This paper reports the findings of a study undertaken to assess the socio-economic and environmental impacts of mining in Geita District, Tanzania. In addition to sampling community perceptions of mining activities, the study prescribes interventions that can assist in mitigating the negative impacts of mining. Marked environmental and interrelated socio-economic improvements can be achieved within regional artisanal gold mines if the government provides technical support to local operators, regulations are improved, and illegal mining activity is reduced.  相似文献

Geopolymer concrete is seen as a potential alternative to standard concrete, and an opportunity to convert a variety of waste streams into useful by-products. One key driver in geopolymer development is the desire to reduce greenhouse gas emissions from the production of concrete products. This paper presents an examination of the lifecycle cost and carbon impacts of Ordinary Portland Cement (OPC) and geopolymers in an Australian context, with an identification of some key challenges for geopolymer development. The results of the examination show that there is wide variation in the calculated financial and environmental “cost” of geopolymers, which can be beneficial or detrimental depending on the source location, the energy source and the mode of transport. Some case study geopolymer concrete mixes based on typical Australian feedstocks indicate potential for a 44–64% reduction in greenhouse gas emissions while the financial costs are 7% lower to 39% higher compared with OPC.  相似文献

Utrecht University has conducted a pilot sustainability assessment for the executive board of the chemistry program ACTS (Advanced Chemical Technologies for Sustainability) of the Netherlands’ Organization for Scientific Research (NWO). These assessments represent prospective, i.e. ’ex-ante’ studies on the production of caprolactam by an improved catalyst and on different hydrogen storage options (i.e. compressed and liquefied hydrogen, storage in metal hydrides and storage in a metal organic framework). The pilot sustainability assessments followed the principles of environmental life cycle assessment (LCA), thereby focusing on non-renewable energy use (NREU) and climate change (GWP100). It was found that caprolactam with the novel catalyst has lower impacts than petrochemical caprolactam production from benzene but higher impacts than bio-based caprolactam produced via fermentation. Regarding hydrogen storage, it was found that compressed and liquid hydrogen have the highest impacts. The impacts of the metal hydrides and the metal organic frameworks show by far the lowest environmental impacts. The main reason is that these materials can be reused up to 1500 times (refilling of tank), while for compressing and liquefaction of hydrogen energy is needed each time a tank needs to be refilled. The study demonstrates the successful application of ex-ante technology assessment.  相似文献

Generally, the gold mining industry has a negative image because it is potentially highly polluting, its costs often externalized on local communities that host its operations. Recently, there has been growing activism in most countries where rich gold deposits exist. Although the industry has many drawbacks, it can potentially confer many benefits, especially for the people of the developing world, by providing employment and foreign exchange. In the context of the mining sustainable development debate, this paper examines the environmental performance of the gold mining industry in developing countries, and its impacts on resident populations and communities.  相似文献

科学评估稀土资源开发的生态环境成本是我国稀土资源可持续开发战略制定和稀土市场定价机制改革的客观要求。论文利用遥感影像解译数据、污染源普查数据、污染源动态更新数据、稀土统计数据等多种数据源,考虑“北轻南重”的稀土资源特性,构建了我国稀土资源采选和冶炼的生态破坏损失和环境污染损失核算框架,定量评估了2001—2013年我国北方包头白云鄂博氟碳铈-独居石混合型稀土矿、四川和山东微山氟碳铈矿、南方七省区离子吸附型稀土矿等三大稀土生产基地稀土资源开发的生态环境成本。结果表明:1)2001—2013年我国稀土资源开发的生态环境成本为761.7亿元,其中,采选导致的生态破坏损失为721.8亿元,冶炼导致的环境治理成本为39.9亿元;2)我国三大类稀土矿中,北方包头白云鄂博氟碳铈-独居石混合型稀土矿稀土开发的生态环境损失以环境污染损失为主,环境污染治理成本为25.5亿元,占包头矿生态环境总成本的74.3%,四川和山东微山氟碳铈矿和南方七省区离子吸附型稀土矿以生态破坏损失为主,分别为54.3亿元和658.6亿元,占各自生态环境总成本的89.5%和98.8%;3)南方七省区离子吸附型稀土矿采选单位稀土氧化物生态环境成本大,是四川和山东微山氟碳铈矿的9.6倍,包头白云鄂博氟碳铈-独居石混合型稀土矿的41.4倍;4)我国稀土开发生态环境成本占其价格的45%以上,在现有的市场价格下,扣除生态环境成本,我国稀土产业利润为负。  相似文献

Final impact results from an industry-wide environmental life-cycle assessment of cathode ray tube (CRT) and liquid crystal display (LCD) computer monitors are presented for 20 environmental impact categories. Considering the entire life cycle of each monitor, water eutrophication and aquatic ecotoxicity impacts for the baseline analysis were greater for the LCD while all other impact categories (e.g., resource use, energy, ozone depletion, landfill space use, human health toxicity) were greater for the CRT. Energy inputs from CRT glass manufacturing, for which there was some uncertainty in the data, drive many of the CRT impacts. Modifying the glass energy data based on comparison to secondary data resulted in nine of the 20 impact categories having greater relative life-cycle impacts for the LCD than the CRT. When comparing the manufacturing stages of each monitor type in the baseline scenario, the LCD has greater relative burdens on the environment in eight categories. Energy, global warming, and human health toxicity impacts are also presented in greater detail, showing contributions from each life-cycle stage. The paper argues that corporate environmental management should be based on significant environmental aspects that result in significant environmental impacts. The Finnish forest industry has substantially reduced its emissions but, being heavy industry, it still causes significant environmental impacts. This paper presents expert views on environmental impacts and their measurement. They were gathered through semi-structured theme interviews. The most frequently mentioned environmental impacts and significant environmental impacts related to water, energy and air. Positive environmental impacts resulted from recycling, forest industry products and use of energy. Traditional emission measurement was considered a well-measured issue. The target subjects of the measurement and especially environmental impact measurement require improvement. The contribution of this research is concerned with the development of measurement and two issues arising from the research are emphasised. First, environmental impact measurement should be further developed. Second, the measurement of the production chain that is physically outside the boundaries of forest industry mills should also be developed.  相似文献
